HEARING DESIGNED TO 'BUILD BRIDGES'By Tom LaMarra

An April 28 hearing on federal legislation that

would put the United States Anti-Doping Agency

in charge of equine medication policy, testing, and

enforcement is designed in part to "build bridges,"

according to U.S. Rep. Paul Tonko of New York.

Tonko was at the forefront of the Thoroughbred

Horseracing Integrity Act of 2015, which he introduced

last spring. In an April 27 interview, Tonko said mem-

bers of the Congressional Horse Caucus who will take

part in the hearing at the U.S. Capitol "are very much

interested in the bill as are outsiders to the caucus."

Tonko said he would have liked the bill to have been

heard in a congressional subcommittee or committee

at this point because "there is a degree of urgency to

the bill." He said members of Congress he has spoken

with have been receptive to the legislation.

"Tons of bills are introduced every year (in Con-

gress)," Tonko said. "This one is in the mix. We're

Grider won at Keeneland April 27.

Capt. Grider overcame a three-length deficit well

into the stretch to nab Jersey Street (Maimonides) at

the wire in the 4 1/2 -furlong, $50,000 race for jockey

Paco Lopez.

"Congrats to Capt. Grider's breeder Kings and

Queens Farm and trainer Dante Zanelli," Taylor Made

Stallions stated via Twitter. "They are breeding-right

holders in Astrology."

Capt. Grider is from the first crop of Astrology.

By A.P. Indy out of Quiet Eclipse, by Quiet American,

Astrology won the Iroquois (gr. III) at 2 and was third

in the Preakness (gr. I) behind Shackleford and Ani-

mal Kingdom. Capt. Grider is out of the Dynaformer

mare Majestic Dy, whose progeny include Al Qasr, a

Peruvian Horse of the Year, and Delicate Dynamite,

second in the Kentucky Cup Distaff (gr. III).

He is the second winner for his sire, the first being

Mi Querido Capi, winner of a maiden race at Hipo-

dromo de las Americas in Mexico City April 1.

Astrology, who has two winners from three start-

ers, stands at Taylor Made, near Nicholasville, Ky., for

POST-SALE DEALS GAVE OBS A BOOSTBy Ron Mitchell

Not long after a Scat Daddy colt consigned to

the recent Ocala Breeders' Sales Co.'s spring

sale of 2-year-olds in training left the sales ring

unsold, he was purchased privately for $180,000

in a transaction reflected in totals reported by

the sales company.

Greg Dodd, whose Southern Chase con-

signed the colt, said the final bid in the ring was

$190,000 and a short time later Mathis Stable

bought the colt.

Over the course of the four-day auction, "post-

sale" receipts totaled more than $3.3 million, rep-

resenting 6.3% of the sale's $52.5 million gross.

Florida law requires OBS to report post-sale

transactions on summaries and sale archives.

Since the post-sale price is generally within close

proximity of the final bid, there is little incentive

for the seller not to report such deals to the sales

company.

The commission is levied on either the final

RNA bid or the post-sale price. Post-sale purchas-

es are bound by the OBS Conditions of Sale, pro-

viding a level of protection to both

buyer and seller, OBS sales director

Tod Wojciechowski said.

At Keeneland, private sales are

not listed on the official sale sum-

maries, and it is up to the parties

involved whether they want a sale

to be included in a separate "RNA

to Sale" section of the website.

Regardless of whether it is publicly

disclosed, the sale is subject to the

Keeneland commission based on the

private sale, not the RNA bid price.

For Keeneland's January horses

of all ages sale, 63 private sales were

reported on the website.

"Anything that appears on the

sales summary has to have gone

through the sales ring," said Keene-

land sales director Geoffrey Russell.

Fasig-Tipton includes the post-sale purchases

on its daily results when they take place on the

day the horse goes through the ring and if it hap-

pens before the summary is released. Otherwise,

according to Fasig-Tipton president and chief ex-

ecutive officer Boyd Browning Jr., the sale is not

included in the totals and it is between buyer and

seller without the sales company being involved.

