London: To the majority of people inChina the 10th of December will not beconsidered a special day, nothingnoteworthy. Once again the Chinesepropaganda juggernaut rumbled intototal lock-down with foreign newsstations going black at just the mentionof the Nobel Peace Prize and Internetsites becoming forbidden. However, outside of ‘The Great Firewallof China' December 10th was amomentous day of unity and positivechange. Despite Liu Xiaobo'simprisonment he acted as the catalystto the change, his empty chair at theNobel ceremony became a poignantsymbol of China's empty political andpersonal freedoms. The symbol alsoacted as a sharp reminder to theinternational community, the onlyregimes that have limited a laureate fromattending the Nobel Prize in the pasthave been: Nazi Germany, the old SovietUnion, Poland under martial law andBurma. These comparisons have notbeen ignored by the world as worldleaders who in recent years havebecome increasingly ignorant of China'sconstant and fierce grasp over itspeople, as they call for Liu's release. The Chinese government's reaction mayseem from the outside world somewhatfarcical; creating their own peace prize, saying the peace committee knowsnothing about peace and calling the restof the world "meddling clowns". It is,however, no laughing matter, China'shouse arrestment of Liu Xiaobo's wideand harassment of other Chinesedissidents is an awkward reminder ofthe lengths China are willing to take to

their expertise to the trainers during theworkshop. This will be the first of its kindworkshop by TNSA since theintroduction of Under-12 football clubsin Tibetan schools in exile. Withcooperation of TCV Head Office,Department of Education - CTA,

Central Tibetan School Administration- New Delhi, Tibetan HomesFoundation and Sambota TibetanSchool Administration, TNSA have sofar successfully introduced Under-12Football Clubs in 20 different schools. These clubs will undergo training forsix years with the support moneyTNSA offers. Therefore, any Tibetanschools willing to form such clubs intheir respective schools that fulfills theterms and conditions of TNSA willreceive a sum of Rs.10, 000 (tenthousand) every year towards runningthe club. The Tibetan National SportsAssociation is based in Dharamsala inNorthern India .Mrs. Jetsun Pema,

Tibet Sport Group to Organize Ten Day Spirit Workshopsister of His Holiness the Dalai Lama, was instrumental in the formation ofthe TNSA in exile. She initiated themove to start the association realizingits potential to energize the youth ofTibet through a natural vehicle to makea difference in just struggle for Tibetanidentity and culture. Accordingly, theassociation was formally formed in May2002 by pooling in human and financialresources of the Tibetan Children'sVillages (TCV) in Dharamshala. Theorganization's intimate tie-up with TCVorganization continues till this day. But,now the time has come for theassociation to find ways and means tostand on its own and this effortcontinues even today.

keep their people quiet. The Chinese media has beenthreatening to supporters of the award, state run newspaper, The Global Times, printed on their front page on the dayof the ceremony, "The split of opinionover the Nobel Peace Prize this year is achoosing of sides". This split ispublically evident as China successfullypressured countries to not attend theceremony, including Russia andPakistan; a divide in the political worldis beginning to show. The world not only celebrated theNobel Peace Prize on that day but alsoInternational Human Rights Day, withan abundance of events held rightacross the globe. The events that movedme the most was held in London, acoalition of Chinese, Uighur andTibetans came together to hold a vigil. After the vigil they sang songs and read

