The UK Electronic Libraries Programme (eLib) demonstrated the feasibility of creating a community trusted by publishers and others to manage rights issues. HERON has been established to take this work forward and to provide a service for all UK Higher Education establishments. There will be a resource bank of copyright- cleared materials available for use. HERON, a partnership of HE institutions and Blackwell’s, will manage this and provide fair returns to rightsholders. It will provide benefits for students, HE, HERON: Electronic Delivery of Course Materials

The UK Electronic Libraries Programme (eLib) demonstrated the feasibility of creating a community trusted by publishers and others to manage rights issues. HERON has been established to take this work forward and to provide a service for all UK Higher Education establishments.
