The bipartisan group included House Speaker John Boehner, House Minority Leader Nancy Pelosi, and six other congressional leaders. Part of HH's purpose in meeting with US officials was to explain his recent decision to relinquish his political authority. His Holiness feels that rule by religious leaders is out of date, and supports the separation of relgion and politics. His Holiness has been a long admirer of the democratic system, having witnessed from a young age the difference between the governments of China and India. Dharamshala- The Tibetan communitygathered on Wednesday (July 6th) toattend the cultural event ‘The TibetGames' was held yesterday in the TCVday school, Dharamshala, to asuccessful and remarkable turnout.In an event which gathered hundredsfrom the local community, andcoinciding with the Dalai Lamas 76thbirthday, Tibetan culture was trulycelebrated in style yesterday asTibetans of all ages participated in thecolorful event.Amid a mixture of archery competitions,traditional Tibetan singing and dancing,and event a rock-carrying race, thecrowd of hundreds-strong cheered andcelebrated the traditional cultural games.To add to the cultural celebration, mostof the community were dressed in theirTraditional - Tibetan attire. Participantsand audience members could be seenwearing colorful silk ‘chupas' and‘wojuks', adding to the beauty of thecelebration of Tibet's rich history.Roars of laughter could be heard fromthe crowd during the archerycompetition, when practically everyparticipant missed the target at closerange; with good humor.The event was coordinated by Dolka of‘Tibet I Care'. Report Calls for Protection ofTibetan Women in Nepal

Dharamshala: - The Tibetan Women'sAssociation (TWA) has prepared ashadow report in response to Nepal'sreport to the 49th session of theConvention for the Elimination ofDiscrimination Against Women(CEDAW). The report details abusesagainst Tibetan women living in Nepal.The report submitted in 2010 to theCEDAW only briefly mentions refugeewomen, claiming that their rights areprotected. No mention of Tibetanwomen as a group or claims that abusesexist are made in the report.According to the report by TWA,"women who become internallydisplaced persons or refugees in foreigncountries are much more vulnerable toabuses, such as trafficking and sexualabuse. They are known to be victimizedin many ways-verbally,

sexually,physically and mentally withinrefugee camps."TWA, the second-largest Tibetan non-governmental association, seeks topreserve human rights for Tibetanwomen living in Tibet as well as in exile.With 15,000 members outside Tibet, theirslogan is "advocacy for home, actionin exile."The report acknowledges that muchprogress has been made in Nepal toensure the equality of women in general,but says that that equality has notextended to Tibetan refugee women.The report cites numerous examples ofsexual harassment and other abuses ofTibetan women by Nepali police.Human Rights Watch conducted aninvestigation into the harassment ofTibetan women, using interviews,eyewitness accounts and accounts from

medical professionals. Several specificexamples are cited in the TWA report.The cases cited in the report have takenplace at protests outside of the UnitedNations (UN) House and the ChineseEmbassy. Women are often touched andspoken to inappropriately both at theprotests and at the police stationfollowing arrest. The arrest itselfroutinely happens without a warrant.Other abuses concern "refoulment," thedeportation of any refugee whose lifeor freedom could be in danger uponreturn to their country. Refoulment isprohibited by international law.However, there have been several casesreported in Nepal against Tibetans.The report cites one particularly grimcase concerning the treat of deportation.A Tibetan woman traveling in a groupof seven was raped 12 times by Nepalipolice officers. The group was told thatthey would all be deported if the womandid not agree. Later, the Nepali Ministryof Home Affairs denied the policeinvolvement.Welfare officers and medical examinersat the Kathmandu reception centers saythat the rape of Tibetan women byNepali police is very common. Fearingdeportation, social ostracizing or, fornuns, expulsion from their order, thewomen typically do not report the rape.The report goes on to detail the abusesof women's political rights in Nepal.During the 2010 Kalon Tripa elections,both Tibetan woman and men wereprevented from voting at three differentvoting centers. In 2008, 560 Tibetanwomen were arrested following three all-women rallies in Kathmandu.The TWA calls for the government inNepal to take action to end arbitraryarrest, public ally oppose deportation,ensure that police officers stop sexually

assaulting female protesters, opposethe deportation of any Tibetan whofaces the risk of persecution, andconduct investigations into sexualabuses taken place since the lastCEDAW report.

Washington DC, USA, 13 July 2011 -On July 13th the spiritual leader ofTibet, His Holiness the 14th Dalai Lamaleft for the teaching venue very early inthe morning to undertake the self-generation prayers, part of theKalachakra preparatory rituals.Later in the morning, His Holinessvisited Capitol Hill to meet members ofthe Senate Foreign RelationsCommittee. Speaker Penpa Tsering,Kalon Tripa-elect Lobsang Sangay,Special Envoy Lodi Gyari and SecretaryTenzin Taklha accompanied HisHoliness. Chairman of the Committee,Senator John Kerry, and 11 members ofthe Committee were present .Senator Kerry formally welcomed HisHoliness saying ‘Tashi Delek". Dharamshala: On Wednesday, July 6,on the occasion of His Holiness the DalaiLama's 76th birthday, the Chinese-Tibetan Friendship Society Europeorganized a celebration in Brussels.During the celebration, which over 175attended, the European Council ofMongolia-Uyghur-Tibet-China waslaunched.The Chinese-Tibetan FriendshipAssociation Europe (CTFAE) has existedfor one year. The aim of the association,according to Chairman LobsangWangdu, is to promote understandingand cooperation between the Chineseand Tibetan people.The new organization, the EuropeanCouncil of Mongolia-Uyghur-Tibet-China (ECMUTC) strives to serve as aforum for the people of Mongolia, EastTurkistan, Tibet and China to learn fromeach others' cultural identities. Theirslogan is Freedom-Equality-Love-Culture-Peace.