Dharamshala: In these times of Wikileaks, when every top secret is accelerating atbreathless speed out into the open, Chinastill claims that its manufactured news andpropaganda-based website for Tibet hascredible news and has got a over 260million hits in the last six months. (If thatis true, then Facebook is facing seriouscompetition from this website!).It was seriously laughable when Chinaclaimed recently to have a new Englishversion of its leading multilingual website‘China Tibet Online’ (eng.tibet.cn)dedicated to Tibet-related topics, seekingto provide more coverage of the issuesfaced by ordinary Tibetans. Wei Wu, theso called deputy editor-in-chief of the'China Tibet Online' claimed on Tuesdayat a press conference held in Beijing. And the real picture? Besides maintainingstrong control of the media, the CCPauthorities hope that the site would drawthe world's attention."Our website aimsto serve as a platform to provide a truepicture of Tibet for people home andabroad. We hope that we can offer theEnglish speakers a better experiencewhen visiting our website," Wei claimed.“China Tibet Information Center” is thecurious name given to the website sinceJuly 8, 2010. The official also claims that itoffers services in Chinese, English andTibetan and over 260 million hits on itsEnglish page were recorded this year asof mid-December. One begins to wonderif Chinese media is as addictive asFacebook? All media in China are owned by the stateand remain strictly controlled by theChinese Communist party (CCP), withtight censorship rules in place. The newsmedia in Communist China has mostlyfocused on routine party meetings andactivities and speeches of leaders. In 2008,just before Beijing Olympic, there has beena rare call for it to report truth and unbiasednews and issues about topical, social, economic, cultural and health issues.According to official figures, the agencyemploys 8,400 people. Agence France-Presse (AFP) by contrast has a staff of2,000 of which 1,900 are journalists andeditors. The president of the world'sbiggest propaganda agency, 'Xinhua' hasa high ranking position in the CCP. Theagency's news gathering and handling isbroken up into three parts: "Theheadquarters" (its official name), nationalbranches and international branches. Italso has branches in 31 provinces, as wellas in Tibet, Hong Kong and Macao. Thereare offices in around 50 Chinese cities.

Propaganda officials continue to send outinstructions on how news should behandled, journalists must useeuphemisms when reporting on sensitivetopics such as issues of Tibet and EasternTurkestan or not cover them at all. Like inTibet most of the news media in China, operates under governmental control, andits releases reflect official policies andsister media also must strictly follow allregulations and rules published by thestate controlled news agency, 'Xinhua'.When there is a problem such as peacefulprotests in Tibet, or disasters likeearthquake in Kyigudo, the knee-jerkreaction of the government is to impose anews blackout. Central and local officialshave close relations with those in chargeof radio, newspapers and televisionstations based in Tibet and China andcan block any news they don't wantreported. So much news is blocked peopleare often poorly informed even about bigstories that happened near high rankingofficials.Under Hu Jintao's rule in Tibet during thelate 1980's and early 1990's, unthinkableacts of violence and destruction werecarried out. Further, under the "HarmonySociety" he instituted martial law andcracked down on the religious and otherfreedoms granted by the previousChinese leader of Tibet. Now as the leaderof China, Hu has continued to suppresshuman rights in Tibet, he has implementedpolicies and strategies to further thegenocide. If anything censorship and restrictionson the media have increased under thehead of communist regime Hu Jintao whenit comes to political issues in general andthe Tibet issue in particular. Books havebeen banned, Internet sites have beenshut down, journalists have been jailed inincreasing numbers. There are no freedom of informationlaws or freedom of the press in Chinaand Tibet. If a magazine, newspapers, websites and individual blogs publishsomething the party doesn't like, thegovernment can fire the editors, authors, writers and journalists andshut the newspaper or website down. The lack of freedom extends beyond themedia. Respected Tibetan and Chineseprofessors, scholars and spiritualleaders have been banned from teachingor speaking and any famous literarycritics have been banned frompublishing for expressing unpopularviews. Xinhua always remained a solevoice of the party.

