1. Welcome

I begin by welcoming all the participants to this international conference in the beautiful city of Seoul. On behalf of the Korean Political Science Association (KPSA), I hereby declare the opening of “The 6th World Congress for Korean Politics and Society, 2017.”

This symposium, hosted by KPSA, has taken place every two years since 2007. Assembled here is a distinguished array of political scientists from both hemispheres. We deeply appreciate your participation and willingness to share valuable academic insights with us, particularly under this year's theme of “Rebuilding ‘Trust’ in Peace and Democracy.”

Recently, students of Korean Studies have witnessed, internally, the peaceful candlelight demonstrations and impeachment of the president and externally, North Korea’s repeated nuclear tests and missile launches. The purpose of this conference is to foster an exchange of ideas, to evaluate new methods and perspectives of Korean Studies regardless of whether we are regionalists or comparativists, and to bring into focus the problems and solutions of rebuilding our trust in peace and democracy. We hope that the answers to these questions will be found through this congress.

With many events now taking on a global dimension, it is necessary to discuss the role of political scientists in inculcating trust among citizens, which is required for ensuring democratic rule and global peace. Democracy cannot stand alone without trust among citizens, which is a prerequisite for representation, resistance, and various forms of governance. Both regional and global peace come from integrity based on basic principles that insure mutual and enduring trust.

There is a critical need for scholars to develop strategic dialogues and recommendations that distinguish between peace and war, between democracy and anti-democracy, and last but not least, between globalism and nationalism. This conference will try to deal with various subjects that need appropriate consideration. These are: democratic education, regional peace, local/self governing, and maritime issues.

This 6th World Congress for Korean Politics and Society differs somewhat from previous ones. Over the course of three days, with 113 sessions and more than 500 participants, this congress directly engages with a series of political events that have occurred recently in Korea. Those important events are: Sewol Ferry Disaster, consecutive candlelight demonstrations against the government, impeachment of the president, and an early election establishing a new government. Moreover, North Korea’s nuclear tests, missile launches, and the increased unpredictability of the North East Asian region are also of great concern.

These recent upheavals in Korean politics and society call for rebuilding trust in peace and democracy. It would be a substantial contribution if we can address possible solution sets from the dynamic processes of Korean politics. The 6th World Congress for Korean Politics and Society is co-organized with Seoul City, The Seoul Institute, Ministry of Ocean and Fisheries, Korea Foundation, Ministry of Foreign Affairs, Ministry of Unification, Korea Maritime Institute (KMI), Korea Institute of Ocean Science and Technology (KIOST), and Mine Reclamation Corporation (Mireco). I also greatly appreciate those who successfully assembled the program: Won-soon Park, Mayor of Seoul; Sihyung Lee, President of the Korea Foundation; and Eun-ho Seung, President of Korindo Group.

In closing, it would have been impossible to organize this symposium without the active and experienced help of Yeon-ho Lee, Jung-min Seo, and also the committees and dedicated staff members who assisted in making this conference worthwhile.

We anticipate this World Congress will share insights and contribute to rebuilding ‘trust’ in peace and democracy, not only for Korean politics and society but also for all over the world. Thank you.

2. Conference Introduction

Overview

The World Congress for Korean Politics and Society is a biennial conference organized by the Korean Political Science Association to make innovative and insightful discussions on Korean and world politics. The main theme of this year’s congress is “Rebuilding Trust in Peace and Democracy,” and will be held from June 22 (Thursday) to June 24 (Saturday), 2017 in the capital city of South Korea, Seoul. This year’s congress will bring together distinguished scholars and experienced professionals from around the world to propose new insights that overcome the challenges of polarization and fragmentation in Korea as well as in the international community. The three-day congress will feature over 110 sessions.

Objective

Signs of polarization and fragmentation are rampant in today’s political and civic life, and pose serious obstacles to political stability, economic justice, and social integration. This year’s congress will discuss the causes, consequences and solutions of polarization and fragmentation in Korean politics as well as politics around the world. In addition, it attempts to provide solutions for rebuilding trust in peace and democracy. This congress aims to approach these topics from various perspectives within a global context, thereby establishing a new Korean political science, which is internally driven but globally interconnected. Various panels will explain Korea’s political and social

experiences, find comparative theoretical and practical messages for the world, and configure innovative ways to overcome problems of polarization in Korea and the rest of the world.
