MD (Homoeopathy) COURSES (3-YEAR)
1. Jurisdiction of the University
1.1. Admission to the seats in the affiliated institutions of The West Bengal University of Health
Sciences in different Post Graduate Homoeopathy Courses shall be made on the basis of the
inter se merit position of candidates appearing in the West Bengal Post Graduate Homoeopathy
Admission Test Examination (WBPGHAT-2016) to be conducted by the West Bengal
University of Health Sciences (WBUHS).
1.2. Two (02) seats in MD (Homoeopathy) at National Institute of Homoeopathy (N.I.H) are
reserved for BIMSTEC countries. In case of non-availability of BIMSTEC Nominees these two
seats shall remain vacant and will not be filled by any other category candidate.
1.3. Six (06) seats in MD (Homoeopathy) of National Institute of Homoeopathy (N.I.H) are reserved
in this session 2016-17 for the candidates, as Central Government nominee of deficient States
including North Eastern Region (N E R) States. These seats shall be filled in pursuance of the
Revised Nomination Guideline issued by the Ministry of AYUSH, Govt. of India vide F. No. R.
12013/02/2016-E&C (PG) dated 28th
July 2016, available in AYUSH website.
1.4. NIH will specify earmarking of seats for BIMSTEC and for deficient and N.E.R. States as per
direction of Ministry of AYUSH.
1.5. Seats as available till date in the colleges associate with teaching of PG courses is mentioned in
paragraph 6.A.
1.6. Conduction of the WBPGHAT-2016 is based on existing seats. Ministry of AYUSH /Central
Council of Homeopathy has not extended permission for admission in Post Graduate Courses
toll date. Candidates are to fill up form for appearing at WBPGHAT-2016 if they wish
2. Eligibility criteria for the seats as specified in 1.1
a. Candidates who have passed B.H.M.S. Degree, Graded B.H.M.S. Degree from any recognized
University from anywhere in India (affiliated by Central Council of Homoeopathy and included
in 2nd schedule) would be entitled for admission to any of the three colleges viz. National
Institute of Homoeopathy, Salt Lake, Kolkata; D. N. De Homoeopathic Medical College &
Hospital, 12, Gobinda Khatick Road, Kolkata - 700046 and Mahesh Bhattacharya
Homoeopathic Medical College & Hospital, Drainage Canal Road, Doomurjola, Howrah – 4 as
per provisional merit position of this Test ( WBPGHAT-2016) prepared by the University.
b. The candidates who have completed their rotating internship for one year after passing the B.H.M.S examination on or before 30.06.2016 are eligible to apply.
c. Application for admission to MD (Homoeopathy) Courses will not be accepted unless the
candidates have got themselves registered (Provisional or Permanent) with any State Council of
Homoeopathy or Central Council of Homoeopathy.
c. Candidates who are already pursuing any other course are not eligible for admission. In that case S/he has to tender resignation.
d. Seats in the Post Graduate are limited therefore, candidates are not allowed for second Post Graduate Degree.
3. Filling up Online application form
Online application form is to be filled up. Print copy of the same is to be submitted, along with
scanned signature, photograph of candidate and Bank Draft of Rs. 3000/- as application fee and