Browning said Fasig-Tipton attempted to

adjust sale results as post-sale transactions were

reported following an auction, but the reporting

process became a logistical issue and was aban-

doned.

Like OBS, Fasig-Tipton must comply with the

Florida law on post-sale transactions at its one-

day March sale, but Browning said very few of

those take place at that sale.

While Fasig-Tipton misses out on potentially

higher commissions when a post-sale deal is great-

er than the hammer price and it doesn't go through

the sales company, Browning said the sales com-

pany is "trying to facilitate commerce and we are

happy to participate in that process." BH

Japan's Kentucky Derby (gr. I) challenger Lani

doesn't believe in training the expected way.

The UAE Derby (UAE-II) winner declined to kick

into full gear for jockey Yutaka Take at Churchill

Downs April 27 until after a quarter-mile of what was

designed to be a five-eighths work.

He picked it up midway through the turn to get an

official time of :37 2/5, galloping out a half-mile in :50

3/5. Churchill clockers caught the first eighth of the

timed portion in :14.

According to interpreter Kieta Tanaka, agent for

Lani's owners, that's how the son of Tapit can be

sometimes.

"He was a little shy, shyer than what I thought, for

accelerating," Take said through Tanaka. "But after

the quarter pole, he did a good gallop for two fur-

longs and after the finish pole."

Tanaka said that "even back home, he sometimes

does something like what you saw this morning. It's

not a big concern."

Take said Lani's temperament is such that he's

not always willing to

run, but "if he wants

to run on Derby

Day, we have a big

chance."

The jockey said

he wouldn't know

which Lani will show

up until they break

from the gate.

If Lani, a Ken-

tucky-bred son of

the super stallion

Tapit, wins the Der-

by, it will be with the

most unorthodox

training, by Ameri-

can standards, since

Canonero II came

from Venezuela

and proved in 1971

that there is more

than one method to

success.

Lani, who has

been at Churchill Downs since April 3, was supposed

to work five-eighths last week after galloping a mile.

But that training session also started extremely

slowly before the colt picked up the pace on the turn,

his final 1:06 time barely making the cutoff to have a

published workout.

That work was by design to be devoid of speed,

his camp said, adding this work would have more

speed.

Take also rode the first Japanese-based horse to

run in the Derby, Ski Captain, who finished 14th in

the 1995 race won by Thunder Gulch.

"For a very long time, I have been wishing to ride

in the Derby again," the jockey said through Tana-

ka. "The time has come now, and I'm very excited

about it. ... For the jockeys riding outside the U.S., it's

extremely difficult to even get a ride in the Kentucky

Derby. So I understand how precious the experience

this time will be."

Lani taking on America's best 3-year-olds in the

Derby is a big story in Japan. A video crew from

Western Japan's Kansai Telecasting Corp. was in town

working on a Lani documentary. BH

Trainer Michael Dickinson, who retired seven years

ago but announced his return to training last year,

won with the first horse he saddled upon his return

April 2 at Laurel Park.

He'll try to make it two-for-two when he saddles

grade III winner Metaboss, who hasn't raced in 13

months, in a grass allowance race at Laurel April 29.

Metaboss, who won the grade III El Camino Real

Derby early last year, underwent surgery last spring

to remove an ankle chip. Owned by a partnership

that includes California-based bloodstock agent

Mersad Metanovic and Nevada-based Daniel Preiss,

Metaboss was injured while training up to the 2015

American Turf (gr. IIT) at Churchill Downs.

Purchased by Metanovic for $10,000 at the 2012

Keeneland November breeding stock sale, Metaboss,

a 4-year-old Street Boss colt out of the Free House

mare Spinning Yarns, has been training at Dickinson's

reborn Tapeta Farm in Maryland since last November.

Dickinson is known for successfully bringing hors-

es back from lengthy layoffs, including Da Hoss in

the 1998 Breeders' Cup Mile (gr. IT), which he won off

one start since a victory in the same race two years

earlier. BH

ROYAL ASCOT CONFIRMED FOR MOTION FILLYBy Sarah Troxell

Royal Ascot racegoers will see a very different Miss

Temple City this year than the one who ran fourth

in the 2015 Coronation Stakes (Eng-I).