Mrs. Mona Zhimin Tang introduced andclosed the meeting, taking a moment ofsilence at the end to commemorate the"millions of people who died during morethan 60 years of oppression by theChinese Communist Party."Mr. Xi Hai Ming, a Mongolian activist,spoke next, highlighting the similaritiesbetween the Tibetan people and theMongolian people. Both observe thesame form of Buddhism and havesuffered similar abuses by the Chinesegovernment.He then presented the new organization,the ECMUTC. The organization isunique in that it brings several specificcultural groups together. "This is verysymbolic," he said. Brussels: Demonstrations againstChinese premier Wen Jiabao's visit toHungary were banned this week, andall Tibetans living in Hungary wererequired to report to the Hungarianimmigration office. Wen Jiabao metwith Hungary's prime minister, ViktorOrban, on June 25. His visit cameamidst the economic crisis facing theEurozone and hopes that China canhelp Europe through investment andthe buying of European debt.Peaceful protests by Tibet supporters,the Hungarian Falun Dafa Associationand human rights organizations wereplanned during Wen Jiabao's visit.However, a few days before the visit,Falun Dafa was told that if it did notwithdraw its request to demonstrate allfuture requests would be denied.According to Falun Dafa's president,the ban was due to Chinese pressure.Further, all Tibetans living in Hungarywere instructed to report to theimmigration office in Budapest onSaturday - a move widely seen as astrategy to keep them away from theHungarian parliament in Budapestduring Wen Jiabao's visit. The officeis located far from the parliament andis usually closed on Saturdays. The

official reason for the instruction wasgiven as, "They were busy and couldreceive them for a control only thatday."On Friday, Namgyal, a Tibetan man,carried a Tibetan flag near theparliament, but was halted by a groupof pro-Chinese activists carryingChinese and the Hungarian flags. Hewas then instructed by two people incivilian dress, who declined to showany police ID when asked, to put awaythe flag and leave the area. Acameraman who was filming Namgyal'saction was forced to turn off hisequipment. The pro-Chinese activistswere allowed to continue theirdemonstration.The controversy over the bannedprotest was discussed during a sessionof the Hungarian Parliament, withseveral MPs showing their support forTibet by wearing Tibetan flag T-shirts.Prime Minister Viktor Orban defendedthe ban, saying, "This is a free country- we do not wish to prevent anydemonstrations against foreign visits.However, demonstrators are expectedto refrain from undermininggovernment efforts which serve thenation's interests...Freedom ofexpression is okay, scandals or trouble-making are not".Ms Timea Szabo, deputy head of theparliament's human rights committee,has called for the heads of Budapest'spolice force to give evidence inconnection with their handling of theplanned protests. In a statement onSaturday, she said she wouldinvestigate personally on what basisthe Immigration Authority had calledthe Tibetan refugees to its office, asthey were living in Hungary legally andhad residential and work permits.

Dharamshala: A briefing paper of theprotests in Karze Region, Eastern Tibet(Karze Tibet Autonomous Prefecture)has been released by Tibet.net. Thebriefing is in regard to the peacefulprotests started by Tibetans on June6, and details abuses by the Chinesegovernment toward the protesters inthe region.Since June 6, Tibetans in Karze Regionhave been protesting for the "returnof His Holiness the Dalai Lama toTibet," "Freedom for Tibet" and"Human Rights in Tibet."In response to these protests, theChinese government has sent in a largenumber of troops to suppress theprotesters. According to the CentralTibetan Administration (CTA), 39Tibetans have been arrested in Karze.The briefing breaks down the abusesin Karze into five main categories:Military Buildup, Freedom of Speechand Expression, Restriction overFreedom of Movement, ArbitraryArrest, and Brutal Treatment ofTibetans.The first section, Military Buildup,states that the military personnel in theregion has doubled since the protestsstarted on June 6. Dharamshala: A 25-year-old Tibetanwriter has been severely beaten andarrested for launching stinging attackon the Chinese government's wrongpolicies in Tibet in his book publishedearlier this year, reports from Tibet say.Pema Rinchen, who writes under penname "Stinger", was arrested by thePublic Security Bureau in Dragko inKarze in eastern Tibet on 5 July. He wasthen severely beaten and admitted in alocal hospital the next day, accordingto reports.The hospital ward was full of armedpolice officials, who denied Rinchen'smother and family members to meet him.The current whereabouts of Rinchen isnot known.In his book "Look", Rinchen stronglycondemns the policies of the ChineseCommunist Party on Tibet withparticular reference to the brutalcrackdown on the peaceful protests byTibetans in 2008 and the mishandlingof the aftermath of the devastatingearthquake in Kyegudo in 2010. Thebook contains the author's interviewswith many Tibetans who participatedin the peaceful protests that shook Tibetin 2008.But the Public Security Bureau arrestedRinchen under the pretext of "incitingethnic hatred".In an excerpt from the book posted on ablog, Rinchen expressed in verses hisdeep anguish over the "Chinese

