Tawfiq headed up a Shura spe- cial committee assigned the task of addressing the economic crisis and its effect on people in an effort to come up with proposals to help. His committee’s recommenda- tions were delayed on Thursday when the council broke mid-ses- sion and deferred the hearing un- til November. “Deferring the meeting of a supposedly urgent committee to the next parliament session was not giving enough urgency to the crisis and that is why I decided to step down,” Tawfiq Al Lawati, head of the Shura’s special committee, said. The committee had 12 recom- mendations to discuss, but while they were discussing the seventh, there was a controversy over pass- ing the entire report last Thursday or deferring it to the next calendar year for the parliament. He said the recommendation was about cutting water and elec- tricity subsidies to all businesses except for residential buildings for Omanis. However, the proposal sug- gested that water and electricity subsidies should not be lifted for expatriates even in residential buildings. The committee’s report empha- sised that attention should be paid to families with incomes of less than OMR600 a month. “The report suggested with- drawing subsidy from everybody and give direct financial sub- sidy and support to families with OMR600 or less monthly income,” Al Lawati said. Al Lawati said that experts agree that flat subsidies are an unfair method, as there are peo- ple who don’t need subsidies and the government should give the privilege only to those who “de- serve it”. >A2 Disillusioned over the delay in discussion on proposals to minimise economic crisis and its impact on people, Shura panel chief resigned RAHUL DAS [email protected] MUSCAT: United Arab Emirates has once again opened its doors to tourists from Oman wanting to enter the country without an e-visa, with some saying that they have to pay OMR35 at the Oman- UAE border for a visa. “Visa-on-arrival facility is now available and you have to pay 100 Dirhams (OMR10.4) more for it,” said a frequent traveller to Dubai. Qamar Riaz, a resident of Oman who travelled to the UAE a few days ago, however, said that he had paid only OMR25 for the visa. “I was given a visa-on-arrival but the authorities said that it would be the last time and that he will need to apply for an e-visa from the next time on,” he said. Recently, new sign boards were installed at the Oman-UAE road border, informing that visa-on- arrival requests for residents of GCC will be processed electroni- cally and that the manual process has been discontinued. “But I suppose they again opened up for Eid holidays,” tourists said. Incidentally, UAE’s Ministry of Interior had announced on Sun- day that the e-visa will be applica- ble from July 15. “Starting from July 15, UAE will start implementing e-visa services and the visa-on-arrival will be completely stopped at all airports for expats living in the GCC,” it said on its website. >A2 NEW REGULATIONS Staff Reporter MUSCAT: Oman needs to close- ly monitor developments in the United Kingdom post-Brexit as it is the Sultanate’s biggest foreign direct investor, the Central Bank of Oman has warned. The UK currently accounts for 46 per cent of Oman’s Foreign Di- rect Investment (FDI) and may struggle in the coming years after voters there decided to leave the European Union, according to the central bank’s annual report. “The British economy may register lower economic growth due to a dislocation of trade and business. Britain is one of the top- most investors in Oman and the authorities have to closely moni- tor the development as it unfolds,” the CBO said in its report, issued on Monday. UK market share is growing in Oman and currently worth around £4.5 billion annually. Ex- ports from the UK to Oman are up 10 per cent year-on-year, accord- ing to statistics for May, 2016. Experts said that Oman, like any other country, needs to keep a watch on the situation. “First we will have to see what impact Brexit will have on the European Union. MUSCAT: Tawfiq Al Lawati, the man tasked with advising the gov-ernment on finding urgent solu-tions to Oman’s oil crisis, has re-vealed why he walked away from the job.

He added that expatriates should pay for unsubsidised electricity bill.

“Such system is implemented in neighbouring countries,” he added.

He suggests the same should apply for oil subsidies.

“These actions will reflect posi-tively on the Omani citizen and the future generation in the long term,” he added.

It is worth mentioning that six of the committee’s recommenda-tions were approved by Majlis Al Shura before stopping at num-ber seven and postponing the meeting to the next parliament session, which means that the meeting can be hold either in No-vember 2016 or June 2017.

“It can even be postponed fur-ther,” Al Lawati commented.

Talking to the Times of Oman, Al Lawati broke his silence say-ing that the Shura Council started this committee in March giving it a specific task and mandate to de-liver by June.

“This is a very sensitive and important issue to the society. It can’t be delayed and take any more time to come up with ac-tions or suggestion,” Al Lawati said, adding that he felt that his committee has fulfilled its re-quirements and that the Shura Council should have continued with the report’s discussion.

He said the delay showed that the issue is not being taken seriously.

“Since the members decided to extend the time of the commit-tee, my decision was to step down and let other people come up with

new ideas. Maybe we will have better suggestions and solutions,” he added.

The Portland State University graduate resigned on Thursday from his position as a member and head of the oil price effects on society committee.

Commenting on the contro-versial proposal by the Shura members to merge a number of ministries and other government bodies, Al Lawati said that the idea is still on the table.

However, he says the govern-ment should decide which au-thorities must be merged.

“Majlis Al Shura follows the government. It is not a research centre and the concerned insti-tutions should work on imple-menting the suggestion,” Tawfiq concluded.

Austerity steps in Sultanate

Khalid Al Jashmi, acting gen-eral manager of Export Credit Guarantee Agency of Oman (ECGAO) says that he fears “in-direct” repercussions.

“For example, our leading business partners in certain ar-eas may want to buy stuff from UK since the pound rate has gone down and things will be a little cheaper. Then it will start hampering us,” he had said.

The CBO’s assertion comes as Oman reels under economic distress, with the government launching austerity measures

earlier this year.The CBO said that the 2016

outlook will be based on various factors, including the move-ment in oil prices, materiali-sation of rate hikes by the U.S. Federal Reserve, volatility in global financial markets and the exit of Britain from the Eu-ropean Union.

The report also said after continuous growth in total rev-enues between 2009 and 2014, Oman recorded an overall fiscal deficit of OMR4,831.4 million in 2015.

MUSCAT: Water supply will be hit in several parts of the Muscat governorates on Friday and Sat-urday, it has been announced.

In a statement, the Public Au-thority for Electricity and Water (PAEW) has announced that in order to implement strategic pro-jects from July 8 that will contin-ue for 48 hours, water supply will be affected in Al Amerat, Muscat, Muttrah and Wattayah areas of the Muscat Governorate.

“The authority would like to apologise for any shortage in wa-

ter supply that may take place, and requests all subscribers to take every necessary precaution and continue rationing the con-sumption,” PAEW said.

Airlines insist on e-visas

Airlines, however, insist on pas-sengers possessing an e-visa. “Our rules are very clear and we are not allowing passengers to board the aircraft without an e-visa,” a sen-ior official of flydubai said.

Oman strongly condemns Baghdad attack

MUSCAT: Oman’s Ministry of Foreign Affairs has strongly con-demned the suicide bombing at dawn in Al Karara, in the centre of the Iraqi capital Baghdad.

The attack claimed the lives of 165 people and left more than 225 victims wounded. The blast took place in a heavily crowded commercial area during the Holy Month of Ramadan.

The ministry condemns all violent and criminal acts of every kind which claims the lives of in-nocents.

Furthermore, the Ministry of Foreign Affairs offered its sincere condolences to the victims’ fami-lies, the Republic of Iraq and its people and wished the injured a speedy recovery.

than 5,000 images last,” the man who launched the hashtag told the Times of Oman, adding that he is expecting greater engagement from the social media community this year.

Last year, it was listed as the highest trending international hashtag on Twitter.

The hashtag, according to its inventor, aims to promote the beauty of Oman, especially dur-ing the Khareef (monsoon) sea-son, when many locals flock to Salalah to enjoy its greenery and cool weather.

Moreover, Omanis can utilise the hashtag to showcase their traditions and different Eid ritu-als. The man behind the hashtag, who declined to be named, also owns two popular Twitter ac-counts @hashtag_oman and @zaajel_news, and together, these two have drawn more than 230,000 followers.

“The secret behind attracting followers is posting few, but qual-ity posts,” he said, adding that so far he has not accepted any adver-tisement offers.

Calls to shun use of black henna during Eid-Al-FitrStaff Reporter

MUSCAT: Women rushing to beauty salons ahead of Eid-Al-Fitr have been warned against us-ing black henna, with authorities and dermatologists saying the “chemical-loaded” beauty prod-uct damages the skin and could even harm one’s kidney.

