The area impacted by the groundwater contamination is approximately one mile southwest of the intersection of Interstate 84 and the Taconic State Parkway. There are approximately 230 homes in the immediate vicinity of the Site, which is a predominantly residential area. Local residences obtain water from individual wells drawn from the bedrock aquifer contaminated with volatile organic compounds (VOCs). On 13 April 2000, the New York State Department of Health (NYSDOH) received information from a resident in the Shenandoah area which indicated possible contamination of a private residential well with tetrachloroethene (PCE). Residential well sampling that has been conducted at the Site by the NYSDOH and Environmental Protection Agency (EPA) since April 2000 indicated that a total of 60 residential wells have been contaminated at or above the Federal maximum contaminant level (MCL) of 5 parts per billion (ppb) for PCE and/or trichloroethene (TCE). MCLs are the maximum permissible levels of a contaminant that may be present in water used for drinking purposes. Treatment systems were installed on all of these wells to remove the contaminants of concern (TCE and PCE). The levels of PCE detected in the well water samples ranged as high as 1.6 parts per million (ppm). There are currently 103 point-of- entry treatment (POET) systems installed on all residential wells affected by the YOC contaminants. lnvestigatory work, conducted in October 2000 by EPA and the New York State Department of Environmental Conservation (NYSDEC) at a former commercial facility at 7 East Hook Cross Road, discovered a I ,200 gallon metal tank containing high concentrations of PCE. Information obtained by the EPA and NYSDEC indicates that the facility was used between the late 1960s and early to mid 1970s for the cleaning of microchip holders or "racks". According to former employees of the facility, waste cleaning solvent (PCE) from this process was discharged into the septic system. As a result of these investigations, the Site was proposed for addition to the National Priorities List (NPL). During excavation of the contaminated soil associated with the former septic tank, two additional PCE disposal areas were discovered. Also in August 2001, EPA discovered a buried "acid pit" behind the former 7 East Hook Cross Road facility. Based on the high levels of PCE detected in the soil surrounding the acid pit, the pit was probably used for disposal of PCE. The Shenandoah Road Groundwater Contamination Superfund Site (Site) is an area of contaminated groundwater which has impacted private wells that provide drinking water in the Town of East Fishkill, New York (NY), in an area known as Shenandoah. The area impacted by the groundwater contamination is approximately one mile southwest of the intersection of Interstate 84 and the Taconic State Parkway. There are approximately 230 homes in the immediate vicinity of the Site, which is a predominantly residential area. During previous contracts, Response, Engineering and Analytical Contract (REAC) 3 and REAC 4,

REAC personnel initiated and performed various tasks needed during the vapor intrusion study. In April

2004, using a Trace Atmospheric Gas Analyzer (TAGA) mass spectrometer/mass spectrometer (MS/MS)

system, REAC personnel performed indoor air monitoring of residences (units) in the vicinity of the

contaminated site in Hopewell Junction, NY. Included during this mobilization was the installation of

permanent sub-slab soil gas probes in each unit’s basement. Sub-slab soil gas samples were collected into

SUMMA® canisters from each unit. All collected samples were analyzed for VOCs in accordance with

modified EPA compendium method Toxic Organic 15 (TO-15), Determination of Volatile Organic

Compounds (VOCs) in Air Collected in Specially-Prepared Canisters and Analyzed by Gas

Chromatography/Mass Spectrometry (GC/MS).

In May 2004, residences with PCE results greater than or equal to the action limit of 11 parts per billion

by volume (ppbv) were re-evaluated in an attempt to locate the source of either PCE or TCE and

determine if they were the result of lifestyle contamination or from intrusion of vapors emanating from

beneath the slab (sub-slab). The evaluation of each unit consisted of the removal of household items from

the units which may have the VOCs of concern, real-time indoor air monitoring using the TAGA MS/MS,

indoor and outdoor ambient air sampling using SUMMA® canisters, and sub-slab soil gas sampling using

SUMMA® canisters. REAC Trip Reports 0076-DTR-083104 and 0076-DTRR1-092104 (revision of

0076-DTR-083104) outline the April and May 2004 mobilizations.

In February 2005, to investigate if seasonal variation affects vapor intrusion, REAC personnel were

mobilized to the Site to conduct sub-slab soil gas sampling during the heating season. Previously

sampled residential locations above the action limit (based on April 2004 data), as well as 15 new

residential locations were sampled. REAC Trip Reports 0076-DTRR2-051905 and 0076-DTRR3-053105

outline the February 2005 mobilization.