Dharamshala: His Holiness the DalaiLama has reiterated that his faith in theChinese people on the issue of Tibetremains unshaken, saying that manyChinese intellectuals and Buddhistsfully support the Tibetans' middle-waypolicy towards achieving genuineautonomy."It would be difficult to many Chineseto support our call for completeindependence, but our present middle-way policy which is not "we win, youlose" kind of stand, would be beneficialto both China and Tibet," His Holinessthe Dalai Lama said in his address toTibetans in Ravangla in India'snortheastern state of Sikkim."Since the peaceful protest occurred inTibet in March 2008, Chinese scholarshave written over 1,000 articles out ofwhich about 200 were penned by thosein Mainland China. All these are 100 percent in support of our Middle-Waypolicy and critical of the Chinesegovernment's wrong policies on Tibet,"His Holiness said. His Holiness said a recent survey inChina has showed that the country hasthe largest number of Buddhists in theworld totaling more than 300 million."Until recently, I have been receivingan un-ending stream of about two tothree and sometimes about ten Chinesevisitors from the mainland China. Dharamshala: Tibetan spiritual leaderHis Holiness the Dalai Lama is on athree-day visit to the Tibetan settlementin Kalimpong, West Bengal State ofIndia, where His Holiness inauguratedthe newly built temple of Gaden TharpaChoeling Monastery on 12 December.Hundreds of Buddhist devoteesincluding senior officials of the state, local officials and people, and Tibetansliving in the areas, monks have gatheredon Sunday at the Gaden TharpaChoeling Monastery to welcome HisHoliness to Kalimpong. As His Holiness started his first-dayvisit to the monastery after 1959, HisHoliness was warmly welcomed bydozens of young costumed Tibetans, monks and students with performing atraditional auspicious dance and songs. His Holiness sat on a golden throne ofthe monastery, wrapped in his Buddhistred and gold robes and let outcompassion smiles with offering ofMandrel prayers by the abbot of themonastery, Ven. Domo Geshe Rinpoche.Later, welcome speech was read-out byMr Phurbu Tsering, secretary of themonastery."I am very happy to reach here at theGaden Tharpa Choeling monastery ofKalimpong, the reason is that historicallyand culturally, the area of Kalimpong hada long, close and developed relationship

on our side," said His Holiness the DalaiLama. His Holiness said the Chinese peoplehave great pride in their culture and asa Buddhist nation there are tens andthousands of monasteries and monksin China. Buddhism flourished in Chinasome 400 years before it came to Tibet, but the kind of eminent Buddhistscholars with their great works availablein Tibet at that time were very rarelyseen in China. When I meet Chinesescholars and talk with them, theirstandard of knowledge is very poor. Asfor me, I feel low in my standard when Icome in front of a top scholar inBuddhist studies. But my knowledge isnot poor when compared with theChinese Buddhist scholars who comefrom China. Therefore, it is veryimportant that we should always keepour identity as Tibetans and feel proudof it, he said."More than sixty years have passedsince the People's Republic of Chinainvaded Tibet, but it has failed to crushthe strength and determination ofTibetans either through gentle coaxingor through brutal repression," HisHoliness said.Speaking of his impression of thedeclining moral behaviour of Tibetansin the exile community, His Holinessurged the Tibetans on the need to becareful on this front and to maintainfriendly relations with the local Indianpeople. His Holiness was on his fifth visit toRavangla Tibetan settlement from 18 -19 December. "the sympathy of the Indian public."India, he said, had been "a generallysupportive home" to Tibetan exiles andHis Holiness the Dalai Lama, the exiledTibetan spiritual leader.Yet officials acknowledged the toughbalancing act the government faced, asthey came under increasing pressurefrom Beijing to clamp down on protestsas the Olympic torch prepared to makeits way through New Delhi. The cable, part of the latest batch ofdocuments released by WikiLeaks, indicated that the U.S. believed that theIndian government would ultimatelyfavour "the side with greater publicsupport.""While the GoI [Government of India]will never admit it, we expect New Delhi'sBalancing Act with India's Tibetans tocontinue for the foreseeable future, withthe caveat that a rise in violence - eitherby Tibetans here or by the Chinesesecurity forces in Tibet - could quicklytip the balance in favour of the side withgreater public support," the embassy's