Dharamshala- Chinese officials havedeclared over 1200 members of Tibet'sKirti Monastery to be expelled. In a hugebreach of international human rights,Chinese officials are forcibly controllingthe sacred Buddhist institution of over5000 monks.In the latest in a series of darkeningreports from the region, information hasbeen released that on the 6th of Maythis year, a group of authorities fromreligious department of the ‘United FrontWork Department' (a branch of theChinese Communist Party), Ngaba, cameto Kirti Monastery to make anannouncement.According to sources from themonastery, in a specially preparedregister, listing around 1200-1300 monks,that those on the list are to be expelledfrom Kirti monastery, as of that day (6thMay 2011). The list consists of Tibetanmonks who live at, and attend themonastery.The Chinese authorities also announcedseveral monks' names on the list, whichthey posted on the walls of themonastery, stating: ‘you have to leavethe monastery [immediately]'.The rooms of those listed will be takenby the government, sources from theregion state.In a peaceful response to the Chineseauthorities, the Tibetan monks deniedthe Chinese announcement, highlightingthat the monastery is their home.Sources informed the TibetanAdministration official media that theChinese authorities told the monks: ‘it'sbetter to leave before we ask the police

to come', adding:‘Once the police arrive here, there is onlyone way to go - prison'.The current situation at the monasteryis highly tense. The monks are facingboth a physical and a psychologicalbattle on a daily basis since March.As a result of peacefully protestingagainst the Chinese regime, news hasemerged of one local in the region;Gyatso, being recently arrested. The 63year old from Ngaba County was takenon the 27th of April, in response tostanding up to the Chinese authorities.His arrest came after he was one of theTibetans who were showing solidarityagainst the Chinese crackdown on themonastery.Between the 12th to the 22nd of April thisyear, the Tibetans in the region from localvillages, gathered at Kirti monastery tosupport the monks. When the Chineseauthorities asked them to ‘go home',Gyatso replied:"if you [the Chinese] promise us you willnot arrest the monks, I promise you all ofthese villagers will go back home".No information has surfaced or been

released on Gyatso's whereabouts.The enormous crackdown at KirtiMonastery began when Phuntsok, aresident monk, self immolated in protestof China's occupation of Tibet, on Marchthe 16th 2011. Since then, an huge militarycrackdown was conducted on Kirti. Itconsisted of over 300 monks beingforcibly taken from the monastery withoutconsent, to be ‘re-educated' by Chineseofficials.An international outcry has been raisedover the three months of crackdowns inthe region for the repeated and growinghuman rights breaches.Regarding the disappearance of 300monks from Kirti, the United NationsWorking Group on Enforced orInvoluntary Disappearances stated onJune the 8th that Beijing needed:"To disclose the fate and whereabouts ofall those who have been subject toenforced disappearances in China,including a group of Tibetan monkswhose fate or whereabouts still remainunknown."In a recent statement, the Internationalcampaign for Tibet added:"the presence of troops blockading themonastery, the risks of disappearance,torture, and detention due to the securitycrackdown combined with a patrioticeducation campaign that is makingreligious practice difficult or impossible[for the residents]."Many deem Kirti as one of the mostimportant and influential Tibetaninstitutions in the region, and a symbol ofTibetan culture. The human rights abusesat Kirti have dogged Chinese Premier WenJiabo upon his current visit to Europe.

Dharamshala: In honour of HisHoliness the Dalai Lama's 76th birthday,a celebration was held today at the maintemple in McLeod Ganj. During theevent, government officials spoke aboutthe significance of His Holiness theDalai Lama to the Tibetan people andcommunity groups put on artsperformances for attendees.An enthusiastic and festive crowd,including the Tibetan and Indiancommunities as well as numerousforeign visitors, came out for the day'sfestivities. His Holiness the Dalai Lamawas not present, as he is currentlyteaching in America.The day started with a flag raisingceremony and a performance of theTibetan National Anthem byThangthong Lugar, a local dance andarts organization.Kalon Tripa (Tibetan prime minister)Samdhong Rinpoche and DeputySpeaker of the Tibetan ParliamentSonam Tenphel spoke on behalf of theKashag (cabinet) about the significanceof His Holiness the Dalai Lama to theTibetan people and about the future ofTibet.In the Kashag's statement, Kalon Tripapraised His Holiness the Dalai Lama forhis work in rehabilitating Tibetans andin keeping Tibetan culture and religionalive, as well as for travelling aroundthe world and raising awareness aboutTibet.The statement also commended HisHoliness the Dalai Lama for his MiddleWay approach to Tibet's politicalsituation. His Holiness has created ademocratic government by establishingthe Tibetan Parliament in Exile and bycalling for the election of Kalon Tripathrough the popular vote.This democratization, according to thestatement, "has given the Tibetans theopportunity to make the issue of Tibetmore global and strengthened thelegitimacy of the exile administration."Kalon Tripa, recognizing that someTibetans are critical of His Holiness'political moves, such as His Holiness'decision to renounce his political power,urged the Tibetan community to"uphold their spirit and determinationby not being deterred by these politicalchanges."The Deputy Speaker expounded on thistopic, speaking of the recent change ofelection through popular vote. Dharamshala- 39 Tibetans have beenarrested in Kathmandu in a strategyaimed to prevent public celebrations ofthe Tibetan spiritual leaders; HisHoliness the Dalai Lama, and HisHoliness the17th Karmapa OgyenTrinley Dorje.Tibet's spiritual leader, His Holiness theDalai Lama, will be 76 years oldtomorrow. However, due to mountingpressure from Beijing, and amid hugeaid packages, leaders in Kathmanduhave co-ordinated crackdowns in theregion which acts as a corridor betweenTibet and India; against the refugeecommunity.The Ambassador to Nepal, QuiGuohong, was recalled by China beforehe finished his entire term inKathmandu, reportedly due to the factthat officials in Beijing weredisappointed at the way anti-Chineseprotests had continued in the region.

