Finance Committee - Carol reports that she is reviewing insurance bill for Association with insurer to seek savings. She also repeated her request for ideas for increasing revenue.e. He reported that he had a recent discussion with Congressman Tonko’s office. They are willing to help the City find funds to improve the sidewalks throughout the neighborhood. He invited the Association to offer input on a plan.City Council Member Leesa Perazzo made a presentation concerning a program she leads to cover

graffiti throughout the city. A team of youths are available to paint over graffiti on private homes and private property. She urged residents to contact her via the city website to report graffiti, or text her at 334-1346.John Samatulski of Urban Initiatives made an exciting presentation regarding a plan to rehabilitate three houses on Ingersoll Avenue that have remained vacant for several years. He noted examples of dilapidated structures in Schenectady that his organization has revitalized, and stressed the importance of assuring that these homes are preserved. He stressed that he is “not looking to flip” the buildings, and that he is committed to a long term strategy for the benefit of the neighborhood. A motion was unanimously approved that the Secretary draft a letter to the appropriate city officials in support of this Ingersoll redevelopment project.Meeting called to order 8pm.1. Minutes accepted.2. Spy Report - Sylvie Briber presented an update on the publication of the Spy. Due to current fiscal restraints, the Spy issues are currently limited to eight pages. This limits the amount of content space available.3. Walkabout - Sylvie also presented on the planning for the Walkabout. She is pleased to report that eight committees have been formed to address various parts of the planning process. The goal is to raise $10,000. Four homes have already been recruited. All should “like” the Walkabout Facebook page to show support, and to stay up to date on the planning.4. President’s Report - The President discussed the final report from NY Rising. She noted that the proposed plan to study flood mitigation plans for the Stockade was not part of the report’s recommendations. Mary urged all to contact their representatives in city government to urge that they support this funding moving forward. The membership agreed to send a letter from the Association to the appropriate people at city hall in support of this initiative.5. Nominating Committee - A 3 person slate was presented by the Board for election to the Nominating Committee, including Susanna Sherwood, Jean Zegger, and Colleen Macaulay. There were other nominations from the floor: Lily Alvarez nominated herself, Rich Unger nominated Lyn Gordon. A motion was made by Stephen Boese to accept slate. There was discussion about the ByLaws rules on the makeup of the Nominating Committee, whether to accept nominations from the floor and how to vote on the slate and nominees from the floor. The motion to accept the slate was withdrawn. Motion to close the nominations was made by Greg Sauer, seconded and approved. A vote was taken and Susanna Sherwood, Jean Zegger and Lyn Gordon were elected to the Nominating Committee.

Preparation for the Annual MeetingIn preparation for the election at the Annual Meeting, the Board would like to remind everyone that anyone wishing to delegate a proxy for voting at the Annual Meeting is required to be a member in good standing before they sign the proxy. A completed membership form and payment (see page 5) must be received and recorded by the Association prior to signing the proxy. 6. Finance Committee Report - Carol DeLaMarter co-chair reported. Copies of a revised annual budget and the finance report were distributed by email and at the meeting. The Committee and Board’s goal is to only use the existing checking account balance for basic operating costs of the Association for the remainder of the fiscal year. It appears there is a sufficient balance to cover those costs. Additional transfers from savings would need to be approved by membership. Carol discussed the need for additional revenue, such as raising the membership fee. The basic operating costs of the Association are currently not covered by the fee revenue. Other fundraising options were discussed and the membership was urged to help. Reducing spending was also discussed, including the Spy. Changing the

fiscal year was another Committee proposal since the budget needs to be approved soon after the initial general meeting and before September revenue is fully known. October 1st and January 1st were discussed as potential alternatives.7. Treasurer’s Report - Balance of $27,5258. Traffic Committee - Richard Unger presented information about the master plan for Mohawk Harbor and discussions with City planning and engineering staff. The developer appears to have included Committee recommendations in their plans such as inhibiting right turns onto Front St., slowing traffic from the circle onto Front St. and generally directing traffic from the site to Erie Blvd. The Committee will be meeting with the East Front St. Association to discuss the plans and try to reach consensus.Meeting adjourned at 9:50pm.

The Stockade Association May 2015 Elections At the March 2015 General Membership Meeting of The Stockade Association, a new Nominating Committee was elected to select candidates to fill positions on the Board of Directors at the May 2015 elections. The three members chosen were: Lyn Gordon, Susanna Sherwood, and Jean Zegger. A description of the members follows:

Lyn Gordon: As a resident of Church Street, Lyn served on the Stockade Board of Directors for ten years, first as a Director, then as Treasurer, Vice President, and finally as President. She was involved with the Stockade Walkabout for many years, as Co-chair and then as Chairperson for the last five years of her involvement. Her interest in preservation continues as she now serves as Vice President of the Heritage Foundation. In 2011 she was recognized by The Downtown Improvement Corporation for her contributions to volunteerism. Susanna Sherwood: Susannah has been a resident of the Stockade for over forty years and lives on Front Street. She has served on the Board of Directors, been Vice President, and many times on theNominating Committee. Susanna founded the Secret Garden Tour, and Sherwood property has been on four Walkabouts.Jean Zegger: Jean has been an active member of The Stockade Association during the fifty years in which she has lived on Governor’s Lane. She served on the Board of Directors and on many committees. One them was the Task Force to improve the Erie Boulevard entry to the Stockade, for which she worded the inscriptions for the monuments. She also served on The Heritage Foundation.

