In its an n u a l repo r t for 1939, th e Central Narcotics Intelligence Bureau, Cairo, gives I he following su p p lem en ta ry in form ation in regard to th e th ree under-m entioned cases :

No. 1372. — Seizure at Tura, Egypt, on August 18th, 1938.

R e f e r e n c e : ̂ While serving his sentence, M ansour M ansour Bassiouni was b ro u g h tfn1 r ^ q 'n n /n ? 39 'X 1 o u t of prison in March 1939 to a t t e n d tr ia l for a charge b ro u g h t againstpao-e i t h im in December 1937. During the jo u rn ey from A y a t to El-Saff heO.C.S./Gonf. 748. escaped from his escort and w en t in to hiding, evading a r res t for six

m onths . In October 1939, in fo rm ation was received th a t he was in his village of A rab El-Hissar, living under the pro tec t ion of his b ro th e r th e om da (G overnm ent chief of the village) and the ghaffirs of t h a t and the ne ighbouring villages. On October 3rd, th e senior police officer of El-Saff th rew a cordon round the village and ra ided it. Bassiouni and his guards tr ied to escape over th e roofs and, when pursued , fired on the police. Bassiouni was killed b y a sho t from a constable. F o r complicity in h id ing him, his b ro ther , the om da of th e village, was suspended from du ty and will be t r ied b y th e Mudiria Council, while six of th e village ghaffirs, of whom three were his relatives, received cour t-m art ia l sentences of im prisonm en t for from six to eighteen months.

No. 246. — Illicit traffic by a doctor and a chemist in Qalioub, Egypt, 1935. Cases of Dr. Aziz Mikhail Bishai and of Maher Yousri, chemist.

No. 1674. — Seizure at Havre, France, on the High Seas and at New York in June 1939.

The following fu r th e r in fo rm a tion concerning th is case was communicated by the F rench G o v e rn m en t to the Seizures Sub- Committee of the Advisory Com m ittee on Traffic in O pium an d o ther Dangerous Drugs on May 9th , 1940.

A r th u r Pourcin, or “ G aston ” , s ta ted t h a t he h ad been trafficking in drugs for seven or e ight m o n th s pas t . A m an he h ad m e t in New Y ork a year previously u n d er th e n am e of H enri M ar tin or Charles

M artin , b u t whose real nam e was < diaries Vincileoni, 9, rue M ansart , Paris , had supplied h im w ith narcotics and instructed him to convey th em to H avre . Shor t ly a f te rw ards, he h ad secured the help of Roland Bellanger. F o r five or six m o n th s P ourc in h a d n o t m ade an y voyages, b u t h ad been engaged solely in smuggling narco tic drugs. T hough he claimed to have had no o th er supplier th a n Vincileoni, he had been in touch w ith two o th e r m en for the purchase of drugs, one of whom, a sailor, has frequen tly been repo rted as engaging in the sm uggling of narcotics. These two men, in th e face of all th e evidence, denied t h a t th ey had an y knowledge of P ourc in ̂ activities. A search was made, w i th o u t an y n o te w o r th y results,at the address of Charles \ incileoni, who was served w ith a sum m ons.

No. 1751. — Seizure at New York on September 6th, 1939.

On th e receipt of this inform ation, the Venezuelan au thori t ies endeavoured to ascerta in w h e th e r the cigarettes in question really came from Venezuela, where the cu lt iva t ion of m a r ih u a n a was com plete ly unknow n. A visit was paid to the Santa Rosa, w hich was then

anchored in the h a rb o u r of La Guaira, in order to ascerta in w h e th e r Velasquez was still on board as a m em ber of the crew. U nfo r tunate ly , however, he had been dismissed by the company. Enquiries were m ade to ascertain w he the r there were an y addicts in the districts of Aragua, Carabobo and Lara, and to ob ta in a n y inform ation regard ing smuggling of narcotics in these districts. It was th en discovered th a t n o t only was the re a traffic in m arihuana cigarettes a t P uer to Cabello, b u t t h a t the p lan t was being cu lt iva ted there. An inspection of w h a t was ap p a ren t ly a m ark e t-g ard en at Paso Real was m ade and it was found th a t a m an nam ed Augusto Caraballo was growing cannabis sa t iva there. He was immediately arrested and, from his s ta tem en ts , it appears t h a t the seeds of this p la n t were introduced c landestinely into the co u n try and given him for p lanting. All the stocks were confiscated and the p lan ta t io n was destroyed, toge ther with th e seeds which th e p lan te r was keeping for new sowings. Caraballo wTas kep t a t the disposal of the police au tho r i t ies of Puerto Cabello w ith a view to a full enquiry.

