They say they were promised lights and clean toilets by the Thee- waterskloof Municipality and be- cause nothing has materialised, they are planning a protest march to the offices of TWK on Wednesday 21 Au- gust or at a later date. The toilets seem to be insufficient for the needs of the informal settle- ment which has rocketed from 60 dwellings in November 2012 to about 457 dwellings in July this year. In October last year, enraged resi- dents set 14 newly delivered toilets alight because they were apparently unhappy with both the number and condition of the toilets. At the time they said the 15 toilets delivered to the settlement could not accommo- date the needs of the people living there. Richard Velebayi, committee chairperson of the Zwelithsa hous- ing committee, says the people are angry. “They are tired of waiting and they are happy to march illegally on Wednesday.” He said he hopes the po- lice will monitor the march and con- firmed it will be an illegal march. Another member of the Zwelitsha housing committee says as a resident their situation is deteriorating rap- idly. “Firstly, there is dirty septic wa- ter lying next to the houses in the streets, the taps are leaking and the pipes are broken and they do not get repaired. Secondly, the toilets are disgusting; people have started throwing excrement outside the toi- lets, because they cannot go into the toilets because they smell so bad.” He says animals eat the excrement and these animals come into contact with the children. “We were prom- ised – on numerous occasions, by the Theewaterskloof Municipality – they will keep the toilets clean and clean up around the toilets. We were also promised a floodlight which still hasn’t appeared.” He is concerned about the rise in robberies. Women, in particular, are being mugged and robbed when they return home from work late at night. He says housebreaking has also in- creased. “There is too much criminal activity at the present moment and nothing is being done about it. I urge TWK and the police to step in and help us. At night it is pure hell living in Riemvasmaak. I feel sorry for my- self and all my fellow residents.” Another resident of Riemvasmaak says he is also worried about the in- crease in housebreaking. “I was bur- gled on 26 July and the thieves got away with items worth R4 000. They stole my television, my gas bottle and several other items of value.” Magdalena Isaks, a community worker, says several residents have also complained to her about the dirty toilets and the need for light at night. Several residents said they are cleaned on a Tuesday but by Thurs- day they are already overflowing. Stiffie Cronje, media representa- tive of TWK, said they had not re- ceived notice of the protest on Wednesday. The municipality had received a request for flood lights from residents but could not add this to their budget. Ward 3’s committee had decided that their Quickwin funding could be used for this pur- pose and the municipality’s electrici- ty department is giving this matter its attention. He said there are ten toilets in Riemvasmaak and a temporary per- son has been appointed to clean them. Power Developments is re- sponsible for the suctioning of the toilets and the TWK also assists with suctioning, but had to stop as its equipment was being damaged be- cause residents throw stones, glass and plastic bottles into the toilets. Capt. Gerrit Botes, media spokes- person for the Caledon police, said he is only aware of housebreaking in Riemvasmaak and has not received any complaints about muggings or robberies. The police have also had no notification of the residents’ in- tention to march. “We have appoint- ed Const. Tembinkosi Gweyi to be the coordinator of Riemvasmaak and he is assisted by Capt. Tjommie Roux.” Botes confirmed that regular daily patrols – on a twenty-minute rotation basis – were held in Riemvasmaak. Sgt Renaldo Wessels has been ap- pointed as the sector manager for Caledon and if there are any com- plaints, residents can call him on 079 894 9120. André September, director of Pow- er Developments who is responsible for a housing project proposed for the area and the upkeep of the toilets, said the toilets are cleaned weekly and that the municipality had agreed to assist with the cleaning. “The de- veloper is only responsible for the upkeep of the toilets until the comple- tion of the 200 units.” Dogs in Riemvas- maak are drinking septic water and eat- ing excrement due to overflowing toilets. Residents are worried about the dogs coming into contact with the children. Woman injured in Bot River attackANNETTE THERON

Rumours that a Bot River resident was mur-dered during a farm attack on Monday evening12 August are untrue.

Some local residents were highly upset whenthe false information was spread on Tuesdaymorning, but although police confirmed the at-tack, they laid to rest all rumours about the vic-tim being murdered.

The Gazette asked the police’s Western CapeMediaCentre toconfirmthedetailsof theattackand how many suspects were involved, as wellas comment on their investigation.

Captain FC van Wyk, corporate communica-

tions officer, said that his office can confirmthat only a housebreaking, which occurred on12 August at approximately 22:30, is currentlybeing investigated.

The complainant had been attacked on a farmon the Van der Stel Pass near Bot River.

Van Wyk, as well as local police, declined todivulge any further information, saying itmight hamper the investigation.

Yesterday the Caledon police confirmed thatseveral suspects had been arrested, but had tobe released due to lack of evidence. The investi-gation, however, continues.

The Gazette established that the victim hadbeen injured, but is doing well.