copy of identity card (EPIC/PAN/ADHAR be send by post) as per schedule.
4. Written test
i. A written test will be conducted by the WBUHS to prepare unreserved and caste-wise merit position
of the eligible candidates seeking admission to the MD (Homoeopathy) Courses.
ii. Applicant for admission will be provisionally allowed to appear in the written test provided s/he has
submitted her/his applications in the prescribed form with requisite fees etc. and has fulfilled the
eligibility criteria outlined above. The question paper for the written test shall be set in English and
shall contain 200 single best response type Multiple Choice Questions (MCQs).
iii. The following is the list showing the tentative number of questions from different subjects which will be set in the written test: Anatomy (10), Physiology and Biochemistry (10), Pathology (10),
F.M.T (10), Community Medicine (10), Surgery (10), Obst. & Gynaec (10) Practice of Medicine
(10), Case taking & Repertory (30), Materia Medica (30), Homeopathic Pharmacy (30) and Organon
of Medicine & Philosophy (30)
iv. The duration of the written test will be of 160 minutes.
v. A candidate will be awarded four marks for each correct answer. One mark will be deducted for
incorrect answer and multiple answers. No deduction of mark will be made for questions not
attempted.
4 (A) Eligibility marks for counselling.
Each candidate irrespective of category, caste and/or disability must secure minimum 240 marks
(30% of total 800 marks) as qualifying marks to be eligible for counselling. The counselling will be
based on merit. Candidates who obtain 30% marks and above will get combined rank and status
rank. Physically Challenged candidate will be considered for counselling if s/he is orthopedically
handicapped of lower limb only as prescribed by MCI provided s/he qualifies for the test with
minimum of 30% marks provided roster allows the seat in the category. Seats are very limited and
roster point may /may not be able to accommodate candidate with disability.
At present, there is no seat for OBC-A and OBC-B at State Government run colleges. Data for OBC,
OBC –A and OBC-B collected are not indicative of seats reserved in State Government run colleges.
Counselling/admission to M.D.(Homoepathy.) seats at NIH will be made as per Govt. of India
Reservation Policy. Detail policy of admission including reservation is stated in paragraph
6,6.1.,6.2& 7.
5. Merit position of candidates.
a. The rank of the candidates qualifying in the written test will be determined on the basis of the
marks obtained by them in the WBPGHAT-2016. The roll numbers of the candidates qualifying in
the written test will be arranged in the merit position according to rank and in order of decreasing
marks in different categories.
b. In the event of more than one candidate securing the same marks in the written test, the rank shall
be determined according to the following principles:
1. The relative position of such candidates in the merit position will be determined on the basis of
the number of incorrect answers, i.e., the candidate with lesser number of incorrect answers will
be placed in the higher position in the merit position.
2. If the ranks of the candidates cannot be determined by application of the above principle, the
candidate older by age will be in the higher rank than the candidate younger by age.
c. Each eligible candidate will be able to know his/her rank status (caste rank) and combined rank
provided s/he get eligibility marks specified in paragraph 4A. 6. Policy issues for admission.
A. For admission in the State Homeopathy Colleges, D N De Homeopathic Medical College & Hospital and
Mahesh Bhattacharya Homeopathic Medical College & Hospital, State Govt. In the Health and Family
Welfare Department issued order vide order of Health & Family Welfare Department bearing no.
HF/O/AYUSH/844/3H-177/2013 dated 7.12.2013.
Aggrieved with this order, some aspiring candidates for joining MD (Homeopathy) courses (for 2014
academic session) filed writ petition before the Hon’ble Calcutta High Court.

Hon’ble Court observed while disposing the writ petition 30915(W) of 2014 and W.P. No. 31098 (w) A
2014 : -
a. 50 percent of the seats will go in favour of candidates competing in accordance with merit.
b. Remaining 50 percent seats will go in favour of candidates of Homoeopathy colleges in West Bengal.
State Government issued order vide memo no. HF/O/AYUSH/665 /1C -34 /2014 dated 28 November 2014 in
compliance with order of the Hon’ble High Court as passed on 17.11.2014 in the cases of W. P No. 30915
(W) of 2014 and W.P no. 31098(W) of 2014. Hon’ble High Court observed that local students who have
qualified for a MD (Homeopathy) courses from “two colleges” and such seat will be filled up in accordance
with merit. The University will put up for amendment of words “two colleges” which will be substituted by
“all colleges in the State.”
B. i. For seats in State Govt. Colleges, 100 -point roster will be followed.
ii. SC and ST from other State will have to be eligible for counselling of State college seats provided they are
qualified with marks earmarked for unreserved category.
C. As per Govt. of India Reservation Policy, 200-point model roaster will be followed for filling seats at NIH.
The model roaster will start from the next point where it ended in the previous year i.e. 2015-16.
Details of eligibility of NIH and State college seats are clarified in paragraph 6.1.