Candidates:Carol DeLaMarter grew up near Utica, New York. She has a B.S. in Health Care Management from Utica College of Technology and an MBA from SUNY Albany. She presently is employed as Section Director for NYSDOH AIDS Institute, Office of Medicaid Policy and Programs. Carol has lived on Washington Avenue for 15 years and served on the Stockade Association in many ways: Secretary, Vice President, Chair of Finance Committee, Walkabout Committee and Garden Group. She oversaw the creation of the Historic Stockade Cellphone Tour which included securing $3,800 in funding from Schenectady County to support this educational and tourism initiative.

Robert Lemmerman has been a Stockade resident since 1973, and owned 207 Union St. since 1978. Higher Education-BS in Mathematics; Veteran in US Army, honorable discharge; Working Career-NYS in the IT field; Activities-music and woodworking. Stockade Activities - Walkabout volunteer - Chair of sponsorship committee, 2015. Clean-up volunteer, Hurricane Irene. Stockade Association Treasurer - Finance committee volunteer, 2015. Goals: Work with President and Board to maintain financial integrity of Stockade Association. I support yearly audits, transparency, and making financial records available to SA members; timely filing of required tax forms; compliance with by-laws of Stockade Association; and, a smooth transition to future Treasurers of the SA.

Sean Philpott-Jones’ educational background is in medical anthropology, public health, microbiology and bioethics, with degrees from U.C. San Diego, U.C. Berkley and Union Graduate College (UGC). Most of his career has been spent designing, conducting or evaluating clinical trials, particularly in the developing world. He has also worked on environmental ethics and justice. Currently he is a full time faculty member and Director of the Center for Bioethics and Clinical Leadership at UGC. He and his husband Dan live in and are restoring the Peter Clute House on Green Street. Sean also served as the most popular docent for last fall’s Candlelight Tour.

Keith St. John was an alderman in Albany, New York for eight years. He made national history in 1989 becoming the first openly gay Black elected to public office in the United States. Wherever he has lived, he has been an active participant in civic, community and political affairs. Keith grew up in Westchester County and did his undergraduate work at Yale and Vassar, graduating with a degree in economics. His graduate work in Public Policy studies was done at Harvard and Duke. Keith earned his Juris Doctor from Cornell in 1985. His legal career has included private practice, legal aid, public defender, law professor, and law guardian. Keith has received numerous awards. Presently he is Deputy Counsel in the New York Senate. Keith returned to the Stockade in 2014 and has quickly become involved in the life of the Stockade community. He is a member of the 2015 Walkabout Committee.

Suzy Unger is the daughter and granddaughter of Stockade residents. She received a BA and an MA from George Washington University in History and Historic Preservation. She worked for the National Trust for Historic Preservation and later changed careers to become a social studies teacher in Florida. Suzy and her husband Rich, an urban planner, moved to 216 1/2 Union Street last year and are already involved in community volunteering. Suzy is Secretary of the Schenectady County Heritage Foundation and worked on the 2014 Candlelight Tour as a docent. She presently is serving on the 2015 Walkabout Committee.

Planning on Some Spring Repairs?

Need to apply to the Historic Commission?

Living in New York’s first National Register historic district is a great source of pride for Stockade residents. However, it also comes with a greater responsibility in helping to preserve the historic character of the neighborhood. If you are planning any outside repairs, painting, landscaping, sidewalk replacement, or tree removal, you may need approval from the Schenectady Historic District Commission. Any physical changes to the exterior of your property that can be seen from a public right-of-way (including streets, parks, and waterways) must have prior a p p r o v a l f r o m t h e H i s t o r i c D i s t r i c t Commission. However, if you are simply repairing an exterior part of your house using exactly the same materials, colors, etc. and there are no changes visible from the public right-of-way, you do not need approval. If you have questions as to whether the work you’re proposing will require approval, please contact Matthew Smith ([email protected] or 382-5147).

Fees for the Historic Commission are $10 for residential applications, and $40 for commercial applications. The review meetings are held the third Monday every month at 7pm in City Hall, with applications due two weeks prior. Interweaving: A unique journey through English and Spanish Art Song

With Interweaving, Gretchen Farrar, soprano, and Francisco Roldan, guitar, expresses a commitment to performing songs with classical guitar of varied styles, genres, and eras with a common thread of conviction.   Interweaving or “entretejiendo” in Spanish takes single strands of melody, harmony, poetry, rhythm, and dynamics and fuses them together into a cohesive, expressive whole. The voice and the guitar thread their way in and out of each other, creating a variegated tapestry of sound.  Each work provides its own unique inspiration.  With this program, the duo hopes to add to the honorable tradition of songs by presenting a specially chosen body of works from the Americas and Europe, in English and in Spanish.     Free will offering.