political counsellor wrote. The U.S. believed India would continue"to walk the razor's edge betweenBeijing and Dharamshala." "It cannotafford to antagonise the former, but ithas a sacred obligation to the latter,"the cable said. The cables also highlight the prominentrole played by U.S. officials in liaisingbetween exiled Tibetan groups, theIndian government and Beijing. U.S.officials regularly met with envoys ofHis Holiness the Dalai Lama, whoadvised the U.S. government onwhether or not to pressure India to takea harder line on China. In one meeting, Mr. Menon assured theU.S. Ambassador that arrested Tibetanprotesters, some of whom tried to scalethe walls of the Chinese embassy inNew Delhi in the lead-up to the Olympictorch relay, would be released. In another, His Holiness the Dalai Lama'sspecial envoy Lodi Gyari advised U.S.officials "to positively react" to India'smeasured statement in the aftermath of

the protests, saying that India had"understandable compulsions, and it'sbetter than the past when no statementswere issued."Another cable, issued on April 10,illustrated His Holiness the Dalai Lama'sincreasing desperation over Tibet'sfuture, following the March violence."Tibet is a dying nation. We needAmerica's help," he told U.S. officials. The exiled Tibetan leader did, however, express confidence that China was stillopen to having dialogue with him, citinghis interactions with an unnamedChinese scholar. But in a later meeting inNew Delhi in August with U.S.Ambassador Timothy Roemer, HisHoliness the Dalai Lama said the politicalissues in Tibet could wait and "shouldbe sidelined for five to ten years."Addressing environmental issues was amore pressing issue for the internationalcommunity. His changed message, U.S.officials noted, "may signal a broadershift in strategy to reframe the Tibet issueas an environmental concern."

Dharmshala: The China's communistregime has used its financial muscle topay off the Nepal government tocrackdown on Tibetan refugees living inNepal, according to secret US cablespublished by WikiLeaks.Cables released by the whistle-blowerwebsite show an unnamed source of theUS Embassy in New Delhi repeatedlyclaiming that "Chinese governmentrewards Nepali forces by providingfinancial incentives to officers who handover Tibetans attempting to exit China"."XXX reiterated this belief to PolOff(Political Officer) during a XXX meetingin Delhi, stating ''the Chinesegovernment rewards (Nepali forces)'' byproviding financial incentives to officerswho hand over Tibetans attempting toexit China," according to the cable datedFebruary 22, 2010 from New Delhi. The US Embassy memo sent to USDepartment of State under the title ''DelhiDiary'' and classified as ''confidential'' hasan update on Tibetan refugee flow thatdescribed a meeting of the source withPolitical Officer on February 4.The Wikileaks, which is releasing 250,000American diplomatic cables, has cut outthe names of people mentioned as thesource. The number of Tibetans entering Indiahad decreased over the last few years, amid mounting pressure on thegovernment as ?Beijing has askedKathmandu to step up patrols of Nepaliborder forces and make it more difficultfor Tibetans to enter Nepal," accordingto the cables also reported bymyrepublica online, the website of Nepali

daily Republica. It said the number of Tibetans enteringIndia "markedly decreased after March2008 uprising".Nepal is home to around 20,000 exiledTibetans and the capital has been thescene of several anti-China protestssince the 2008 unrest in Lhasa.Nepal has been under pressure fromWestern nations to allow the protests--and from China to stop them. Beijing hasrepeatedly asked Nepal to better controlthe Tibetan refugees within its bordersand stop the protests. These protests have been a source ofembarrassment to Nepal''s government, which wants strong ties with China.Nepal supports ''one-China policy'' thatviews Tibet as an integral part of China. It has repeatedly assured its giantnorthern neighbour that it will not allowits territory to be used against it.Nepal has stepped up security andwarned Tibetans exiles againstorganising anti-China protests.Despite tight security enforced by theNepalese and Chinese government in theborder areas, every year 2,500-3000Tibetans cross the border on their wayto meet the Dalai Lama in the Indian townof Dharamshala, where he is based sincefleeing from his motherland in 1959.