Enquiries led to th e discovery of premises f i t ted up in th e dw'elling-place of K azim Baysal, shoemaker, a t No. 14 in a s tree t in F a t ih Is tanbul) . The ap p a ra tu s for th e m an u fa c tu re of th e drugs was of a m o s t ru d im en ta ry character, th e q u a n t i ty it was capable of p roduc ing being insignifi­can t . A t th e adress of the shoemaker, 100 g ram m es of m orph ine base and 10 gram m es ofheroin were also seized. K az im ’s wife, Naime Baysal. was also a rres ted for a iding and abe t t ingh er h u sb an d . The police learned t h a t a former offender n am ed Ih san was also a m em ber of th is gang, b u t t h a t he had tak e n to flight.

B. NEW CASES OF SEIZURES

1. R A W O PIU M

No. 1767. — Seizure at Hong-Kong on January 9th, 1940. R ep o rt com m unica ted by the G overnm ent of the U nited K ingdom , March 26th, 1940.

Reference : ̂ 1 (a). Raw opium : 2 kg. 646 gr. (70 taels).O .C.S ./Gonf. 1126. Chinese o r i g i n . In o n e p a c k a g e , w i t h n o m a r k s .

It was seized n e a r Tai Po K au R ailway S ta tion, New T errito ry .

4. Y au W ong was sentenced to a fine of 81,400 (1,260 Swiss gold francs) or h ard labour for eight m onths .

No. 1768. — Seizures in Burma in 1939. Cases described b y th e G o v ern m en t of B urm a in its rep o r t on the illicit traffic for 1939.

R efe ren ce : 1 (a). Opium : 1,252 kg. 420 g r . Chinese origin.

3. There were th ree large seizures in Rangoon. 29 kg. 760 gr. were found in zinc containers ingeniously concealed in th e back of the

rea r seat and along th e footboard of a m otor-car. There were th ree arrests . 136 kg. 80 gram m es were found concealed in twelve cases in a consignm ent of 38 cases of jagge ry on the I r r a w a d d y Flotilla C o m p an y ’s mail s team er Mysore. The twelve cases h ad large lead nails on th e m as a d ist inguish ing m ark . No a r res t wras possible. 56 kg. 640 gr. were seized from a m otor-car , the driver of which escaped w hen chased. A n o th e r m an who was in the car was arrested . In the Maubin district, 193 kg. 200 gr. were seized in bundles concealed in half kerosene tins. F o u r persons were arrested . In th e M anda lay dis tr ic t the re were twro im p o r ta n t seizures of 685 kg. 440 gr. and 105 kg. 420 gr., w ith five and one accused respectively. A seizure of 45 kg. 880 gr. was m ade in th e M yitky ina District, w i th o u t a n y arrest . On seeing th e Excise p a r ty , th e smugglers opened fire and, w hen th e Excise p a r ty re ta l ia ted , d ropped th e i r loads and escaped.

4. One case is still pending. In the o th e r cases in which arres ts were m ad e the accused were fined and imprisoned.

No. 1769. — Seizures in the International Settlement, Shanghai, during the First Quarter,1940. R ep o r t com m unica ted by the Municipal Council. Shanghai, April 22nd, 1940.

1 {a). Raw opium : 1 kg. 136 gr. (40 ounces). Possibly of N orth China origin, conta ined in tw e n ty packets bearing no m arks of identifica tion.

3. A cting on in fo rm a tion received, detect ives ra ided th e Yuen Chow Lodging-House, Lane 524/20, Avenue E d w a rd V II and seized th e opium. Lee Ah Hoo, and Tseu P ah Soong, were arrested . Enquiries showed t h a t op ium hongs s i tua ted in the W este rn area of Shanghai (outside th e ju risd ic tion of th e Municipal Police) wrere supplying the accused w ith opium.

