The Strategy of Campeche for Climate Change Adaptation Honorable Fernando E. Ortega Berns Governor of the State of Campeche, Mxico COP15, Copenhagen 2009 Slide 2 Coastal concentrated population. Over 70% of population is settled on four coastal municipalities, and around 400,000 inhabitants (around 53% total states population) are settled on coastal towns. 1. Vulnerability of Campeche COP15, Copenhagen 2009 Slide 3 The coastal strip of Campeche is 1-10 meters below the sea level COP15, Copenhagen 2009 Slide 4 Sea Level Rise COP15, Copenhagen 2009 Prediction for the coastline at 40, 60 and 100m; and 1-6 and 14 m Sea level rise model for 2030, 2050 and 2100. Carbon Storage & Sequestration capacity: Real Opportunities in Campeche Rain forest major Rain forest minor Tropical forest minor Tropical forest major Agriculture secundary forests Mangroves Aquatic vegetation Average wood biomass (Ton/ha) with dasometric information of the conglomerates (2004-2009) in Campeche Slide 7 COP15, Copenhagen 2009 Carbon Storage & Sequestration capacity 270 MTC/ha Campeche: Slide 8 Campeche is Mexicos most forested state (3.95 millions hectares), with a high proportion of its territory under some kind of protection regime (>40%) and the largest mangrove and wetlands surface (197,000 has, close to 30% of Mexicos total mangrove surface) all over the country. Forests are reported with the highest carbon sequestration capacity in Mexico (100 mgC/Ha) for an estimated carbon capture of circa 270 MTC. With great opportunities for implementing emission reduction programas and actions, such as UN-REDD With 5,009,773.27 Ha of forests, and low GHG emissions, Campeche has great opportunities for implementing emission reduction programas and actions, such as UN-REDD COP15, Copenhagen 2009 3. Mitigation and Adaptation capacity in Campeche Slide 9 4. Actions for Adaptation to Climate Change Ensure water availability Reduce coastal vulnerability Reduce rural areas vulnerability Ecosystems and biodiversity conservation COP15, Copenhagen 2009 Slide 10 5. Developing a State Climate Change Policiy During 2010, Campeche will develop two major lines of action: 1. Capacity building: a. Creation of the inter-sectoral committee on climate change. b. Design of the State Action Program for Climate Change c. Implementation of the UN-REDD in the region d. Establish cross-cutting partnerships 2. Priority projects for adaptation a.Creating the UN-REDD program framework b.Design ecosystem adaptation strategies COP15, Copenhagen 2009 Slide 11 6. Mexican States Coalition for Climate Change Adaptation COP15, Copenhagen 2009 The sub national governments of Campeche, Tabasco, Yucatn, Quintana Roo, Michoacn, Guerrero, and Chiapas, recognize that our actions -from forests to coasts- for climate change adaptation will substantially contribute to reduce the vulnerability of our coastal zones for sea level rise, and to lower carbon rates.