During Eid, Omani women are known to decorate various parts of the body, such as hands, nails and feet, using black henna in de-signs, which is mostly procured from Sudan.

“Black henna is a permanent dye. The Omani women use it to make it appear brighter and dark-er… sometimes the manufactur-ers use some newspaper ink too… There are many patients I am see-ing for blisters, such as bubbles and burnt allergies in their hands,” Dr. Ashok Thomas Mathai, specialist dermatologist at KIMS hospital told the Times of Oman (TOO).

He said, “If one continues us-ing henna, it can get absorbed systematically and can damage the kidney. There are such possi-bilities. It’s due to the chemicals present in it.”

PACP advisoryThis week, the Public Authority for Consumer Protection (PACP), also issued an advisory urging women to shun the usage of black henna. The advisory came with photographs showing hennaed hands and arms wrought with red blisters. Other pictures showed a floral pattern of infection in the hands and legs.

“Please beware of applying black henna to your skin, eye

lashes, and eyebrows. It’s proven that it’s harmful to the skin,” the advisory warned.

Mathai said the disease does not spread.

“It’s a patterned allergy. It’s called henna-related allergic con-tact dermatitis. It appears accord-ing in a floral pattern. There are cases where it has left permanent scars and marks, which are hard to get rid of. It depends on your skin type. Fair-skinned people get this allergy quickly,” the derma-tologist said.

Mathai said it’s hard to say what ingredients are included in the composition of the black hen-na “because sometimes it comes in a paste format.” “And people blindly use it,” he said.

He further said such instances mostly come to light during fes-tivals and parties attended by Omani women and are mostly healed with steroid creams and

antibiotics, but warned that UV light could also trigger a reaction.

Dr Aliya, a dermatologist at Star Care hospital in Muscat said that such patients should avoid sunlight and UV rays.

“If they are exposed to the high sun and UV light, it will affect… causing blistering and sun burns,” she told TOO.

Tested hennaOther health experts suggested that tested henna should be used instead of randomly se-lected brands.

“Henna could be tested for two days. One can apply two dots of it at the elbow and two behind the ear and check after 24 hours if the skin is sensitive,” Dr Vandana, skin care specialist at the Apollo Hospital told TOO.

In case of blisters and swelling, she said patients should keep their hands in ice cold water or apply re-frigerated calamine lotion.

“Women are even using henna in the nails, which comes with fungal infections. These days I see five to seven patients a day for fungal infections,” she said.

Dr Vandana further pointed out that black henna comes with pa-ra-henylenediamine (or PPD)—a chemical substance that is widely used as permanent hair dye.

“This chemical is made from coal tar that includes benzene, naphthalene, phenol, aniline. Its contact with the skin should be avoided,” she said.

Henna has silver nitrate, car-mine, pyrogallol, and disperse orange dye, which she said has been found to cause allergic re-actions and chronic inflamma-tory reactions.

MUSCAT: Oman will witness a surge in the production of munic-ipal waste in crucial areas during Eid-Al-Fitr celebrations, forcing authorities to increase the waste collection frequency, officials at a key waste management body said.

“We’re expecting an increase in the quantities of waste that will be generated during the Eid period,” Murtadha Al Lawati, head of Cor-porate Affairs at Be’ah, Oman’s waste management body, told the Times of Oman.

He said Be’ah has plans to deal with the anticipated increase in waste in the South Batinah and South Sharqiyah governorates, where Be’ah has “almost” com-pleted a sector takeover from the Ministry of Regional Municipali-ties and Water Resources.

“The plan includes increasing the frequency of collection dur-ing the last few days of Ramadan and the first two days of Eid,” the official said.

Be’ah officials said they will be placing additional large metallic skips in different strategic loca-tions throughout the concerned

governorates and wilayats (prov-inces) to provide additional col-lection capacity in areas “that we anticipate having a higher waste generation rate.”

Animal slaughter waste“Furthermore, Be’ah’s transfer stations and landfill facilities in both governorates will be open for longer hours during the Eid period to meet the expected in-crease in the collected quantities of waste,” Al Lawati said.

Civic bodies and health experts have been regularly urging food industries, retailers, caterers and

consumers to reduce food waste.More food is wasted during the

Holy Month of Ramadan than in any other month, with hotels, re-sorts and households being the major contributors. Wastefulness continues to touch new levels in the Sultanate. Food (26 per cent) tops the list of municipal waste composition that ends up in land-fill sites, according to official data.

Oman has nearly 317 dump-sites and four landfills. The Sul-tanate produced about 1.85 mil-lion tonnes of municipal waste in 2015, which is projected to reach 2.04 tonnes by 2040.

‘Ban on street food vendors not lifted’

MUSCAT: Though the public might have noticed that vendors selling mishkak, a popular grilled food, have returned to Muscat’s streets, the municipality has reit-erated that the ban on street ven-dors “has not been lifted”.

Since September 2015, Mus-cat Municipality has enforced a ban on the preparation and street sales of grilled meat. The decision has been largely influenced by the lack of food hygiene among street vendors, and was also enforced to protect the health and safety of consumers and residents.

However, residents of the capi-tal questioned whether the ban had been lifted when vendors were spotted in different locations of Muscat governorate.

Talking to the Times of Oman, a street vendor in Shatti Al Qurum said municipality officials gave them a notice period for the month of Ramadan. “We have no idea what will happen after Ramadan,” said the Omani seller.

Two other vendors in the Wilay-at of Al Seeb echoed their fellow mishkak seller, saying the munici-pality stopped issuing violation letters to vendors at the beginning of the Holy Month.

But municipality officials said the ban is still in effect and all “ille-gal” vendors will be fined, if caught by authorities.

“Nothing has been changed in the law. The ban is still a ban dur-ing Ramadan, and throughout the year,” the official told Times of Oman, while adding that the deci-sion was only taken in response to complaints from the public.

MUSCAT: Tour operators are reaping gold as travellers are rushing to book buses for the western region of Salalah in the hope of spending Eid-Al-Fitr hol-idays amidst the annual Khareef (monsoon) season.

Most of the bus operators, the Times of Oman (TOO) spoke to, said the buses for Eid-Al-Fitr holidays (July 5 to 9) have been booked since last week.

“The (availability of ) tickets are now possible only after Eid,” an official from Al Ghazal Trans-port told TOO on Sunday, adding, “We are trying to make sure there isn’t a shortage of transport by adding more buses to the fleet. But all seats are booked.”

On Sunday, travellers hoping to holiday in Salalah were lined outside the transport offices hop-ing to get a lucky ticket during the Eid holidays.

Inside the Mwasalat office at Ruwi, many dejected passengers had to leave the premises after officials announced that seats are booked for all Eid holidays.

“I wanted to visit Salalah on Eid evening. It looks like people are travelling on the first Eid too,” said Vinod Kumar, who wanted to enjoy the holidays with his family this year.

Tourist seasonMeanwhile, Mwasalat—a gov-ernment-owned company—an-nounced that it will increase daily trips to Salalah during the Salalah Tourism Festival, start-

ing from Friday (July 8) with spe-cial fare offers.

“We will increase the trips from three to five a day. The com-pany will provide a total of 225 seats a day, adding about 7,000 seats a month,” an official state-ment said Sunday.

It further said daily service during the Khareef season will be from Muscat to Salalah and Sala-lah to Muscat at different times of the day. The first shuttle will leave at 7:00 am and the last one at 7:00 pm both ways.

“The company will offer special promotional fares during the fes-tival, with free tickets for children under the age of two, who are ac-companied by their parents, and a special discount for group res-ervation,” it said. The fare details and timetable can be accessed on the company’s website and its of-fices in the Sultanate.

“The company will be using as many of its new fleet for the aforementioned service, char-acterised by luxury and comfort, with the availability of a restroom on-board,” it said.

Bomber killed outside US consulate in Jeddah

RIYADH: A suicide bomber was killed and two people were wounded in a blast near the US consulate in Saudi Arabia’s sec-ond city of Jeddah early on Mon-day, state TV said, the first bomb-ing in years to attempt to target foreigners in the kingdom.