4. Lee Ah Hoo was sentenced to im prisonm en t for six m o n th s and deprived of civil r ights for one year, while Tseu P a h Soong was discharged.

3. A Chinese w om an. Tsang W oo Sz, was a rres ted on a pon to o n on th e B und in possession of the opium, which was concealed in specially m ad e bags t ied a round her legs. She claimed t h a t she had ob ta ined the opium from a m a n n am e d A h Eoh and was tak in g it to Zangzoh. E nquiries have failed to t race th e w hereabou ts of Ah Eoh.

4. Tsang Woo Sz was sentenced to im p riso n m en t for four m onths.

January 17lh and 19th, 1940.

1 (a). Raw opium : 937 gram m es (33 ounces}. P ro b ab ly N o r th China origin. Some of th e packets bore the t ra d e m ark “ Wei F a u n g ” and were chopped by the “ Shanghai Area Opium E x a m in a t io n B ureau ” .

Tsang a d m it ted being employed as a carrier of op ium by the Zung Y ah K yi op ium hong, 53 Sing K ong Li, Jessfield Road, outside th e control of the Municipal Police.

4. Cheu Ts Ziang, Lieu T sung Mei, Liu Ching Pao were each sentenced to im prisonm ent for two years and six m onths , Tsang Wei Chu and Zung Sih K yien to im prisonm en t for six m onths, wdiile P h e n W ong Sz and Lieu Koo Sz were discharged.

Pasquier, from Saigon, were a la rm ed by th e suspicious behaviour of th e sh ip ’s crew and th e approach of a suspected m oto r sam pan , which cam e alongside b y the s ta rb o a rd side b a th - ro o m amidships. On entering th is ba th ro o m , the guard found a sack conta in ing 4 kg. 285 gr. of ch a n d u and 945 gram m es of chandu dross. No arres ts were possible, b u t th e suspected persons have been recorded. The s.s. Varenne a r r ived a t S ingapore from Saigon and guards were posted aboard . A t night a cargo b o a t coolie, who w as a chandu agent, was observed clim bing on board by a rope. He was n ex t found in th e q u a r te rm a s te r ’s accom m odation , u n d e r th e foc’s ’le head, w atch ing the q u a r te rm a s te r coun ting t ins of chandu. 4 kg. 404 gr. of chandu were seized. 4. The Chinese was sentenced to im prisonm en t for one y ea r and dperived of civil rights for the same period. The cases aga inst th e K oreans were still on rem and on March 31st, 1940.

February 1st. 1940.

1 (a). Heroin : 128 gramm es (4% ounces) conta ined in nine packets , bearing no m arks of identification.

3. The heroin was seized by a Police search p a r ty on F e r ry R oad from a public m otor-car occupied by Zau Yoong Foh (Chinese), and K ying Shee Tai (Korean).

4. Zau Yoong Foh was sentenced to im prisonm ent for six years, while the case aga inst Kying Shee Tai is still on rem and in the Jap an ese Consular Court.

February 2nd. 1940.

1 (a). Heroin : 312 grammes (11 ounces) conta ined in 1,479 packets , no marks.

3. A series of raids a t various addresses in Sinza and Louza districts resulted in the arrest of An K an Shoku. Lee Zung Kon, K im Lei Ko, Lin Seki Gan, Cho Ei K an , Lee Sho San, Bi Kichi Zeu, Go Lo So, K oreans, and Long K ying K ung, W ong Zee Sz, Chinese, and the seizure of 312 gramm es of heroin.

4. Long K y u n g K u n g and W ong Zee Sz were each sentenced to im prisonm en t for twelve years, while the cases against the K orean traffickers were still on rem and on March 31st, 1940.

February 21 st-March 5 th, 1940.

1 (a). Heroin : 199 grammes (7 ounces) consisting of 389 small packets , bearing no m arks of identification.

