THE SOUTHERN CAMEROONS/AMBAZONIA GOVERNING COUNCIL
The Southern Cameroons/Ambazonia Governing Council derives its mandate from
SCACUF and all its constituent member organizations with the responsibility to liberate the
southern Cameroons from all forms of colonialism and to restore its statehood. In a
democratic political system framed on separation of powers, governance is distributed
among three branches - executive, legislative, and judiciary. This is an effective way to
prevent the concentration of power in the hands of a small group of people. In this vein,
based on its history and disposition, the Southern Cameroons Governing Council consists
of the following:
The Executive Council
The Legislature
The Judiciary
The Governing Council The Governing Council is committed to the use of a Policy-Making Group, as a means of
ensuring that all the front-line movements are represented as constituent members of
SCACUF and in their uniqueness, remain relevant to the struggle for the restoration of the
independence of the southern Cameroons. The Governing Council has the mandate to
deliberate and advise on major policy, political and diplomatic decisions taken by the
executive Council made up of the Chairperson, the Vice Chairperson and the Secretary-
General.

Honorary Members as selected and decided by the Conclave, the Chairperson of the
Legislature, The Chairperson of the Ethics Committee, The Chairperson of SCAPAC and
the Chairperson of the Judiciary. Membership into the Governing Council requires to be
debated and voted by at least a 70% vote by members of the Council. The Chair of the
Governing Council is the Chair of the Executive Council. In the absence of the
Chairperson, the Vice Chair assumes the responsibility of chairing the Governing Council.
Major decisions are taken by a quorum.
The Conclave Conclaves take place every three months (preferably face-to-face). However on
exceptional basis, the quarterly meetings of the Governing Council may hold virtually. Only
members of the Governing Council are de facto participants at the Conclave. All other
participation is subject to discussion and agreement by at least 70% of members of the
Governing Council. Membership into the Governing Council can only be discussed and
reached at the Governing Council Conclave. The Conclaves are often meetings where Top
Leadership discuss any burning issues and take decisions which cannot be resolved
through virtual meetings.
The Executive Council
Mandate
The executive council exercises authority as informed by its sole mandate, which is to
oversee the restoration of the independence of the Southern Cameroons/Ambazonia. It is
mandated to lead, direct and take decisions on behalf of the movement and as directed by
the Governing Council. The Executive Council has the mandate to execute policy
decisions reached at by the Governing Council. Members of the Executive Council are
elected in a Conclave. The Members of the Executive Council have a two-year mandate
which is renewable once.

Responsibilities
Accordingly, it has as responsibilities to:
Engage strategies, execute policies and enforce laws geared towards restoring the
independence of the Southern Cameroons;
Act on behalf of the member organizations of SCACUF and the people of the
Southern Cameroons with full authority of the Governing Council;
Ensure that adequate structures and resources are placed at the disposal of its
members and members of the various structures of SCACUF.
To effectively achieve the set goals, the Southern Cameroons/Ambazonia Executive
Council consists of:

1. Chairperson
The Chairperson is the head of the Southern Cameroons/Ambazonia Executive Governing
Council and is elected by the Governing Council which consists of all the members of the
frontline movements that are members of SCACUF. As the chief executive, (s)he is
responsible for:
Providing strategic leadership, general supervision of the people of the Southern
Cameroons/Ambazonia at home and in the diaspora;
Leading diplomatic and other major missions concerning the Southern Cameroons
or delegate as he so deems necessary.
Providing overall leadership and vision in developing the strategies and plans
necessary to realize the main objective – restoration of Independence;
Leading the development of strategies that will maximize resource mobilization and

Reporting on such to the legislature and citizens regularly on overall progress and
results;
Ensuring the integrity of the internal control and management systems of SCACUF;
Ensuring effective communications and maintaining appropriate relationships with
all Southern Cameroonian liberation groups at home and in the diaspora;
Ensuring that all operations and activities of the council are conducted in
accordance with international laws, regulations, the organizations Codes of Conduct
and Conflict of Interest Guidelines (will be developed by the Office for Ethics), in
accordance with the policies and practices approved by the legislature and the
Governing Council.
Collaborating with the Vice chairperson and Secretary-General on advocacy and
relations pertinent to their portfolios.
2. The Vice Chairperson
Mandate: Elected by the Governing Council, the vice Chairperson;
Serves alongside the Chairperson to formulate and achieve the vision of the
Executive council and the aspirations of the people of Sothern
Cameroons/Ambazonia
Serves as the Chairperson’s chief resource and advisor on advocacy initiatives by
maintaining a comprehensive understanding of existing policies and strategies
necessary for the liberation of the people of the southern Cameroons
Speaks on behalf of the Executive Governing Council only with mandated powers
from the Chairperson
Executes any other such tasks as deemed necessary by the chairperson that
contribute to the attainment of the vision of the council
3. The Secretary General

