12.1 Broadview Yard A. Maximum speed 25 MPH on long lead and 5 MPH

on wye at Broadview. B. 6 axle units prohibited on west leg of wye. C. Track 1 must be left clear at inspection point to

permit pull-by inspection on north side of Long Lead.

D. Access to shop and rip tracks must not be blocked by cars.

E. Engines of trains held at Broadview must be left east of bunkhouse.

11.0 GENERAL FOOTNOTES 11.1 Track between Signals 20S and 23S Swift Current

Subdivision, designated SOUTH TRACK, is non-main track. Rule 843 applies. Movements must not enter this portion of South Track except by signal in-dication or permission from the RTC.

11.2 Dual control switch and switch position indicator lights, south track, mile 2.2 Swift Current Subdi-vision. Switch position indicator lights convey the following information: — Steady green – normal position, set for through movement on south track, — Flashing green – radio key code has requested switch in normal position – switch will line following 3 minute delay, — Steady yellow – reverse position, set for move-ment to or from yard, — Flashing yellow – radio key code has requested switch in reverse position – switch will line following 3 minute delay, — Not lit – conveys no information – switch should be examined for obstruction, cleaned if necessary, and attempt to line using pushbuttons or DTMF code. If unsuccessful, switch must be placed in the "hand" position and lined for route to be used. Note: switch position indicator light will not be lit if door on pushbutton box at switch is open, or selector lever is in "hand" position. Switch may be lined as follows: — immediately by using pushbuttons located in box on pedestal at the switch; or — following a 3 minute delay remotely via radio, by entering key codes on channel CP 4 as follows: • 00222# – request to set in normal position • 00229# – request to set in reverse position

— by placing selector lever in "hand" position and operating hand throw lever until switch points move in both directions with the movement of the hand throw lever. The selector lever must be restored to "power" position and locked, but not until the move-ment has occupied the switch points. Switch can not be lined by radio or pushbuttons if equipment occupies the track circuit between Circuit End Signs located approximately 50 feet west of switch and east of frog area. CLARIFICATION OF SUBDIVISION FOOTNOTES

The following is provided for your guidance only. It does not replace proper observance of all CROR Rules, special instructions, GBO, operating bulletins, etc.

Station columns indicate station names, distance between stations, location of inter-lockings, subdivision mileage, subdivision direction (northward, westward, etc.) and symbols, as per Rule 8, to indicate various characteristics at that particular station. For example, the symbol “C” indicates that cautionary limits are in effect at that loca-tion.

Columns on either side of the station column indicate: • the number of main tracks and method of control - OCS, CTC or Cautionary Limits (C L); • siding capacity in feet and signalled siding. Where a number appears in this column, a track designated as a siding exists at

this location. This is important for various reasons. One consideration is speed as per to Rule 105. Speed on a track desig-nated as a siding (unless otherwise indicated) is 15 MPH, as opposed to 10 MPH for yard tracks. If the number is underlined, the siding is a signalled siding and CTC Rules apply. (There are no signalled sidings in the Saskatchewan Service Area on the effective date for Time Table 50, but the sidings at Seward, Webb and Antelope on the Maple Creek Subdivision are signalled sidings).

• D L Zone, Cautionary Limits and TGBO / DOB Limits columns are used to provide a visual aid to the extent of such limits. D L Zones are locations where GOI Section 10, item 5.4 applies.

• Radio information, including tower codes, call-in codes (emergency and non-emergency), the approximate range of each tower, and train standby, RTC call-in, Utility and Maintenance of Way channels, where applicable.

However whistle signals must be sounded for unusual circumstances such as people on the track, notify track forces, etc. Non-interlocked railway crossing at grade with CN is located … This indicates the location of a non-interlocked railway crossing (or a diamond with no accompanying signal system). Rule 620 applies. In the application of Rule 102(a) and (c):… This footnote applies when the distance between CP track and that of the other railway is approximately 75 feet or less. It does not preclude application of Rule 102 at other locations. At the CP mileage stated in the footnote, the crew of a train experiencing an emergency brake application must; • Broadcast the emergency on the CP standby channel (and repeat at proper intervals). • Advise the CP RTC that a CN (or other railway) track is affected. • Broadcast on the CN standby channel, if possible.