Agroup of 6 people wrapped in black clothwere followed by files of people holdingblack flags and later young Tibetanchildren, dressed in Tibetan traditionalclothings, unwrapped to reveal theTibetan flags underneath at the TCVDay School, as a symbol of newgeneration unveiling the 'Truth' andultimately 'freeing Tibet.' There werealso distribution of black arm bandsthroughout the day to signify Tibetanpeople's oppression & resistance.A flash-mob action was also staged atthe India Gate by SFT 's Delhi-basedChapter."China's propaganda celebration of theso-called '60 years of peaceful liberation'is a futile attempt to legitimize their illegaloccupation of Tibet. China's recentwhite paper on Tibet is but another ofits many propaganda attempts," saidDorjee Tsetan, National Director ofStudents for a Free Tibet- India."

Through research, study, andinterviews, the book seeks toinvestigate why there is suchopposition to development in theTibetan region and why many Tibetansrefuse to stay in China.It concludes that "cultural genocide,"defined as a system "whose purpose isto destroy, in whole or in part, a people'sculture through various differentprocedures," is taking place. Accordingto the authors, Chinese development inTibet "has a definite strategy andscheme aimed at disassociating theTibetan population from its identity,value spectrum, history and othercultural affiliations like language andliterature.""Imposing Modernity" examines thevarious ways in which cultural genocidehas occurred in Tibet. The first is the'development' of Tibet. The authorsclaim that China seeks to completelyassimilate Han Chinese into Tibetanculture by encouraging mass immigrationand displacing local populations. Theyalso claim that part of this assimilation is

designed in order to exploit Tibet'snatural resources through industrialmining and large-scale timber operations.The authors also claim that certainvalues intrinsic to Tibetan society havebeen taken out of education in Tibet,such as the Buddhist ideas ofdeveloping the heart and purifying themind.The decline of the Tibetan language,with Chinese as the predominantlanguage of instruction in schools,business, and, increasingly, generalcommunication, is cited as anotherexample of cultural genocide.Examples related to religion and cultureare also given; 90% of Tibet'smonasteries have been destroyed, andTibetans have been forces to "publiclydenounce high religious leaders" andattend study sessions about Chinesecommunism. Tibetans have even beenforced to go against the Buddhistteaching of not harming any living thingby forcibly fulfilling quotas of killingcertain numbers of flies and dogs."Imposing Modernity" ends with anappeal to the international communityregarding Tibet's development. work are the same as before."In regard to relations with China, KalonTripa emphasized that the Kashag hasmade their opinions clear through theMemorandum on Genuine Autonomyfor the Tibetan People and for the Noteon the Memorandum on GenuineAutonomy for the Tibetan People.These two documents call for increaseddialogue between the Chinesegovernment and the Tibetan people.Though China has not given muchresponse to these documents, KalonTripa stated that the Kashag "has a firmdetermination to continue the dialogueprocess...we have formulated a clearstand and a firm base to carry forwardthe dialogue."After the speeches, the crowd enjoyedcolourful performances, given by localschools and community groups. Worryingly, Nepal currently remainscommitted to the ‘one China' policy;which deems Tibet as part of China. Italso places Nepal shoulder to shoulderwith China on its policy on anti-Chineseprotests; a breach of internationalhuman rights and free speech.The 39 arrested Tibetans, from theBoudha region of the Capital; were partof a large Tibetan settlement in the city.According to various reports, there 47Tibetans remain in detention, whichincludes 12 Tibetans who were detainedon June the 12th to honor theirsolidarity with Tibet and His Holinessthe Dalai Lama.The restrictions facing Tibetans inNepal are growing. On vigils,photographs of the Karmapa and theDalai Lama of Tibet are banned. OnSunday, Tibetans attempted to publiclymark the 17th Gyalwa Karmapa'sbirthday, however this was preventedby Nepalese police forces; the first timea disruption has occurred on the annual,sacred event.Instead, the vigil was limited to within

the courtyard of a small, localmonastery. The Tibetan national flag,and the Nation's anthem, were banned,as well as banners and photographs ofspiritual leaders.A report from the ICT, a Tibetan NGObased in US states that over 50 policewere stationed in the monasterygrounds. Additionally, riot police werespread across the city to preventTibetans accessing celebration sites.It is also reported that three members ofNepalese police personnel entered themonastery hall where prayers werebeing conducted. They are said to havequestioned the organizers.Nepal is home to around 20.00 exiledTibetans. It faces growing pressurefrom Beijing over the Tibetan situation,despite international outcry to respectthe rights of Tibetans entering thenation. The Chinese Governmentinvests millions to Nepal with 'Aid'packages. In March, China gave theNepalese military and weaponsassistance with a value of around US$20 million.Tibetans and Buddhist followers livingin Sikkim celebrated the 27th birthday ofHis Holiness the 17th Gyalwa KarmapaOgyen Trinley Dorjee. Thousands ofdevotees across Sikkim chanted hymnspraying for peace and harmony whileperforming with traditional ritualinstruments. According to Sikkim Times,of the more than 150,000 Tibetans nowliving in exile in various settlementsacross India, Nepal and Bhutan, nearly130,000 also celebrated the KarmapaRinpoche's birthday.