Based on data from previous mobilizations, EPA had requested mobilization of REAC personnel to the

Site during the heating seasons of the years 2006 to 2009. REAC personnel have sampled and had

analyzed sub-slab soil gas samples, indoor air, and outdoor ambient air samples from residential locations

with PCE results above 11 ppbv, or as designated by the Environmental Response Team (ERT) Work

Assignment Manager (WAM) or EPA Remedial Project Manager (RPM).

Results obtained during those four years are documented in the following REAC Trip Reports: 0076-

DTRR3-060606 outlines the February 2006 mobilization, 0076-DTR-060707 outlines the March 2007

mobilizations, 0076-DTR-051608 outlines the March 2008 mobilization, and 0076-DTR-051509 and

0076-DTRR1-062909 outline the March 2009 mobilization.

In November of 2009, as a continuation of the study, EPA ERT assigned Work Assignment SERAS-042

to the Scientific, Engineering, Response, and Analytical Services (SERAS) contract. During the heating

season of 2010, personnel from the SERAS contract mobilized to the Site as part of the ongoing vapor

intrusion study. Several locations within 12 residential units were sampled for sub-slab soil gas, indoor

air and outdoor ambient air.

All collected samples were analyzed for VOCs. The results obtained from the January 2010 mobilization

are documented in the following SERAS Trip Reports: SERAS-042-DTR-030910 and SERAS-042-

DTRr1-041210

As part of the ongoing study of sub-slab and indoor air PCE levels, mobilization to the Site by SERAS

personnel took place the week of 07 March 2011.

OBSERVATIONS AND ACTIVITIES

Permanent Sub-slab Soil Gas Well Installation

A minimum of one permanent sub-slab soil gas probe had been previously installed by REAC personnel

in each of the 13 units to be sampled during the March 2011 mobilization to the Site. The sub-slab soil

gas probes were installed near the center of the basement or at locations chosen by the ERT WAM on site.

Probes were installed flush with the basement slab and capped with a Teflon® plug that was removed

during sampling operations. Probes were installed in accordance with SERAS standard operating

procedure (SOP) #2082, Construction and Installation of Permanent Sub-Slab Soil Gas Wells.

SUMMA® Canister Sub-Slab Soil Gas and Air Sampling: March 2011

On 07 March 2011, SERAS personnel traveled to the Site to conduct sub-slab soil gas, indoor air, and

ambient air sampling at 13 unit locations: 1, 6, 8, 9, 13, 19, 21, 23, 25, 26, 35, 43, and 84. On 08 March

2011, SERAS personnel removed all lifestyle substances (possible chemical sources) from the residences

to be sampled. The residents were then asked to close all windows and doors for 24 hours prior to the

sampling event. Between 09 and 10 March 2011, SERAS personnel collected 13 sub-slab soil gas

samples, 29 indoor air samples, three ambient air samples, and a trip blank for VOC analysis. Refer to

Table 1: Cross References of Unit Numbers and PCE Results, for sample collection information.

With the exception of Unit 84, SERAS personnel collected from each unit, a soil gas sample from each

installed sub-slab probe. A high water table prevented the collection of a soil gas sample from Unit 84.

Indoor air samples were collected from each unit at a location on the first floor and at a location in the

basement. Outdoor ambient samples were collected from locations adjacent to two residential units.

Samples were collected in accordance with SERAS SOP #1704, SUMMA® Canister Sampling, using a

certified clean 6-liter (L) SUMMA® canister and flow controller set to collect a 4 to 5-L time weighted

average (TWA) sample during a 24-hour sampling event. The samples collected in the SUMMA®

canisters were properly documented and delivered to the ERT/SERAS laboratory for analysis. Sub-slab

soil gas and air analyses were performed in accordance with SERAS SOP #1814, GC/MS Analysis of

Sorbent Tubes and Canisters. The target compound list (TCL) included PCE, TCE, vinyl chloride, 1,1-

dichloroethene, trans-1,2-dichloroethene, 1,1-dichloroethane, cis-1,2-dichloroethene, and 1,2-

dichloroethane, as per the ERT WAM’s instruction. A detection limit (DL) of 30 parts per trillion by

volume (pptv) for all sub-slab soil gas samples, indoor air, and ambient air samples was required. Results

are reported in both ppbv and micrograms per cubic meter (µg/m3).