Cameras flash on turbines in transitANNETTE THERON

The site manager at the Biothermwind farm on Klipheuvel, GeraldFrancis, says turbine componentsare still making their way to Cale-don.

Turbine components will still be de-livered over the next two weeks. Fran-cis confirmed that three turbineblades were delivered on Wednesday14 August, despite the weather not be-ing amenable. Delivery would havebeen a lot smoother without the de-lays caused by inclement weather.

Iain Buchholz, a resident of Tesse-laarsdal, said he was on the R43 com-ing down from Floorshoogte on 14 Au-gust when a traffic officer signalledhim to pull over onto the shoulder ofthe road just after the Draaiberg turn-off. “I opened my window and reachedfor my driver’s licence, only to be toldby the smiling official that this wasnot a traffic check. He pointed downto the road across the Theewaters-kloof dam wall, where one could seethese massive trucks loaded with tur-bine blades being escorted by trafficcops with blue and white lights fla-shing on their cars.”

Buchholz said they were stoppingthe traffic in one direction to make al-

lowance for the width of the carriers.“There were two official cars at thepull-over spot and two others came byto get ahead for the next no-passingstretch. The vibe of these traffic offi-cers was jovial and they certainlycame across as efficient and as if theyactually enjoyed talking to the public– perhaps because they did not haveto check roadworthiness of vehiclesfor a change.”

He says most of the people in theother cars took cellphone pictures asthe massive blades slowly came upthe hill. “Close up they’re huge.”

Provincial trafficchiefMuleloGibasaid four components a day weremeant to be delivered initially, butdueto technicalitiesandweathercon-ditions they could not accommodatethe deliveries as planned. “Should theweather improve, we will be able toaccommodate four trucks a day.”

Currently four trucks a day be-tween Villiersdorp and Klipheuvelwill cause disruptions and delays.

He appeals to motorists using theR43 and N2 to be patient – as they werewhen the first load arrived.

He confirmed that there have beenno incidents thus far in connectionwith the abnormal loads and at-tributes this to the cooperation of mo-torists.

Road upgradecommencesDALEEN FOUCHÉ

For thenext 15months, contractorswillbeworking on theR317 betweenRivier-sondersend and Bonnievale to upgradeand rehabilitate the road.Carl Roberts fromEroEngineers and

resident engineer on the project saysthe completion date for the project isNovember 2014. Worth R71,5 million, the project comprises the repair and re-sealing of the road from theN2 intersec-tion,halfwaybetweenRiviersonderendand Swellendam, to the intersectionwith the main road in Bonnievale.According to Roberts, this section of

roadwasoriginally constructed in1983.In 2005 the road was resurfaced, and itwas rejuvenated in 2006. “In line withthe Western Cape Government’s Pro-vincial Roads and Transport Manage-ment, the road is due for rehabilitation. This is evident in the pavement failureon the section between the KlipfonteinandGoudmyn(oppositeBonnievalecel-lars) intersections.”The drainage of the road will be up-

graded where necessary, and road fur-niture like road signs, guardrails andfencing will be repaired or replaced.Roberts says that during the road-

works, traffic will be accommodated ontheexistingroadorontemporarydevia-tions. In some instances, signalled one-way trafficwill benecessary, but accessto and from both commercial and pri-vate properties as well as intersectingroads will be maintained at all times.“Trafficwill be accommodatedwith theleast delayanddiscomfort to thepublic. The safety and convenience of the trav-elling public are of the utmost impor-tance and every effort will be made toensure that all temporary road signs, traffic cones, flagmen and speed con-trols are maintained and are effective,andthatcourtesyisextendedtothepub-lic at all times.”

Riemvasmaakup in arms

Residents in Riemvasmaak are up in armsabout the increase in housebreaking and alsoabout toilets that are not being cleaned on aregular basis.Locals burnt portable toilets in October last

year as they said the toilets could notmeet theneeds of the people who are living there.A resident of Riemvasmaak told theGazette

that she and her two children have been suffe-ring from chronic diarrhoea and she at-tributes this solely to the unhygienic condi-tions of the toilets.Wehope thatsomethingcanbedonetoassist

the residents with their basic needs for hy-giene.Residentsarealso complainingabout the in-

crease in housebreaking in their area. TheCaledon police, however, said they are com-mitted to more visible policing in the area toaddress this particular problem.