The CP RTC must alert the adjacent railway and advise the CP train crew when all other affected trains have been advised of the condition.

CLARIFICATION OF SUBDIVISION FOOTNOTES Rule 103.1(c) does not apply. Unless this footnote exists at a specific crossing, a train and engine movement on non-main track over a public crossing at grade, equipped with automatic warning devices, must not exceed 10 MPH from a distance of 300 feet until the crossing is fully occu-pied.

Movements on non-main track must stop at STOP signs before fouling crossing. As required by Rule 103.1(d), this footnote requires movements to stop at STOP sign, and must not foul crossing until warning devices have been operating for at least twenty seconds.

Automatic interlocking for through movements on main track. Manual Interlocking for movements to and from yard lead. This indicates that through movements on the main track are governed by CROR Rules 405-439, or 611. Train or engine move-ments to and from yard lead are governed by Rule 608. Therefore crews will be governed by the time table footnotes and other special instructions, when applicable, as opposed to a rule found in the CROR.

Item 4.1, Speed Table This table on each subdivision shows the maximum permissible speed for train and engine movements on the main track. It may also show maximum permissible speed on portions of non-main track which: • abuts a main track; • is identified by subdivision mileage as indicated in the station column; or • is maintained to permit operation of greater than 10 MPH.

Remember: At such locations, although the maximum speed may be greater than 10 MPH, Rule 105 and associated special in-structions apply. Authority required for: Track Unit operating as a train or engine. Rule(s): GOI Sec 1, item 1.4 or 1.5(e), as applicable. When a track unit operating as a train approaches an interlocking, the conductor, operating foreman or operating officer must determine whether movement of the track unit through the interlocking limits will be authorized by interlocking signal indication or proper application as listed in Rule 607.

GOI Section 5, item 27.0 applies. In order to be affected by the application of this footnote, three conditions must apply. Your train is handling at least one car of SPECIAL dangerous commodity. Your train has just passed an HBD indicated in Time Table footnotes with double asterisks (). Your train does not receive a complete and accurate inspection by the HBD.

[i.e. all conditions identified with a bullet in 27.0 a) are considered as not being complete and accurate] See HBD Alarms and Procedures, commencing on GOI Section 5 item 22.0 for inspection requirements. If ALL three conditions apply, a pull-by or standing inspection from the front of the train to and including 8 axles behind the last full carload, containerload or trailerload of SPECIAL dangerous commodity must be performed. Such inspection must be performed within approximately one mile of the HBD.

GOI Section 10, item 5.4 applies between… This applies to movements and dimensional track units handling dimensional traffic. At such location, an employee as indicated in the subdivision footnote, is responsible for the protection of dimensional traffic. BEFORE occupying the main track within such limits, movement crews / foreman in charge of dimensional TU must first contact such employee, advise of the widest load and specific restrictions, if any, and finally get permission from him or her for their oper-ation.

In the application of GOI Section 14, item 1.1(k), the minimum number of hand brakes to be applied… GOI Section 14, item 1.1(k) permits a special instruction to reduce the minimum number of hand brakes which may be applied to secure equipment at certain locations. Such a special instruction does not relieve crews of the requirement to test hand brake effectiveness as per GOI Section 14, item 1.2. Remember: Apply the minimum number of hand brakes required by the hand brake chart or special instructions and test for

effectiveness, applying additional hand brakes as may be required.

Al-though there are different types of emergen-cies the following may be used in order to provide immediate guidance and references. RADIO An employee will transmit the word "EMERGENCY" 3 times at the beginning of the transmission to indicate the report of; • an accident involving injury; • a condition which may constitute a hazard to

employees or others; • a condition which may endanger the pas-

sage of movements; or • a derailment affecting the main track.

