Dear Applicant,

Thank you for your interest in the role of Chief Executive for Healthwatch Greenwich. This is an

exciting opportunity to be at the heart of the next stage of the organisation’s development.

Founded in 2013 as part of a larger charity, we made the transition to an independent, non-profit

organisation in April 2016, supported by the local authority. Since then, we have firmly established

ourselves as the key strategic partner for patient and service user voice across the Borough.

Local people are at the heart of everything we do, and you will lead and guide the organisation to

ensure that patients and service users are heard, their experiences shared, and their voices

amplified, creating change and improving services for all.

As Chief Executive, you will have a fundamental role in leading staff and volunteers, working with

the Board and ensuring service users, patients and external stakeholders are involved in shaping

the future of healthcare services in the Borough. This job pack explains the context for the

recruitment, sets out our vision, and what we expect from the new Chief Executive, including the

job description, person specification and application form.

ContextHealthwatch GreenwichThe Health and Social Care Act 2012 required each local authority area to set up a Healthwatch

organisation. Healthwatch gives give people a powerful voice both locally and nationally. At a local

level, Healthwatch Greenwich works to help people get the best from their health and social care

services, whether it's improving them today, or helping to shape them for tomorrow. Healthwatch

Greenwich is about local voices being able to influence the delivery and design of their services,

not just for the people who use them, but anyone who might need to use them in future.

Healthwatch Greenwich became an independent organisation on the 1st April 2016. It is

commissioned by the Royal Borough of Greenwich to provide the following 6 key functions:

• Gather views and understand the experiences of patients and the public.

• Make people’s views known.

• Promote and support the involvement of people in the commissioning and provision of

local care services and how they are scrutinised.

• Recommend investigation or special review of services via Healthwatch England or

directly to the Care Quality Commission (CQC).

• Provide advice and information (signposting) about access to services and support for

making informed choices.

• Making the views and experiences of local people known to Healthwatch England (and

to other local Healthwatch organisations) and providing a steer to help it carry out its

role as national champion.

Job summaryThe Chief Executive Officer leads a small, focused team, motivated to listen to Greenwich residents

and deliver real improvements in health and social care services. The CEO provides effective and

inspirational leadership, vision and direction to enable Healthwatch Greenwich to fulfil its

statutory purposes, through delivery of its Board's agreed strategic aims and operational

objectives.

The CEO understands the value of community engagement and insight and ensures that local

people have a say in health and social care. They lead on developing and monitoring the

organisations policies and objectives, as well as providing significant contribution and challenge to

the Board. The CEO regularly attends senior, strategic level meetings with the Royal Borough of

Greenwich, Greenwich Clinical Commissioning Group, local NHS Trusts and a variety of other local

stakeholders.

The CEO acts as Company Secretary to Healthwatch Greenwich Limited and attends and

contributes to meetings of the Board. They are line managed by the Chair of the Board, working

closely with the Chair and other members of the Board. They manage the staff team and

volunteers in accordance with Healthwatch Greenwich’s mission, vision and values.

Main tasks

Healthwatch Greenwich • Provide support and guidance to the Chair and Board on all issues including governance,

financial management and business planning.

• Contribute to the development of, and implement Healthwatch Greenwich’s strategic

plans, ensuring it delivers on its statutory duties and fulfils its mission and vision.

• Ensure that contractual key performance indicators (KPIs) and quality and performance

targets set by the Board are met by the organisation.

• Act as Company Secretary and ensure compliance with the requirements of company law.

• Attend and support Board meetings.

• Ensure compliance with all Healthwatch Greenwich’s policies and procedures.

• Ensure that structures, insurances, policies and procedures required for the organisation

to be operational are in place.

• Ensure Healthwatch Greenwich meets Healthwatch Greenwich's obligations under its

contract with the Royal Borough of Greenwich and that it is well placed to deliver the

functions and services.

Staff and Volunteer Management• Lead and manage the staff and volunteer team, setting clear objectives and undertaking

regular 2-way feedback, development and performance review.

• Create an environment that embeds a culture of teamwork, motivates and inspires staff

and volunteers to implement and articulate the vision and strategic direction of the

organisation, and fulfils individual and corporate potential.

• Lead in a way that contributes to the continuous improvement of Healthwatch Greenwich

and embraces the organisation’s quality initiatives.

• Champion the involvement and participation of volunteers and local residents, patients

and service users.

• Develop opportunities for local people and volunteers to be actively involved in the work

of Healthwatch Greenwich.

Delivery• Ensure that appropriate systems, processes, values and behaviours are developed and

implemented – including those to promote equality of opportunity, non-discrimination

and respect for diversity.

• Ensure the safest possible environment for staff, volunteers and service users.

• Lead the staff team on Healthwatch Greenwich’s statutory functions and agreed services,

and on the delivery of agreed priority work-plan areas.

• Manage all Healthwatch Greenwich’s business functions, including finances, human

resources, health and safety and IT support.

• Represent and promote the work of Healthwatch Greenwich with local residents, the

NHS, CCG, the Royal Borough of Greenwich and Third Sector stakeholders.

• Identify priorities and develop appropriate project and delivery plans to achieve the

greatest possible level of positive impact on local services.

• Lead on project management, including project plans, monitoring, evaluation and

reporting.

Stakeholder Management/Partnership Working • Identify, develop and maintain relationships with key strategic stakeholders and partners

(including local community provider organisations).

relationships and partnerships with key stakeholders and other appropriate bodies and