Manager gets increase while main sewerage line collapsesManager gets increase while main sewerage line collapsesOurTWKmunicipalmanager,StanWallace, will receive the second highest allocation inthe Western Cape of R1,7 M. Mayor ChrisPunt said they budgeted R500 000 more thanthey planned to pay Wallace, to cover anyunexpected increases that may come up du-ring the year. “At the moment he only getsR1,2 M, but the extra money is for unexpec-ted claims or mid-year increases.” A bonusas well – the municipality budgeted to giveWallace a performance bonus of R134 165 forthe year (Cape Times – June 21 2013.)It is shocking to think such a ridiculously

high remuneration has been granted – I amnot surprised that there are no funds for theupgrade of our antiquated partially pitch fi-bre main sewerage line. To think that oursenior officials get paid so much while ourinfrastructure is failing us, quoting StanWallace: “The collapse happened becausethe line needs upgrading – as doesmuch oth-er infrastructure in the municipal area”.I am fortunate to be residing alongside the

BathRiver inCaledon, butregrettably famil-iar with main sewer overflows. Raw sewagecaused by blockages and stormwater in oursystem is running into our the river andoverflowing at our front door. It appearsnothing has been done to rectify this, wat-ching from my front door on the morningof 7August.MrWallace, youandyourprede-cessors have known about these problemsfor years . Your engineers, senior officials

and yourself have been to our property andneighbouring properties to see what couldbe done but it is obvious that it is repeatedlybeing brushed under the carpet or, shouldI say, found its way along our river or awai-ting my response at my front door! The sewerage system, put into place in

1968, has onlybeenpartiallyupgraded since. Thanks to our wonderful well run ANCmu-nicipality for having given the green lightfor the expansion of our Caledon Casino Ho-tel & Spa, it is to the detriment of some resi-dents. It doesnot surpriseme thatat the timethose responsible did not think this processthrough – though nothing surprisedme dur-ing their termof control over ourmunicipal-ity. What a relief when the DA took over in2006, butnothinghas changed in this regard. As ratepayers of Caledonwe are contribu-

ting towards both theupkeep ofCaledonandour municipal salaries, plus are beingcharged a monthly service fee for the dispo-sal of sewage – a service which we are notfully receiving!Mr Wallace, what do you propose doing

and when will this matter be rectified? I no-ted with interest the advertisement in lastweek’s Gazette for objection to the rezoningof land for the Blue Crane Golf Course – per-haps a new sewerage line to the Hotel andSpa will be put into operation prior to anynew applications being granted.

SHERRY JARVIS, Caledon

Stiffie Cronjé, media representative of TWKmunicipality, replied:The R1,7m is only a budgeted amount and

the result of a defective formula utilised todraft this item in the 2012–’13 concept budget. The formula resulted in an over provision onthe municipal manager’s salary package inthe concept budget. The municipal managerpicked the mistake up and immediately in-formed thedirector finances.Themistakewascorrected in the final budget for 2013–’14.Therewas no intention to raise themunicipalmanager’s remuneration to R1,7 M.Despite the fact that themunicipalmanager

isoneof the longestservingmunicipalmanag-ers in the country, his salary package fallswell within the middle income group. He iscertainly not one of the highest remuneratedmunicipal managers as perceptions wouldclaim.Service delivery and infrastructure:The specific sewerage line is checked on a

daily basis and flushed with hot water oncea week. We are aware that this line shouldbe upgraded. The total upgrading needs inTWK are just toomuchtobeattendedto imme-diately. Our calculation for this upgradingis approximately R25 M. This much neededupgradingispartof themunicipal infrastruc-ture upgrading plan. The current problem isnotdue tosewerageblockagesbutstormwateras a result of the high volumes of rainfall weare experiencing.

Godsdiens enGodsdiens enKoninkrykslewe 3Koninkrykslewe 3Ons gesels vandag verder oor hierdie onder-werp. Wat is die rede dat mense in ’n dooievormgodsdiens beland eerder as om in ’n le-wende verhouding met God te wees? that she herself started out at averysmall station in theEasternProvince. The fact that the Seven Foun-

oud.

“JohnnyAppleseed” is nogal legendaries. Appelswatvansaadgekweekword,

is nooit dieselfde as die moederboomnie. Daargroeivandagbaiemiljoeneap-

pelbome in die boorde oral oor Suid-Afrika. In die Elgin-vallei was dr. An-tonieViljoendie eerste appel-pionier.

Boompies is by kwekers bestel, maardieverskeidenheidwasbeperk.

Chrisna Junuis talked about theGoPurple Initiative that started on 14July and will end on 14 September togive women hope after rape. Shetalkedabout therealityofhumantraf-ficking and modern slavery. She en-couraged all to report any violent andabusive behaviour and to support oneanother.People Against Abuse’s (PAA) Ilse

Procopos emphasised the rolewomenplay in society and that they do nothave to be sufferers, but rather excep-

tional leadersthatcanchangesociety. She challenged everyone to do some-thing not to be victims, but rise upagainst abuse and look at solutionsrather than talking about it. Sheshocked the attendees by stating thatabuse starts at home and some rea-sons why, including bad role modelsin the family.

She briefly explained the steps inself defence against abusive behav-iour and said love plays a key role inevery situation.

Contracting teams and peer educa-tors delivered dance items and roleplays. The role that alcohol plays inabuse and domestic violence is stag-gering and the fact that 85%ofwomenexperienced abuse sends alarm bells.
