AEIS Public Hearing Date Set

A public hearing regarding the Texas Education Agency’s (TEA) Academic Excellence Indicator

System (AEIS) report for Gunter I.S.D. will take place in conjunction with the regularly scheduled

January meeting of the Board of Trustees. The hearing will begin at 6 pm., Monday, January 21, 2013,

at the Gunter I.S.D. Administration Building located at 213 N. 8th Street in Gunter. The purpose of the

AEIS hearing will be to allow for public discussion of the AEIS district and campus reports. Copies of the

report will be available for review at each school building, the Administration Office, and the Gunter

Public Library. This release is tendered to in compliance with Texas Education Code (TEC) require-

ments to provide notice of the hearing by means of local media.

2012-2013 EXEMPTION POLICY

The following criteria must be met in order for a student to be exempt in a qualifying class:

A student may not have been placed in ISS/DAEP/Saturday School at any time during the same semester

as the exam(s) to be exempted.

Attendance and class average as it relates to exemptions in qualifying classes:

No More Than 1 Absence 80-84 Avg.

No More Than 2 Absences 85-89 Avg.

No More Than 3 Absences 90 or Above

*Also: A student shall not have had an average below 80 at the end of any grading period for the

current semester for a qualifying class.

Qualifying Classes

Seniors – May exempt up to any 4 classes in the 1st semester and up to 8 in the 2nd semester.

Juniors – May exempt up to any 4 classes each semester.

Sophomores & Freshmen – May exempt only two non-core classes each semester.

2011-2012 FINANCIAL AUDIT • The Board approved the 2011-2012 Financial Audit as presented by Steve Davis. During the 2011-12 school year, GISD earned $7.6 million from the state and spent $7.3 million allowing nearly $400,000 to be added into the fund balance. Our new fund balance of $873,750 is still shy of the required and recommended levels of $1.2-1.6 million dollars but is a significant step in the right direction.

BUDGET WORKSHOP • Dr. Siler presented a trend-line analysis of the revenues and expenditures in the audits from 2008 - present. This report also illustrated the loss in funding from the state over the past two years. GISD took nearly a 10% hit in state funding in 2010-11 and an additional 5% reduction in 2011-12 as shown in the table below.

• Dr. Siler also reviewed the funding indicators for the 2013-14 school year and the Board discussed overall financial goals to help offset the impact of declines in enrollment, property values and reductions in state funding. The goal for overall budget reductions for 2013-14 is between $500,000 and $700,000.

• The Board approved an Early Resignation Incentive outlining a $2,000 / $4,000 financial incentive for part-time / full-time GISD employees for early notification of resignation at the end of the year. The early notice incentive was capped at the first 15 people and will end on January 4, 2013.

“EXECUTIVE SESSION” “OPEN SESSION” The Board approved to hire William Beene as a teacher for the GCSEC BAU for the remainder of the 2012-2013 school year.

SPECIAL PRESENTATION Student Recognition - 2012 Varsity Volleyball Team: Dr. Siler introduced coaches Tonya Watson and Carissa Gabbert who

shared the highlights of the historic season of the Varsity Volleyball Team. The players were introduced and their accomplish-ments were shared.

Highly Qualified Report: Gunter ISD Teachers are 100% Highly Qualified. Quarterly Investment Report was given by Investment Officer Renee Maples. COMMUNICATIONS: Dr. Siler shared the following items with the Board: Extended Care Program for 2013-2014: Dr. Siler shared the preliminary plan for offering an extended care program for Gunter

Elementary students that would provide a structured afterschool care program through 6pm. Students would enjoy supervised play, structured time for homework and other activities, and snacks. The program would be facilitated by GISD teachers and staff. Initial pricing could range from $100 to $125 a month (for 9 months) and would include a 50% discount for staff and families on free/reduced lunch.

Preschool Program for 2013-2014: Dr. Siler shared some preliminary thoughts on broadening our pre-k program by offering a tuition-based half day and full day Preschool and Pre-K program for 3 & 4 year olds in addition to the programs offered for our qualifying students. The half day program would run for three hours while the full day program would be available until 6:00pm. Pricing is still being determined but registration would begin February 1 with complete details being released in January.

Safety and Security: Dr. Siler shared the letter that was sent to parents regarding the safety and security of our campuses in light of the Newtown, CT tragedy last week. Dr. Siler also shared the strengths of their systems and also noted the areas that needed to be strengthened. Dr. Siler ensured the Board that the safety and security of our children was our first priority.

BOARD MEMBER REPORT Steve Smith gave the annual review of the recommended board training requirements and the training accomplished by each

board member. CONSENT AGENDA/ROUTINE BUSINESS: Minutes and Billing were approved from November 12, 2012 – Minutes, November 15, 2012 – Minutes, December 3, 2012 – Minutes, November 2012 – Billing. REGULAR BUSINESS The Board approved the 2013 School Health Advisory Council “SHAC” as presented. The Board approved the High Stakes Testing Resolution as presented. Over 850 districts in the state of Texas have adopted the

High Stakes Resolution which stands against standardized testing as the sole source of assessing student performance. Dr. Siler discussed the TASB 2012-2013 Advocacy Agenda. “CLOSED SESSION” “OPEN SESSION” Dr. Siler shared the names of the nine people who have completed the process for the Early Notice of Resignation Incentive

Program: Dana Racanelli, Charlotte Boelens, Heather Kelley, Lisa Watson, Nikki Waligura, Amy Skeet, Marilyn Davis, Trey Schares, Carrie Heinrich. Each of these nine have gone through the 7 day revocation period and their resignations have been officially accepted by Dr. Siler. Amy Skeet will start with the Coop on January 2, 2012.

Dr. Siler shared that the savings to date is over $300,000 which will be a tremendous help towards the reductions that are necessary for next year.

The 7th Graders at GMS will be participating in an “authentic learning experience”. Authentic learning typically

focuses on real-world, complex problems and their solutions, using role-playing exercises, problem-based activities,

research, and participation in virtual communities of practice.

The learning environments will be multidisciplinary. Our authentic learning experience will be to assume the role of a

concerned citizen who wants to improve and beautify Gunter’s City Park. Please understand, this is a “mock” learning

environment that will allow students to design and emulate real-life contexts or conditions in which specific knowledge

and skills are actually applied.

We will begin this experience with a “mock” community survey and needs assessment. Then, various “mock” activi-

ties and tasks will be conducted in each subject area throughout the year.

Our authentic learning experience will culminate in a student led multi-media

presentation and mock proposal at the park board meeting in May. (All students

DO NOT have to attend the meeting; it is strictly voluntary).

Again, this is a school project only. We are not actually creating a

proposal to be designed or implemented. It is for real life practice only. One of our

first assignments was to create a survey so please participate by logging onto the

Gunter Middle School web site: http://www.gunterisd.org/gms/ and clicking on the

Gunter Park Survey icon. We would like for everyone to see what the students

created and give them authentic input. When all surveys are completed, the

students will formulate the data and assess our communities’ feedback.