Dharamshala: The spiritual leader ofTibet, His Holiness the Dalai Lama toldthe Associated Press on Friday thatthe Chinese government has no rightto choose his successor upon hisdeath. He claims that the next DalaiLama will be born in exile somewhereoutside of Chinese-ruled Tibet, andstated on Friday that he has the lastsay on the subject of his rebirth.Authorities in Beijing, however,counter by arguing that he will be bornin Tibet, just as his predecessors were."It's a disgrace they want to controlthat," he told the Associated Press."As far as my own rebirth is concerned,the final authority is myself and no oneelse, and obviously not China'scommunists."His Holiness also made the point thatsince the Chinese Communistgovernment is anti-religion, they can'tpossibly have a say in the very religiousmatter of choosing his reincarnation.The choice of the successor of the now76-year old His Holiness the 14th DalaiLama will be a very significant politicalevent in the future of Tibet. Becausetheir loyalty to the current Dalai Lamaunites Tibetans in exile all over the world,Chinese authorities hope that with hisdeath will also come the death of theTibetan movement.The process of identifying successorsof His Holiness the Dalai Lama has beengoing on for over six centuries.Traditionally, a group of Buddhist highteachers (lamas) and Tibetangovernment officials has taken on theresponsibility of finding the DalaiLama's reincarnation. The processusually takes a few years; for the currentDalai Lama it took four.In accordance with Buddhist belief,visions and omens are used to pointthe search party in the right direction.

For example, visions of three Tibetanletters, a monastery with a specific roof,and a house with turquoise roof tileswere used to direct the search party ofthe current Dalai Lama. When they findthe boy who could possibly be thereincarnation, they put him throughcertain tests. He is presented withcertain items, some of which belongedto the previous Dalai Lama. If heidentifies which objects are "his"correctly, he is proclaimed to be the nextDalai Lama.With the unprecedented problem ofselecting a Dalai Lama under a Chinese-ruled Tibet, there is much speculationas to the future of the position of DalaiLama. There will most likely be two DalaiLamas: one sanctioned by the Beijinggovernment and one chosen in exile byTibetan Buddhist high lamas.This problem is foreshadowed by thecurrent situation with two PanchanLamas, one chosen by Tibetan Buddhistteachers and subsequently kidnapped

by Chinese authorities, and oneselected by the Chinese governmentitself.According to His Holiness the DalaiLama himself and to Tibetan Buddhisttradition, he has control over where hewill reincarnate, and has even discussedthe possibility of reincarnating withinhis lifetime.On the subject of returning to Tibet,His Holiness has claimed that hisconcerns are not for Tibet'sindependence from China, but for thebasic rights of the Tibetan people. "Assoon as China's government is showingtheir courage to face the reality, then Iam ready to go there to help them topromote genuine reconciliation," heclaimed.Chinese authorities say he can returnto Tibet with conditions: he must giveup separatist activities, accept Tibet aspart of China and accept Taiwan as aprovince of China. His Holiness doesnot plan to return to Tibet.

Dharamshala: - On July 9, HisHoliness the 14th Dalai Lama gave atalk on world peace at the West Lawnof the United States Capitol buildingin Washington, DC. Thousandsgathered for the talk, which was freeand open to the public. The event wasorganized by the Capital Area TibetanAssociation. The spiritual leader ofTibet voiced optimism that China willreform and allow greater freedoms forthe people under the communistregime.His Holiness talked about howcultivating inner peace contributes topeace in the world. He advised, "Tryto create calm mind, peaceful mind,then that creates (peace) within ourown family, within our own community.That is the way to change our society."Cultivating inner peace begins withdeveloping warm-heartedness,according to His Holiness. Heemphasized that its easier to havecompassion when one realizes that allhuman beings are the same in that"everybody has a desire to have ahappy life and a successful life."

One should maintain inner calm andpeace no matter what is going on inthe outside world, His Holiness said.He drew on his own experiences as ayoung monk and political leader inTibet during China's takeover, claiminghe never lost his inner calmness.His Holiness said that compassionbenefits others and well as oneself. Hetalked about the effects of selfishnesson health, citing one New York scientistwho found that people who focusedon "I" or "we" had a greater risk ofhaving a heart attack.He also spoke about using logic in thepractice of compassion. He drew uponan eighth century Buddhist master togive this advice: "if there is a solution

to a problem, there is no need to worry,but if there is no solution then there isno use worrying."Responding to a question from theaudience about whether he hoped toreturn to Tibet one day, His Holinessexpressed hope. Drawing on theexample of Chinese Premier Wen Jiabao,he expressed the opinion that "thingswill certainly change.""Certainly, I think the voice of freedom,democracy, rule of law, more and morevoice(s are) now coming."His Holiness also spoke about his owndecision to step down as the politicalleader of the Tibetan people. Speakingof his respect for the political systemin the US, he said he had long admiredthe separation of church and state inthe US system."Now I can tell people religiousinstitutions and political institutionsmust be separate. My statement is nowhonest," His Holiness said.His Holiness will address a conferenceon Democratic China and the Futureof Tibet on July 10. He will continueoffering the Kalachakra Initiation inWashington DC until July 15.

