Mission Statement

2 The Sutton Trust

The Sutton Trust will build on its position as the UK’s leading organisation improving social mobility through education. It will expand its work significantly, both nationally and internationally, grow its income from public and private investment, increase its impact on government policy, and improve the educational opportunities for many more young people.

“The Sutton Trust really is what you yourselves say, not just a think tank but a do tank. Not just leading thought, but leading action.”

David Cameron, Prime Minister

3 The Sutton Trust

When the Sutton Trust recently celebrated its 15th anniversary we were delighted to be joined by David Blunkett and Michael Gove. The Trust has enjoyed great relationships with Education Secretaries both past and present. To have the support of such political heavyweights was particularly fitting. The Trust’s impact on Government education policy and funding I believe has been the cornerstone of our success.

Beneficiaries of the Trust’s programmes also joined us at the event. They all come from non-privileged homes; most have parents who never experienced higher education themselves. And now their lives have been transformed: many ended up graduating from Oxbridge and other leading universities; some are now pursuing successful City careers, others are doctors and academics; one advises the Prime Minister.

Sadly, their story of upward mobility remains the exception not the rule. Britain’s low social mobility, and the shocking waste of talent that goes with it, is the biggest social challenge of our times. Fifteen years ago, I set up the Sutton Trust to do something about it.

As the son of a Viennese émigré who grew up on a Council estate in Yorkshire until the age of eleven, I have never forgotten the support that was given to me to make something of my life. It is why the Sutton Trust is dedicated to improving social mobility through education. Its success has been beyond my wildest dreams.

But the challenge we face for non-privileged children growing up now is tougher than it has ever been. We plan to expand our work, and are seeking partners to help secure the future of the Trust – to continue its important work long after I am gone. Together we can make a real impact and transform many lives. I hope you’ll join us.

“From over 100 pieces of research, to brilliant summer schools that give over 1000 students from disadvantaged backgrounds a first taste of life at a leading university, the Sutton Trust really is what you yourselves say, not just a think tank but a do tank. Not just leading thought, but leading action. I’d like to pay tribute to Sir Peter Lampl and everyone involved in your great work promoting social mobility through education.”

David Cameron, Prime Minister

As well as being a think-tank, the Sutton Trust is a ‘do-tank’. The Trust identifies and pilots programmes to help non-privileged children, undertakes independent and robust evaluations, and scales up successful programmes, often on a national scale. Its most significant achievement and source of leverage is its impact on Government education policy and education spending. Its approach is called strategic philanthropy.

Founded in 1997 by Sir Peter Lampl, the Trust and its partners have invested over £40 million in this work. But there is much more to do. If anything, the challenge of low social mobility has got even tougher for today’s children. That is a concern not only for them and their families but for the future economic health of this country. There are many thousands of children and young people from low and middle income backgrounds who would benefit from the extension and development of our programmes and research.

Over the coming years the Trust will expand its work significantly, both nationally and internationally, grow its income from public and private investment, and increase its impact on social mobility through education. We are inviting individuals, trusts and companies to join us in meeting the challenges that lie ahead.

The Sutton Trust has funded and evaluated programmes that have helped hundreds of thousands of young people of all ages from low and middle income homes. It has published over 120 research studies that have had a profound impact on national education policy. Its work is highly influential among leading politicians and opinion formers, and attracts prominent coverage in the national news media.

University access Creating a national university access programme by expanding the Trust’s flagship summer school programme to additional prestigious UK universities, incorporating mentoring schemes and developing teacher summer schools.

Access to the professions Developing the highly successful Pathways to Law programme as a template to work with other elite professions to open them up to talent from non-privileged backgrounds, including the City, medicine, the media, and real estate.

Expansion in the US Expanding the Trust’s work in the US, creating a new cadre of US university summer schools for British students, and working with US Foundations to host an international summit in the United States on how to improve the effectiveness of teachers.

Opening up independent day schoolsCalling on the Government to fund Open Access, a programme that would democratise selection into the country’s leading independent day schools by making entry for children based on merit alone, not ability to pay school fees.

Helping the highly able Piloting programmes that support and stretch bright students from non-privileged backgrounds in state schools, and opening up selective state schools to bright children from low and middle income homes.

Primary schools and the early yearsRaising and realising aspirations earlier in children’s lives, addressing pre-school inequalities in cognitive development, and improving the quality of early years teaching.

ResearchCommissioning studies on social mobility, on early years development, on what works in university access, on international vocational education, on access to the City, on the impact of university fees, on secondary school admissions, and on teacher evaluation and development.

Building on its successes, the Trust will now expand its work in a number of priority areas:

The Challenge

6 The Sutton Trust

The Challenge of Low Social Mobility

Low social mobility and lack of educational opportunity is arguably the biggest social challenge of our times: the income gap between the richest and poorest in society continues to widen, while education opportunities remain overwhelmingly dominated by children from the most privileged homes.

The Sutton Trust’s research has produced some striking statistics which reveal the current state of low social mobility in the UK.

Five elite schools sent more pupils to Oxford and Cambridge universities than nearly 2,000 schools, which make up two thirds of the entire state sector.