The attacker parked his car outside a hospital opposite the consulate at about 2.15am and detonated his device after being approached by two security men, killing him and lightly wounding them, it said, quoting a security spokesman.

Three further blasts rocked the

location of the bombing hours later, a witness told Reuters, as police carried out what appeared to be controlled explosions near the site.

A video sent by the witness showed police taking cover be-hind vehicles and covering their ears before a blast.

In a statement, the US consu-late said there were no casualties or injuries among its staff, adding that it and the US embassy were in contact with Saudi authorities investigating the incident.

Reuters could not immediately reach officials for further details. A photograph on the Sabq news

website showed what appeared to be the remains of a man lying be-side a taxi. State television avoided direct reference to the presence of the diplomatic mission, mention-ing only the street address, an ap-parent effort to downplay the likely target of the attack.

Gaza gets first Turkish aid shipment

GAZA: Turkish aid shipments arrived in the Gaza Strip via Is-rael on Monday, a week after Is-rael and Turkey announced they would end a six-year rupture and normalise ties.

About 11,000 tonnes of cargo, including clothing, toys and medicines destined for the Pal-estinian coastal territory, were ferried to the Israeli port of Ashdod by a Turkish ship that docked on Sunday.

Under the supervision of the Turkish Red Crescent Society, the first of about 500 trucks car-rying the aid entered the Gaza Strip, territory controlled by Ha-mas, through Israel’s Kerem Sha-lom crossing, witnesses said.

Relations between Israel and Turkey crumbled after Israeli

marines stormed a Turkish ship in May 2010 challenging Israel’s naval blockade of the Gaza Strip and killed 10 Turkish activists during fighting on board.

Last week’s rare rapproche-ment in the divided Middle East was driven by the prospect of lu-

Cabinet reshuffle today with eye on UP polls

NEW DELHI: An expansion and reshuffle of the Modi government will take place on Tuesday with a Dalit tilt in the exercise possibly eyeing the Assembly elections in Uttar Pradesh next year.

Prominent among the names doing the rounds for induction in-clude Anupriya Patel, an OBC Lok Sabha member belonging to ally Apna Dal, and a number of BJP leaders, who met party chief Amit Shah on Monday.

The BJP names include S. S. Ahluwalia (Lok Sabha), Vijay Goel (Rajya Sabha), P. P. Chaud-hary, a Dalit MP from Bikaner in Rajasthan.

Sources said Ajay Tamta, a Dalit Lok Sabha member from

Uttarakhand, which will go to the polls with Uttar Pradesh early next year, Purushottam Rupala, a Rajya Sabha member from Guja-rat, Ramdas Athawale, a RPI MP from Maharashtra (Rajya Sabha), Mahendra Nath Pandey, an MP from UP, are among the likely in-clusions. Krishan Raj, another BJP Dalit MP from UP, can also make the cut. Some ministers can also be dropped, party sources said adding top ministers are un-likely to be disturbed.

Frank Noronha, Principal spokesperson of the government,

tweeted on Monday that the cabi-net expansion will take place on Tuesday at 11am.

There has been talk of the ex-pansion for the past several weeks amid speculation that Prime Min-ister Narendra Modi could induct new faces from Uttar Pradesh with an eye on polls.

There is also a vacancy in the Council of Ministers after Sports Minister Sarbananda Sonowal became the chief minister of As-sam. This will be the second ex-pansion of the Cabinet after Modi came to power in May, 2014. The

first expansion had occurred in November 2014.

There are currently 64 Union ministers, including the Prime Minister, and there can be a maxi-mum of 82 of them under a consti-tutional bar.

Meanwhile, Shiv Sena presi-dent Uddhav Thackeray on Mon-day said BJP central leadership has not held in any discussion with him on the Union Cabinet expansion and that his party will not stand on anybody’s doors seeking favours.

“People from various political parties are joining the Shiv Sena. I have been busy attending to them and thus have not got the time to discuss the Cabinet expansion. One thing is clear. The Sena will never stand helplessly on any-body’s doors asking for anything,” Thackeray said here.

“First they (the BJP) were offer-ing us Minister of State, then said we will get a Cabinet berth. We say whatever we get, we should get with respect. We will not beg for anything. There have been no discussions with Delhi on Cabinet expansion,” he said.

Thackeray said getting ministe-rial berths was a secondary issue for him and that he would put for-ward his views if discussions were to take place. - PTI

Jaitley expects better growth outlook for sweet spot IndiaRAIPUR: Calling India a “sweet spot” in the subdued global econ-omy, Finance Minister Arun Jait-ley on Monday said indication of “good rains” will further boost the country’s growth momentum.

“This time, it looks like rains are going to be good and India can grow very well. There are signs (for that),” he said addressing the first national minerals & mining conclave here.

India clocked 7.6 per cent growth rate in 2015-16 when there was a global slowdown, and deficient rainfall for two years in a row, he said. Jaitley said India is a “sweet spot” in the global econ-omy and “growth outlook looks much better with indications of good rains this year”.

The finance minister added that at a time when the global economy is slow, India is an ex-ample with its higher growth rate.

“When the going is good eve-rybody grows. But, at such a time (global downturn) becoming the fastest growing economy is an

example in itself. It shows that we are ready and capable to deal with such changes and perform,” he noted.

On the impact of Britain exiting the European Union, the finance minister said, “We were the least impacted. People feared that currency and stock markets will crash, but we saw the impact for just one day.” This indicates the robustness of the Indian economy and displays its capacity to handle

changes, Jaitley said.On the minerals and mining

sector in the country, the min-ister said that government’s ini-tiatives in the sector are showing results and the industry is slowly coming out of the rut. “This is the beginning and then too it is showing growth. Global growth is weak and when the global growth comes back to good levels then this experiment will also grow further,” he added.

The finance minister said that globally, including in India, the commodities market has wit-nessed a rough time with prices hitting rock bottom. “Resource-based economies globally had a rough time and prices are sup-pressed. But this will not go on for long. It will change.” - PTI

Congress mum over reports about Priyanka to be star campaigner in UP

NEW DELHI: Congress on Mon-day remained tight lipped over reports that Priyanka Gandhi would be its star campaigner in poll-bound Uttar Pradesh and also on the issue of elevation of Rahul Gandhi as the party chief.

“Whenever it happens, you will know”, party spokesman Jairam Ramesh told reporters quoting AICC General Secretary Ghulam Nabi Azad when asked about re-ports that Priyanka would lead the campaign in UP and address as many as 150 meetings.

Dismissed suggestionsHe, however, dismissed sugges-tions that Priyanka taking cen-tre stage in campaigning in Uttar Pradesh showed poorly on the

leadership of Rahul.Azad, who is in charge of party

affairs in Uttar Pradesh, has al-ready favoured Priyanka becom-ing pro-active in campaigning all over the state.

On Saturday, Uttar Pradesh Congress spokesperson Satya Dev Tripathi had said that Priyanka will step out of her family pocket boroughs of Amethi and Rae Bareli to campaign for the party all over the state.

Poll strategist Prashant Kishor, who has been roped in by the Con-gress to help and assist the party in Uttar Pradesh, has reportedly suggested that if Rahul declines to lead the party in the state, Priyan-ka by all means should.

Azad has also expressed the pos-

sibility of the party naming a chief ministerial candidate in UP.

Political wildernessCongress is in political wilder-ness in UP for the past more than 26 years which saw emergence of Mandal and Mandir issues and the rise of Bahujan Samaj Party.

merely said.Only last month, Ramesh had

said in an interview “Rahul Gan-dhi is de facto Congress chief but he should become de jure” and make the party battle ready with-out waiting for anti-incumbency to build up against Prime Minister Narendra Modi.

Ramesh had insisted that the Congress vice president has “a lot of ideas on organisational restruc-turing and I hope he gets into posi-tion very soon. He is de facto, but he should become de jure”.

Congress has witnessed revers-es after reverses in elections since it lost power in the Lok Sabha polls in May 2014 and in which it posted its worst ever performance of 44 seats in the House of 543. - PTI

KARACHI: Engro Corporation has signed an agreement with a Netherlands-based dairy compa-ny for the sale of up to 51 per cent shareholding in Engro Foods at an estimated price of $448 million, a securities filing said on Monday.

