Originally consulted on in 2009, the masterplan provides the framework for a dynamic, mixed-use town centre for the London Borough of Wandsworth.
The vision for the multi phased masterplan is a new creative urban quarter for London where people can live, work, shop and play with the restored Grade II* listed Power Station at its heart.
This has already started to be realised at Circus West Village, with Phases 2, 3 and 4a well underway and we are looking forward to what is coming next.
As this story continues to unfold, the masterplan for Battersea Power Station will build on its success and the lessons learned over the last decade of hard work. It will deliver a vibrant and connected community for people who want to live and work next to the Power Station, as well as a special place for people to visit, shop and spend their time.

Phase 1 of the development, Circus West Village, opened in 2017. Today it is home to over 1,200 residents and an exciting mix of shops, bars, restaurants, a theatre, cinema,fitness and leisure facilities. Phase 2, the Power Station itself, will welcome its first residents in Spring 2021 and will beopen to the public from Spring 2022.
There are currently three live construction phases across the masterplan site, Phases 2, 3a/b and 4a.
Due to the ongoing work taking place to create the new Zone 1 Underground Station at Battersea Power Station, Phase 3 is being brought forward as three smaller phases -Phase 3a, Phase 3b and Phase 3c.

The first completed chapter in the regeneration of Battersea Power Station is already home to over 1,200 residents and over 20 bars, restaurants, cafés, fitness and leisure facilities including The Turbine Theatre, Archlight Cinema, DNA VR, Be Military Fit, Megan’s at the Power Station, Vagabond Wines and Birdies Crazy Golf.
Highlights of Circus West Village’s events programme in 2020 included the Light Festival at Battersea Power Station and Summer Showtime on The Coaling Jetty, London’s first open-air cinema and theatre experience.

The restored Power Station has been designed by architectural practice, WilkinsonEyre, with Purcell as conservation architects.
Battersea Power Station will house over 100 shops, restaurants and cafes, a 2,000-person capacity events venue, a unique chimney lift experience offering 360-degree panoramic views of London’s skyline from a height of over 100m, new office spaces, 500,000 ft² of which will be home to Apple’s new London Campus, and 253 new
residential apartments, which residents will be able to move into from Spring 2021.

Restoration works began in late 2013 and over 1.75 million bricks, sourced from the original suppliers Northcot Brick and Blockleys, are being used to restore the Power Station. The iconic chimneys were also rebuilt between 2014 - 2017 using the original construction methods.

Phase 3 is the gateway to Battersea Power Station, linking the local community and the new Northern Line Underground station, planned for opening in Autumn 2021, to the Power Station itself. This Zone 1 station will allow travellers to get to Oxford Circus in 16 minutes and Kings Cross in 20 minutes.
The public one acre Prospect Park has an entrance to the new tube station as well as a children’s play area looking up at the Power Station.
Designed as a single phase in 2013/2014, this phase has since been split into separate phases to accommodate the Northern Line works and to aid delivery.

Since 2018, Battersea Power Station’s shareholders have committed to source all electricity for construction and the operational estate from renewable sources as part of its Net Zero Carbon Strategy. By the end of 2021, both Phase 2 and Phase 3 operations with respect to construction delivery will be Net Zero Carbon.

Through innovative solutions, our site managers mitigate the impacts of construction activities on local air quality, reducing emissions and dust. A number of development constraints on the site have changed or did not exist ten years ago, such as the Northern Line. The masterplan is also constrained by large fixed linear blocks with fixed land uses. After eight years of construction and delivery, we need to apply the lessons learnt as the new town centre evolves.
We are drawing on this experience and using the opportunity to review the remaining phases of the outline
masterplan to ensure it evolves and reflects how design, placemaking and technology has changed in the last decade, as well as changes to the Nine Elms area during this period.
Award-winning architects Arup have been appointed to review and update the continued evolution of the masterplan.

The masterplan is consented in outline only which sets the land uses and massing. The detailed design and architecture for each building comes through subsequent planning applications - Reserved Matters applications. These will be subject to full public consultation.
From experience, and most recently during the pandemic, we have found that the masterplan needs
to be ready to respond to changing market conditions and to ensure it continues to meet the needs of residents, workers and visitors to the new town centre.
The proposed changes seek the principle of flexibility without compromising the original masterplan vision.

At the start of 2020 we consulted on the proposed changes to Phase 3b and these plans were approved by Wandsworth Council in September. During the consultation on Phase 3b more than 1,200 people viewed the plans, spoke to our team and gave their feedback on 3b and the masterplan.

ARCHITECT’S KEY DESIGN PRINCIPLES
Our experience to date has brought many valuable lessons, including the need for greater flexibility in the scale and layout of buildings, as well as the quantity and different uses for these.
The updates to Phases 3c to 7 propose to give more flexibility for a range of buildings set within the existing masterplan’s framework of new streets and public spaces.
This flexibility of consented land use would enable the masterplan to respond to market demand and manage the economic uncertainty due to the ongoing pandemic.
The ability to deliver smaller building blocks would improve the permeability with adjoining sites and allow the masterplan to respond to progress in the wider Vauxhall Nine Elms Battersea area. The option to increase commercial space would also increase a diverse range of local employment opportunities.
