    "It is entirely forthe authorities to decidewhether the degreeholders and diplomaholders should be treatedat par or not for thepurpose of promotionfrom the post of juniorengineer to the post ofAssistant Engineer," thebench observed whiledismissing the specialleave petition(SLP) filedby Dilip Kumar Garg andothers.

    Their argumentwas that as degreeholders they were betterqualified for the post ofAssistant Engineers thanthe diploma holders. Andby treating the degreeand diploma holders onpar, the State hadviolated Article 14.

    However, theapex court rejected theargument and observed,"In our opinion, merelybecause in the past they

    New Delhi, March 10:Reliance Industries has resolved almost all

    issues with fertiliser firms, who are first in line to receivenatural gas supplies from the Mukesh Ambani-runcompany's prolific KG-D6 fields, and is likely to signgas supply agreements this month.Reliance has offered liberal take-or-pay terms in the

    revised Gas Sales and Purchase Agreement that isbeing sent to nine fertiliser units this week for possiblesigning along with Gas Transportation Agreement thismonth. Sources said fertiliser units will necessarilyhave to pay for 90 per cent of the volumes allocated tothem in a year even though they may not draw even asingle cubic meter. But they will have the liberty to takethe quantities not drawn, in the next year.

    Reliance would extend the five-year supplycontract by three months to enable companies to draw

    the volumes they may not have taken previously. Thecompany will refund money for volumes remainingeven after this three-month period. Sources said thecompany, which is likely to begin gas supplies fromKG-D6 next month, would not sign supply-or-payagreement (Reliance having to pay if it defaults onsupplies) as it has no marketing freedom to sell thefuel. The refund clause in the take-or-pay agreementwould be the first of its kind in the world as globally gassupplies give only a grace period for drawal of fuel nottaken previously, they said.