Dharamshala: - On 2 July, 2011, theSecond Legal Education and AwarenessWorkshop for Tibetan communityleaders opened in McleodGanj, UpperDharamsala, India. The workshop is ajoint initiative of the Human Rights LawNetwork of India and four major TibetanNGOs; Tibetan Youth Congress,Tibetan Women's Association,Students for a Free Tibet-India, and GuChu Sum Ex-Political PrisonersMovement.The workshop was organized intoevents on two days. The first day wasprimarily for community leaders to bebriefed on legal rights. Approximately60 attendees from various Tibetansettlements were present. Six separatesessions, each covering a differenttopic, were presented by a panel ofadvocates and law students with HRLN.The event was introduced by Mr.Jitender Rana, a lawyer based inDharamshala, who gave a briefbackground of HRLN and how theworkshops for the Tibetan communitywere developed. Following that, Mr.Anant Asthana of the Delhi officediscussed the Indian Constitution andhow it applies to the Tibetancommunity. The third session waspresented by Mr. Vinayak Narayan, aformer TCV student and advocate basedin Dharamsala, who covered suchissues as Tibetan RegistrationCertificate (RC or Blue Book) and IC(Identity Certificate, issued to Tibetansin lieu of a passport).The afternoon sessions included apresentation by Maura Finn, an Emorylaw student and volunteer with HRLNDelhi office, on requirements for RC, ICand "Special Entry Permits" forTibetans coming into Nepal and India.Mr. Anand Sharma, an advocate fromShimla, discussed the intricacies ofBenami land deals/land ownership. Thefinal session was "facing legalchallenges and finding creativesolutions".At various times during the workshop,time was made for audience Questionand Answer sessions. The primarytopics of concerns were tenant-landlordissues, Birth Certificate procedures, RCissues and procedures, IC and ExitPermit issues, land deals, bankingaccount difficulties, and corruption.The workshop's second day was a twohour session for the general public toget a better understanding of legalprocedures and their rights, and toaddress their legal concerns. Tibetan ‘Gu Chu Sum Movement’Congratulates Graduates

Dharamshala: - The Tibetan ex-politicalPrisoners association, ‘The Gu-Chu-Sum Movement', acknowledged thegraduation of 14 of its membersyesterday, in Dharamshala: North India.The event was hosted by guest speakerSonam Tempel, who is the deputyspeaker of the Tibetan Parliament inExile. It was also assisted by GeneralSecretary of the movement GangLhamo, and headmaster of the class; LhaChab Jinpa.The Gu-Chu-Sum movement celebratedits 11th year of students graduatingfrom the education program it providesthis this week. The event was attendedby around 40 guests, and was hoistedby chief guest Sonam Tempel, whopresented certificates to each of theproud students, and offered prayerscarves at the upbeat event.Khunchok Dhunden; one of thegraduated, had a particularly good day,as he was awarded the ‘First Prize' forthe highest grade in his class, as well asthe ‘best Graduate' Award. The secondaward recognizes students for theirgood attitude towards work, characterand attitude, and a monetary gift is alsooffered to acknowledge Dhunden'sachievements.The second prize was a draw betweentwo students, and third place was alsorecognized by the chief guest.Sonam Tempel said: "At this time oursociety is very critical and is changing,because recently His Holiness the DalaiLama retired from politics, and theTibetan Cabinet members are new;including the Kalon Tripa. The 14Tibetan Parliament members have endedtheir term."He also stated: "In Tibet, the situationis critical in Amdo, and Kardze: EasternTibet. Dharamshala: On July 1, officialsorganizing the Kalachakra 2012 Initiationheld a press conference at the hall ofKashag Secretariat, Central TibetanAdministration. Presiding officialsincluded Kalon Tripa [head of theTibetan Administration] ProfessorSamdhong Rinpoche; Chairman of theInitiation Organizing Committee Ven.Nawang Norbu; and his joint secretaryMr. Thupten Jampa.Kalachakra 2012 will take place inBodhgaya, Bihar, India from December31, 2011 to January 10, 2012. During thepress conference, the Kalon Tripalaunched the website of the 32ndKalachakra Initiation by His Holinessthe 14th Dalai Lama, kalachakra2012.orgA letter expressing condolences for thedeath of Shri Dorjee Khandu, formerchief minister of Arunachal Pradesh,was also distributed during the meeting.Khandu died in a tragic helicopter crashin April 2011, and it was at his requestthat His Holiness the Dalai Lama isconferring the Kalachakra Initiation.Chairman of the Organizing CommitteeLama Nawang Norbu introduced themeeting, beginning by thanking KalonTripa Rinpoche. The Board of the Capital AreaTibetan Association received him on hisarrival at the Center. After the ceremonialMandala offering, His Holiness beganhis prayers.In the course of it His Holiness brieflyaddressed the audience about thebackground of his relation with theKalachakra Initiations. He said he hadreceived the empowerment first in 1954at the Potala Palace in Lhasa from KyabjeLing Rinpoche, his Tutor. Subsequently,