6.2 Online Counselling
a. Admission to Post Graduate Homoeopathy Courses will be made through Online counselling
strictly according to the time schedule to be published by WBUHS. The candidates will opt
choices for seats. Number of choices is restricted to number of seats.
b. The process and schedule of Online counselling will be intimated through website.
c. Candidates selected for admission through Online counselling shall have to get themselves

admitted within the specified date to be mentioned in the auto generated offer letter to be
issued after allotment of seat.
d. Till the process of Online counselling, the University or any of its representatives is not
checking any document. The documents will be checked thoroughly at the time of admission.
No candidate can claim the appearance of examination and getting rank in the merit position is
sufficient reason for admission unless he/ she produces requisite documents as mentioned in
the next paragraph.
e. The candidate selected for admission will have to bring the following original documents
to the respective college along with their attested copies: (The following documents will
have to be produced to participate in the counselling)
(i) WBPGHAT Admit Card in original
(ii) BHMS/Graded BHMS Degree/ Provisional passing certificate/ Final year mark sheet
(iii) Internship completion certificate
(iv) Permanent/ Provisional Registration Certificate issued by State Council of
Homoeopathy or Central Council of Homoeopathy.
(v) School leaving certificate as proof of age
(vi) SC/ST/PC/OBC certificate
(vii) For OBC candidates, latest income certificate issued after 31-3-2016 shall be required
(vii) Duly accepted resignation letter from previous course, if any.
(viii) EPIC/PAN/ADHAR as photo identity card.
(ix) Any other document
(x) College authorities should satisfy with every documents before admission. If cast certificate,
Income certificate and BHMS Pass certificate is/are not proper record will be sent to
respective State for verification. Till them admission will be in suspended animation.
f. The candidates will have the right to opt as many as seats during process of online; counselling.
Seats will be allotted according to merit and applicability of reservation status as mentioned in
paragraph 6.1.
g. The allotment made will be firm and final. Change of subject or Institute is not permitted.
Therefore, request for the same will not be entertained by the WBUHS after the allotment. h. .If on-line counselling is not possible for the reason beyond control, off-line counselling will be arranged.
7. Reservation of Seats
Allotment of the reserved seats for SC, ST, Physically Challenged candidates will be in
accordance with the existing Govt. orders. Till the date of issue of this Information Booklet,
reservation for seats for OBC candidates are restricted to NIH only.
8. Reservation of Seats

A. For State Colleges viz. D. N. De Homoeopathic Medical College & Mahesh Bhattacharya
Homoeopathic Medical College.
7.1 Seats at the rate of 22%, 6% & 3% will be kept reserved for the SC, ST and Physically
Challenged candidates respectively. Physically Challenged would mean “Persons with disabilities
as defined by MCI” i.e., 50%-70% loco motor disability involving the lower limb(s) only.
However, relevant Government Order and/ or the Court directives, in force on the day of
counselling will be followed. Degree of disability will be required to be certified by the
Department of Physical Medicine, IPGMER, Kolkata-700020. This will be followed if there is
any vacancy in Physically Challenged category.
7.2 Seats reserved for SC candidates when remaining vacant even after following the instructions