for human rights has brought ustogether. The human rights issue hasnothing to do with nationalities norreligions but with humanity ingeneral."•Mrs. Zhimin Tang described what shehas experienced since the studentprotests in 1989. She was kidnappedseveral times by the Chineseauthorities. "When I was kidnapped bythe Chinese Security Police in 2005, Ihad to sign a contract in which I statedthat I would not support the Dalai Lama, that I would not support the Falun Gong, that I would not support Taiwan, that Iwould not support the Uyghur peopleand that I would not fight against theCCP. Now I stand here today and I sayloud and clearly, and especially to theChinese Communist goverment: I dosupport the Dalai Lama! I do supportthe Falun Gong! I do support Taiwan! Ido support the Uyghur, and I do supporteveryone who struggles against theCCP in order to get freedom! DamnCCP!."Mrs. Zhimin Tang also warned theWestern politicians and businessmento think again about their coorperationwith the CCP, "because the People'sRepublic of China is the ChineseCommunist Party and it's not China. TheChinese communist leaders are notrepresentative for the Chinese citizens."Mona stated: "Do not help the CCPpersecuting the Chinese people, pleasechoose to support the Chinesepeople."• "Repeatedly I have beenthreatened. I'm not against China, I'mfor freedom and human rights and theCCP is responsable for this. "I also wantthe world to know that the Tibetan issueis not only political. It is more than that.In fact it's an issue of freedom of belief, because the CCP misuses China and theChinese people to destroy the belief inBuddha!"Afterwards, Karma Tsering, thePresident of the Regional Tibetan YouthCongress, held a short speech inTibetan. "Today is Human Rights Day.This is a very important day. There areno human rights in China and Tibet. InTibet it's even much more worse. Today, this demonstration is organized by threegroups. The permission has beenarranged quickly and long time before.

We have sent lots of announcementsabout this action and enough inadvance. Therefore it's very sad andeven shameful that not so much Tibetanpeople came today. Human rights areso important for Tibet. We appreciatethat quite some Belgian Tibetsupporters came today, even someelderly people, for which we are happyand very thankful. There should havebeen much more Tibetan people heretoday. Human rights in Tibet are tooimportant."The following slogans were shouted:"We want freedom", "Respect forhuman rights", "Hu Jintao, free Tibetnow", "CCP is not China", "Stop killingin Tibet", "Shame shame, China shame","Free Tibet, save Tibet", "What wewant, we want freedom", "Releaserelease Panchen Lama, release releaseLiu Xiaobo", "Long live Dalai Lama"•and "UNO, we want justice".In the freedom march, a big banner wascarried with the text: "Supportdemocracy in China for World Peace",and placards as: "Free Liu Xiaobo, FreeTibetan Heroes", "Freedom oflanguage" and "Free Tibet".The demonstration in front of theChinese embassy was because:* China has become one of the mostimportant world powers and a majorplayer in the global field* China is a symbol for a rapidly growingeconomy but without social, culturaland religious freedom* China has the world's largestpopulation* China has adopted the UniversalDeclaration of Human Rights, China hasvoted in favour of the Declaration, butis nevertheless one of the main violatorsof human rights* if China would allow more freedomand democracy this would be a veryimportant signal to the whole world andto all the other non-democraticgovernments and regimes. The demonstration was ended with theTibetan National Anthem at 4 p.m.Then, Mona Zhimin Tang and DennisBarbion sent an envelop into themailbox of the Chinese embassy with acd of 150,000 signatures of a worldwidepetition for the release of Gao Zhisheng. We believe that the message for respectfor human rights and freedom has beensent out, together with the appeal forsolidarity and cooperation, to call ongovernments to respect the rightsprotected by international human rightslaw.

It was estimated that over 30,000devotees, foreign tourists, Buddhistmonks from across the country andabroad attended the sermon andteachings in Gangtok by His Holiness.

On the occasion, the speech for the 21stanniversary of Tibetan spiritual HisHoliness the Dalai Lama receiving theNobel peace prize issued by Tibetangovernment in-exile readout by MrLobsang Nyandak, the representativeof His Holiness the Dalai Lama.
