The 2013-14 RSP Tuition Break Catalog is a comprehensive guide to the New England Board of Higher Education’s Tuition Break, the New England Regional Student Program (RSP). A regional catalog, it explains eligibility for all six New England states.

New England Board of Higher Education’s RSP Tuition Breakfor New England Residents
The New England Board of Higher Education’s Tuition Break program, the New England Regional Student Program (RSP), provides a discount on tuition to New
England residents when they enroll in approved degree programs at out-of-state public colleges and universities in Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont. New England’s 80 public colleges and universities participate in the RSP Tuition Break program.
Information on approved degree programs is available at www.nebhe.org/tuitionbreak under “Find a Program.”
The 2013-14 annual undergraduate catalog is a comprehensive list of the 450+ undergraduate degree programs offered through NEBHE’s Tuition Break program and explains eligibility for residents of all six New England states.
Residents of a particular New England state are eligible for an approved major at one or more specific out-of-state New England public colleges or universities – when that program is not offered by any home-state public institution. Students apply for RSP status on the institution’s application form; no separate application is required by NEBHE. The institution notifies applicants who are accepted for admission whether they have been granted RSP status.
The approved majors do not necessarily include every program for which residents might expect to be RSP eligible. Some programs have special requirements and/or are not available to freshman students (explained in program footnotes). Also, participating colleges and universities may decide against offering certain programs, such as those which are highly competitive.
Shared ResourcesThe RSP enables the six New England states to expand educational opportunities for their residents, while avoiding duplication of costly academic programs. Since it was established by NEBHE in 1957, the RSP has provided New England residents with savings on more than 250,000 annual tuition bills. The RSP has at the same time helped individual New England states avoid spending billions of dollars in capital and operating expenditures for academic programs already offered in other New England states.

Significant DiscountIn academic year 2011-12, over 9,000 New England students were enrolled through the RSP Tuition Break and saved $53 million on their annual tuition bills. Participating students enrolled on a full-time basis each saved an average of $6,900 on their 2011-12 annual tuition bills.
The RSP tuition rate reflects a significant break on an institution’s out-of-state tuition rate. Public colleges and universities charge out-of-state tuition to students who permanently reside in other states and in-state tuition to students who permanently reside in the state where the college or university is located. Tuition rates for all participating colleges and universities are posted on the NEBHE website.