Spatial Data Acquisition/Documentation/Floor Plans

Personnel under the REAC contract had previously logged all locations using Global Positioning System

(GPS) technology and transcribed them to Figure 1: Residential Sample Locations by Unit Number map.

SUMMA® canister number, SUMMA® orifice number, sample date, sample start time, sample end time,

starting orifice flow, sample number, sample locations, and general comments are documented on SERAS

SUMMA® Sampling Worksheets located in Appendix A: SERAS SUMMA® Sampling Worksheets and

Chain of Custody Records.

RESULTS

SUMMA® Canister Sub-Slab Soil Gas and Air Sampling: March 2011

A study of the indoor air and sub-slab soil gas for 13 previously sampled residential units around the Site

was conducted during the March 2011 mobilization. Homes were re-sampled in an attempt to continue

the documentation of the presence or absence of seasonal and annual fluctuations of PCE in the sub-slab

soil gas and indoor air.

Of the 13 units sampled during this sampling event, March 2011, eight units had sub-slab soil gas

concentrations of PCE above the 11 ppbv (74.6 µg/m3) action limit (Table 1). The sub-slab soil gas PCE

results above the action limit are as follows: Unit 1 SS-1; Sample# 1-042-0061, at 39 ppbv; Unit 8 SS,

Sample# 1-042-0066, at 340 ppbv; Unit 13 SS, Sample# 1-042-0059, at 27 ppbv; Unit 19 SS, Sample# 1-

042-0070, at 82 ppbv; Unit 21 SS, Sample# 1-042-0076, at 46 ppbv; Unit 26 SS, Sample# 1-042-0073, at

170 ppbv; Unit 35 SS, Sample# 1-042-0052, at 29 ppbv; and Unit 43 SS, Sample# 1-042-0046, at 250

ppbv. Due to a high water table, sub-slab soil gas sample collection at Unit 84, Sample# 1-042-0055, was

unsuccessful.

Results from the indoor air samples collected from the basement and the first floor indicate two of the 13

units (Unit 35 and Unit 84) detected PCE above 1.0 ppbv. In the basements; Unit 35 GF, Sample# 1-042-

0053 and Unit 35 GF-Col, Sample# 1-042-0054 had PCE concentrations of 4.6 ppbv and 4.5 ppbv,

respectively; and Unit 84 GF; Sample# 1-042-0056 had a PCE concentration at 1.8 ppbv. The sample

collected on the first floor of Unit 35; Unit 35 FF; Sample# 1-042-0051 had a PCE concentration of 2.1

ppbv.

Discussion of results, reported in both ppbv and µg/m3, for all samples are presented in the April 2011

SERAS Analytical Report (SERAS-042-DAR-040111), found in Appendix B. Tables 2 through 14

present a comparison study of the current and historical PCE data for the units sampled during the March

2011 mobilization.

Meteorological Data

SERAS personnel obtained unedited local climatological data from a certified, permanent station located

at the Dutchess County Airport in Poughkeepsie, NY. Data was provided by the U.S. Department of

Commerce, National Oceanic & Atmospheric Administration’s National Climatic Data Center. One-hour

data averages were collected for the following parameters: wind speed, wind direction, barometric

pressure, temperature, and rainfall. Data were collected to cover periods before and after the March 2011

sampling event and the unedited climatological data are presented in Appendix C: Climatological Data.

Future Activities

No future site mobilizations are scheduled at this time; however, periodic seasonal sampling could be

conducted at the request of the WAM and the RPM.

Case Narrative

Sampling was conducted as per the site-specific Quality Assurance Project Plan (QAPP) and analyzed by the analytical methods stated in the QAPP. The laboratory reported the data to three significant figures. Any other representation of the data is the responsibility of the user. All data validation flags have been inserted into the results tables. At the request of the Work Assignment Manager, the laboratory reported results for eight chlorinated compounds. VOCs in Air Package W 058 The area of the internal standard chlorobenzene-d5 was above QC limits on the initial and confirmation analyses for sample 1-042-0063. The tetrachloroethene result for this sample is qualified estimated (J). The area of the internal standards bromochloromethane and chlorobenzene-d5 were above QC limits for sample 1-042-0088 and its replicate. The tetrachloroethene result for this sample is qualified estimated (J). The results presented in this report only relate to the samples analyzed. All results are intended to be considered in their entirety.