8 The Sutton Trust

Strategic PhilanthropyImpact through leverage

“The Sutton Trust over the past fifteen years has done an extraordinary job of campaigning for social mobility and equal opportunity in this country, and also making it happen from its summer schools to its academic work, to its lobbying of government. It is a truly extraordinary organisation and I would say it is the best advocate we have in this country among think tanks and that world for creating equal opportunity and making Britain a fairer place.”

Ed Miliband, Leader of the Opposition

The key to the Trust’s success is strategic philanthropy - leveraging its work to ensure wider impact, whether it is generating private funding for scale-up of proven programmes, or influencing public debate, government policy and, most importantly, government spending. More immediately, the Trust’s work results in significant benefit to the lives of the young people it reaches.

Examples of the Trust’s Achievements

• Landmark Studies The Trust put the issue of low social mobility on the political map through its landmark study by the London School of Economics in 2005. This showed that social mobility in Britain has declined since the 1950s and that, alongside the United States, Britain has the lowest level of social mobility of any developed country for which there is data.

• International Summits The Trust is the most authoritative voice on social mobility. At its international summit in 2012, held in partnership with the Carnegie Foundation, Ed Miliband (Leader of the Opposition), Nick Clegg (Deputy Prime Minister), and Michael Gove (Education Secretary) all confirmed the crucial importance of improving social mobility, and their parties’ commitment to addressing it.

• Cost Effectiveness An independent study by Boston Consulting Group found that, on average, the Trust’s programmes generate a return to beneficiaries of £15 for every one pound invested.

• Government-adopted Programmes The Trust established university summer schools in the UK, which have supported over ten thousand state school students during the last 15 years. Funded with the Trust’s partners and host universities, the programme now supports nearly 2,000 students a year. Based on this model, the Government funded summer schools at the majority of British universities.

• International Expansion The Trust has recently launched a US summer school programme giving UK students the experience of study in Ivy League colleges and other leading universities in America. Following the success of the 2012 pilot programme, 12 state school trailblazers won substantial scholarships to top American universities, including Harvard, Yale, MIT, Dartmouth and Columbia, with many more to follow.

9 The Sutton Trust

• Recognition The Trust set up the £135 million Education Endowment Foundation in 2011 after winning an open competition by the Government as lead foundation with Impetus Trust. The EEF, chaired by Peter Lampl, embraces Sutton Trust principles, piloting and evaluating programmes to boost the attainment of the poorest pupils in the country's most challenging schools.

• Impact on Education In 2011 the Trust published the teaching and learning toolkit, a summary of research to guide schools on the most cost effective ways of spending their Pupil Premium funding for poorer pupils. The toolkit has been used by thousands of state schools, and now underpins the work of the EEF.

• Policy and Media Impact The Sutton Trust enjoys a high public profile averaging over 800 media mentions every year, including coverage in major national media. Sir Peter Lampl and the directors at the Sutton Trust regularly appear on national radio and television programmes, including the BBC Today programme, and Sir Peter regularly contributes opinion columns to the Times and other newspapers. The Trust’s fifteenth anniversary publication highlighted 15 areas where the Trust had a major policy impact.

“The Sutton Trust Oxford summer school had a profound impact on me. Now, looking back, having completed a degree at the LSE and 9 years into a successful career in the investment management industry, I’m immensely grateful for the opportunity I was given – if I were making a list of the key pivotal things which have influenced my life then that summer school would be right up there!”

The Trust

“Sir Peter and the Trust do so much to fight injustice and help the disadvantaged. The Trust’s research shows that how far you travel in this country is determined by your background - where and to whom you were born. That is a national tragedy and one that the Sutton Trust, through its project work, it summer schools, its research and its policy advocacy have has tried tirelessly to address. We need the Sutton Trust to hold us to account; to constructively criticise us when we should do better and hold our hand to the tiller.”

Michael Gove, Secretary of State for Education

There are three interwoven strands to the Trust’s work: publishing research, piloting practical programmes that help students from low and middle income backgrounds, and having an impact on Government policy.

The key to the success of the Trust is that it uses its research and policy influence to ensure that the practical programmes it pilots can be scaled up after rigorous evaluation to benefit thousands of talented young people from non-privileged backgrounds across the country.

The Trust’s programmes are:

• Informed by research and evidence• Developed after due diligence to ensure efficacy and impact• Influenced by the Sutton Trust “DNA” thanks to project

management and oversight• Designed for policy influence/system-wide impact• Highly cost-effective

The Trust’s reputation is built on its:

• Proven record in programme delivery• Expertise in evaluation• Prominent national media profile• Impact on Government and key policy makers• Reach and reputation in schools and universities• Policy expertise and international benchmarking

Together with the Education Endowment Foundation, the Trust has been designated the What Works centre for education by the Government. This is recognition of the Trust’s focus on evaluation and research, as well as the toolkit developed for schools on what works best at improving the results of children, which is now used by thousands of schools across the country. The Trust is developing a Common Evaluation framework for its programmes which will allow it to review its work in a consistent manner.

Improving Lives

18 The Sutton Trust

Educational gaps between the haves and have-nots begin before birth and widen throughout the lives of children.

Sutton Trust programmes improve the educational opportunities at every life stage for young people from low and middle income backgrounds. Programmes are evaluated and if successful scaled-up to a national level by leveraging private money or Government funding.

Sutton Trust research catapults the problem of low social mobility into the minds of policy makers and opinion formers in the UK and across the world. The Trust has, to date, published over 120 research studies.