laid down in the Govt. orders and notifications, shall be filled in by the ST candidates and vice-
versa in Mahesh Bhattacharyya Homoeopathy Medical College and D. N. De Homoeopathy
Medical College.
7.3 Seats reserved for PC candidates when remaining vacant even after following the instructions
laid down in the Govt. Orders will go to general pool. 7.4 Reserved category candidates outside the State of West Bengal even s/he is a graduate student
of State run college has to compete as unreserved category for the seats of State Govt. Category.
B. For National Institute of Homoeopathy 7.5 Six seats in M.D. (Homoepathy ) Course at NIH are reserved for the Central Government
Nominees including candidates of deficient States and North Eastern Region States, where College
of Homoeopathy system are not available These seats shall be filled in persucance of the Revised
Nominiation Guideline issued by the Ministry of AYUSH, Govt. of India vide F. No. R.
12013/02/2016-E&C (PG) dated 28th
July 2016; available in AYUSH website.
7.6 Two seats at NIH are reserved for BIMSTEC countries. In case of non-availability of BIMSTEC
candidates these seats shall remain vacant and will not be filled by any other category of
candidates.
7.7 Government of India Reservation Policy and 200-Point Model Roster shall be followed for filling
of the seats at NIH. The roster for 2016-17 session shall start from the next roster point, as ended in
2015-16.
7.8 In case of reserve category candidates (ST, SC & OBC), qualified with the same standard for
Unreserved category candidates will be treated as unreserved category candidate provided he / she
opts for the seat for the unreserved category .
C. Order from State Govt. / Govt. of India: Any order for the appropriate authority of State Government
or Government of India in connection with earmarking of seats will be followed. 8. Other information
8.1. Candidates need not submit any supporting document along with their application form except
bank draft and address proof.
8.2. The allotment of examination centre will be done by WBUHS and will be final and binding.
8.3. There is no provision for rechecking / re-evaluation of the answer sheets and no query in this
regard will be entertained.
8.4. Number of MD courses and seats in the colleges will be intimated while issuing notice of Online
counselling.
8.5. For OBC candidates, latest Income Certificate issued from the certificate issuing authority on or
after 31st March 2016 by competent authority indicating income of the family is required.
8.6. A candidate who is not registered with the West Bengal Council of Homoeopathy or Central
Council of Homoeopathy shall have to obtain registration with West Bengal Council of
Homoeopathy or Central Council of Homoeopathy within one month of admission to the PG
course and intimate the University. The in-service candidates may submit applications directly,
but No Objection Certificate/Sponsoring Certificate by competent authority must be submitted
at the time of admission.
8.7. The website of the National Institute of Homoeopathy, www.nih.nic.in may be visited for stipend
fee-structure and other relevant aspects of the Institute. Admission at NIH is subject to
acceptance Rules and Regulations of the Institute as mentioned in the Prospectus. 8.8. Candidates will fill in forms accurately and write appropriate name of the University in the Bank
Draft, otherwise application will not be accepted and bank draft will be returned on his/her
personal appearance at University after 25th
October 2016.
8.9. Candidates are instructed to keep Mobile Phone or any other electronic gadget outside the
examination premises.
8.10. If anybody is found with Mobile Phone or electronic gadget s/he will be debarred for consecutive
3 years in appearing at WBPGHAT examinations.
8.11. All candidates are instructed to pleat their hair in such manner so that ears are visible during

9. GENERAL RULES AND PROCEDURAL DIRECTIVES 9.1 Applicants should read and strictly follow the instructions given in the Information Booklet as
published in www.wbuhsexams.in August 2016, while applying for Post Graduate courses in
different subjects. Application must be complete in all respect. Incomplete applications will be
rejected.
9.2 Follow Guidelines for Online Submission of Application.
9.3 Print-copy of the application along with a crossed Demand Draft of Rs. 3000/- in favour of “The
West Bengal University of Health Sciences payable at Kolkata, photographs embossed with
current date and photocopy of photo identity card (voter identity/ PAN /ADHAR card) is to be
submitted to the Office of the Controller of Examinations, The West Bengal University of Health
Sciences, DD- 36, Sector – I, Salt Lake, Kolkata – 700064 either by hand on or before
06.09.2016 or by Speed/ Registered post on or before 08.09.2016. In other words, the
application must reach the office of the WBUHS within the last date as mentioned in the
schedule. Candidate is requested to write their name and cell number on the back of the bank
draft. No other document is to be submitted with application form.
9.4 Submission of incorrect or false statements / documents or suppression of material information in
the application form will be considered as sufficient ground for cancellation of the candidature or
the admission of the candidates to a Post Graduate course whenever detected, i.e. during the
process of admission or even at any stage thereafter.
9.5 The selection / admission of a candidate shall stand cancelled if he / she is found guilty of
copying from any material whatsoever or of taking the help of any electronic media / devices
including cell phone during the examination, or of assisting others or of being assisted by others
in any manner whatsoever in writing out the answers during the examination. In this context,
decision of the Centre-in-charge and/or University Observers will be final and binding.
9.6 Any impersonation through morphing of photograph or otherwise if found at any stage of
processing of Admission and even during pursuing course, his/her candidature will be cancelled
and appropriate action will be taken.
9.7 Admit Card will be downloaded on and from the website www.wbuhsexams.in or
www.wbuhs.ac.in. If any candidate is not able to download s/he will write to
[email protected] addressing The Controller of Examinations, WBUHS.
9.8 Candidates are asked to keep his/her mobile outside the examination hall. If mobile is found in
his/her possession he will be barred for appearing for examination for next three consecutive
years. Candidates appearing in the interview will pleat his/her hair in such a way that their ears
are visible.
9.9 Answering the Multiple Choice Questions will be through Optical Mark Recognition (OMR).
9.9.1 The test will be objective in nature and for each question, four suggested answers
would be given of which ONLY one answer will be correct or based on best response.
9.9.2 The Answer Sheet will be machine-scored and therefore requires specific procedure
to be followed as given below:
9.9.3 The answers will be marked only by blue/ black ball-pen to be supplied by the
University. The pencils are NOT TO BE USED.
9.9.4 The method of marking answers is indicated below:
Each question will be followed by answers marked as (a), (b), (c) or (d). Select the
most appropriate answer. Then using blue/ black ball-pen, blacken the circle bearing
the correct answer index against the serial number of the question on the answer sheet
completely.
Blackening the circle should be dark enough be filled in as completely as possible. You need
not make special efforts to darken any circle artistically.
9.10 The date of online counselling will be notified in the website of the WBUHS and individual
score be available in the website www.wbuhsexams.in/www.wbuhs.ac.in. No communication in
this regard will be made to the candidates personally.