Engro Corporation currently controls approximately 87 per cent

shareholding in Engro Foods while the general public owns the re-maining outstanding shares. The deal will take place at Rs120 per share, which reflects a discount of about 26 per cent to Engro Foods’ current share price of Rs163.

The majority stake in Engro Foods will be bought by a legal en-tity in which Dutch dairy coopera-tive FrieslandCampina will hold approximately 80 per cent shares. International Finance Corpora-tion (IFC) and Dutch development bank FMO will hold the remaining shares in the legal entity.

The share price of Engro Corpo-ration rose 1.4 per cent to Rs337.6

on Monday while the stock of En-gro Foods shed 5 per cent to close at Rs155.17 per share.

Engro Corporation said in a statement it will stay on as a “sig-nificant partner and shareholder” under the new company structure. The stake of Engro Corporation in Engro Foods will likely be around 36 per cent post-transaction.

The Dutch company is required under the local takeover laws to make an attempt to purchase at least half of the shareholding cur-rently owned by the general public.

The provision is supposed to ensure that ordinary shareholders also benefit in case the sponsors of

a listed company sell their stake in a major deal.

This means general investors will also have a chance to avail the public offer extended by Fries-landCampina to sell at least half of their 13 per cent current holding in Engro Foods.

Any number of shares that ordi-nary shareholders decide to sell to FrieslandCampina will be adjust-ed against the shareholding that the Dutch company is supposed to acquire from Engro Corporation.

“With the tender price likely to be lower than the prevailing market price, we don’t expect mi-nority shareholders to sell their

shares,” said Topline Securities in a research note, adding that Engro Foods is the most actively traded consumer firm in Pakistan and provides minority shareholders with long-term growth potential.

It said the deal at a discount of about 26 per cent was not sur-prising, as the market already ex-pected a lower price. “The main reason for the Dawood Group (sponsors of Engro Corporation) to sell the stake at a discounted price is to gain FrieslandCampi-na’s dairy expertise and intro-duce new products,” it said. Engro Foods’ dairy segment consists of only three products that contrib-

ute around 90% to the company’s net sales, it added.

In a statement on Monday, FrieslandCampina said it expects to benefit from the conversion of the Pakistani market from loose to packaged dairy consumption. At present, less than 10 per cent of tradable milk consumed in Pa-kistan is processed and offered in packages, it said. The conversion is expected to accelerate in the near future as a result of the growing middle-income class, a desire for higher quality milk as well as the increasing urbanisation, it added.

Topline Securities said Engro Corporation will generate cash of around Rs47 billion, part of which will most likely be invested in en-ergy-related projects with a higher rate of return.

Engro Foods contributed more than a quarter in the corporation’s revenues last year.

Therefore, its sale will result in a decline of around Rs4 per share in the holding company’s earnings, as per the workings of Topline Secu-rities. — Express Tribune

Ex-religious affairs minister to spend Eid in Adiala jailISLAMABAD: The former fed-eral minister for religious affairs Hamid Saeed Kazmi will spend Eid with inmates in Adiala jail as the Islamabad High Court (IHC) dismissed his bail appli-cation on Monday.

IHC Chief Justice Muhammad Anwar Khan Kasi dismissed the former minister’s bail plea term-ing it devoid of merits. “No illegal-ity could be observed at this stage on the surface of the impugned judgment,” he stated.

On Wednesday, Islamabad High Court reserved a verdict on Kazmi’s bail plea, wherein he had sought bail in view of the ap-proaching Eid. In the plea, Kazmi’s counsel Latif Khosa Kazmi had contended that the former minis-ter had no role in hiring buildings for the pilgrims and there was no charge against him of receiving commission or kickbacks.

On June 3, a special court hear-ing the case sentenced former reli-gious affairs minister to 16 years in prison. His two ministry lieuten-ants were also jailed for massive irregularities during Haj opera-tions between 2009 and 2012.

Judge Malik Nazir Ahmad had also imposed a fine of around Rs147 million on each convict, who will have to serve additional two years in jail on failure to pay the penalty. The scandal had sur-faced in 2010 after then science and technology minister Azam Khan Swati, accused Kazmi of cor-ruption in Haj affairs.

The men were indicted for fraud, cheating, misuse of author-ity and causing losses to the ex-chequer and the public at large.

The men were also accused of hiring a substandard building on an exorbitant rent for housing pilgrims in Mecca and receiving kickbacks as well. — Express Tribune

Don’t mess with India’s Central BankMihir Sharma

The first repercussions of the impending departure of Raghuram Rajan from the Re-serve Bank of India could now be visible

— and it looks like those who argued the independ-ence of India’s central bank was under threat may have been right. Rajan declared last month that he would not be seeking the expected extension of his term -- a move widely seen as being forced on him by the Narendra Modi-led government in New Delhi, which had publicly disagreed with several of his decisions and statements as governor. This was troubling. The government appeared to be un-comfortable with its inability, under Rajan, to direct the central bank’s actions. The implications for the RBI’s institutional stability and strength — and for the credibility of India as an investment destination — weren’t good.

Some of Rajan’s latest speeches suggest the government is close to knocking a further hole in the RBI’s authority. The governor has spoken out against a suggestion, which is gathering force in New Delhi, to use surplus funds with the RBI — its “contingent reserve,” set aside for emergencies —to recapitalize stressed state-owned banks.

The government’s motivations are understanda-ble. It has committed itself to a pretty stringent path of fiscal consolidation over the next few years, one that would bring the fiscal deficit down to three per-cent of gross domestic product. However it has to do this at the same time as Indian banks —in particu-lar, the state-controlled banks that comprise 70 per cent of the sector — are dealing with a full-blown bad loans crisis. Estimates of bad loans vary widely, but may total anywhere between six and 12 per cent of GDP. The RBI itself estimates they may hit 8.5 per cent of GDP by next March. Recapitalizing the banks is urgent – they need about $140 billion in capital by 2019, according to Fitch Ratings — but the government has set aside very little money to do so as yet. And soon after the next federal budget is presented at the end of February 2017, Modi’s gov-ernment will probably go into election mode. Polls are due in 2017 in the crucial northern state of Uttar Pradesh, and the next general elections will be just two years away at that point. It’s obviously tempt-ing to use the RBI’s funds instead of finding money from the general budget. Such a move would reverse years of institutional evolution at the central bank. The RBI used to own significant stakes in some ma-

jor Indian banks -- a conflict of interest for the cen-tral bank, which regulates the banking sector. Even though a government-appointed committee recom-mended as early as 1998 that these shares be sold, it wasn’t till 2010 that the sale actually took place. Ra-jan’s fear is that the current administration wants to reverse this process — and he’s right, doing so would be disastrous.

Other bad ideas for plundering the RBI’s reserves have been floated before. In 2004, some ministers wanted to tap $5 billion a year from the surplus fund to finance India’s infrastructure-building pro-gramme. Fortunately, the RBI — with some timely help from the International Monetary Fund — man-aged to hold off the government, greatly enhancing its reputation for independence. (It’s worth noting that in this, it did better than the US Federal Re-serve, which wasn’t able to stave off a law passed by the US Congress last December that dipped into its surplus to pay for US highways.)

An attempt to use the RBI’s rainy-day cash pile would not just dent the central bank’s independ-ence, but also the credibility of India’s already shaky fiscal arithmetic. It would make accounting for the exact amount that the government was spending impossible, as well as have unpredictable effects on inflation. It would thus vastly set back the RBI’s efforts under Rajan to establish a reputation as an inflation-fighting central bank.

Worryingly, the government’s apparent willing-ness to compromise RBI independence seems in keeping with several of its recent decisions. The controversial departure of Rajan is one such. The purpose was presumably to replace him with a choice with whom the government is more com-fortable, perhaps its Chief Economic Adviser Arvind Subramanian, who first suggested dipping into RBI funds in his annual economic survey ear-lier this year. The fact that the government has cho-sen to ignore the obvious means of recapitalizing banks is also revealing. The state-owned banking sector shouldn’t be bailed out using RBI funds, of course -- but not by using tax money either. Instead, it should be guided towards privatization, and funds for recapitalizing the best banks should be raised from the markets. But movement on this is slow. Modi himself doesn’t seem too sympathetic to pri-vatisation. Anti-EU champion Farage resigns after Brexit vote

LONDON: The leader of the in-surgent right-wing UK Independ-ence Party said on Monday he was stepping down after realising his ambition to win a vote for Britain to leave the EU, the latest twist in a dramatic reshaping of the na-tion’s politics.

