On another positive note, hiring has resumed and will continue for the rest of the year as needed. The new-hires will be filling in the remaining vacant slots in the First Officer seat from the last system bid. CBA 12.C.3 states, “Crew Planning limitations shall apply until 48 hours before showtime of a trip or series of trips, except that such limitations do not apply to a sequence of trips that includes an optional assignment (e.g., make-up, trip trade, volunteer or draft)" Also the 2015 CBA added the ability to view a Draft trip before accepting: CBA 25.O.3. “A pilot must accept or reject a DRF assignment at the time it is offered, and provided that it has been constructed and is available for viewing in VIPS.” In short, please review any optional assignments before accepting.

Health Screening and Immigration

In some countries, the screening and immigration process is taking longer than historical times. If there is a delay getting through this process, please call Scheduling or the Duty Officer.

This is a difficult time. The rapidly changing flight schedule is tasking everyone. Please utilize your best judgment out on the line. We all would like to see some level of stability. While still high, the rate of change has slowed over the previous few weeks, and hopefully, we can gain that needed stability in the coming weeks.

June is a 4-week bid month with no major holidays affecting the build. Compared to May ’20, the A300 bidpack saw an approximately 2% increase from 12,818 to 13,083 hours. This increase is primarily due to gauge changes throughout our bidpack in response to the current COVID-19 system form.

As with last month, there are numerous added layovers not typically in our bidpack due to COVID-19 system form changes. Conversely, system form changes also resulted in the removal of some of our typical layovers. The high potential for additional system form and gauge changes after the bidpack closes could lead to revisions in our published flying and potential substitution occurrences.

June is a four-week bid month. We constructed 31 Captain and 31 First Officer lines. There are no holidays in June that impacted the bid pack. 13 of the lines this month include a carryover pairing.

During the build process, we requested 12 changes to 10 different pairings due to deadhead and line building concerns. Most of our requests were addressed.

We had a higher BLG this month which was significantly higher than our historical average BLG (4-week bid month) and in line with the target BLG for HKG and the 777 for this month. While the higher target BLG assuredly means more pay, it also means that the lines could not be built as cleanly as usual. Numerous pairings that are normally week on / week off have an additional trip to bring up their BLG. In particular, the week on / week off carry over lines (AMS, BCN, BSL, CDG HSTBY, EMA) are constructed with additional trips.

New this month, the LGG pairings (BSL, EMA, MXP, STN) now all include city purity. These pairings are constructed primarily with two legs per night, a hub turn at LGG, and a layover in the same city all week.

Due to local government restrictions on entering and exiting Hungary, all trips in the bid pack with deadheads to/from BUD are constructed with a company jumpseat between VIE and BUD. This is indicated in the bidpack by “FX” preceding the flight number or in VIPS by an “X” in the DH column on the pairing display. These trips are built with a commercial deadhead to/from VIE and a layover before/after the jumpseat on the company aircraft.

Most deadheads for June are on Lufthansa with a few on SAS and Air France. All deadheads in the pairings were planned based on the latest available commercial airline schedules. The week before bid pack publication, the EUR PSIT reviewed all deadheads on the Lufthansa, SAS, and Air France websites to verify the schedule. However, as with April and May, we expect commercial airline schedules to change around the time of bid pack publication.

Please remember that all EUR FDA pairings within the European theatre shall be scheduled and operated in accordance with domestic parameters (CBA 12.D.1.c).

As with the May bid month, we expect significant revisions to pairings in June. Please take the time to review CBA 25.H and 4.L (substitution), CBA 5.B.1.a, and CBA 5.B.1.h (hotels during turns), and CBA 8.A.3.c-e (deadheads on company aircraft). When trips are revised, particularly if they include GT to/from FRA or LGG, ensure that the GT portion of the deadhead is scheduled per FDA LOA K.1-2, CBA 8.B, and 12.B.1.c-d.

If any scheduling issues arise (deadheads, unusual trip revisions, etc.) please fill out an INSITE Report and submit a PDR to the EUR PSIT. Unlike with social media posts or WhatsApp messages, these reports must be followed up and provide us with historical data.

The June bidpack isn’t very different from May. Operations at the EWR GSO hubs remain suspended so we’ve lost that flying and associated hotel standby lines. We don’t know exactly when it will come back but we do see an encouraging sign that the company published the ORD-EWR carryover trip into July.

SYR flyers will notice a different build pattern of the weekend layover lines. The company desired to combine the daytime deadheading SYR pieces with the night SYR hub turn to create AM and PM out and backs only on Thursday. This reduces the purity of the SYR night line and eliminates some, day-flying pieces. Instead of building the night lines traditionally with a random Thursday piece, we built the flying out of the weekend layover to maintain city purity. Expect to see day and night SYR flying back to normal in July.

