Ned Bell- A Veteran’s Story

The first thing Ned Bell remembers seeing when he landed in Korea was a pock-marked,
shot-up building with no windows. “What am I getting into?” Ned asked himself and thought of
his six-week old child and wife back in Michigan. He was at Kimpo Air Force Base across the
river from the capital of Seoul which had been heavily damaged during the “police action” more
commonly known as the Korean War. It was 1957 and although the active fighting was mostly
over, the results were still obvious.
Ned’s life as an Interrogator began at Yong Dong Po across the river from Seoul, South
Korea. He lived in a Quonset hut with showers in a separate building. It was a cold trip in winter.
He worked on a three-person team: an officer, a Korean interpreter, and himself. The officer
would tell the interpreter what questions to ask. Ned would monitor what the defector was
saying, although he admits a lot of it was over his head. They interrogated numerous ordinary
soldiers who had defected from North Korea. They told where microwave towers were located
and what communications equipment they were using. “Invariably they were forthcoming. It was
my impression they were telling the truth,” Ned recalled.
Ned said at the time (1957-58) he considered monitoring the interrogation to be
important work. “These were defectors, not prisoners. They wanted to stay in South Korea and
were happy to be there.”
When he wasn’t involved with an interrogation, Ned had other duties including writing
reports and collecting the six or seven newspapers from Yong Dong Po which he sent to the
National Security Agency every week. In his spare time he taught English to Korean civilians
and pursued photography. Ned observed that the Korean people were very resourceful using
whatever material was available. For example, they were making city buses out of abandoned
Army deuce and a half trucks.
Ned’s orders were delayed, but finally after 15 months he returned stateside on the USS
Billy Mitchell. He landed at the Seattle docks where he accidently left his camera bag and all of
his pictures. He was discharged two months later and was able to return to his family in
Michigan.
Ned sums up his time in the Army by saying, “I was very fortunate to enlist at the tail end
of Korea and before Viet Nam. It was one of those experiences I wouldn’t take a million dollars
for, but wouldn’t want to do again. Still, I am proud that I served my country.”

I reviewed Section 3.5 of the Amended and Restated Declaration of Covenants, Conditions and Restrictions for The Villages at Lynx Creek. That section states, in relevant part, that “A maximum of two (2) ‘Passenger Vehicles’, visible at any time, ... may be maintained on a lot as long as they are housed in a garage, a carport with a concrete or asphalt base, or parked on a concrete or asphalt driveway, and must be currently licensed.” This provision is unambiguous and must be complied with by all Lot Owners. Thus, an owner (1) may not park more than two vehicles on their lot and (ii) must park any such vehicles in their garage or in their carport or on a concrete or asphalt driveway. The section does not require that the lot owner must park their vehicles in their garage or carport if they have a concrete or asphalt driveway. If they have such a concrete or asphalt driveway, they may park their vehicles on the driveway - but not on any other part of their Lot (other than, of course, in a garage or carport).
NOTES FROM YOUR COMMUNITY MANAGER
Now as to Lots where there is no garage, carport or concrete or asphalt driveway, it is impossible for those persons to comply with the provisions of Section 3.5.6. It is our opinion that in such cases, the courts would look at the circumstances of such Lots and use its equitable powers to interpret Section 3.5.6 to allow the Lot owners to park up to two vehicles on the portion of their Lots used as the driveway - but not on any other portion of their Lots. We believe that the court would not allow the Association to require at this time that the owners of such Lots build a garage or a carport or pave their driveways. The lapse of time since such Lots were developed would bar the Association from enforcing a requirement that it failed to enforce at the time the Lots were developed. The Association cannot now use Section 3.5.6 to enforce a requirement that the Lots must have a garage, a carport or a paved driveway.

This monthly meeting will give us an opportunity to plan/update activities for the next months. Your input is important, please join us on the 1st Wed of each month at 9:30am. The more the merrier!
Sewing, quilting, painting, mosaics, knitting, crocheting, embroidery all kinds of other craft projects are on the schedule. Stop by to visit and say hello or bring a project of any kind to work on. THE VILLAGES HAS A WOODSHOP!!! And it is a really good one!
The Villages has a fully-equipped woodshop. It contains a new table saw, band saws, planer, chop saw, vertical sander and 4 lathes.
Did you ever consider about making a beautiful wooden pen or a bowl? There are 4 lathes and pen kits, and people who can teach you, so come see what you can do.
The woodshop is financially self-sufficient, funded by the breakfast's, dinner's and annual $25 dues. This provides funding for all the equipment and supplies, including equipment repairs,
new equipment (some of the machines cost 4 to 5 thousand dollars) and supplies from hardware to hand tools and wood. The Villages only pays for the electricity.
If you need training on any of the machines, people are there to teach you how to use them safely. It is fun to do projects together, so come as a couple.
Got a project you have been thinking about? Maybe something that needs repair at home? Bring it to the shop and see what others think and how they can help you get it done. It is usually open 9-12 M-F if monitors are available. This isn't just for men. Women are encouraged to come and do projects too.
The woodshop is a great place to make friends, gain knowledge and have fun doing something creative. No need to join right away. Enjoy an introductory 30 days so you can see if it works for you. Come see what you can do. We sure hope to see you there.

A-C* NEWS FOR YOU: “PLANNING AHEAD”

The A-C is committed to making sure that our homes remain safe and to keeping our community beautiful and enjoyable to live in.
Hi folks. The following is important information regarding home improvement:
1 to 3 weeks to get an approval from the A-C. Since most people plan their projects ahead of time and arrange for contractors ahead of time, it makes sense that would be the time to submit your Request for Change - not after a contractor is scheduled or you have started the project. This includes repairs replacing shingles on roofs, and installing antennas and rain gutters. See Section 3 in the CC&Rs and the “Architectural Committee Rules & Regulations”.
As you probably have guessed by now, the purpose of the Architectural Committee (A-C) is to assist you, as lot owners, in improving your lots and the outside of your homes. Whenever folks buy into an HOA community they sign a contract to obey the rules of the community which are contained in the CC&Rs and the “Architectural Committee Rules & Regulations”.
Sometimes people get miffed over having to submit a “Request For Change” (RFC) -these forms are at the font office, and to wait for approval. As aggravating as it may seem, it is in the rules, which we all agreed to, that this must be done. The RFCs are easy to fill out, and are free.
The RFC must be signed and turned in before the 1st or 3rd Monday of the month, this means that any of your outside improvements must be approved by the A-C BEFORE work is started (emergency situations are handled differently). It may take