See CROR Rule 125 EMERGENCY CALL - TO RTC • Switch to RTC Call-in Channel • Enter 911 • Listen for 2 short beeps, an 8 second inter-

val and long tone • Say "EMERGENCY" 3 times • Switch back to train standby channel • Wait for RTC to respond.

INJURIES/FATALITIES When an accident involving serious personal injury has occurred, the local police and any re-quired medical support should be immediately summoned to the scene. When a fatality has occurred due to any cause, crews must report the fact immediately to the RTC or their immediate supervisor. See GOI Section 2 item 3.0 REPORTING REQUIREMENTS For a complete list of all accidents and incidents to be reported, consult Table 1 and Table 2 in GOI Section 2. WWHHAATT TTOO DDOO?? Rule 102 - EMERGENCY STOP Situations where a movement stopped as a result of an emergency brake application, or other abnormal condition, which may cause an adjacent main track to be obstructed...

main tracks Transmit on standby channel: "EMERGENCY EMERGENCY EMERGENCY, (movement) on (designated track) stopping in emergency between mile ____and mile ____ (name) subdivision." Transmit on other railway standby channel, if practicable. Advise RTC of the movements emergency stop location and if other track(s) are liable to be obstructed. (See Emergency Call - to RTC) Repeat emergency broadcast at intervals not exceeding 90 seconds until relieved by RTC or adjacent tracks are known to be safe and clear. If unable to comply with the above, adjacent main track must be protected as per Rule 35(b) EMERGENCY PROTECTION. OTHER MOVEMENTS Stop at once if closely approaching, or Stop, prior to reaching the location, then proceed prepared to stop short of an obstruc-tion... THE RTC MUST Immediately secure and advise affected movements... Alert RTC of other railway, providing location of the stop and request that the other RTC ad-vises affected movements on his/her railway. Advise the crew involved in the emergency stop when all other affected movements have been advised. See CROR Rule 102

STOP SIGNAL PASSED WITHOUT AUTHORITY Emergency radio broadcast on standby channel: "EMERGENCY EMERGENCY EMERGENCY, (movement) on (designat-ed track) just passed STOP signal at _______ (name) subdivision." Protect movement immediately as pre-scribed by Rule 35. Flag protection must be provided until relieved of the require-ment. As quickly as possible, advise RTC or signalman within interlocking, and be go-verned by instructions received. (See Emergency Call - to RTC) (See CROR Rule 403.1(iv) for require-ments at dual control switches, power-operated and spring switches). Block Signal dropping to STOP When a movement has accepted a pro-ceed indication and then such signal drops to STOP for unknown reason, an EMERGENCY BRAKE APPLICATION is only required if a source of danger is no-ticed. Otherwise, stop must be made as quickly as possible, consistent with good move-ment handling. WITHOUT or OUTSIDE LIMITS OF OPERATING AUTHORITY (MOVEMENT). ∗ Emergency radio broadcast on standby channel: "EMERGENCY EMERGENCY EMERGENCY, (movement) on (designat-ed track) outside protected limits between mile ____and mile ____(name) subdivision." ∗ Make Emergency Call to RTC . ∗ Protect movement immediately as pre-scribed by Rule 35. Flag protection must be provided until relieved of the require-ment.

EMERGENCY BRAKE APPLICATIONS Place automatic brake handle in EMERGENCY. TIBS emergency brake feature must be acti-vated. Conductor's emergency valve must be opened fully. Regulate locomotive brakes as required by the situation. See GOI Section 16 item 6.0

DANGEROUS GOODS Incidents involving a car, container or trai-ler which contains or last contained dan-gerous goods must be reported immediate-ly to the RTC. In a yard, the supervisor in charge must be notified. See GOI Section 8 item 7.0