Frequently Asked Questions
Is the Regional Student Program (RSP) Tuition Break for New England only?Yes. The program is only for permanent residents of the six New England states–Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont–who attend out-of-state public colleges and universities in New England.
How does a student qualify for the RSP?As a permanent resident of a New England state, a student is eligible for the RSP when enrolled in an approved degree program offered by a specific public college or university in another New England state. Information on approved majors (associate, bachelor’s and graduate) is available under “Find a Program” at www.nebhe.org/tuitionbreak. Note: The approved associate and bachelor’s degree programs are also listed in this catalog.
At certain colleges, students may also qualify when the out-of-state college is closer to home than the in-state college(s) offering the same program. The colleges allowing “proximity” eligibility are on page 37 of this catalog, and available at www.nebhe.org/tuitionbreak under “Eligibility.”
How does a student apply for the RSP?A student completes the college’s application for admission and declares an approved major offered through the RSP by that college. Some college applications include a box to check for “New England Regional” or “RSP.” Otherwise, a student should indicate “Applying for Regional Student Program (RSP) status.” NEBHE does not require a separate application.
The college notifies a student of RSP status usually at the time of acceptance to the college. Note: Some programs have special requirements and/or are not available to freshman students (see footnotes to programs).
How much of a discount is the RSP?The average annual tuition savings per full-time RSP student is currently $6,900. The RSP allows an eligible student to pay a regional rate, which is significantly less than out-of-state tuition. The rate is based on a percentage (up to 175 percent) of a college’s in-state rate. Current rates are available at www.nebhe.org/tuitionbreak under “Data and Reports.”
Can a student already enrolled at a college declare an RSP major at that college?Usually. An enrolled student needs to contact the registrar and/or the college’s RSP campus representative, listed on page 34 of this catalog.
How are degree programs approved for RSP status?Undergraduate and graduate majors are approved for RSP status on an annual basis. The residents of a particular state become eligible for an RSP major after a review by that state’s public colleges and universities determines that a comparable major or concentration is not offered in-state.
Why are certain programs, which aren’t offered in a student’s home state, not offered under the RSP?Sometimes a college or university decides not to offer certain majors, such as high-demand programs, under the RSP. Also, a few programs are not offered by any New England public college or university (Examples: Aerospace Engineering, Physician Assistant, Professional Golf Management).
What happens if a student changes from an approved RSP major to one not approved?A student will be charged the full out-of-state tuition rate from that point forward.
What happens if a college decides to discontinue offering a major through the RSP? If a college withdraws a major from the RSP, but still offers the major, students currently enrolled through the RSP are grandfathered.
Can the RSP be used to attend a private college or a college outside New England?No. The RSP is only available at New England public colleges and universities.
Is an RSP-eligible student eligible to apply for financial aid?Yes. A student should complete the FAFSA (Free Application for Federal Student Aid) available at www.fafsa.ed.gov and any other financial aid applications required by the college(s) in order to be considered for any type of financial aid (scholarships, grants, loans and/or work-study). Regional Student Program Tuition Break Policies
1. Program AuthorizationThe New England Board of Higher Education (NEBHE) was established by the New England Higher Education Compact, a formal interstate agreement among the six states authorized by the United States Congress in 1954. NEBHE established the New England Regional Student Program (RSP) in 1957 to fulfill the purposes of the Compact. Through the RSP, the New England states cooperate to share academic programs offered by their public higher education institutions and provide eligible New England residents with a tuition break when they pursue approved programs not offered by their home-state public colleges and universities.
2. Participating InstitutionsAll of New England’s public community colleges, state colleges and universities participate in the RSP, because of their state’s membership in the Compact. Each institution and/or system has a designated RSP representative.
3. Criteria for RSP Eligibility
A. Student EligibilityAn RSP student must be a permanent resident of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island or Vermont and matriculated in an RSP program. A student may be enrolled on a full-time or part-time basis, unless the institution has a different tuition policy for part-time study.
B. Program Eligibility
B1. Regional Programs of Study
a) Regional programs are academic programs that are distinguished by their content, courses and credits. The majority of regional programs are majors, however, in certain cases they may be specialized concentrations or options that approximate majors in their requirements. Regional programs are not offered by any of the participating institutions in an eligible student’s home state, but are offered by at least one participating institution in one of the other New England states. NEBHE engages the participating institutions in an annual review to determine eligibility and publishes an annual catalog of approved programs by early September.
b) In the case of certain RSP programs, students may not be eligible for the RSP tuition discount as freshmen, but may be eligible in upper-class years, as specified by the offering institution. Details are explained in the programs’ footnotes.
B2. Additional Programs of StudyA student may be RSP-eligible for additional programs as follows.
a) Highly specialized graduate programs (in addition to those listed in the RSP catalog) are sometimes available through the RSP by student petition. If a student determines that a specialized program is not available at his/her home-state public institutions, the student may contact the RSP graduate representative to request RSP eligibility at the out-of-state New England state college or university that offers the program. The student needs to provide statements from the home-state public institutions demonstrating the program’s unavailability. Approval of RSP status is at the discretion of the institution.b) Participating institutions may choose to offer certificate and diploma programs, which are not necessarily listed in the RSP catalog.c) The community colleges may choose to make available through the RSP any program of study offered at their institutions.
B3. Proximity-Based Programs of StudyIn certain cases, a student may apply for RSP status at an out-of-state institution that is nearer to his/her permanent/legal residence (in closer proximity) than a home-state institution offering the same program.
There may be restrictions to this eligibility:
a) Institutions accepting students may limit eligibility:1. To commuting students only;2. To students who reside within a certain distance from the accepting institution; and/or3. To students enrolling in certain programs (e.g. programs listed in the RSP catalog, under-enrolled programs, etc.).
b) A home-state institution offering the same program, or a state system, may restrict the eligibility of their state’s residents on this basis to commuting students only.
Institutions from adjoining states may negotiate any conflicts in their implementation of this policy. NEBHE will act as arbiter when institutions cannot reach agreement.
Institutions must notify NEBHE during the annual RSP review whether and how they plan to accept students on this basis, and whether they plan to restrict the participation of their state’s residents to commuting students only.

