New Delhi: “But why are yousaying all this? You were do-ing business in Iran from whe-re you were abducted. Youmust tell the truth,” an angryAvanti Jadhav interruptedher son Kulbhushan Jadhavon Monday when she and daughter-in-law Chetnawere brought face-to-facewith the Indian national heldin Pakistan.

Jadhav had bizarrely gree-ted the two women by acknow-ledging that he was, as allegedby Pakistan and contested byIndia, indeed an Indian spyand had engineered a spate ofterror attacks.

Speaking as if he was pro-grammed, Jadhav went on toregurgitate the details of Pa-

kistan’s sprawling charge-sheet against him.

His remarks were so out ofplace in terms of reactionsthat might be expected on me-eting his family after 22months of captivity, theystruck his mother as too sur-real to digest. The Indian side fears thatPakistan could still leak doc-tored versions of Jadhav’sconversation with the wo-men, but is relieved that Avan-ti’s fortitude interrupted theplan and would force Islama-bad to do a “ scissor-and-paste” job.

Avanti’s presence also en-sured that Jadhav’s wife retai-ned her calm in the coerciveatmosphere in which the mee-ting took place.

India was wary of whatPakistan might do during themuch-awaited meeting, andits fears were confirmedwhen the diplomat who was toaccompany Avanti and Chet-na from India was denied vi-sa. After the meeting, Avantiand Chetna were left exposedto a bullying bunch of Pakis-tan media who taunted themwith allegations against Jadhav.

New Delhi: In a major policychange, the Army headquar-ters has reduced the residualservice required for Lt-Gene-rals to be promoted as chiefs ofits six operational and one tra-ining commands from 24months to 18 months beforesuperannuation.

Officers say the new policyis part of the overall move to“bring stability” in the com-mand tenures of the sevencommands (headed by seniorLt-Generals), 14 corps (Lt-Ge-nerals) and over 45 divisions(Major-Generals) in the over12-lakh strong Army.

“Tenures of division andcorps commanders are onlyabout 12 months as of now-…the aim is to increase the te-nures to 18 months,” said anofficer. As per the earlier poli-cy, a Lt-General after com-manding a corps could be pro-moted as an “Army Comman-der (GOC-in-C)”, dependingon seniority, only if he wasless than 58 years of age at thetime of his appointment.

Under the new policy issu-ed on December 23, Lt-Gene-rals with 18 months of residu-al service will also now be inthe reckoning for what is thesecond-highest rank (the vice-chief and seven Army Com-manders) in the force. Whileall Lt-Generals retire at theage of 60, the Army chief ser-ves till 62 or for three years,whichever is earlier.

New Delhi: The govern-ment on Wednesday distan-ced itself from Union skilldevelopment ministerAnant Kumar Hegde’s cont-roversial remarks that BJPwould soon change the Cons-titution while he mocked“secularists” as people whowere unaware of their pa-rentage.

“The government is fullycommitted to the Constitu-tion. We (the government) donot agree with the statementof the minister (Hegde),” sa-id minister of state for parli-amentary affairs Vijay Goelin Rajya Sabha after thecontroversy rocked both ho-uses of Parliament.

An angry opposition didnot allow the Upper House tofunction in the pre-lunch ses-sion, demanding that Hegdeshould immediately be sack-ed from the Cabinet. Cong-ress, SP, BSP, DMK, Trina-mool, CPM and CPI mem-bers shouted “shame, sha-

me” when Hegde rose to laythe papers listed against hisname, and later trooped intothe well forcing Chairman MVenkaiah Naidu to adjournproceedings till 2 pm.

“If he (Hedge) has no fa-ith in the Constitution, thenhe has no right to be a mini-ster or an MP,” said leader ofthe opposition Ghulam NabiAzad. Sukhendu Sekhar Roy(TMC), in turn, asked if a mi-nister could denounce thepreamble of the Constitu-

tion, in which the word “se-cular” was enshrined, inpublic.

Naresh Agarwal (SP), onhis part, said any ministerwho denigrates the Constitu-tion, the “Ramayana and Gi-ta of Parliament”, and its fo-under Babasaheb Ambedkarshould be sacked forthwith.

At this, BJP member Sub-ramanian Swamy said Am-bedkar’s name should not bedragged into the matter be-cause the word “secular”was inserted into the pream-ble at a later (through the 42nd

such as forced labour or bondedlabour by using violence, inti-midation, inducement, promi-se of payment of money, decep-tion or coercion. It mentionstrafficking after administeringany drug or alcohol or for thepurpose of marriage or underthe pretext of marriage.