9.11 Candidates selected for admission shall have to get themselves admitted within the specified
date to be mentioned in the auto generated offer letter to be downloaded after the completion of
process of counselling.
9.12 Selected candidates will have to deposit Rs. 3000/- as counselling fee to be deposited on
line/off-line. The method of deposit of fees will be circulated in the website prior to on-line
counselling.
9.13 If a candidate does not report to the allotted institution by the due date his / her admission to
the course will be cancelled.
9.14 Candidates who do not complete their one-year internship training on or before 30.6.2016
are not eligible to apply.
9.15 No travel allowance is admissible for appearing in the written examination or for attending
counselling.
9.16 No personal communication will be made to the candidates, unless it is considered
absolutely necessary by the University authority.
9.17 For the process of filling up application form to allotment of seats. Candidate is not asked
for any document .Hence she/he cannot claim for admission if she/he is found deficient of
requisite qualification and is not able to submit document as mentioned as Paragraph 6.2.e at the
time of admission.

Guidelines for Submission of application
*1. A candidate seeking admission through WBPGHAT is required to submit his/ her application online by
logging on to www.wbuhsexams.in/www.wbuhs.ac.in Application submitted by all other means will be
summarily rejected.
*2. The candidate will, first of all, visit the university website www.thewbuhs.net through internet. He is
required to go through the relevant ‘Information Booklet’ carefully and acquaint himself / her with all
requirements regarding filling in the application form.
*3. In the homepage he/ she will get a link ‘WBPGHAT (MD Homoeopathy Admission Test), 2016’.
*4. Fill in the “Online Application Form” carefully by selecting appropriate options or by typing in
appropriate places. Please do not skip any point. Attach your scanned recent passport size photograph, signature and left thumb impression in appropriate places. Then click “submit” at the bottom of the page to see what you have entered.
*5. Please check the details of your entry in the next page. If you want to change anything, go back to first
page and fill again. If necessity arises for change in the First Page , click “ Reset” at the bottom and continue , then click “Submit” at the bottom to go to the next page. After clicking “Submit” two more pages will appear with an “Acknowledgement number ” and the candidate will have to print both the pages as those will have to be submitted to the WBUHS. Please keep photocopies of those pages for your record. Submit the form afresh if you do not get any “Acknowledgement Number.” Form without Acknowledgement Number and missing data will not be entertained. Once submitted, no request for change of any entry will be entertained by the University. i) pasting one current photograph at the appropriate place of the candidate duly snapped after the date of publication of this booklet (must be attested by a gazetted officer or Principal of the college last attended. Photograph will contain name and date)
ii) Putting the candidate‟ s signature at appropriate places.
iii) The declaration must be signed (which should be full name) in the same page of the declaration.
iv) Attaching the bank-draft / pay order for Rs. 3000/- in favour of “The West Bengal University of Health Sciences” payable at Kolkata
vi) Attestation should be by a gazetted officer with legible seal with
designation in the certificate. vii) Attaching photocopy of EPIC/PAN/ADHAR Card
**1. The instructions given in the print-outs are to be followed scrupulously. The printed hardcopies of last two pages are to be submitted to the WBUHS either personally or by registered post/ speed post, so as to reach the WBUHS on or before the prescribed last date. **2. Please keep photocopy of the pages to be submitted. **3. All forms submitted after the stipulated last date/ all incomplete or invalid forms will be rejected without any further reference to the candidate and the fees submitted, if any, will be forfeited as processing charges.