4. Application Procedure and Notification of Acceptance
NEBHE does not require a separate application for RSP eligibility. A student needs to complete the college’s admissions application, indicate that he/she is applying for RSP status, and list an RSP program as his/her intended major/program of study (see Policy 3B1). Some college applications include a specific question regarding the RSP.
A student eligible for RSP status is considered on the same basis as other equally qualified applicants. The institution informs the student of his/her RSP status when accepted to the college. An additional review process may be required for acceptance into certain programs.
5. Effect of RSP Status on Financial Aid Award
Financial aid is awarded based on need and/or merit at the discretion of the institution. If a student has been accepted for admission and received a financial aid award prior to declaring an RSP program as his/her intended major, the institution may revise the financial aid award. There is no guarantee that a student’s RSP status will provide an additional discount; however, it should not result in a net increase in out-of-pocket expenses.
6. Transfer StudentsBoth internal and external transfer students may be accepted into the RSP. In both cases, a student is eligible for RSP status from the first semester of enrollment in the RSP program of study:
a) A student may transfer into an RSP program of study from another program at the same institution. An institution may have specific requirements to change to an RSP program.b) A student may transfer into an RSP program of study from another institution.c) If a student transfers from an RSP program of study into one that is not offered through the RSP, the student will be charged the out-of-state tuition rate from that point on.
7. Requirement of Progress in the RSP ProgramAn eligible student enrolled in an RSP academic program must make progress in that program by taking the required courses and is monitored accordingly by the college/university.
8. Withdrawal, Limitation or Elimination of RSP-Approved Programs
a) An institution must give a two-year advance written notice to NEBHE, during the annual RSP review, in order to withdraw an approved program from RSP eligibility. NEBHE will include the withdrawal notice with the program’s listing and delete the program from the RSP catalog effective two years from the notice. RSP students enrolled in a program at the time of its withdrawal retain their RSP status until they complete the program.b) An institution/system may limit or cap the enrollment of RSP students. An institution/system must give a two-year advance written notice to NEBHE, during the annual RSP review, indicating the intent to limit or cap future RSP enrollment at the present level. c) If an institution eliminates a program of study, the institution must notify NEBHE in a timely manner so that program can be deleted from the next RSP catalog.d) If an institution is eliminating a program from the RSP because it is no longer classified as a major, but the course requirements for the program remain the same, the institution may continue to offer it as a concentration under the RSP. If the institution chooses not to continue offering it, students currently enrolled in the program will be grandfathered if they continue to pursue the required courses.
9. RSP Tuition RateThe New England Board of Higher Education sets the RSP tuition rate. Consistent with their tuition policy, participating institutions and/or systems may adopt an RSP rate equal to or lower than the RSP rate set by NEBHE. All RSP students enrolled at the same degree level (undergraduate, graduate) at an institution will be charged the same RSP tuition rate. Institutions must give written notice to NEBHE during the annual RSP review of the intent to implement a new rate in the following academic year.

NEBHE is a nonprofit, congressionally authorized, interstate agency whose mission is to foster cooperation and the efficient use of resources among New England’s approximately 280 colleges and universities. NEBHE was created by the New England Higher Education Compact, a 1955 agreement among the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont. NEBHE is funded by the six New England states.
NEBHE established the New England Regional Student Program (RSP) in 1957-58. Since its inception, the RSP has provided New Eng-land residents with savings on more than 250,000 annual tuition bills. The RSP has at the same time helped individual New England states avoid spending billions of dollars in capital and operating expenditures for academic programs already offered elsewhere in the region.