Also elected by the Governing council, the Secretary-General is the Chief Operations
Officer of the Governing Council and SCACUF and manages its secretariat on a day-to-
day basis in accordance with the strategies and policies approved by the legislature and
endorsed by the Governing Council. The SG is responsible for the operationalization of the
policy and strategic decisions of the Governing Council and the Executive Council.
Responsibility:
To assist the Chairperson in the characterization of strategic objectives and
priorities for the Governing Council, and to provide the organization with the
administrative and general services leadership needed to carry out its activities with
a concern for insightful innovation, client orientation and cost effectiveness.
Managing the organization to ensure its plans are effectively implemented, the
outcomes are monitored, reported to, and evaluated by the Governing Council and
the people of the Southern Cameroons;
Establishing effective control and co-ordination mechanisms for all operations and
activities;
Manages the day-to-day running of the council and has supervisory role over all
departments including:
Defence
Home Affairs
Economy
Health and Social Welfare
Education
Foreign Affairs
Communications and Information
The Legislature: The legislature is a deliberative assembly with the authority to make policies and laws for

the southern Cameroons. Because legislatures form an important part of most
governments moulded in a frame that respects separation of powers, the Southern
Cameroons Governing Council in exile consists of a legislature that is made up of two
members from each SCACUF country office. It is highly recommended that in constituting
the legislature, regional, gender and age balance be taken into serious consideration. In
accordance with the population of the southern Cameroons in the diaspora, pending
confirmation of the number of people effectively registered, the legislature will consist of
representatives of the following country offices:

DMV Area (Washington DC, Maryland, Virginia, Delaware,)
New England (north-eastern States of Maine, Vermont, New Hampshire, Massachusetts,

Mid Atlantic (New York, New Jersey, Pennsylvania, West Virginia, Ohio)
South East (Georgia, Alabama, Tennessee, Mississippi, Florida, South Carolina, North
Carolina)
West Coast (California, Washington, Utah, Nevada, Oregon, Idaho, Montana, Colorado)
Mid-West (Illinois, Indiana, Michigan, Ohio, and Wisconsin, Iowa, Kansas, Minnesota,
Missouri, Nebraska, North Dakota, and South Dakota)
Southern Cameroonians resident in outlying states like Hawaii and Alaska can choose to
be a part of any of the four

To be qualified as a country office, a region must have at least 100 registered citizens who
pay their regular monthly citizenship levies. This sum will be paid into the SCAPAC
account on a monthly basis by the country team.
THE DEPARTMENTS
DEPARTMENT OF COMMUNICATIONS & ICT
The Department of Communications and Information Communications Technology is
sourced by the SCACUF Communications organ as it strives to provide clear and accurate
information about the work of the governing Council and promotes its values, positions and
decisions. The head of this department serves as the Chairperson’s and Executive’s public
liaison with internal and external stakeholders, at the discretion of the Chairperson and the
Secretary General.
It will consist of two sub-departments:
1. Communications
2. Information Communication Technology
SUB-DEPARTMENT OF COMMUNICATION
The sub-department’s outreach is targeted at:
media;
governments
human rights defenders, NGOs, think tanks and academics;
the people of the Southern Cameroons and the general public.
The department serves all branches of the governing council and takes responsibility for:-
relations with journalists

social media and online communications;
media monitoring and periodic press reviews;
audio-visual production and services;
corporate visual identity;
electronic and paper publications;
take charge of web design and usability, and the content of its main online hub
management of public events and exhibitions.
To effectively function, the department must raise its profile and maintain its reputation by;
responding rapidly to political developments and crises at all times;
focusing on key issues including freedom of expression, the rule of law and judicial
reforms
combatting discrimination, hate speech, corruption, terrorism and cybercrime;
co-ordinating communications of the constituent parts of the governing council.

SUB-DEPARTMENT OF INFORMATION COMMUNICATION TECHNOOGY
Roles
Strategic policy making in the IT sector.
Assisting the government in technological matters.
Assessing the pros and cons of various technologies and launching them in the
country.
Dealing with IT infrastructure installation matters in the country.
Making regulations regarding technology and internet issues.
Responsibilities
Making policies to enhance information technology infrastructure in the country.

Dealing with the telecommunication system issues and making policies to improve
the quality.
Dealing with the complaints related to the internet service provider companies in the
country to take action against them.
Ensuring the blockage of inappropriate material on social media websites.
Facilitating the government to eliminate issues related to cyber-crimes.
Educating the citizens to promote the positive use of social media; and avoid
criminal activities on the internet.