With theencouragement of His Holiness,Buddhist leaders met in September 2010in Ulaan Baatar, Mongolia, at theinvitation of Khamba Lama GabjuChoijamts Dembreel, Abbot of theGandan Tegchenling Monastery, tobegin discussions intended to lead tothe formation of a permanent structureto preserve Tibetan Buddhist culturesand identity. The cultures and landsincluded stretch from the Tibetanplateau and entire Himalayan region toMongolia, the Buddhist Russianrepublics, and to the lands whereTibetan Buddhist traditions have takenroot in more recent times.The Ulaan Baatar meeting was quicklyfollowed by a second conference, heldthe following month in Atlanta, GA.The Washington, D.C. meeting was acontinuation of this effort to strengthentraditional cultures with ties to theTibetan forms of Buddhism, focus worldattention on issues of cultural loss and

develop and coordinate programsresponding to the preservation of livingTibetan Buddhist cultures as well as theintegrated development needs of itsstakeholders, particularly those mostdisadvantaged.In his address to the group, His Holinessbegan by saying that many of theproblems in today's world are onaccount of a lack of moral principles.He added that it was worthwhile topromote these moral principles, whichare connected to the basic humanvalues.His Holiness said that those people whoprefer investigation rather than faithtend to show interest in Buddhism.Referring to the masters of the historicalNalanda monastery in India asprofessors, His Holiness said theyfavored investigation. His Holinesstherefore felt that the Nalanda tradition,which Tibetan Buddhism follows, wasof special significance at this point oftime.His Holiness said he normally madethree distinctions when it came toBuddhism. First, is the subject ofscience that is touched in Buddhistscriptures. He said these should beconsidered science and not a religion.Secondly, there are issues like theconcept of impermanence andinterdependency, which involvephilosophical viewpoints. These, hesaid should be considered asphilosophy. The third distinction isBuddhist religion.His Holiness said that when we discussall these within the rubric of religion

then it would be difficult to make thedistinction. However, if we take up theissues separately then Buddhist scienceand Buddhist philosophy haveuniversal relevance, he said.His Holiness said that given thedevelopments in Tibet and the Tibetanpeople, we depend on Mongolia to helppreserve this Tibetan Buddhisttradition. His Holiness said that to dothis there was the need of enthusiasmand for more meetings and discussions,like the one they are having today.Thereafter, His Holiness continued hispreliminary teachings of the two texts,Stages of Meditation by Kamalashila aswell as the 37 Practices of a Bodhisattvaby Thokmey Sangpo, completing thesame at the end of the day. At theconclusion, His Holiness explained hisposition on the issue of propitiation ofShugden and asked those who do sonot to receive initiations from him in thecoming days.Before returning to his hotel, HisHoliness led the process of decoratingthe Kalachakra Mandala, which wascompleted today by monks of NamgyalMonastery.In the evening Special Envoy Lodi Gyarihosted a reception in honor of KalonTripa Samdhong Rinpoche. It wasattended by serving and retiredAdministration officials as well as longterm friends of the Tibetan people. HisHoliness the 17th Gyalwa Karmapa alsograced the occasion. Shesaid that Mathatma Gandhi and Dr.Martin Luther King Jr. were twoillustrious personalities whose livescontinue to inspire His Holiness theDalai Lama. HisHoliness said that it was his hope to joinArchbishop Tutu in South Africa duringhis birthday in October.His Holiness said that he had never metMahatma Gandhi or Martin Luther KingJr but that he admired their direct concernfor their respective communities andindirectly to humanity. His Holinessadded that he not only admired but alsoworked to carry on their spirit to promotenonviolence.His Holiness said in the presence of thetwo distinguished guests he wanted toplace on record his commitment to thepromotion of human values and thepromotion of religious harmony. His Holinessunderlined the need for education heresaying that there was the need foreducation of the brain as well as for thedevelopment of warm heartedness.Thereafter, His Holiness switched fromspeaking in English to speaking inTibetan to directly address the Tibetanswho have gathered in the Verizon Centeras well as many others, including inTibet, who were watching the directbroadcast (by Voice of America's Tibetanservice as well as over the internet).He referred to the existing Tibetan feelingof a common identity irrespective ofwhere they were living and stressed onthe need to preserve and promoteTibetan linguistic tradition, which hasbeen there from the time of the religiouskings. Along with the preservation of thetraditional language there was the needto pay attention to modern education.His Holiness advised the Tibetans tostudy Buddhism more deeply rather thanbeing concerned with the ritual aspect.He said the people needed to be 21stcentury Buddhists.His Holiness also expanded on the recentdevolution of his political authority toan elected leadership saying that this wasa positive development. He said throughthe recently held election process, a newKalon Tripa has been elected, who isfrom the younger generation, born inIndia, with a wholesome education. Hesaid this successful devolution ofauthority has challenged the Chineseassumption that the Tibetan issue isdependent on one individual. He said ithas become clear that the politicalprocess will continue irrespective ofwhether the Dalai lama was there or not.His Holiness said from around the ageof 14 or 15, he had very keen interest indemocracy and while in Tibet he hadmade efforts towards democratization byestablishing reforms commission around1952-53. But after coming into exile hewas free to implement his thinking andthus the Tibetan democratic process hasbeen developing over the years. Brussels: Demonstrations againstChinese premier Wen Jiabao's visit toHungary were banned this week, andall Tibetans living in Hungary wererequired to report to the Hungarianimmigration office. Wen Jiabao met withHungary's prime minister, Viktor Orban,on June 25. His visit came amidst theeconomic crisis facing the Eurozone andhopes that China can help Europethrough investment and the buying ofEuropean debt.Peaceful protests by Tibet supporters,the Hungarian Falun Dafa Associationand human rights organizations wereplanned during Wen Jiabao's visit.However, a few days before the visit,Falun Dafa was told that if it did notwithdraw its request to demonstrate allfuture requests would be denied.According to Falun Dafa's president,the ban was due to Chinese pressure.Further, all Tibetans living in Hungarywere instructed to report to theimmigration office in Budapest onSaturday - a move widely seen as astrategy to keep them away from theHungarian parliament in Budapestduring Wen Jiabao's visit. Dharamshala: - While in Washington,DC, USA, His Holiness the 14th DalaiLama, the spiritual leader of Tibetparticipated in a two-day conference onthe Tibetan-Chinese relationship. Dr.Chen Kuide of Princeton China Initiativeorganized the conference, which beganon July 9. Around 100 Chinese writersand democracy supporters participated,along with Tibetans and others.His Holiness began with a generalanalysis of the situation in China, notjust regarding Tibet but regarding Chinaas a whole.Detailing his own history with theChinese government, he claimed that onhis first visit to Beijing in 1954-55, he feltpositively about China. Agreeing withmany of the principles underlyingMarxism and socialism, he had evenexpressed interest in joining the ChineseCommunist Party.Time, however, showed His Holiness thatwhile he admired the principles ofMarxism and socialism, he did not agreewith the way the Chinese governmentwas operating in practice. Thegovernment, according to His Holiness,became filled with corruption and that ithad become a "capitalist communistparty."His Holiness expressed a desire to knowhow the 1.3 billion people living in Chinatruly feel about their government.Viewing the distorting of information andmedia censorship that occurs in Chinaas "immoral," he added that the Chinesepeople have the right to know the reality.Relating this distorting of information tothe Tibet issue, he said that in 2008 theChinese government had characterizedhim as a "demon." Dharamshala- The spiritual leader ofTibet, His Holiness the 14th Dalai Lamawill begin a thirteen day tour of the UnitedStates of America tomorrow, whichcoincides with his 76th birthday.Beginning in Washington, his Holinesswill remain in the Capital for ten days,conducting public speeches on the‘Kalachakra'; which is a Buddhistphilosophy system involving time. Hewill conduct the ritual with monks of‘Namgyal Monastery', and with seniorBuddhist lamas. The ritual willconsecrate the venue. It will also involve

