WASHINGTON — Chairman Jerome Powell signaled Wednesday that the Federal Reserve is likely to cut interest rates late this month for the first time in a decade in light of a weakening global economy and rising trade tensions.

Delivering the central bank’s semiannual report to Congress, Powell said that since Fed officials met last month, “uncer-tainties around trade tensions and concerns about the strength of the global economy continue to weigh on the U.S. eco-nomic outlook.” In addi-tion, annual inflation has dipped further below the Fed’s annual target level.

Powell’s remarks trig-gered a stock market rally, with the Dow Jones indus-trial average up nearly 100 points in late-morning trading.

Economists suggested that Powell’s message made a quarter-point rate

cut a virtual certainty at the Fed’s meeting this month, with many fore-casting further rate cuts to come.

Paul Ashworth, chief U.S. economist at Capital Economics, said he thinks economic growth will slow below a 1% annual rate in the second half of this year, which he thinks will lead to addi-tional quarter-point cuts in December and then March.

Ashworth said a July rate cut would be “insur-ance against the downside risk that Fed officials believe have mounted in recent months.”

Many investors have put the odds of a rate cut this month at 100%. The Fed’s benchmark rate stands in a range of 2.25% to 2.5% after the central bank raised rates four times last year — action that incited public attacks on the Powell Fed from President Donald Trump.

Trump, who is counting on a strong economy for his re-election campaign,

has called the Fed his big-gest threat. He contends that the central bank made a huge mistake by tightening credit last year and should be cut-ting rates now. Trump has argued that last year’s rate hikes have held back economic growth and the stock market.

In his prepared remarks,

Powell made no men-tion of the president’s criticism. He did thank Congress for the “inde-pendence” it has given the Fed to operate free of political intrusion. But later, in the question-and-answer period, Democrat-ic members of the House Financial Services Com-mittee, made clear their

discontent with Trump’s attacks.

Rep. Maxine Waters, who leads the commit-tee, declared that “this president has made it clear that he has no under-standing or respect for the independence of the Federal Reserve.” She also referred to published reports that Trump had

discussed firing Powell.Asked by Waters what

he would do if Trump said he wanted to fire him, Powell replied, as he has in the past, that he intends to serve his full four-year term.

Powell’s remarks Wednesday began two days of his testimony on Capitol Hill. On Thursday, he will address the Senate Banking Committee.

At the moment, the U.S. economic landscape is a mixed one: The job market appears resilient, but economic growth is slowing. Many forecast-ers predict that growth has slowed to an annual rate of around 2% in the just completed April-June quarter.

In his testimony, Powell said the economy has fared reasonably well over the first half of the year. But he noted that “cross-currents, such as trade tensions and concerns about global growth, have been weighing on economic activity and the outlook.”

NEW ORLEANS — A storm swamped streets in New Orleans and prompted a tornado warning near the city Wednesday as con-cerns grew that even worse weather, including a possible hurricane, could strike Louisiana and other states along the Gulf of Mexico within days.

The storm was associated with a broad area of disturbed weather in the Gulf that forecasters said could strengthen into a hurricane by the weekend. The system was expected to become a tropical depression by Thursday morning, a tropical storm by Thursday night and a hurricane on Friday, according to the National Hurricane Center.

The heavy additional rain could push the already swollen Mississippi River precariously close to the tops

of levees that protect New Orleans, officials said.

Louisiana Gov. John Bel Edwards warned that there could be “a con-siderable amount of overtopping” of levees in Plaquemines Parish, which is southeast of New Orleans and includes many of the city’s suburbs.

But the risks extended beyond New Orleans, the governor said. National Guard troops and high-water vehicles will be positioned all over the state, he said.

“The entire coast of Louisiana is at play in this storm, and we’re talk-ing about as much as 10 to 15 inches of rain over a 24-hour period that will start Friday. So that is a short time period for such intense rain,” Bel Edwards said.

The governor planned to declare a statewide emergency later Wednes-day.

In New Orleans, garbage contain-ers were tilted on their sides and pieces of wood floated down flooded

streets. Water was up to the doors of many cars during the morning rush hour.

Meanwhile, the low pressure area was over water, south of the Florida Panhandle. It was expected to grow into a powerful storm as it moved west through the Gulf’s warm waters.

Lines of thunderstorms associ-ated with the system ranged far out in into the Gulf and battered New Orleans, where as much as 7 inches of rain fell over a three-hour period Wednesday morning, forecasters said.

In the days ahead, parts of Louisi-ana could see up to 12 inches of rain by Monday. As much as 18 inches of rain could fall in isolated areas, fore-casters said.

New Orleans is protected to a river level of 20 feet, but it was fore-cast to rise above flood stage to 19 feet by Friday, the National Weather Service said.