The departure of brash former commodities trader Nigel Farage would sideline one of the most outspoken and effective anti-EU campaigners from the debate about how to sever Britain’s ties with the other 27 countries in the bloc. But it could also give his UKIP party - which under Britain’s winner-takes-all elec-tion system won just one seat in

parliament last year despite cap-turing 12.6 per cent of the vote - an opportunity to select a less polarising figure and take on the mainstream in a radically altered political environment.

The June 23 ‘Brexit’ vote to leave the EU has thrown both the two main political parties into dis-array, with the ruling Conserva-tives seeking a replacement for Prime Minister David Cameron and lawmakers from the main opposition Labour Party voting to withdraw confidence in leader Jeremy Corbyn. “I have never been, and I have never wanted to

be, a career politician. My aim in being in politics was to get Britain out of the European Union,” Far-age told reporters. “During the ref-erendum campaign, I said ‘I want my country back’. What I’m saying today, is, ‘I want my life back,’ and it begins right now.”

The acrimonious leadership battles in the main political par-ties have added to uncertainty at a time when Britain is embark-ing on its biggest constitutional change since the dissolution of its empire in the decades after World War Two.

The government, which failed

to convince voters that a Leave vote would wreck the economy, is now racing to reduce the dam-age. George Osborne, the finance minister, has abandoned his tar-get of balancing the budget within four years and floated the idea on Sunday of a quick cut in corporate tax to 15 per cent from 20 per cent. Labour accused him of trying to turn Britain into an offshore tax haven. Britain has no firm plan for how it wants to proceed in nego-tiations with the EU over a future relationship. European leaders say London must choose between continuing to allow free move-ment of EU citizens, or expulsion from the common market.

This week will see the Con-servatives start the process of whittling down the candidates to succeed Cameron, who has said he will leave it to his successor to withdraw from the EU.

Theresa May, a party stalwart who has run the law-and-order portfolio in the cabinet for six years, is the favourite to succeed Cameron despite having cam-paigned to remain in the EU.

According to bookmakers, her strongest rival is Andrea Lead-som, 53, a junior minister who was unknown to most Britons before the referendum campaign but was widely judged to have mounted an

effective case for ‘Leave’ in an eve-of-vote televised debate seen by millions.

If the betting odds are cor-rect, Britain is on course to get its first woman prime minister since Margaret Thatcher left of-fice in 1990. Leadsom, setting out her leadership credentials on Monday, said talks over Britain’s departure from the EU should be as short as possible to avoid pro-longed uncertainty. She offered reassurance to EU nationals cur-rently living in Britain: “I commit today to guaranteeing the rights of our EU friends who’ve already come here to live and work. We must give them certainty. There is no way they will be bargaining chips in our negotiations.”

She and May are opposed by three other candidates: work and pensions minister Stephen Crabb, former defence minister Liam Fox and Justice Secretary Michael Gove. Gove, a Leave campaigner, caused high political drama last week by turning against his ally, former London mayor Boris Johnson, and driving him from the race.

Despite the 52 per cent refer-endum vote, Britain has not yet invoked Article 50 of the EU’s Lisbon Treaty to begin the formal process of breaking away. — Reuters

China jails ex-aide to Hu Jintao for lifeBEIJING: A Chinese court on Monday jailed a former top aide to retired president Hu Jintao for life after finding him guilty of tak-ing bribes, illegally obtaining state secrets and abuse of power during a secret trial in which his wife tes-tified against him.

The verdict in the case, which the ruling Communist Party has said caused major damage to its image, brings to a close another chapter in President Xi Jinping’s sweeping campaign against cor-ruption which he began more than three years ago.

The party announced its inves-tigation into the one-time aide to Hu, Ling Jihua, in December 2014. Ling had been demoted in Septem-ber 2012 from a ministerial-level job, months after his son was killed in a crash involving a luxury sports car. The court in the northern city of Tianjin, close to Beijing, held the case behind closed doors on June 7, according to a statement reported by the official Xinhua news agency.

“Ling Jihua took an extremely large amount of bribes. He ob-tained a large number of state secrets and the crimes were very serious. He abused his power and caused a terrible impact upon so-ciety,” Xinhua said. Ling took more than $11.6 million in bribes per-sonally and through his family, the court said. — Reuters

IT came as a huge relief to me that the French, finally freed of the

pressure of being the host team, played superbly and with a 5-2 victory, ousted Iceland, the new darlings of European football. Nothing against Iceland’s quality. But the prospect of two rank outsiders in Iceland and Wales — who meet Portugal in the semifinals — both reaching the semifinal stage would have been a bit too much. It was enough of a triumph for Iceland to have sent the desolate England team packing.

In Germany versus France we have a second, worthy semi-final. Both teams would deserve to reach the final. I regard Germany as the favourites in this duel. I say this even though in the penalty shoot-out between Germany and the tough Italians it took 16 players to shoot from the spot, and even though among the Germans, who have this reputation as being the masters in penalty-shooting, such greats as Thomas Mueller, Mesut Ozil and Bastian Schweinsteiger failed with their shots.

The final 7-6 quarter-final victory of Germany over Italy - after Germany won the penalty shoot-out 6-5 - was a match with de-fects, but one which could scarcely be topped in terms of tension. Italy might have had a chance to go through if Daniele de Rossi, the brains of their midfield, had not had to miss the match due to injury

Germany paid a high price for its victory. Backfielder Mats Hum-mels, who I saw as the best player against Italy, is now barred after a second yellow-card warning. And in any case centre-forward Mario Gomez is injured and won’t be able to play against France, and Sami Khedira and Schweinsteiger are also questionable due to their injuries.

The loss of Hummels and Gomez hurts the team more than a possible loss of Khedira and Schwein-steiger. If those two are scratched, it would not be a problem for Germany. The young backfielder Joshua Kimmich could play the Number 6 defensive mid-field position. But German coach Joachim Loew also has Julian Weigl of Borus-sia Dortmund, a young man who so far has not played a minute but who is not afraid of the big moment and has a lot of self-confidence. I would play him.

With Gomez, the German game has been a lot better in this tournament. With his powerful, improved play-

ing style he will be sorely missed up front. In his False 9 position could come Mario Goetze or Thomas Mueller or even - as crazy as it sounds - the old-timer Lukas Podolski. This may seem surprising coming from me, since he has never completely convinced me. But he has such a great rap-port with coach Loew and with the German fans that he would play his guts out.

The French have mean-while shown that they are well-staffed with Antoine Griezmann, Oliver Giroud and Dimitri Payet up front. And midfielder Paul Pogba has woken up. Even though Iceland did again manage two goals. The French four-man back line is vulnerable and this could pose huge opportunities for Germany. But then again, the French may now profit from their looseness.

Portugal’s chances of reaching the final are natu-rally huge. They are better organised now than in the preliminary round. And this even though Cristiano Ron-aldo does not play as flashy. But now that he has stopped all the gesturing — some-thing that I greatly welcome — and is willing to help out the defence, the Portuguese are better organised.

Then there is the huge presence of 18-year-old Renato Sanches who is playing like a veteran and is willing to take responsi-bility. It’s the reason that Bayern Munich has paid Benfica Lisbon 35 million euros for him, in what looks like money well-invested. And, as said, he is worth his weight in gold for Portugal, since Ronaldo apparently has some physical problems after his long season. But giving Ronaldo his due, his two goals against Hungary in the group stage kept the Portuguese alive.

Wales has more quality than their English neigh-bours. They have played an extremely strong tourna-ment, they are physically imposing, and I don’t mean just Gareth Bale, who tow-ers over everyone else on the field. The Portuguese will have to muster up a top performance in order to prevail over Wales. In any event I am really looking forward to the duel between Real Madrid teammates Cristiano Ronaldo and Gareth Bale.

Coming days will decide how India shape up as Test unit: Kohli

BENGALURU: With Indian cricket team geared up for their busiest Test season comprising 17 five-day games, skipper Virat Kohli aptly stated that the coming days will be an indicator as to how they have shaped up as a Test unit.