3. There were six cases. The Korean, Lee H an Des, toge ther w ith th ree of his Chinese confederates, Zung Ah Sing, Koo Ah Mee and Zee Zung Zen, was arres ted in an alley-way of Sinza R oad ; Kin Gen Shoku, Korean, was apprehended a t 493, N orth Shanse Road ; Tei Yo Shi, K orean was arres ted a t 288/39 Elgin Road ; K a n Go Gen, Korean, was found in possession of a small q u a n t i ty of heroin while t rave ll ing in a public hire car on Robinson R oad ; Boku Ki J u n , Korean, was arres ted a t 297/12 Iiw angse Road, and Cho So Ivoku, Korean, on Fokien Road. All the accused ad m it ted hav ing been engaged in the sale of heroin.

Reference : 3. Following the seizure of a postal parcel conta ining morphineO .C.S.320. sen t from Marseilles, proceedings were opened by the Public Prosecutor

a t Ne vers and, as a result of the enquiry , five heroin traffickers were arrested . One of th e accused, who had been expelled from F rench te rr i to ry , had for some years been know n to the F rench au thorit ies as a t rafficker in arm s an d narcotics. Known as “ Pierre ” , he had num erous clients am ong narcotics peddlars in Paris and the provinces ; u n d e r the nam e of “ T ony ” , he was also know n as an in te rna tiona l trafficker. The American authorit ies believed h im to have been im plica ted in various cases of traffic between France and the U nited S ta tes, and p a r t ic u la r ly in th e case b ro u g h t aga ins t Georges Limacher and Henri Poncet, in 1936.1 These two accused h ad confessed to the Am erican Police th a t drugs had been handed to th em a t Le H avre by a m a n k n ow n as " T o n y ” . In 1937, the American au thorit ies had asked the F rench G overnm ent, in case of arrest , to ex trad i te this m an for having been concerned in sending narcotics to the in te rna t iona l trafficker Maurice Schatz .1 He is to come up for trial, w i th his accomplices, before the Correctional Tribunal of the Seine. A ministerial o rder for his d ep or ta t ion was m ade on O ctober 6 th , 1939.

3. The cocaine hydrochloride was seized by the Penang Customs D epar tm en t , and was found behind wooden panelling in th e smoking-saloon on the boat-deck of s.s. Yuen Sang (agents : B oustead & Co., L td ., S ingapore an d Penang) coming from Osaka and bound for C alcu tta via Shanghai, Hongkong, S ingapore and Penang. The drug was p robab ly destined for Calcutta , and was valued a t 2,457 dollars (4.177 Swiss gold francs).

3. The seizure was m ade b y the Customs, who found the drug in a cupboard in th e house of Emilius Alphonsus H erm an , tave rn -keeper and m erchant, living a t 1. W e s ts t ra a t , Axel. The accused s ta ted t h a t he bought the drug from an unknow n person abou t th ir teen years ago in the m arke t a t Oostburg, and th a t th e m ix tu re was to be used to s t im ula te the fert i l i ty of mares. The bott les cost two florins (2.8 Swiss gold francs) for the two. The case against the accused is still pending.

4. Sentences of im prisonm en t var ied from two weeks to six m o n th s , and fines from 250 pias tres (3.75 Swiss gold francs) to £P .3 (45 Swiss gold francs). One of the accused was cautioned, an d one bound over for one year on a bond of f P .2 (30 Swiss gold francs). and Palestine an d selling it in E g y p t , b u t he h ad escaped ar res t b y frequen tly changing his residence. I t was lea rn t t h a t 30 kilogrammes of hashish and op ium w hich Heleil was im port ing from Palestine was on its w ay to E g y p t via Jebel El A hm ar , in charge of two bedouins of Sinai P rovince nam ed Ayed Abou Said and Soliman Saad. I t was also learnt, that. Heleil and his accomplice, Mohd. Abou Rashid , would w a it for the drugs on December 22nd, 1939, a t K a y ed Bey Cemetery, Cairo, where th e y would be h idden un ti l d is tr ibu ted to traffickers or sent on to the residence of Heleil. I t was decided to ar rest th e carriers on th e ir w ay down th e Jebel, and a C .N.I.B. force was deta iled for th is purpose . A t Jebel El A hm ar, the carriers saw the m en of the force. One of the carriers th rew down his sack and ran. The police seized the sack. His p a r tn e r , Soliman Saad fired a n u m b e r of rounds a t th e force, finally runn ing off w ith his sack. The force con tinued th e p u rsu i t un ti l d a rk and th en re tu rn ed to hea d q u ar te rs w ith the seized sack, which con ta ined ten packets of hashish, some in pieces an d some in pow dered form, five packets of opium and a goa t- lea ther w ate r-bag of th e k ind used by th e smugglers as a life-belt w hen crossing th e Suez Canal. A s trong force searched th e d is tr ic t for the smugglers, b u t w ith o u t result. On L>ecember 23rd, 1939, theC.N.I.B. ra ided th e house of Heleil a t E zb e t El A ggagat, Shebin El K a n a te r District, Qalubia. Heleil was not in th e house, and his b ro ther , Salem Sewelim, who was there , denied all knowledge of the affair, b u t a search of his residence revealed a linen packet conta in ing opium . This Salem s ta ted belonged to his bro ther .

