A Global PerspectiveWe are proud of our reputation for defining and
teaching security policy and crisis management.
And we are proud of our focus on developing
tomorrow’s strategic leaders. Our MAS ETH SPCM
students work on real-life problem-solving on the
basis of cutting-edge expertise and the application
of policy-relevant methods and instruments. They do
so in state-of-the-art facilities in Zurich, Washington,
D.C., and London.
A Tailor-Made ProgramThe MAS ETH SPCM is tailored to the personal and
professional needs of busy executives and their
employers. The 18-month program covers six course
blocks of two to three weeks each, individual work
preparation, and supervised thesis research. The
modular structure of the program affords a maximum
of flexibility.
We have designed the MAS ETH SPCM program to
deliver the broad management perspective, cross-
functional leadership experience, and decision-making
skills required to tackle the most complex challenges.
At heart are its two intensive courses providing the
tools and skills necessary for crisis leadership and
corporate management. The third course introduces
participants to the causes and origins of new risks.
The fourth and fifth course provides the strategies,
operational knowledge, and resources necessary to
manage them effectively. Finally, participants test their
knowledge and skills in crisis response operations
in corporate and public scenarios. Applied thesis
research supplements the in-class learning experience.

Grand Strategy and Security Policy
The first week of the Grand Strategy and Security
Policy course is held at ETH Zurich and focuses on
European strategic dimensions. The second and
third weeks are conducted in Washington, D.C. (US)
in cooperation with lecturers from the Brookings
Institution, the RAND Corporation, the National
Defense University, the Office of the Director of
National Intelligence, and the Pentagon. This course
familiarizes participants with the design, development,
and application of major grand strategy tools in
the economic, diplomatic, military, and information
spheres.

Security Operations and Resources
The first week of the Security Operations and
Resources course is held at ETH Zurich and focuses
on civil-military cooperation, privatization and
globalization. The second and third weeks are
conducted in London (United Kingdom) in cooperation

Crisis Response Exercises
The Crisis Response Exercises are held at ETH Zurich
in cooperation with MAS ETH SPCM educational
partners from the private and public sectors, including
Deutsche Bank’s Legal, Risk and Capital Division
and the Swiss Armed Forces College. These capstone

MAS ETH SPCM faculty members are selected

The Advisory and the Academic Board
MAS ETH SPCM Advisory Board Members are
appointed by ETH Zurich. The Advisory Board is
expanded on a continuing basis and is composed of
representatives of academia, government, the armed
forces, and the private sector. Advisory Board meetings
are chaired by the Delegate of the MAS ETH SPCM.
The Advisory Board works on the practical relevance
and strategic orientation of the overall program. It
supports the MAS management in the selection of
faculty members and educational partners.

The MAS ETH SPCM benefits from a systematic,
transparent and thorough quality management
process. MAS ETH SPCM quality management
is anchored in the following four quality control
instruments:
Course EvaluationsCourse participants submit confidential and written
evaluations on each course and the performance
of each faculty member. The MAS ETH SPCM
Management and Academic Board review these
evaluations carefully and implement meaningful
recommendations immediately.
Quality AssessmentsThe MAS ETH SPCM Management conducts detailed
and thorough quality assessments immediately after
each course. These reviews comply with the guidelines
and excellence criteria established by the European
Foundation for Quality Management (EFQM). Further,
the MAS ETH SPCM is currently being certified as an
official European Union Civilian Crisis Management
Course (C3MC) by the European Group on Training
(EGT).
Academic Board Reviews The Academic Board is the foremost academic and
operational review body. It meets at regular intervals
to review program implementation and progress.
Advisory Board ReviewsAdvisory Board members meet once a year at ETH
Zurich to provide strategic long-term guidance and
input to the MAS ETH SPCM. The Board also makes
sure that the MAS ETH SPCM continues to be relevant
and meets employers’ needs and expectations.

A Lasting Connection
The MAS ETH SPCM is committed to cultivating
lifelong relationships among faculty, students, alumni,
and other members of the security policy and crisis
management community. Currently, we have a small
group of about 25 alumni in Switzerland, Germany,
Austria, and the United Kingdom. All of these
alumni hold key senior leadership positions in major
public institutions or private corporations. Many are
promoted or make a career move within the same
year they graduate.
Alumni ClubOur Alumni Club is a self-governing body run by
the MAS Management and by engaged alumni. The
objectives are three-fold: first, to maintain and to
develop further the peer network of the program;
second, to hold annual high-level alumni events such
as the MAS ETH SPCM Forum related to security policy
and crisis management; third, to update the expertise
and knowledge of MAS ETH SPCM graduates in the
field.
In addition, the MAS Management strives to foster
contacts with the Alma Mater ETH Zurich. The MAS
ETH SPCM Alumni Club Secretariat is run by the MAS
Management.
Alumni EventsAlumni stay abreast of security policy and crisis
management trends at receptions, seminars, and the
annual MAS ETH SPCM Forum hosted by us. They
also reconnect with former classmates at formal or
informal class reunions.

Admissions Information
The number of participants is limited to 20. Therefore, we
encourage you to apply early. Admission is granted by
the Academic Board on a rolling basis until the program’s
kick-off day on 15 September 2009. Applications
received after this date can also be considered on a
case-by-case basis. Enrollment is managed by ETH
Zurich’s Center for Continuing Education.
Selection Criteria The part-time degree program is intended for
professionals working full or part-time. Ideally,
candidates have some leadership experience. As a rule,
applicants should present solid university credentials
and must be comfortable and proficient in English.
Candidates who do not have a full university degree or
significant leadership experience can be admitted on a
case-by-case basis. A personal interview may be required.
DurationThe 2009 – 2011 degree program consists of 16 weeks
(640 hours) of in-class time structured over six courses,
each course lasting two to three weeks. In addition, the
program requires 560 hours of individual preparation
and examinations. The thesis counts as 600 hours
towards the total degree requirement of 60 ECTS.
Three Enrollment Options Participants can enroll in the full 18-month part-time
MAS ETH SPCM program (60 ECTS). In this case, they
will follow the course sequence mentioned on page 7.
Alternatively, participants can choose to enter
the 2009 – 2011 program at any time during the
18-month calendar, in which case they can complete
their degree requirements in the subsequent
2011 – 2013 program.
Finally, participants can also enroll in only one or several
courses and receive a course certificate between six and
nine ECTS. This option allows participants, for instance,
to stretch the fulfillment of the graduation requirements
over a longer period of time.
FeesThe fee for the full 2009 – 2011 program is CHF
60’000. This fee covers tuition, reading materials,
travel, accommodation during field studies trips,
receptions, fire-side dinners, and the courses in the
United States, and the United Kingdom. The fee does
not cover accommodation in Zurich.
The fees for the individual courses are as follows:
Crisis Leadership CHF 10’250; Corporate
Management CHF 13’250; New Risks CHF 17’250;
Grand Strategy and Security Policy CHF 19’250;
Security Operations and Resources CHF 19’250; Crisis
Response Exercises CHF 6’250.