“This is the perfect situation and opportunity to challenge and assess ourselves as a Test team. These months will define how we play as a Test team in coming years,” Kohli said at the pre-depar-ture media conference ahead of In-dian team’s tour of the West Indies.

Hailing Anil Kumble’s appoint-ment as the team’s head coach, the Indian skipper said that now they have a man, who can also tell them how to win Test matches abroad.

“It is a huge boost for us that Anil bhai is our coach. Bowlers will feel more support due to his presence. Especially as he is someone who has

won so many matches for the coun-try and knows what it requires to win matches both India and abroad,” Kohli said praising Kumble.

The skipper also pointed out how Kumble has brought a re-freshing change to the team bond-ing sessions. “Yesterday, he ar-ranged a team activity (cricketers had a Drum Circle session with Vasundhara Das’s group) and it was fun. It was a surprise for us. Often due to the rigours of inter-national cricket, we forget about team bonding session.

“These sessions helps in build camaraderie which shows on field. Even Dhoni bhai, who came for the meeting (Roadmap) joined us and enjoyed the session,” Kohli said mentioning that the limited overs captain also gave his inputs on the tour ahead. Glovesman Wrid-dhiman Saha’s batting has been

under scanner and KL Rahul is in the squad as the reserve keeper but Kohli made it clear that it would be the Bengal lad, who firmly remains the first-choice behind the stumps.

Former India captain Kumble’s appointment as coach was wel-comed by many who expect the former leg-spinner to be a calm-ing presence in a team led by an expressive captain. “I love his ag-gression,” Kumble told reporters sitting alongside Kohli. “I was no

After 5 years of growth, Oman’s economy ‘contracted’ last year

MUSCAT: Oman’s economy con-tracted in 2015 after five years of robust growth, primarily on ac-count of the marked drop in crude oil prices in the international mar-ket and partly due to the global slowdown, according to Central Bank of Oman’s (CBO’s) annual re-port. Despite increased oil produc-tion, net exports suffered a setback last year due to low oil prices. Pru-dent fiscal consolidation measures reduced government expenditure significantly in order to contain deterioration in the budget bal-ance, said the report.

Consequently, nominal Gross Domestic Product (GDP) con-tracted 14.1 per cent in 2015, re-

flecting a reduction in two key constituents of aggregate de-mand—rationalisation in govern-ment expenditure and a slowdown in exports as against a robust av-erage growth of 11.3 per cent dur-ing the five-year period from 2010 to 2014.

Employment opportunitiesThe CBO report stated that the creation of adequate employment opportunities for Omanis has been one of the major macro-economic objectives of the government in the recent years. In 2015, employ-ment of Omanis in the private sec-tor increased by 6.1 per cent.

Inflationary pressures in Oman abated significantly in 2015, main-ly due to a decline in international commodity prices, reduced public spending in Oman and a notable appreciation in the US dollar in real effective terms since mid-2014. Annual inflation measured by movement in the average Con-sumer Price Index (CPI) for the Sultanate decelerated to 0.1 per cent in 2015, compared with an average of 2.5 per cent during the previous five years. The recent be-

haviour of prices in Oman owes its origin to both demand and supply factors emanating from domestic, as well as external sources.

From the demand side, con-traction in the nominal GDP in Oman in 2015 was mainly due to the sharp fall in crude oil prices in the global markets and fiscal poli-cies pursued by the government. Among the supply side’s factors, a marked drop in global food and metal prices, coupled with the de-cline in import prices in 2015 fa-cilitated making goods cheaper in Oman. The oil and gas sector con-tinued to play a dominant role in the economy of Oman in 2015.

Crude oil production, subdued in 2014, turned around by 4 per cent to 358 million barrels in 2015. The production of natural gas also increased by 5.6 per cent to 39,801 million cubic metres in 2015, com-pared with 37,682 million cubic metres in 2014.

Crude oil exports in terms of volume rose 5.4 per cent to 308 million barrels in 2015, compared with 292 million barrels in the previous year. However, the aver-age price realisation for Omani

crude oil declined by 45.3 per cent to $56.5 per barrel in 2015 from $103.2 per barrel in 2014 due to ample supply, and a lack of aggregate demand in emerging market economies.

Share of oil and gasAs a result, the share of oil and gas in terms of major parameters of the economy witnessed a decline in 2015. Despite a decline in shares, oil and gas together accounted for 33.9 per cent of the GDP, 78.7 per cent of government revenues, and 59.4 per cent of total merchandise exports in 2015.

Overall fiscal balance of Oman came under pressure in 2015, mainly due to a drop in revenues, owing to the decline in average crude oil price and a general slow-down in the economy. After con-tinuous growth in total revenues during the 2009 to 2014 period, Oman recorded a revenue decline of 35.7 per cent to OMR9,067.5 mil-lion in 2015.

Fiscal consolidation measures reined in government expenditure (by 9.7 per cent to OMR13,698.9 million) significantly in order to

contain the deterioration in the budget balance. Consequently, the overall fiscal deficit stood at OMR4631.4 million in 2015.

Given the low inflationary en-vironment and moderate non-hy-drocarbon growth, CBO continued with its accommodative monetary policy stance. With domestic li-quidity conditions still remaining comfortable, monetary aggregates in Oman expanded, with some moderation during 2015.

Despite the challenges facing the economy in the current en-vironment of low oil prices, the

banking sector remains robust, supporting economic diversifica-tion initiatives and credit needs of the growing young population. The risk-based supervision of banks, implementation of Basel accords, the development of modern pay-ment and settlement systems have led to financial stability. The overall capital adequacy ratio in relation to risk weighted assets of banks remained comfortable at 16.1 per cent at the end of 2015, which was considerably higher than the minimum regulatory re-quirement.

‘Cement sector is not facing an oversupply glut’Times News Service

MUSCAT: The Oman cement sector is not facing an oversupply glut due to the presence of huge project pipeline, and infrastruc-ture projects. Since 2009, it has been witnessed that there is al-ways a gap between the consump-tion and demand in Oman, which was historically met by imports, according to an industry update.

This indicates that the demand for cement in the local market is higher than the production ca-pacity of domestic producers. At present, the total demand for ce-ment is around eight million met-ric tonnes (MT) where around 43 per cent of demand is met by import substitution. The demand for cement in the local market is likely to remain intact owing to announced infrastructure and construction projects, United Se-curities said in its latest report.

Oman’s cement industry is dominated by two companies with Oman Cement incorporated in 1977, and Raysut Cement, start-ed in 1981, combining for 57 per cent of the local market share.

Most of Oman’s cement con-sumption occurs in the north which is considered to be where construction activities are the highest in the country.

This demand is mostly met by Oman Cement, which is strategi-cally located in northern Oman while Raysut Cement covers the southern region.

Being located in southern Oman, Raysut has the distinctive logistical advantage of exporting cement to neighboring regions such as Yemen and East Africa. Raysut Cement acquired Pioneer Cement of UAE at the end of De-cember 2010 and is now catering to Northern Oman directly com-peting with Oman Cement.

According to the research re-port Oman Cement is adding a new cement grinding capacity that is expect to be operational by the end of May 2016 and also ramping up the modernisation of its kiln 2 which is expected to be completed by the end of fourth quarter of 2016.

Not to be left behind, Raysut cement is also expanding its do-mestic facilities by constructing a terminal in Duqm Port to cater to demand arising out of the region. Post the operational and capacity expansion; we expect the histori-cal supply and demand gap to con-tract.

Dumping from UAE Underpriced cement imports from UAE producers have weighed on realisation level of lo-cal cement companies since 2010. As a result, domestic cement pric-es have fallen by 3.1 per cent at an eight-year CAGR from OMR30.9 per MT in 2008 to 24.8 in 2015.

UAE’s cement industry has suf-fered from overcapacity since the economic crises and consequent-ly, has become a net exporter of

cement where nearly 60 per cent of its production is exported to neighbouring countries which in-cludes Oman.

Structural over-capacityThe structural over-capacity in the UAE is such that it would take more than a turn-around in the UAE construction market to engineer a sustainable improve-ment in pricing. The report esti-mates that only by 2018 would the oversupply situation in UAE ease where local production can be ab-sorbed in their own market, due to the commencement of various mega projects in anticipation of Dubai expo 2020.