The aggravated form alsoincludes trafficking for the pur-pose of begging or forcing thosewho are mentally ill or are preg-nant. “Whoever commits the of-fence of aggravated form oftrafficking of a person shall bepunished with rigorous impri-sonment for a term which shallnot be less than 10 years, butwhich may extend to life impri-sonment and shall be liable to fi-ne that shall not be less than Rs 1lakh,” the bill proposes.

For repeat offenders, it sug-gests imprisonment for life“which shall mean imprison-ment for the remainder of thatperson’s natural life”, apartfrom a fine that will not be lessthan Rs 2 lakh. As per data rele-ased by NCRB, there were 8,132human trafficking cases last ye-ar as against 6,877 in 2015, withthe highest number of cases re-ported in West Bengal (44% ofcases), followed by Rajasthan(17%).

New Delhi: The governmentplans to introduce the bill tocriminalise triple talaq or in-stant divorce among Muslimsin the Lok Sabha on Thurs-day amid several oppositionparties, including Congress,Left and BJD, and Muslim or-ganisations expressing reser-vations over the proposed jailterm for violators.

The government is deter-mined to press ahead with thebill in the Lok Sabha where ithas a strong majority eventhough some opposition par-ties have demanded that theproposed law be scrutinisedby a parliamentary commit-tee in view of the objectionsraised by several quartersover criminalisation of tripletalaq.

The Muslim Women (Pro-tection of Rights on Marria-ge) Bill will be introduced bylaw minister Ravi ShankarPrasad and while it is not to betaken up for immediate dis-cussion, the government isprepared for a short round ofcomments and is ready to putforward its justification forthe proposed law.

Mumbai: Eight years afterthe death of celebrated film-maker Shakti Samanta, hiswidow told a judge that shechose to stay with her yo-unger son, after the elderone dragged him to the Bom-bay high court.

The couple’s son Ashim(62) claimed before the courton Friday that his brotherSamir (60) had held theirmother, Nilima Samanta (86),“captive” at a bungalow inMumbai, and denied him ac-cess to her. The court did notgrant him interim relief anddirected the brothers to ami-cably resolve their issues.

He moved the high courton December 20 for “urgentrelief ”. Justice S J Katha-walla heard counsel NusratShah on Ashim’s behalf andShyam Kapadia on Samir’son December 21.

As Shah argued that Sam-ir be restrained from deny-ing Ashim access, Kapadiaobjected, questioning the al-legations. Justice Ka-

thawalla then directed thatthe mother be brought to hischamber the next day — thelast day before the court bro-ke for the Christmas vaca-tion. The three then appea-red before the judge, who he-ard them well past court ho-urs.

Samanta, born in WestBengal, started his career in1947. He produced his firstHindi feature film, ‘HowrahBridge’, starring Ashok Ku-mar, under Shri ShaktiFilms. He went on to make al-most 40 films under the ban-ner, including hits such as

‘Kashmir Ki Kali’ in 1964, ‘AnEvening in Paris’ in 1967 and‘Aradhana’ in 1969. He wonthe coveted Filmfare awardtwice. He passed away inApril 2009, leaving behind a1998 will caught in dispute.

Ashim, named “sole ex-ecutor” in the will, movedthe high court in 2009 to ha-ve it probated. In 2013, hisplea was converted into adispute though, following achallenge to the will by Sam-ir. The dispute is still pen-ding.

“What ideology is followed by a particular nation dependsupon that nation only. Lucknow: A team ordered by theUttar Pradesh government to in-vestigate the cataract-surgeries-by-torchlight incident has foundthat the 32 surgeries, carried outon behalf of an NGO at the Na-wabganj community health cen-tre (CHC) in Unnao, were per-formed by a government doctorposted as additional CMO in Au-raiya district, about 150km away.

An interim report submittedto the government hints at a nex-us between the ACMO, Dr K KSrivastava, and the NGO that or-ganised the camp on December25. Dr Srivastava has been sus-pended.

According to reports, Dr Sri-vastava arrived at the Nawab-ganj CHC on the evening of De-cember 25, performed the sur-geries and returned to Auraiyathe same night. It was found thathe hadn’t taken permission toleave his Auraiya office. The Un-nao DM has blacklisted the NGOand an FIR has been lodgedagainst its manager and doctorsassociated with it.