4. Heleil Sewelim was sentenced to im prisonm en t for th ree years an d a fine of £E .500 (7,650 Swiss gold francs). Salem Sewelim was acqu i t ted . Soliman Saad was arres ted la te r a n d is aw ait ing trial. The o th e r two accused have no t so far been t raced .

3. Various quan ti t ies of hashish were seized from individuals and in houses searched by the police. In par ticu la r , A hm ed Erol, of Izmit.

was arrested in the act of selling 3 kg. of hashish. 307 gramm es of heroin and 680 grammes of hashish were found in th e possession of a gang of six traffickers. A package abandoned on th e Is tan b u l- Izm i t railway line, on the b an k a t K ar ta l , was found to conta in 1 kg. 400 gr. of hashish. Enquiries showed th a t it belonged to Deli Ali. 13 kg. 571 gr. of hashish, belonging to A hm ed Vehbi Avci. bu tcher , were seized in a hotel room a t A nkara . The biggest seizure of hashish was 54 kg. 750 grammes, found in the house of E m in Ozkasap a t Seydikôv, a village a t Izmir. Enquiries failed to show w hether th is q u a n t i ty came from old stocks or was of recent illicit cult ivation . Two persons were charged, and the case is still pending.

One of th e accused was sentenced to im prisonm en t for one year and a fine of £T.3,425 (8,220 Swiss gold francs) ; in a n o th e r case two accused were sen tenced to a to ta l of imprison­m en t for two years and te n m on ths and a fine of £T.2,840 (6,816 Swiss gold francs) and a third acqu i t ted ; th ree of the gang of six traffickers were sentenced to im prisonm en t for a to ta l of two years an d seven m onths and a fine of £T.440 (1,056 Swiss gold francs) ; Deli Ali was sentenced to im prisonm ent for one yea r and a fine of £ T .1,341 (3,218 Swiss gold francs). Six cases are still pending.

The heroin was concealed in a w a tchcase e m p ty of w a tch m ovem ents . Loreto Fernandez, a Mexican, was arrested in possession of tw o m ar ih u a n a cigarettes (0.8

grammes) which the au thori t ies had been informed was smuggled from Mexico. Loreto F ernandez will be prosecuted. Customs P a tro l Inspectors were inform ed t h a t Jose Maria F e r ­nandez, Mexican, would smuggle m arih u an a from Ciudad Juarez , Mexico, and, on searching him found 61 g ram m es of bu lk m arihuana . He will be prosecuted . Ten m arih u a n a cigarettes (6 grammes) were found on the person of Russel E. Scott, American, when he crossed to the Ü nited S ta tes from Ciudad Juarez , Mexico. Scott is held for prosecution.

3. Connor Cathley Lowe is a well-known negro smuggling suspect of Calexico. He has been searched often when re tu rn ing from Mexico, b u t prev iously no con trab an d was found. On this occasion, Customs officers searched his person and his au tom obile w hen he re tu rned from a visit to Mexicali, and the drugs were found w rapped in tissue p ap e r tied to the gasoline filler pipe, ju s t above the exhaust pipe of his car. Lowe will be prosecuted.