Trainer Graham Motion has confirmed the Temple

City filly will head back to the Royal meeting, aimed at

the Duke of Cambridge (Eng-II) June 15.

In her most recent start, she beat males in the

Maker's 46 Mile (gr. IT) at Keeneland.

"She has grown and looks totally different to what

she looked like last year," Motion said. "She is bigger

and has much more weight on her. She has gone from

being a nice big filly to basically looking like a colt.

"She is really doing well, and it is all systems go for

Royal Ascot."

Miss Temple City is expected to arrive the Friday

before Royal Ascot and stay at David Lanigan's yard,

as she did in 2015.

Representing part-owners The Club, Sean Feld said

his filly recovered well from her Keeneland race.

He said if all goes well at Ascot, she will be aimed

for the Falmouth (Eng-I) at Newmarket July 8. BH

Saturday marks the 208th running of the English

Two Thousand Guineas (Eng-I) at the track on the

Newmarket Heath, and this year's probable favorite

is a Kentucky-bred son of War Front from the Bally-

doyle Stable of Aidan O' Brien, Air Force Blue.

In 1980 the 172nd running featured a pair of U.S.

breds whose paths first crossed at the 1978 Keene-

land sales in Lexington, Ky. On a hot July Tuesday

afternoon, Hip 218, a medium-sized bay Florida-bred

son of In Reality—Tamerett, by Tim Tam, from the

Mare Haven Farm consignment of Dr. William O.

Reed, brought $225,000 from H.L. Cottrill. During the

evening session, Hip 311, a Kentucky-bred bay colt

consigned by Claiborne Farm, fetched considerably

more. The smallish, blazed-faced son of Northern

Dancer—Special, by Forli, went to B.B.A. Ireland for

$1.3 million, then the second-high-

est-priced yearling on record.

The In Reality colt, named Known

Fact, went to Prince Khalid Abdullah's

Juddmonte Farms and trainer Jeremy

Tree in England. The Northern Dancer

colt landed with Stavros Niarchos and

trainer Francois Boutin in France and

was given the name Nureyev.

Two years later the pair lined up

for the Two Thousand Guineas, the

first of the English classics, where un-

defeated Nureyev was the favorite in

the field of 13.

While the choices employed by

Nureyev's jockey, Philippe Paquet, in

a furious attempt to extricate himself

from traffic and extend the colt's per-

fect record, resulted in him getting to

the post a neck ahead of Known Fact,

his tactics ultimately cost the colt the

race. The severe interference suffered

two furlongs from the finish by third-

place finisher Posse (owned and bred

by American Ogden Mills Phipps, who

also bred and owned that year’s group I One Thou-

sand Guineas winner Quick as Lightning) led to stew-

ards disqualifying Nureyev to last, moving Known

Fact to first and Posse to second. Paquet was handed

a seven-day suspension.

On the strength of his gutsy Guineas effort and his

winning performance in the Queen Elizabeth II (Eng-

II) run at Ascot in the fall, Known Fact was honored as

champion miler in England. Although he never raced

again after the Guineas debacle, Nureyev was named

France's champion miler and was off to stud.

Both European champion milers ended up stand-

ing at stud in Kentucky, where each had a successful

career. Known Fact sired 54 stakes winners from 612

starters (8.8%), and his progeny earned more than

$34.2 million.

Nureyev became a breed-shaper. He sired 136

stakes winners from 654 starters (20.8%), and his

progeny amassed more than $79.8 million in

earnings. BH

Former commissioner Frank Kling will return to chair

a revamped Kentucky Horse Racing Commission,

Kentucky Gov. Matt Bevin announced April 27.

The new commission will go from 16 members

under former Gov. Steve Beshear to a dozen com-

missioners under Bevin.

In another change, a revised structure will grant

voting powers to three ex-officio members: the sec-

retary of the Public Protection Cabinet, secretary of

the Tourism, Arts and Heritage Cabinet, and secre-

tary of the Cabinet for Economic Development.

Bevin said the new commission structure will

enhance the focus on one of Kentucky's signature

industries.