a traditional Tibetan sand mandala, andTibetan Buddhist prayers.The Kalachakra itself will be in aid ofworld peace, and will last for ten days.Between July the 9th, to the 11th,teachings will be given by the Dalai Lamaon Gyalsey Thoikme Sangpo's ‘37practices of a Boddhisattva' (laklensodunma) and also Kamalashila's ‘TheMiddling States of Meditation' (gomrimbarpa); which will be in Washington. Julythe 9th will also see an important publicteaching on world peace.On the 12th of July, the ‘KalachakraRitual Dance' will be held by the monksof Namgyal Monastery. The Dalai Lamawill confer the Kalachakra Initiation thefollowing day to the 15th.‘Tsewang', which in Tibetan Buddhismmeans ‘a long empowerment' will beconducted on July the 16th, as well asprayers for the long life of His Holinessthe Dalai Lama.His Holiness is then due to visit Chicagoon July the 17th, to speak on ‘Bridgingthe Faith Divide', at the University ofIllinois.

Dharamshala: - German ChancellorAngela Merkel on Tuesday (28th June)told the Chinese premier Wen Jiabaothat 'on some issues' (Human Rightsand freedom of press), China andGermany 'still had a long road ahead'of them. Hundreds of activists,Tibetans and supporters in Berlinprotested to against the Chinesecrackdowns on Human Rights activistsincluding people in Tibet during Wen'stwo-day stay in the country.Tibet Initiative Deutschland, a supportgroup for Tibet said that while Merkelwelcomes Wen to her chancellery withmilitary honours, it would release 300black balloons to call attention to thereported detention of 300 Buddhistmonks from the Kirti monastery inNgaba region of eastern Tibet.Regarding Human Rights on theagenda, "What's important now is thatthere is a transparent procedure for AiWeiwei," Merkel said of theinternationally acclaimed artist,imprisoned for two and a half monthsat an undisclosed location on chargesof tax evasion. "On some issues, westill have a long road ahead of us,"Merkel said, citing "the implementation

of constitutional procedures" and"better working conditions for foreignjournalists in China" as examples.China's open check-book has not beenwelcomed by all. ‘Free Tibet' protestersshadowed Wen's tour. he stated that "the people of Tibethave become well aquainted withbrutality and cruelty," and hedescribed His Holiness as "a symbolof dignity, of tolerance and of religiousfreedom."More congressional meetings arescheduled for the following days.Before returning to the US for the restof His Holiness' Kalachakra ceremony,Tsering will travel to Brussels, Belgium.In Brussels, he will attend a meeting ofthe International Network ofParliamentarian for Tibet, anorganization that advocates finding asolution for the Tibet crisis throughdialogue between China and HisHoliness the Dalai Lama's envoys.On 12 July, Tsering returns to the USto take part in the Kalachakra initiationand to continue meeting withcongressional leaders. He also hasplans to speak to the Tibetancommunity in the US. On 12 July hewill join Kalon Tripa (Tibetan primeminister) Professor Lobsang Sangay ina public speech to the Tibetans inWashington, and on 17 July he willmeet with Tibetans in New York.The speaker plans to return to Indiaon 18 July.