INSTRUCTIONS FOR ANSWERING THROUGH Optical Mark Recognition (OMR):
Before writing anything on OMR Sheet, please read very carefully the instruction from beginning
to end. The OMR answer sheet has two parts :
(a) Identification information on the left hand side. (b) Answer sheet on the right hand side.
(A) Identification information (on the left hand side):
Follow the steps carefully :
Step 1: Check the 6 digit Question Booklet Number in the Question Booklet itself.
Step 2: Enter the 6 digit number in the boxes against the “Question Booklet No” in the OMR
sheet; one digit in
each box by blackening the corresponding circles below.
Step 3: Enter the 9 digit Roll Number in the boxes provided against “Roll Number” in the OMR
Sheet; one digit
in each box by blackening the corresponding circles below. Step 4: Put your full signature in the box provided.
(B) Answer sheet (on the right hand side): Please be careful while filling up OMR Sheet :
Step 1 : Use serial nos. 1 to 200 in the right hand side of the OMR Sheet
Step 2 : Check the „Question Booklet Series‟ on your Question Booklet It may be any of the
alphabets – A/B/C/D.
Step 3 : Enter the alphabet in the corresponding box against „Question Booklet Series‟ in the OMR Sheet (on
the right hand side) Step 4 : Blacken the corresponding round containing the same alphabet adjacent to the box.
Step 5 : Against each question serial number, there are four rounds containing alphabets
a/b/c/d. Answer by
blackening the rounds containing the alphabet corresponding to the answer of your
choice. Blacken the round completely only by the blue or black ball point pen
supplied by the University.
(C) Details on marking on OMR Sheet. (i) the OMR Sheet will be machine scanned.
Do not put any pen/ other mark anywhere except in places as detailed above.
Do not tamper with the „Bar Code‟ on the OMR Sheet.
Do not fold the OMR Sheet.
The method of marking answers is indicated below :

Select the most appropriate answer. Then using the blue or black ball point Pen supplied by the
University, blacken the appropriate round (alphabet a/b/c/d) against the correct answer of the question
number in serial no. 2 (c) on the answer sheet (OMR Sheet). For example, if the most appropriate answer
for question 2 is (c), it should be marked as follows :

Serial Number ii Please note : You SHOULD NOT USE any type of pencils or any other ball point pen other
the one ball point pen supplied by the University.
iii Some Wrong Methods of Marking Answers :

iv. You need not make special efforts to darken any round artistically.
(D) The following instructions should carefully be noted by each candidate : (1) On receipt of Question Booklet, the candidate should verify the Question Booklet
Series and Roll Number as pasted in the question booklet. (2) After completion of examination, the candidate should return the question booklet duly
inserted in the envelope and the OMR Sheet separately to the Invigilator/Hall-in-Charge.
(3) You please put Left thumb impression and signature in the Attendance Sheet in its box
provided. (4) Please ensure that your Name, Roll Number and Signature are put in the boxes
provided in the cover page of the Question Booklet. (5) Please ensure that the Invigilator/Hall-in-Charge puts his/her signature in your
Question Booklet and your OMR Sheets in the boxes provided.
(E) Other Important Issues :
I. Please go through the instructions on the Admit Card II. For every correct answer, (best of four) four mark will be awarded. For
any incorrect answer and multiple answer, one mark will be deducted. There will be no deduction for non-attempted question.
