2016 was a year of witnessing our great strength in advocacy and innovation. First, we were proud of our staff and community for the support we received during the massive and statewide “Be Fair to Direct Care” campaign. Our voices were heard after a year-long public campaign to increase the wages for our direct care professionals at the agency and across the state. We stood together with other agencies to let tell our legislators and Governor how important our staff are to those we support and their families. We were successful with getting wages increased for the next year for our staff and appreciate our local legislators’ support and understanding.

We also focused on innovation and building on our strengths and creativity for new business enterprises for those we support in our agency. On August 1, 2016 we successfully opened a new program that is growing into a unique deli business in Lowville, NY that will be operated by those we support. The community support has been incredible along with our creative staff.

Continuing with our focus on innovation, in December of 2016, we were ecstatic to learn that we received a substantial grant of just under $1,000,000 from the

Dormitory Authority of the State of New York to build a robust telehealth system across the agency. In addition, we are working with other community providers and state officials to provide this important health system to our community.

October, 2016 was an important anniversary for our entire agency. We celebrated the merger of Oneida and Lewis County ARC chapters that occurred in 1996. While mergers can be challenging, we have always seen that our staff, no matter where they are in our agency, continues to always work together for our mission and those we support in the agency.

Our successes last year is due to the great staff we have and our culture of innovation and advocacy, and the great community support we continue to receive across our two counties.

We look forward to more achievements and successes in 2017!

2016 was a year of advocacy the likes of which I haven’t seen in some time. The bFair2DirectCare movement brought all 48 chapters of NYSARC together, along with many service agencies from across New York State. The Arc, Oneida-Lewis Chapter participated in rallies, made many visits to local elected officials, and used all available mediums to spread the word about the need for a fair funded wage increase for Direct Support Professionals. Never in my time as a Board Member, or officer of the Board, have I seen a statewide coalition with such purpose and determination. As it has been pointed out time and again, these employees are the backbone of this Agency and others like it. Without the dedication and person-centered services provided by DSPs, people we support would suffer. As a sister of a person who receives services at The Arc, I shudder to think of a world without the services and supports provided by these outstanding people.

The greatest part of the bFair2DirectCare movement is that it worked. On March 29, 2017, Governor Andrew Cuomo announced the addition of $55 million dollars to the final state budget, which

was passed by lawmakers. According to Governor Cuomo, this funding means a 3.25% wage increase for DSPs will take effect as of January 1, 2018, with another 3.25% increase taking effect on April 1, 2018, for a total combined 6.5% pay increase.

We are thankful to the Governor for acting on this important issue, but there is still much work to be done. A fair funded wage means a real living wage must be provided for these jobs and this is a start. My sister is going to need services for the rest of her life, and so will the over 1,700 people supported by The Arc, Oneida-Lewis Chapter. We must continue to value the people who choose this noble profession as their career. As you will see in this Annual Report, The Arc is well equipped with a staff that goes above and beyond to support people every day. Let us always admire, respect, and treasure DSPs for the essential work they do. As was proven, together we can accomplish great things.

Nickelback Redemption CenterIn December of 2015, The Arc purchased and began day to day operation of The Nickelback Redemption Center in Waterville. As owners of Waterville’s only bottle and can return service, The Arc set out with a goal to provide meaningful employment opportunities for people with developmental disabilities.

Currently, seven people have been employed by The Arc at Nickelback, with the site providing community based work assessments and vocational training opportunities for many others. In 2016, The Nickelback Redemption center took in over 5 million cans and bottles, one million more than originally projected. Nickelback also provides redemption services for over 100 local businesses, and many fundraisers and bottle drives.

Fine ArcThe Fine Arc program held its fifth Annual Interpretation Art Exhibit and Reception at The Players of Utica Theatre. Many people attended the show to view exquisite art, and purchase pieces to take home with them. The talent on display was remarkable.

Cruisin’ Into WatervilleAt The Arc, the Chef’s Express program is well known throughout the Agency for their mouthwatering, handmade desserts. Most notably, their cupcakes are the stuff of legend. For the first time, they had the chance to put their talent on display in the public, showcasing different varieties of cupcakes at the Cruisin’ into Waterville event. Over 300 cupcakes were handed out as a reward for people who donated to The Arc. A sweet afternoon for all involved!

Happy HalloweenThe Residential Halloween party was one of the biggest yet! People we support and staff were unrecognizable thanks to some marvelous costume and make-up work. It was great to see everyone, young and old, embrace the Halloween spirit!