As you all know, we're seeing a lot of revisions and substitution as the system remains in flux. The main page of the FedEx ALPA website has a good Substitution Flowchart if you find yourself in substitution (it's an orange tile). Many of these changes are caused by late gauge changes which are, of course, the company's decision. Hopefully, over time these changes will subside.

Some have inquired about the changes in hours to the 757 bidpack. Line counts don’t give a full picture since the company artificially increased our normal credit hours with many more than normal long weekend layovers for reliability and exposure mitigation. But by any measure: line counts, credit hours or block hours, flying in the 757 is down approximately 20% year over year. Below is the data from last June and our last pre-COVID19 4-week month:

On a brighter note, the company has told us they need to hire into the right seat of the 757. Average BLG’s for First Officers are ~74 credit hours in June and as the last bid trains out, the FO seat will be short.

The good news is we got some flying pairings this month as the Company pivoted back to continue layovers in China.

It’s still very challenging to position crews around the system so you will see that reflected in some operational jump seating that, if operate as scheduled, will be covered under the COVID-19 Mitigating Travel Measures MOU.

In acknowledgment of the extraordinary operational issues concerned with Covid-19 screening and clearing into China, the Company listened to our arguments and added a great deal of layover time to pairings beginning and ending in CAN to insure fatigue mitigation and CBA minimum layover times.

Some of the South APAC flying concerning SGN, HAN, and CRK, is being created and flown as ad-hoc, or extra flying. This impacts the number of Regular lines in the bidpack.

This month we saw a mismatch in the pairing design that we caught late in the process. We ended up with a large number of high CH value pairings that didn’t have any small pairings to

match to make a legal (over 68 CH) line. This resulted in the loss of another 12 regular lines, and as such, you'll see 970 CHs in open time even before the conflict window. There should be a lot to choose from for the CIC and Secondary process.

With all the operational challenges and duty extensions going on, when your duty day finally ends, it's important for planning and CBA compliance to update your duty time with the Duty Officer/CRS.

In closing, the situation in APAC seems to change every day. We need to hear about your experiences on the line when things aren't going as planned and/or impact safety. June 2020 is a four-week bid month with no holidays impacting the build. Commercial deadheads remain challenging, as a result, weekend layovers remain a prominent feature of our bid-pack.

The SFO and GEG flying added last month is back again for June. These lines were built with the addition of a critical duty period trip to reach the minimum bid line guarantee (68:00).

We saw a marginal increase in ATL Out and back trips for June, this allowed the construction of pure AM and PM out and back lines. New cities this month are PHL & EWR. We saw the loss CLE, MIA, and all EWR-BOS-LAX loop trips.

The COVID-19 issue continues to dominate pairing construction for the 767. The Company has built-in a mitigation strategy that includes the elimination of some deadheads by creating longer layovers, increased numbers of out and backs, and building extra time on the front end of deadheads.

Your PSIT scrubbed pairings for the existence of scheduled deadheads as currently known. The passenger carriers are changing plans daily, so there is no guarantee that the scheduled deadhead will still be there in June. We continue to stress that one considers using the scheduled deadhead to position for trips versus deviating.

SIBA flying beginning this month will not contain any intra-Europe flying. As such, we only had enough trips to construct twelve lines versus the normal fifteen seen in recent months.

The double deadhead Europe pairings were mostly built to deadhead into CDG to begin a trip for better reliability. DUB trips are being scheduled into Dublin on Aer Lingus, which has demonstrated excellent reliability on operations. Please note that intra-Europe flying has been seeing many operational revisions over the last month.

The 767 picked up some MD domestic flying (IND-EWR-IND, MCO, etc.) because of the MD being deployed for increased Asia flying. We do not know how long this will continue.

Some GEG and SFO day flying was pushed to the IND bidpack again this month.

SFO days are normally mixed with TPA days since SFO is an “exception city” per CBA 12.C.2.d. The TPA layover was reduced to less than 13 hours, making it unsuitable as a hook. We will be working with the Company to restore the layover length to make it compatible again.

MTY and QRO are now mixed on the same pairing. The new design may appeal to Mexico flyers. We are eager to receive feedback on this new design.

Your PSIT wants to receive feedback from the line. This is especially true now with all the dynamic changes taking place across the system. Please utilize the PDR system. Consider also utilizing Insite Reports to the Company to allow them to better understand changes and issues affecting actual operations in the field.

June 2020 exhibits some significant changes in the Anchorage bid pack. There are over 850 hours of Captain RF2 flying. First Officers have barely 150 hours of RFO flying. This creates a significant difference in line count between the two seats. Manning numbers are lopsided and we have not been notified of a bid.

