THINK 20 EVENTS IN ANTALYA
November 12-16, 2015
The Think 20 serves as an ‘ideas bank’ for the G20 by bringing together and facilitating the exchange
of policy analyses from global regional and national think tanks and experts. TEPAV was appointed to
lead the Think20 in 2015. In this context, TEPAV has had the opportunity to organize rewarding
meetings in Turkey and internationally in 2015.
T20 organizes a series of high-level events and closed workshops in Antalya. The highlights of the
series will be:
Think 20 Summit - Antalya Global Policy Dialogue Platform Conference, which will focus on
the implementation of the post-2015 sustainable development goals and on the role of the
G20.
Innovation 20 Summit, which aims to bring technology and innovation into the G20 agenda,
highlighting the potential contribution of new technologies on sustainable growth and
development and cross-border dimensions of technological transformation.

Innovation-20 Summit
Technological transformation is a vital contributor to the G20’s goals of strong, sustainable and
balanced growth, and runs through and affects all agenda items of G20 from development to
employment, from growth to trade. Technological upgrading of developing economies and SMEs are
critical for them to compete in global markets and for achieving sustainable global
growth. Emerging technologies, from synthetic biology to artificial intelligence, also offer opportunities
to address significant environmental, socio-economic and public health risks brought about by rapid
industrialization, urbanization and population growth.
Think 20 Turkey will host the Innovation 20 (I20) Summit on November 13, 2015 afternoon, one day
before the G20 leaders arrive in Antalya for their annual summit. The Conference aims to
bring technology and innovation into the G20 agenda, highlighting the potential contribution of new
technologies on sustainable growth and development and cross-border dimensions of technological
transformation. In 2015, T20 Turkey brought the discussion of technological transformation and
innovation into the agenda of the T20 and the G20 Turkish Presidency. The T20 discussion on
technology and innovation addressed developmental issues that were on the UN’s development
agenda and were part of the Turkish G20 Presidency’s inclusiveness priority in 2015 Turkey. T20
Turkey set the stage for a future-focused technology and innovation agenda for the G20 at a seminar
in Berlin titled “Innovation and International Technology Diffusion” on 18-19 May 2015 (see the
seminar report here). This discussion also coincided with the Turkish government’s initiative to
incorporate the I20, an unofficial group that began in Australia, into the T20 framework.

The Think 20 serves as an ‘ideas bank’ for the G20 by bringing together and facilitating the exchange of policy analyses from global regional and national think tanks and experts. At a critical time between the approval of SDGs in New York in September and COP21 Summit in Paris in December, and one day before the G20 Summit, the T20 Summit - Antalya Global Policy Dialogue Platform Conference will focus on the implementation of the post-2015 sustainable development goals and on the role of the G20.
The G20 emerged at the leaders level in the aftermath of the financial crisis as a manifestation of economic power shifting and increasing multi-polarity in the world. If the G20 as “the Premier Forum for international economic cooperation” aims to be the steering committee of the global economy, it should help the international community to advance global sustainable development. The implementation of SDGs requires the international community to tackle global challenges which, if not addressed, can hamper sustainable development in developing countries. Climate stability, a multilateral trading system, global economic and financial stability, communicable disease control, are some key global issues that impact the implementation of SDGs.
The nature of SDGs are quite different than the MDGs. It is a more ambitious, a broader and multi-dimensional agenda. Coordinated action by national governments, multilateral institutions and private sector will be essential for successful implementation. The leadership role of the G20 will be essential in catalyzing the coordinated action between these spheres. The T20 Summit will bring together leaders from governments, multilateral institutions and private sector to discuss the following questions:
How can the global governance architecture be reformed for sustainable development?
How can the G20 and the UN can strengthen their cooperation to implement the SDGs?
How can the G20 act further to strengthen cooperation with low income developing countries?
What are the policy measures to maximize private sector contribution to implementation of the SDG in areas such as integrating climate risk into financial regulations, new models to catalyze private investment into sustainable infrastructure and energy?
In what different ways and through which policy measures the advanced and emerging economies and their businesses can contribute to the implementation of the SDGs?
How to advance towards a multi-stakeholders governance (including private sector, cities and NGOs) indispensable for the implementation of SDGs?

This event, one day before the Antalya Summit, aims to kick-off the technical transition between
Turkey B20 2015 and China B20 2016’s agendas, by shaping and informing the World SME Forum
(WSF)’s work program in the next months. The 2015 Turkish Presidency of the G20, and the Turkish
Chairmanship of the B20 under the leadership of its Union of Chambers and Commodity Exchanges
(TOBB), provided an opportunity to amplify the voice of SMEs and to better serve the businesses that
drive the global economy and employ over 60 per cent of the global workforce. The creation and
launch of the World SME Forum (WSF) provides an opportunity to guarantee continuity to the SME
development agenda across B20 Presidencies.
The event will feature a presentation of the latest ITC’s SME competitiveness Outlook, a discussion
on the key priorities on the SME development agenda, and the initial content priorities for the WSF as
informed by the latest B20 policy paper. The target audience is the senior policy-makers, business
representatives and experts who come to Antalya for the G20 summit.

As discussed in the B20 policy paper on SME & entrepreneurship, SMEs face higher obstacles than large enterprises in growing and connecting to markets. They have more limited access to information, networks and communication channels; they struggle with cross-border trade regulations, the acquisition of the right talent and technology, and access to finance; and they face hurdles in complying with regulation and with labor, environmental, social, quality international standards. WSF is initiating a suite of programs on certification, talent upgrading and market connectivity in partnership with Chambers/Associations, private anchor buyers, major logistics operators and NGOs to improve SMEs opportunities. What is the current state of play on certification, credit rating and scoring programs, talent upgrading, and local sourcing? What are the current hurdles? What role can technology play? What should WSF do to add the most value to SMEs around the world?