New commissioners include retired Hall of Fame

jockey Pat Day, Breeders' Cup director Bret Jones,

and Ken Jackson, founding member of the North

American Standardbred Breeders Association.

"These individuals encompass the character, com-

petence, and commitment traits we need to elevate

Kentucky's horse racing industry," Bevin said. "We

are fortunate to have men and women of high calib-

er and integrity willing to serve in these roles."

The announced appointees are Frank Kling, John

Roach, Lesley Howard, Dr. David Richardson, Mark

Simendinger, Brereton C. Jones, Jr., Pat Day, Doug

Hendrickson, Kerry Cauthen, Kenneth Jackson, Ger-

ald Holt, and Dr. Stuart Brown. BH

COMPETITIVE STALLION MARKETPLACEBy Tara Madgwick

The major Australian farms have all released ser-

vice fees in recent weeks, revealing a competitive

marketplace.

Coolmore's champion sire Fastnet Rock lists as

private, with four other stallions priced just below

him at Aus$110,000 ($84,883).

Those sharing that fee are Darley's Exceed And

Excel and Medaglia d'Oro, and Arrowfield's Redoute's

Choice, along with his son, Snitzel.

The first three's fees remain the same, while Snit-

zel's has been increased from Aus$88,000 ($67,906).

Lonhro, who has made good headway with his

North American progeny, is next at Aus$88,000,

HISTORY SHOWS CHURCHILL PRODUCES

The last one-day Breeders' Cup was held at

Churchill Downs in 2006, and to call it a fi-

nancial success would be an understatement.

The full-card on-track handle for the day

totaled a record $18.25 million, up 23.8% from

the previous year at Belmont Park, and 11.7%

higher than the previous on-track wagering mark

of $16.34 million recorded in 2003 at Santa Anita

Park. All-sources handle of $140.33 million blew

away previous years' figures and rose 13.1% from

2005, when the previous $123.97 million record

had been established.

Attendance of

75,132 in 2006 was

third-highest for a one-

day Cup—but the two

best figures—80,452

(1998) and 76,043

(2000)—also came at

Churchill.

As for the two-day

events that began in

2007, Churchill held

them back to back in

2010 and 2011. The

Kentucky track set the

two-day attendance re-

cord of 114,353 in 2010,

and two-day records for on-track handle ($22.5

million) and total handle ($173.85 million).

When the event returns to Churchill in three

years, will records be set again?

The Cup returned to Kentucky in 2015, at

first-time host Keeneland, after three consec-

utive years at Santa Anita in California. Even

though Keeneland, because of its size, relied

heavily on upscale temporary accommodations,

on-track wagering over two days increased 2.5%

from the previous year at expansive Santa Anita.

The tip-off that Breeders' Cup had an ex-

cellent chance of returning to Churchill in

2018 came the week of last year's event, when

Churchill officials willingly confirmed they were

preparing a formal bid.

"We very much want to be the host of future

Breeders' Cups," John Asher, Churchill's vice

president of communications, said in October.

"We hope our history with the event works in

our favor. We also have a facility that now, more

than ever suits the Breeders' Cup."

Since 2011 Churchill has spent $67 million on

capital improvements, related in part to premi-

um seating and enhancing the customer expe-

rience, both of which are dear to the hearts of

Breeders' Cup officials. Churchill president Kevin

Flanery said more

facility improve-

ments could be

made between

now and Novem-

ber 2018, while

Louisville mayor

Greg Fischer noted

the city has added

5,000 hotel rooms

since 2011.

Fischer already

has predicted

the 2018 Cup will

set records. That

could be based on

the fact each year

Churchill continues building—financially and

otherwise—on Kentucky Derby (gr. I) week.

Churchill Downs Inc. last year reported

Derby-week earnings were up $6 million from

2014, when the week generated about $8

million. The Kentucky Derby program alone

produced $10.7 million in purse money paid to

horsemen during the track's three 2015 meets,

company officials said.

Financial details of contracts between Breed-

ers' Cup and host tracks aren't released, though

officials repeatedly have said the most financially

successful Cups have been at Churchill. BH
