The annual meeting of the Board of Trustees of the

University of Wyoming was held on May 31-June I, 1968 in the Board

Room of Old Main.

President Watt called the meeting to order at 10:05 a. m.

on May 31, 1968.

The following members answered the roll call: Brodrick,

Hines, Hollon. Johnson. L. W. 11Jack ll Jones. McBride. Millett.

Quealy. Sullivan. True, Watt and ex officio members Carlson and

Roberts. Mr. W. R. Jones entered shortly thereafter. Ex officio

member Governor Hathaway was absent. Also present was Mr.

Elliott Hays. Executive Assistant for Business and Plant Affairs.

It was moved, seconded, and carried that the minutes of

the meeting of April 25-26 be approved as circulated.

President Watt stated that, in accordance with the bylaws

of the Board which require the annual election of officers at the annual

meeting, the floor was open for nominations for President, then Vice

President, Secretary, and Treasurer. Upon motion duly made,

seconded, and carried and by written ballot for the President and Vice

President the following were declared the duly elected officers of the

Board to hold office for one year or until their successors are elected

and qualified:

Mr. Watt relinquished the chair and Mr. Millett presided.

Executive Committee. Mr. Millett then called for

election of the Executive Committee pointing out that under the Board

bylaws of December 8, 1967, this Committee was to be composed of

the President of the Board and two elected members. Following the

motion duly made, seconded and carried that nOlninations be closed,

written ballots were taken and Messrs. Watt and Quealy were declared

elected.

W. R. Coe Trust Fund Committee. Mr. Millett read the

provision of the bylaws of December 8, 1967, calling for the annual

election of three members of the Board experienced in business and

financial affairs and the management of investments. It was moved

that the present conunittee consisting of Messrs. True, McBride, and

carried and the secretary was instructed to cast a unaminous ballot

for the incumbents on the corrunittee.

Athletic Cornrrti.ttee. Messrs. Hollon and Johnson were

secretary be instructed to cast a unanimous ballot for the nominees

The motion was seconded and carried.

President Millett stated that he would announce appointment

to other cornrrti.ttees later in the meeting.

Dr. Carlson discussed requests that had been received

from corrununications media for direct coverage of Board :meetings.

A letter from Governor Hathaway to the President of the Board was

read in which the Governor expres s ed his approval of open :meetings

at all levels of government, and urged the Board to examine this

matter carefully. President Carlson reported that he had telephonicalh

queried the Attorney General about the legality of open meetings and

executive sessions and he reported that he had been assured by the

Attorney General that executive sessions could be called at any tilne;

that there was nothing in the statute that required open meetings but

that Board actions should be a matter of public record. During

discussion it was agreed that the :meetings should be open to the public.

as well as to conununications media, and that recording devices and

cameras should not be permitted.

After some further discussion, it was moved that the

meetings of the Trustees of The University of Wyoming be open to the

The W. R. Coe Trust Fund Cornrnittee shall consist ofthree members of the Board experienced in business and financialaffairs and the management of investm.ents who shall be elected by theBoard for a term. of one year at the annual meeting of the Board. Theconunittee shall manage the William Robertson Coe MeITIorial Fundssubject to the following conditions:

a. No securities shall be bought or sold withoutapproval of at least two ITIembers of the Committee.

b. (The administrative officer of the WilliamRobertson Coe Memorial Funds shall be appointed bythe Board upon recommendation of the President ofthe Universjty and he shall be the Administrator ofthe School of American Studies.) Company to act as financial consultant for future University bonding,

opportunity to make a proposal concerning their interest and ability to

serve in this capacity.

After reviewing the opinion submitted by the As sistant

Attorney General in the State Land Office, with which Mr, Geraud

that an appropriation of University Land Income Funds be authorized

to cover actual costs of the University share in the drainage district

formed in Goshen County which included 110 acres of University

Dormitory Complex Site Im.provements. In connection

with the construction of a proposed parking area on the north side of

Ivinson Avenue behind the sorority houses, Mr. Geraud pointed out the

difficulty he would have in drawing up legal documents to obtain

necessary deeds or options from the sororities due to the lack of an

accurate survey of sorority lands. It was then moved that a new

survey be made of Fraternity Park and that the Board's Legal Advisor

then be authorized to obtain either permanent easeITlents or deeds from

the individual sororities to permit construction of the proposed parking

lots, with such survey and construction costs to be paid from dormitory

funds and with construction to be accomplished by change order to the

contract with the Yeoman Construction Company. The motion was

seconded and carried.

Mr. Geraud then withdrew from the meeting.

Waterproofing Building Exteriors. The Board reviewed

substance on the new dormitory buildings, Washakie Center, and the

Arnold, Director of Physical Plant, was invited into the meeting to

discuss costs involved. After a review of preliminary estimates, actior:

was deferred until the next meeting and Mr. Arnold was asked to get a

more exact estiInate of the costs involved for each building.

Science Center. Site Development, Classroom Building.

It was moved, seconded, and carried that landscaping plans for the

whole construction area be developed later, with no parking west of the

Classroom Building, and with no removal of trees, and that authority

be granted for the construction of temporary sidewalks to facilitate

student traffic until final landscaping plans were completed.

Fine Arts Center. It was reported that the date for an

application for Federal funds for the Fine Arts Center has now been

extended to January 30, 1969, and the Committee recommended that

additional study be given to a proposed site with the architects requeste

to meet with the Committee on July 12, with schematic drawings and a

more detailed study of the sites under consideration.

Remodeling for ETV. It was Inoved, seconded, and

carried that the COITlIllittee recorrunendation be approved and that an

expenditure of approxim.ately $12, 825 from construction contingency

funds be authorized to permit neces sary remodeling in the Physical

Sciences Building.

Old Main Remodeling. It was moved, seconded, and

carried that plans be developed for remodeling in Old Main in the area

of the President l s suite and the Board Room to enlarge the Board Room

and provide better ventilation, without the use of air conditioning.

Street Lighting 19th and Grand. It was moved, seconded,

and carried that the Committee reconunendation be approved and that

an appropriation of $1,144 be authorized for the installation of street

lighting at the 19th and Grand Avenue entrance to the Fieldhouse.

Corrununity Shelter Plan. It was moved. seconded. and

carried that the University continue to cooperate in the Civil Defense

Program by obtaining licenses for selected shelters and authorizing

dissemination of shelter locations in Civil Defense publications.

Lease. Burton Warehouse. As recommended by the

Co.m.mittee, it was moved, seconded. and carried that the present lease

on the Burton warehouse be extended for one year to June 28, 1969.

Student Office Space in Knight Hall. It was moved that

University personnel investigate the possible use of an area in Knight

Hall for offices for student activities and, if such use were feasible,

that plans and cost estimates be prepared and presented to the Board.

The motion was seconded and carried with the notation that any

remodeling of the ballroom in the Union as authorized at the last

m.eeting should be suspended since such relnodeling would not be

necessary if space in Knight Hall could be made available.

Mr. Quealy noted that the Board Budget Committee would

be meeting with the Deans on June 5, 6, and 7, and he invited any

Board member who might be available to sit in on the meetings.

It was agreed that the ne"..t meeting of the Board would be

held at 9:00 a. m. on July 13, 1968 in the Board Room of Old Main;