Recent announcements by au-thorities’ point towards an immi-nent clampdown on overloaded trucks, which would increase operating costs for UAE cement

companies thereby offering little room for them to further, lower their prices.

This would effectively provide a base for realisation to bottom out. However, we expect the cur-rent price gap between domestic and imported cement to continue which would add pressure on local cement companies to revise their selling prices in order to be com-petitive in the local market.

The government’s recent de-cision to double the price of gas, which is used as fuel for kiln firing, presents a great challenge for ce-ment producers as far as produc-tion cost is concerned. Gas price supplied to the manufacturing industries has been hiked 100 per cent starting January 1, 2015 with annual escalation of 3 per cent thereafter.

The new cost of natural gas di-

rectly increases the cost of pro-duction which the company may not be able to pass on to customers completely effectively depress-ing gross margins. As per both companies’ disclosure, the hike in the gas price was estimated to increase cost of production by a total of OMR11.1 million (Oman Cement: OMR6.6 million, Raysut Cement: OMR4.5 million) for the overall sector.

As of 2015, energy cost has in-creased to comprise 41 per cent of the overall cost of sales for ce-ment companies from 30 per cent in 2014. The companies had proposed to use coal (discovered in Sharqiyah region) as a cheaper alternative but the government’s strategy is not to use it at present. This year, Oman had proposed to raise the electricity and water charges as well as increase in cor-porate tax from 12 per cent to 15 per cent.

Increase in other cost such as higher corporate tax along with higher electricity and water charges would add pressure on the sector margin in the near term but expects to be mitigated in the long run through higher operational ef-ficiencies along with the absence of expensive imports.

The report expects utilisation rates forecast to improve steadily: Raysut and Oman Cement togeth-er combine for clinker and cement capacity of 6.5 million MT (metric ton) and 8.1million MT per an-num respectively.

MUSCAT: The Dubai Mercantile Exchange (DME) announced on Monday the success of its latest auction with major global play-ers participating in a bid to buy 1,000,000 barrels of Oman crude oil. The auction was conducted on July 1 through the DME Auction platform, the first spot commodity auction system in the Middle East.

Oman’s Ministry of Oil and Gas has included DME Auctions in their available options to sell spot cargos of Oman Blend.

TransparencyThis move maintains a high level of transparency in the marketing of Oman’s crude oil exports and offers customers a fair and equal opportunity to access the Sultan-ate’s spot exports. Owain Johnson, Managing Director, DME said: “The Oman government believes in transparency as a key factor for a successful and healthy relation-ship with its oil customers. Oman has adopted exchange-based pric-ing since 2007 and selected DME Auctions for its spot exports in 2015. Today’s auction was another success and justifies the trust giv-en to the platform by the govern-ment and industry participants.”

MUSCAT: Oman’s Vision 2020 and successive Five-Year Development Plans are pursuing the strategy of economic diversification, improving the business climate to attract Foreign Direct Investment (FDI) and a greater role for the private sector, according to the Cen-tral Bank of Oman’s (CBO’s) annual report.

The central bank further said that during the previous 10-year period, the share of the non-hydrocarbon sector increased from 16 per cent to 41 per cent of merchandise exports, while the share of non-oil revenue in public rev-enue grew from 14 per cent to 22 per cent.

With a view to finance the fiscal deficit, the authorities have planned to utilise fiscal buffers, raise loans from the

domestic market without crowding out credit to the private sector and access external markets by the sovereign and government related entities. The success-ful raising of $1billion in 2015 and of $2.5 billion in June 2016 underscores strong investor appetites, the report said.

Over the years, the government of Oman has implemented sound macro-economic policies, resulting in strong growth, moderate inflation and a stable finan-cial system.

On the external sector front, authorities are planning to implement measures in the medium-term to bolster earnings from tourism, strengthen the manufacturing sector, and ratify a new investment law to attract foreign investment to Oman.

MUSCAT: MSM 30 Index wit-nessed subdued trading before Eid holidays, which closed at 5,811.82 points, down marginally by 0.01 per cent. The MSM Sha-riah Index gained 0.30 per cent to finish at 894.69 points.

Galfar Engineering was the most active in terms of volume while Bank Muscat was the most active turnover in terms of turno-ver. Al Jazeera Steel was the top gainer, up 5.14 per cent, while the top loser was Ahli Bank down 4.28 per cent.

Altogether 1,044 trades were executed on Monday, generating a turnover of OMR2.1 million with 10.5 million shares changing hands. Out of 38 traded securi-ties, 16 advanced, 7 declined and 15 remained unchanged.

At the close of the session, Omani investors were net buyers to the tune of OMR153,000 worth of share, while foreign investors were net sellers at OMR129,00. Arab and GCC investors, who were net sellers, sold shares amounting to OMR 24,000.

Financial Index retreated 0.10 per cent to close at 7,320.60

points. Global Financial Invest-ment, Takaful Oman, Al Madina Investments, Oman & Emirates Holding and Al Izz Bank gained 4.62 per cent, 3.39 per cent, 3.33 per cent, 2.22 per cent and 1.69 per cent respectively. Ahli Bank, United Finance, Al Madina Takaful and Al Anwar Holding declined 4.28 per cent, 1.95 per cent, 1.33 per cent and 0.56 per cent respectively.

Industrial Index ended positive-ly at 7,468.07 points, up 0.64 per cent. Al Jazeera Steel, Oman Fish-eries, Raysut Cement, Gulf Inter-national Chemicals and Oman Ce-ment gained 5.14 per cent, 3.28 per cent, 1.53 per cent, 1.20 per cent and 0.42 per cent respectively. Galfar Engineering, down 0.90 per cent was the only loser.

Services Index declined 0.03 per cent to end at 3,247.93 points. Renaissance Services, National Gas and Omantel increased 2.03 per cent, 0.35 per cent and 0.31 per cent respectively.

Al Suwadi Power and Al Ja-zeera Services declined 2.40 per cent and 1.38 per cent respective-ly. — United Securities

MUSCAT: Dubai Parks and Re-sorts on Monday announced that construction has commenced for Six Flags Dubai, the first Six Flags branded theme park in the region, marking the start of phase two of the development.

Global gold holdings expand by over 500 metric tonnesSINGAPORE: Global gold hold-ings have expanded by more than 500 metric tonnes since bottom-ing in January in a signal of inves-tors’ rising concern about slowing growth, a United States Federal Reserve that’s probably on hold and the ructions caused by Britain’s vote to quit the European Union.

Assets in bullion-backed ex-change-traded funds (ETFs) rose 6.6 tonnes to 1,959.1 tonnes on Friday, up from 1,458.1 tonnes on January 6, according to data. The holdings increased 37 tonnes last week as investors reacted to the UK’s vote, and swelled in five months out of six in the first half.

Bullion prices climbed to the highest level in more than two years in June as investors ab-sorbed the implications of the UK result, adding to a rally that’s been driven by the Fed’s hesitation in raising borrowing costs and the spread of negative rates in Europe

and Japan. Banks including Gold-man Sachs raised their outlooks for gold after the vote, while yields on 10- and 30-year US Treasuries have touched record lows.

“The low-yield environment globally, and increased volatility in the financial markets as a result of a number of key geopolitical developments, have increased the appeal of gold as an investment and safe-haven asset respectively,” said Vyanne Lai, an economist at National Australia Bank.

The push-back in the markets’ expectations for the timeline of further US rate hikes suggests fur-ther upward potential for prices, she said.

Yellow metal ralliesGold for immediate delivery trad-ed 0.7 per cent higher at $1,351.15 an ounce in Singapore, up 27 per cent this year, according to generic pricing. It rallied to $1,358.54 on

June 24, the highest level since March 2014. Spot silver has also jumped. Gold holdings in exchange traded funds (ETFs), which peaked at 2,632.5 tonnes in 2012 as central banks ramped up stimulus to re-suscitate growth after the global fi-nancial crisis, have now rebounded to the highest since August 2013. ETFs trade like shares, and allow investors to buy and sell bullion without taking physical delivery.

Goldman raised its three-, six and 12-month bullion targets by $100 an ounce last month, cit-ing a flight to safety by investors, while Singapore-based Oversea-Chinese Banking has flagged the potential for bullion at $1,400.

Gold will probably extend gains as Britain’s vote adds to the case for the Fed pausing on rates.