The Arc’s Employment Solutions department held recognition events to honor local businesses who employ people with disabilities. Bon Appetit’ at Hamilton College and Josh’s Riverside Restaurant in Croghan received Employer of the Year honors. Andrew Marshall was recognized for his 2016 Joslin Award, presented by NYSID, Preferred Source Solutions. More than 100 employers in Oneida and Lewis Counties have hired people supported at The Arc.

The Arc continued to feature the outstanding work of staff by Celebrating Our Remarkable Employees with more CORE Patrol visits. Board Members, Executive Management, and Leadership staff have visited many employees in a variety of departments, all meant to celebrate the fantastic work they do, as the name implies. The biggest CORE Patrol yet happened in 2016 at the Rome Hub of Residences operated by The Arc. The CORE Patrol surprised these deserving staff at a picnic, which turned out to be a special celebration just for them, which was planned all along.

CollegeWorks ProgramThe CollegeWorks program celebrated its tenth graduating class in May of 2016. The pioneering program launched in 2005 as a collaborative project between The Arc and Mohawk Valley Community College.

CollegeWorks Advisory Board Chairperson, Deborah McGrath delivered the keynote speech at this milestone event. Deborah had the idea to start this program and she served as a driving force behind its launch. Over 100 students have graduated from this program since its beginning, with many more to come.

Continuing to Break Down BarriersIn Lowville, a new-found program called “Day Hab without Walls” is putting the focus on taking people out into nearby towns and villages, so that they can interact with the public. People we support and Arc staff gather each morning at a building located in the heart of downtown Lowville to make their plans for the day.

The goal is to help integrate people we support into society and help break down barriers or misconceptions others might have about people with developmental disabilities. Some of their volunteer experiences and sites include: Forest Finds Thrift Store, Forest Presbyterian Church, West Leyden Elementary School, Lowville Food Pantry and Mathew’s Place in Boonville. Also, in the spring, this group helped place flags on the cemetery stones of veterans. There is no limit to what people we support can do when given the opportunity.

Rotary Christmas PartyIn partnership with the Rotary Club of Utica, a Christmas party was held for people we support, now in its 46th year! Once again, Mohawk Valley Community College’s Alumni College Center was at full capacity where everyone had plenty of food, dancing, and even a visit from Santa himself. Rotarians, volunteers, and Arc staff worked hard to provide a wonderful evening for so many.

StageWorksThe StageWorks program has been thrilling audiences for over 20 years. Their most recent performance, Mary Poppins, was a sight to behold. From costumes, set design, choreography and rehearsals, to front-of-the-house operations, and of course – the magnificent cast performances, this show was one for the ages! Be on the lookout for their next performance, coming to the Clinton High School Performing Arts Complex Theater in September of 2017.

Arc PromThe Arc hosted a prom for people in Lewis County, with the help of funding by way of a Recreation Grant provided by NYSARC Trust Services. Over 150 people enjoyed food, music, and dancing with a prom court, complete with a king a queen. For many attendees, this was the first time going to a prom. They now have memories to last a lifetime.

School to Work ProgramsThe Arc’s School to Work programs have grown from working with one school district and BOCES in 2004, to now servicing 14 school districts in Oneida County, with a variety of programs aimed at helping students from middle school through graduation.

In 2016, School to Work added two new, half-day programs for ninth- and tenth-grade students in Utica’s Proctor High School. This program, called Proctor Options, is just one of many services which School to Work provides for 180 students throughout the county.

We look forward to continued growth of this comprehensive program.

1996: Lewis County MergerIn 1996, The Arc of Oneida County merged with Lewis County A.R.C. to form The Arc, Oneida-Lewis Chapter.

This name holds strong today, and is no longer an acronym, as had been used in the past. The merger helped strengthen both agencies, which has led to the creation of new programs and services in both regions, a huge benefit to people we support and their families.

In 2016, The Arc proudly celebrated the twenty year anniversary of this historic merger.

The Friends of The Arc Foundation was formed in 1991 to raise money to support otherwise unfunded programs and services at The Arc. In 2016, The Foundation added two new events to its lineup of fundraisers. The Swifty’s Golf Tournament and Taste of Summer events debuted to much fanfare, with the goal of making each an annual occasion. The Annual Appeal, Not So Silent Auction, Gala, and Pour Your Heart Out events rounded out a wide-ranging fundraising year.

The passion displayed by event committees made up of members of the Foundation, community volunteers, and Arc Staff, was the driving force behind each event’s success. All money raised by The Friends of The Arc stays right here in our community, supporting programs such as Early Intervention, Pre-K screening, Guardianship, and maintenance support for The Arc’s Charles B. Wolken summer camp.
