In October 1974, Der Stern paid Dallas photographerJack Beers $1,000 for copies-of pic tures he had taken ofpersons being led away by the pol ice from the book deposLtory a f t e r the assass inat ion c f President Kennedy. MlliORANDUM FOR THE RECORD

SUBJECT: House Assassinat ion Committee - Enhancement of Photographs

1. During the week of 11-15 December 1978, four sets of photographs

and negatives were processed to determine i f the subjects in these sets

were the same person.

a . Procedures:

1. The IDEE Digi ta l Vidicon Scanning System (DVSS) and the

COMTAL VISION I were used to process both th e or ig ina l mater ia ls

received and the addi t ional negatives generated by the NPIC Photo

Lab.

2. All images were categorized for processing according to

the look angle of the subject , i . e . f ront , l e f t , and r igh t . The

enhancement technique ut i l ized consis ted of regis tra t ion of the

images to the best quali ty image in i t s category. In addi t ion,l inear mapping techniques were also used to search for deta i ls

within the images. Spec i f ic points o f in t e r e s t (eyes , ears , mouth,

hair l ine , nose and chin) were compared on each subject . These

comparisions were made both visual ly by using the systems ab i l i ty

to a l te rna te ly display up to three of the registered images a tvarying ra tes as wel l as mathematically using Photogrammetry tech

niques .

b. Results:

1. The analysis of Sets A, B, C, and D, produced the fo l -

lowing resu l ts :

- The visual analysis of Sets A and B indicate that th e

subjects are the same. Analysis of Sets C and D indicatethat the subjects are the same. The comparison of Sets

C and D to the only other f rontal subject , Set B-Image 5,

did not provide suff ic ien t de ta i l to make a posi t ive iden

t i f ica t ion possible with any degree of confidence. There

are s im i l ia r i t i e s in the h a ir l in e , ears , and eyes . I t i s

not possible to determine posit ively that the person in

Set A and B and the person from Set C and D are one and

the same.

- The mathematical analysis of f ive of the better views

indicate both s imi lar i t ies and dis imi lar i t ies . The

two polaroids in Set C had excel lent matchups in two

of the c r i t i ca l measurement areas to Set D; the rat io

of the to ta l head height to the distance from the eyeto the top of the head and the ra t io of the face width

to the eye base length. These ra t ios despite weight

or age should remain fair ly constant . Two other photos

were mensurated, both from Set B. The two photos, the

gentleman in a l igh t colored sh i r t placing something in

a bag and the gentleman in the dark sh i r t looking to hisr ight , were also very closely matched in the c r i t i ca l

measurement a r e a s ~ The rat ios of a l l measurements taken

are in Table 1.

2. In general , a l l resul ts of mensuration do not yield con

clusive evidence that a l l photographs are of the same-individual.

The gentleman in both the l igh t and dark shir ts pictured in SetsA and B are very l ikely th e same individual . The three photographs

in Sets C and D could a l l be of the same individual.

Answer: I t is believed that a l l individuals in Set A are th e same.

This i s based on enhancement techniques and measurement

techniques. (See attached table)

2. Question B: Are th e individuals in the negatives in B, except

the one excluded, the same individual?

Answer: All individuals in Set B, except the one excluded, are

the same individual . This i s based on the same methods

and data used to answer Question A.

3. Question C: Are th e individuals in the prints in A, and the negatives

in B, the same individuals?

Answer: The individuals in th e prints in Set A and th e pr ints from

the negatives of Set B are th e same individual. This again

i s based on the same data as above. Mensuration techniques

provided close correlat ion between the two se ts .

4. Question D: Are th e individuals in the pr ints inC and D th e

same individual?

Answer: The individuals in Set and Set D are th e same individuals.The mensuration data and enhanced images provided close

correlat ion between these two se ts .

5. Question E: Are individuals in A, B, C, an d D the same individual?

Answer: The individuals in a l l four se ts of data do not provide

enough deta i l in the facia l feature for a def in i te answer.

I t i s be lieved that th e individuals in sets A and B areth e same individual . I t is believed that the individualsin se ts C and D are the same individual. However, it is

not possible to posi t ively corre la te the frontal posi t ionphotographs in se ts C and D with the only f rontal posi t ion

photograph of se ts A and B because of the poor qual i ty ofth e one photograph. Therefore, it i s not possible to

determine i f th e individuals in a l l sets are the same.

As per our telephone conversation of several months ago I am

sending you copies of the tramp shots so that vou can determine

if they have been doctored. If you feel that a fee for your

services is warranted please call me at 212-520-3680 and 1 will

remit it fore with.

In the meantime 1offer the following:

Photo marked #1. In this photo 1believe that two blocks of light

appear in front of the short tramp <Hunt's> face. These have been

designed to look like reflections of light. However, on closer

observation it was noted that the block of light may extend over

the tall tramp's (Sturgis) jacket. What is more important here is

where the imperfection appears - over the Hunt tramps face.

Photo marked #2. In this photo a brush mark appears over the

Hunt tramps face once again. If this was happenstance, why does

this imperfection appear again over the Hunt tramp's face? Note

how the brush stroke definitely extends over the Sturgis' tramps

face. This is the most compelling evidence the photos were

doctored. someone goofed and the stroke extended too far.

Photo marked #3. 1do not believe this is Hunt's ear. Note the art

knife notch that the arrow is pointing to. This ear is quite similar

to the tramps ear in photo #1. was it spliced in because the

photograph of it was taken under identical lighting conditions?

If this is not convincing compare this ear with the bit of ear

protrusion that is visible, after close inspection, in photo #4. Note

hat brim, hair, ear. someone overlooked this minor detail. Hunt's

wing-like ear, perhaps the most distinguished feature about HuntI

is visible. Hunt had plastic surgery done on this ear later onI

according to the HSCA report.

hard to say, but this is a possibility.

I am not asking you to make any determination as to whether

the tramps are Hunt, sturgis and Carswell (Carswell's real name

was David Lemar Christ and he was a CIA expert at modified

weaponry, according the latest 1992 JFK Documents Act release>.

I am only asking you to determine if any of the photos had been

doctored. I am asking you to perform this examination because

the HSCA never did so, despite my repeated requests. The FBI

examined the shots for doctoring and reported that although it

could find none, the possibility existed the photos were doctored

in an undetectable manner. This was after FBI Director Kelley

order his agents to "Lay these allegations to rest." When the

Rockefeller commission received this report, the statement about

the doctoring being undetectable was omitted. In any event 1

have included my chapter about the tramp shots from my new

book, case Reopened Date Base 1.It should be noted that it is my belief from our conversation

that you, like the vast majority of Americans, are an honest man.