Real estate market hit hard by Britain’s exit referendum

LONDON: Aftershocks of Brit-ain’s decision to leave the Euro-pean Union have hit the property sector over the past week, with a foreign bank freezing loans for buyers and some investors pulling out of commercial deals.

Some foreigners, however, are already making the most of the drop in the pound post-Brexit to snap up what they see as residen-tial bargains.

London property has long been a magnet for foreign investors, be it extravagant homes or iconic commercial real estate, and prices in the capital have sky-rocketed.

Key to overseas investors will be whether the fall in the value of sterling is attractive enough to offset the political vacuum, ex-pected economic slowdown and questions over market access that have resulted from Britain’s vote to leave the EU.

Bank temporarily halted mort-gage loans for London properties. Other Asian banks also flagged potential investment risks. For British investors, the uncertainty may be prohibitive, even though property is widely considered more profitable than other safe assets, given supply shortages.

Purchase delayed“A number of deals I know have gone down or certainly been de-layed,” Paul Firth, head of real estate at law firm Irwin Mitchell said. “Everyone is taking a pause at the moment just to wait until a new normal is established.”

In one case, the purchase of a regional shopping centre by a United States private equity fund worth more than £30 million ($40 million) was delayed after Brexit

for at least a couple of months pending the market settling down.

Another deal his firm was work-ing on involved a French vendor of high-end luxury goods who put on hold its new flagship London store after Britain’s decision to leave the EU, he said.

He said a number of their “sig-nificant investment deals”, worth above £30 million each, had stalled. The deals involved mainly UK in-vestors but also some foreigners. One deal the firm was working on worth more than £40 million had gone through since Brexit.

Britain’s June 23 vote to leave the EU has already caused the government to collapse and deep-ly divided the country.

Bank of England governor Mark Carney said on Thursday the economy would probably need more stimulus over the summer given that the outlook had dete-riorated. He also said commer-cial real estate transactions had halved since last year’s peak and that activity in residential real es-tate had slowed sharply.

British commercial real estate

investment volumes reached £10.7 billion in the first three months of 2016, a 28 percent fall versus the same period a year ago and its lowest quarter since the second quarter of 2013, according to June research from real estate services firm Cushman & Wakefield.

Investors’ gainsThere were also signs that the fallout from Brexit was benefit-ing professional investors such as private funds at the expense of homebuyers, who may struggle along with the economy.

Before the referendum, officials said the economy could tip into recession and house prices could fall 10 to 18 per cent if Britain voted to leave the European Un-ion. Economists before the vote said they expected house prices to be flat next year and then pick up again if Britain chose to leave.

David Galman, sales director at Galliard Homes, said profes-sional investors had already con-tacted him offering to buy any units end-users may seek to sell in the Skyline residential devel-opment it launched in June just outside London.

Galliard Homes, London’s sec-ond largest house-builder, had offered buyers get out clauses for the 89 off-plan units ranging from 200,000 to 250,000 pounds in their development in Slough, west of London.

Abu Dhabi’s Al Jaber to improve $1.6b debt dealDUBAI: Al Jaber Group, a family owned business in Abu Dhabi with interests spanning construction, engineering and shipping, has al-most doubled the amount of cash it intends to raise from asset sales under a new debt repayment plan it offered to creditors, two people with knowledge of the matter said.

The group plans to raise Dh5.2 billion ($1.4 billion) by selling assets including real estate and shares by March 2018, compared to the Dh2.75 billion proposed ear-lier, said the people, asking not to be identified because the informa-tion is private. Al Jaber has already raised Dh1.3 billion, the company said in its presentation to creditors last week, according to the people.

Repaying debtThe plan includes raising Dh1.5 billion by the end of the year, Dh600 million of which will be used to repay debt and for working capital, the people said.

It will use an additional Dh650 million to repay creditors who want to exit at about 50 cents to dollar, and the maturity of the re-maining debt would be extended to 2024, they said.

Al Jaber is among several busi-nesses in the United Arab Emir-ates that sought to restructure liabilities after the global finan-cial crisis in 2008 led to a crash in property prices. The company signed a debt-restructuring agree-ment with banks in June 2014 af-ter being in negotiations for about four years, people familiar with the matter said at the time.

W hile the shale boom has driven more domestic crude into

US refineries, the resulting petrol typically isn’t ideal

for the engine of a Corvette Stingray, Rolls-Royce Phan-

tom or even a Nissan Infiniti. That’s prompting a surge

of shipments from Asia carrying additives including

alkylates, which are blended with motor fuel to boost performance.

The US imported almost 10 times as much of those petrol components

from the Asian oil-trading hub of Singapore in 2015 compared with a year

earlier, according to US Energy Information Administration (EIA) data.

The shipments show how the shale boom is shifting global trade flows and

helping refiners such as India’s Reliance Industries find new markets.

lower octane. While this supply is fine to use in regular cars, it tends

to burn prematurely in the more powerful motor of a Porsche or Ford

Mustang, leading to what’s called a knock and potential damage.

Premium petrol cost on average almost 50 cents a gallon more

than the regular variety on June 28 in the US, according to data

from the American Automobile Association. The difference was

as low as 13 cents in 2009 and rose to about 30 cents in 2011 after

the shale boom took off.“The price of high-octane petrol has risen much more strongly

than the normal stuff, which means it’s because of demand,” said

Ehsan Ul-Haq, a senior consultant at KBC Advanced Technolo-

gies in London. “In the US, people always look at more power

when they buy cars and SUVs. If oil prices are relatively low, peo-

ple don’t care.”Demand for blending components could rise further next

year as new regulations requiring the reduction of sulphur con-

tent in fuels are implemented in the US. The process used by

refiners to remove the impurity has the effect of also reducing

octane levels, potentially boosting the need for additives.

The tanker Polar Cod, which can carry about 60,000 met-

ric tonnes of fuel, unloaded alkylate at New York in May af-

ter sailing from Sikka a month earlier, from where Reliance

Industries ships fuel produced at its western-India refinery,

vessel-tracking data compiled by Bloomberg show.

A slowdown in fuel margins has prompted refiners to

turn to petrochemicals, including blending components,

as a key source of income. Profits from processing benchmark Dubai crude in Asia

have averaged less than $6 a barrel this year, compared with $8.25 in the first six

months of 2015, according to data compiled by Bloomberg.

“Refiners like Reliance normally send their material where they can get the high-

est price,” KBC’s Ul-Haq said. “The US is a destination for these refiners because

it’s the largest petrol consumer in the world.”

India’s supplies of petrol blendstocks to the US rose more than tenfold to an av-

erage 44,000 barrels a day in the period 2010 to 2015, compared with the previous

10 years, EIA data show. American imports of the components from Singapore

surged to about 1.5 million barrels last year from 150,000 barrels in 2014, accord-

ing to the data.Shale boomThe US oil boom was driven by a combination of horizontal drilling and hydraulic

fracturing, or fracking, of shale formations including the Eagle Ford and Permian

in Texas and the Bakken in North Dakota. That boosted the country’s crude pro-

duction to 9.6 million barrels a day last year, the highest level in more than three

decades, from as low as 3.8 million barrels in September 2008, EIA data show.

The jump in output has meant the nation’s need for crude from overseas has

dropped, while the quality mismatch of the petrol produced has boosted depend-

ence on foreign additives. Those purchases have averaged 635,000 barrels a day

over the past 6 years, 25 per cent higher than shipments over the previous decade,

according to government data.“Once you get addicted to high-octane stuff, then you want to keep using it,”

KBC’s Ul-Haq said. “People want to put a tiger in the tank instead of lower-octane

If you are using vegetables or meats, make sure that they are chopped in the right way and that the meat is washed and duly prepared to be tossed into the pan before you put the pan on the fire.

Use The Right Propor-tions: We often see chefs on TV and in real life tossing in ingredients by the fistful only to deliver gourmet delicacies

within minutes and the care-fully listed proportions in a recipe start feeling redundant. Trust me, they are not. Most beginners have a long way to go before they can start doing this, because experienced cooks do not ignore the proportions giv-en in a recipe, but rather they know how much a fistful is due to years of experience. So whenever you try out a recipe, try and do justice to it by using all the ingredients in the exact amounts provided.