DEPARTMENT OF DEFENCE
Roles
Approving the department budget.
To craft a self-defence strategy and coordinate all silo groups working in self-
defence.
To protect the sovereignty of the country
To conduct operations against terrorism and naval crimes.
Dealing with internal-external security threats to the country.
Advising the leadership on security issues.
Helping civil authorities in disaster situations.
Responsibilities
Dealing with the security threats and safeguarding the population from attacks.
Equipping the armed forces with the state of the art technology to combat internal
and external threats.
Facilitating the intelligence activities against the supporters of the enemies.
Representing the armed forces in the worldwide tours of defence cooperation.
Coordinating with all sections of army, navy, and air force to ensure country's

security.
Forming security alliances with international armed forces to achieve the military
strategic goals of the nation.
Coordinating with the civil authorities during the time of natural disasters and
helping the citizens to provide aid and health care services.
DEPARTMENT OF ECONOMY and RESOURCE MOBILISATION
Roles
Dealing with the department's budget related policy making and approvals.
Assisting the governing council in dealing with the country's import-export issues.
Policy making and implementation to increase revenues from the tourism sector.
Making policies regarding housing sector and making regulations.
Formulating import-export and trade regulations.
Analysing the increase and decrease in the demand and supply of all items within
the country.
Ensuring the implementation of the policies in such a way that will guarantee the
country's economic progress and strong status in the world.
Responsibilities
Drafting departmental budget and sending it to the governing council for approval.
Facilitating the government to make policies in order to increase the trade and
exports worldwide and to decrease the country's reliance on the imports from other
countries.
Dealing with the demand and supply issues of the commodities inside the country.
Suggesting the tax increases for the rich land-owners in the country.
Dealing with the government-owned property and assets affairs
Dealing with treasury issues, making strategies and ensuring the implementation of
the strategies.

DEPARTMENT OF EDUCATION
Roles
To promote education nationwide for citizens of Southern Cameroons/Ambazonia.
To ensure that each child under the age of 18 years is offered quality education,
regardless of family background.
To increase the standard of education in the country and make strategies
accordingly.
Drafting the budget of the department for publishing of the curriculum books funded
by the government.
Providing the financial aid and national or international scholarship facilities to
deserving students.
Responsibilities
Drafting the budget to implement the educational strategies and policies nationwide.
Assisting the government in drafting educational reforms and policies.
Promoting education at all levels by awarding particular prizes and gifts to
deserving and hardworking students.
Ensuring that the curriculum of the schools, colleges, and universities is up-to-date
according to the required international standards.
Facilitating teachers and provide professional training to them on behalf of the
government.
Dealing with the pension issues of government teachers and lecturers after their
retirement.
Facilitating Research and Development activities in the educational field especially
in science and technology.
Acquiring property to establish government schools, colleges and universities.

DEPARTMENT OF FOREIGN AFFAIRS
Roles
To maintain the diplomatic relations with countries worldwide in the country's
interest.
To protect the rights of the citizens living abroad by having relations with different
countries and governments.
Drafting policies to promote the national culture in various countries, and to help
organize national cultural programs abroad.
Advising the present government on various foreign policy issues.
Protecting, upholding and promoting the national interests to promote the country's
integrity.
Monitoring and analysing the regional issues and developments across the world.
Facilitating the other departments of government to establish foreign links.
Responsibilities
Drafting the departmental budget to meet the needs of the department.
Making international strategies to improve foreign relations.
Solving visa related and other issues of citizens living abroad.
Dealing with criminal cases inside the country perpetrated by foreigners coming into
the country by being in contact with the foreign embassies and security
organizations.
Facilitating foreign nationals to establish their businesses in the country if the
foreigners intend to do heavy investments in the multinational companies.
Advisory services to the government to establish foreign relations with different
countries and making policies for it.
Dealing with student visa and business applications of citizens who intend to go
abroad for studies or business purposes.

DEPARTMENT OF HEALTH AND SOCIAL SERVICES
Roles
To do budgeting for the department by analysing expenses and revenues.

Formulating health laws and banning the use of hazardous drugs or materials.
Facilitating Research and Development in the health sector to analyse various
issues that cause health problems in the communities.
Building public hospitals to increase the government funded health facilities for the
communities and citizens.
Ensuring the availability of the required medical technology to facilitate health care
services.
Responsibilities
Formulating health policies and keeping checks and balances on medical facilities.
Assisting the government in making health related policies and regulations to better
the health standards.
To make the latest medical technology available for improvement in healthcare
services.
To take action against drug abuse and provide treatment for people addicted to
drugs.
Improving research activities to improve the effectiveness of healthcare services.
Establishing government –funded hospitals for the health care of the citizens.