The w rap p er also gave instructions in Chinese for th e use of th e tea-cake, s ta t in g th a t it was a t r e a tm e n t for colds, headaches, etc. On analysis, th e cakes were found to conta in ab o u t 5 % of cannabis, consisting of th e leaves of the p la n t g round up w ith o ther herbs. On receiving this in fo rm ation from W ashington , officers visited the premises of the consignee in Montreal and found 236 similar cakes a l ready there , doubtless remaining from a former shipm ent. These were seized.

No. 1820. — Discovery of the Illicit Manufacture and Sale of Sedol Ampoules in Colombia.R eports com m unica ted by th e Colombian G overnm ent, March 18th and April 6 th , 1940.

Since A ugust 1939, in fo rm ation h ad been reaching th e Ministry of Labour , H ea l th and Social W elfare t h a t faked Sedol ampoules were in circulation, b u t the action ta k e n to t race th e responsible par ties proved unsuccessful. Recently , however, th ree boxes of twelve ampoules

each, one isolated am poule and three e m p ty boxes, all of th e m faked, have been seized, and definite evidence has thus been secured t h a t the re are now circulating in Colombia supplies of Sedol which have been m an u fac tu red illicitly. The characteris t ics of th is p roduc t are described in full in order t h a t all Governm ents , and especially those of America, m a y be in a position to take suitable action. The faked ampoules, a l though th e sealing is com para t ive ly well done, are easily dist inguished from th e au then tic artic le by th e type of le t te r ing used for the inscription 'L Sedol In jec tab le ” which differs in size from t h a t of th e real ampoules, as will be be seen from the accom panying p h o to g ra p h .1 The same p h o to g rap h also shows th a t there are two kinds of falsified labels. T ha t in th e centre is th e au th e n t ic label, those on the side are th e falsified ones. An exam ina tion of these labels will show t h a t the p r in t ing work L crude and lacks the nea tness of the original. The m ost im p o r ta n t differences are : on label No. 1, “ E n tre g u is te ” ins tead of “ Enreg is tré ” ; " Mohrpiné c lorhyd ia te ” ins tead of

Morphine clor ” ; “ Centigrames ” ins tead of “ centigram m es ” ; P o u r Gents gramm es ” instead of “ pour cen t g ram m es ” ; “ Solutio ” ins tead of “ Solution ” ; “ Cutanés ” in s tead of

In addition , all the faked labels bea r the words “ Echan til lon G ra tu i t ”, whereas according to th e s ta te m e n t of the agen t for th e p roduc t

never have an y samples of Sedol been d is t r ibu ted in Colombia ” . N or can i t be assumed th a t these are new articles p u t up by th e firm in question, since on th is p o in t th e representa t ive answered : " th e supposition you are advancing m u s t be ruled out , since in fo rm ation on an y change in pack ing and p resen ta t ion would be given beforehand to all represen ta t ives of the Sedol m an u fac tu r in g firm ”. The boxes and ampoules in question were h an d e d over by pharm acis ts or found during visits of inspection. In two pharm acies , a box of Sedol was bought for $ 2 ( 3 . 4 0 Swiss gold francs), whereas the gen me article is sold to wholesalers a t 8 2 . 8 0 (4 . 7 6 Swiss gold francs) and b y wholesalers to th e public a t prices vary ing from § 5 to $ 6 . 5 0 (8 .5 0 to 1 1 .0 5 Swiss gold francs) a box, or 0 . 5 0 to 0 . 6 0 centavos ( 0 . 8 5 to 1 . 0 2 Swiss gold francs) per am poule. This purchase was m ade by the pharm acies in question from an i t in e ran t trafficker : P o p av an , Cauca. A pharm aceu tica l chem ist a t Cauca applied for a licence for th ree boxes conta in ing twelve ampoules each, which he said he had bough t from M. Alfonso L o m b an a and which proved on ex am ina t ion to have been faked. The chemists concerned have been in te rrogated and th e results of the inves t igat ion now proceeding are awaited before an y decision is tak e n regarding th em . I t has n o t been possible to trace M. Lombana or the other selling agents.

In 1939, 24,000 ampoules of real Sedol were sold in Colombia, this being the q u an t i ty im ported b y th e m a n u fa c tu re r ’s agen t w ith the permission of the G overnm ent, Colombia does not m an u fac tu re ampoules, the supplies required for its own m anufac tu res being im ported . The ampoules used for this faked p ro d u c t m u s t therefore have come from abroad . The neatness of th e sealing m akes it doubtful t h a t th ey could have been filled in Colombia, since m achines for th e purpose are not know n to exist in th e coun try . I t is h ighly probable th a t th e labels and boxes were m ade in Colombia. The sales in Colombia of faked Sedol are no t large enough to yield an adequate re tu rn on the invested capita l and to w a r ra n t the risk which is run . I t is therefore probable t h a t the faked p roduc t was in tended for sale in neighbouring countries and in the U nited States.

F u r th e r quantit ies of faked Sedol boxes and ampoules, of the types shown in the a t tach ed p h o to g rap h s1 hav e been seized a t various pharmacies. The faked ampoules are of different sizes. A t one pharm acy , eleven faked ampoules were found packed in genuine boxes, bearing Nos. B .136.572 and B.334.486. The Ministry of Labour, H e a l th and Social Welfare has handed th e evidence over to the criminal law judge and has held a t his disposal the i t in e ran t dealers José Antonio Ardila and Alfonso L om bana. who are charged w ith selling faked Sedol.

R eference : In the course of a visit by represen ta t ives of the Public H ealthO.C.S./Gonf. 1 140. Police Inspectorate to the Drogueria Riveros, of Bogota, e ighteen 40290/387 small ampoules of faked Sedol were discovered in two boxes. The

Drogueria Riveros is one of the principa l es tab lishm ents of the city, and the sale of faked am poules’m ay afford the means of accoun ting for the absence of the real ampoules which can thus pass into the illicit traffic. According to the in fo rm ation of the police, the seized ampoules were p repared for sale. In fo rm at ion was ob ta ined from a drug addic t th a t the p h a rm a cy of M. Rafael Gonzalez Castillo, Calle 10, No. 13-06, a firm n o t authorised to sell narcotic drugs, was selling m orphine and cocaine. A visit to this es tab lish ­m en t b rough t to light only one small b row n glass phial con ta in ing 16 white tab le ts . The phial bore a white paper label, and, in red lettering, th e following inscription : 1 0 0 hipodermic tab le ts No. 14-Morphinne sulfate 1/8 grain Poison Parke , Davis y Co. Detroit . Mich. U.S.A. ” . In addition , the label bore the serial nu m b er 1895082. A t the da te of the report , the case was u n d er investigation.

R eference : ̂ W hen the Public H ea l th Police visi ted the Drogueria Riveros a tO.C.S./Gonf. 1154. Carrera 7a. No. 12-94, Bogota, they found a phial labelled “ Chlorhidrato 40389/387. ^lorfina ” and conta in ing 47.50 g ram m es of a w hite substance which,

according to the m anager of the p h arm a cy , was n o t m orphine, b u t ca rbonate of magnesia, and was therefore to be deduc ted from th e stock of m orphine of 231.20 gramm es appearing in the books of this es tab lishm ent, W h e n questioned in the m at te r , the m anager explained tha t , shortly a f te r ta k in g over the p h a rm acy , which he had bought from M. Eliécer Riveros, he discovered the s ta te of affairs in question. The H ea l th Police seized the phial, which was sent to th e National In s t i tu te of Hygiene for analysis. The results of the analysis and the findings of the enqu iry which has been ordered will be com m unica ted in due course.

No. 1823. —- Irregular Sale of Drugs by the “ Farmacia Cuervo”, at Bogota, Colombia, in October 1939, R eport com m unica ted b y the Colombian Governm ent. April 23rd, 1940.

Reference : 3. On October 29th, 1939, th e Public H ea l th Police visited theO.C. ./Conf. 1150. « Farm ac ia Cuervo » owned by Dr. Luis H . Cuervo, a t Bogota. This visit40323/387. showed th a t the es tab l ishm ent in ques t ion was no t keeping a check on

its narcotic drugs as required by law, since in some cases prescrip tions were no t kept, whilst in others the relevant details were n o t entered in the p rope r register.

4. The local Police Inspector inflicted on Dr. Cuervo a fine of 50 Colombian pesos (85 Swiss gold francs). The accused having appealed, th e Central Police authorit ies upheld the fine.