There are only 3 single departure lines. The number of smaller trips (e.g. ANC-MEM-ANC) is on the increase. Many of these were left in open time as they couldn’t be built on lines. Low pay-per-day conflicted with the minimum days off requirement.

We anticipate an ever-changing schedule through June. Please continue to make sound decisions when confronting any unforeseen issues.

The June 2020 bid-month is a 4-week month, ending on the 28th.

As of this writing, we are in continued operation under the China OIM dated 8 FEB 2020, and the COVID-19 MOU dated 11 APR 2020. Both of these Company/ALPA agreements have applicability to many of the international pairings built for June. Please keep yourself familiar with these two documents, particularly as you navigate bid period processing for June.

Unfortunately, we are seeing a loss of total credit hours allocated to our domicile. For June its approximately 18% and is reflected by fewer lines in the bid-pack. After some inquiry, we were informed that there is likely additional ad-hoc flying to be expected in our domicile.

We continue to see an increase in HNL-KIX internationally, and notable new domestic city pairs this month are SEA-PHX and PHX-OAK.

For First Officers lines, 2007 and 2009 are RFO only, single departure lines.

June is a 4-week bid month. We asked for 30 of the 494 preliminary pairings to be changed and in the finals, 217 trips were changed and over 164 or 30 percent of the trips were new.

Social distancing continues as more policy changes develop with mandatory mask-wearing in some locations. Expect changes to travel restrictions and Covid-19 testing internationally. Keep up to date by checking online at Pilot.FedEx.com and FDX.alpa.org and be flexible. Please review the Covid-19 Mitigating Travel Measures MOU as we continue to use Jumpseats for crew movement in some locations where travel is restricted.

Domestically longer weekend layovers continue into next month with the company avoiding passenger deadheads. You can expect to continue seeing revisions as we are now in month two of the commercial airline's scheduling consolidation. The pairings are built with a snapshot of the passenger airline schedule. By the time the monthly award is published, and Global travel starts to purchase tickets expect revisions due to canceled flights.

June is a 4-week bid month. Flight hours for front-enders decreased just under 1400 hours when compared to May, while RFO flight hours remained approximately the same. We were initially given 693 pairings to review and submitted a change request on 244 of those pairings. Of those change requests, we were able to get numerous changes and 29 pairings fixed.

While there were no major holidays to affect the build, the COVID-19 saga continues to have a significant impact on bid pack construction. Also, June's pairings when compared to May contained 150 less "small pieces", which are considered to be pairings with a TAFB of four days or less. We need these small pieces to complete lines with non-single departure pairings. Consequently, their absence made it difficult to reach legal BLG while constructing many lines. This resulted in a decrease in the number of lines we were able to build, which in turn led to an increase in the number of trips left in open time for the secondary line holders, especially in the FO seat.

As many of us are aware, trip revisions are numerous and oftentimes assigned on short notice. Please read the COVID-19 Updates Tab on the PFC website before every flight. This is an excellent source for wading through the myriad of different country rules and regulations as well as an excellent place to find required immigration and health documents specific, and sometimes mandatory, to each country. Having the correct documents can streamline the entry and exit procedures. Keep in mind that these rules and regulations are etched in Jell-O and can change at any moment.

Even in the absence of testing, PVG and CAN immigration and health department delays of up to 3 hours have been reported while in-processing. According to CBA section 12.B.2, If a pilot is delayed in the completion of his assigned duties beyond the scheduled or rescheduled termination time of his duty period (extended customs clearance, maintenance, surface deadhead), that duty period shall end at the completion of those duties, provided he notifies CRS of his actual termination time before entering legal rest.

There is an uptick in the use of jump seats on Company aircraft. We were able to limit jump seats to city pairings between which commercial travel was not allowed at the time of pairing construction, in accordance with the Travel MOU. These commercial deadhead travel restrictions stem from the everchanging individual restrictions on commercial flights between, and sometimes even within, countries. We expect the use of Company jump seats to be the norm until countries start to loosen their COVID-19 restrictions on deadhead travel. The Memorandum of Understanding (MOU) document between the Union and the Company addresses some of the rules and restrictions concerning the Company's use of jump seats.

The sequence, SYD-SZX-KIX, is once again found in several pairings. This sequence is being operated to avoid layovers in SZX.

Confirming the correct class of service and compliance with the AACL (Approved Air Carrier List) guidelines on deadheads remains the most time-intensive part of the pairing review process. Many of the airlines we use operate multiple configurations of the same aircraft type; some without a flatbed seat in business class. This is difficult for both the Company and the PSIT to track down. As always, please keep your PSIT in the loop.

Pairing revisions seem to be the norm as country entry guidance was continually being clarified. Although every effort was made to ensure a quality scrub of the pairings, we would appreciate any feedback if you notice something lacking.

Crewmember critiques on pairing design or occurrences in the field have resulted in pairing changes. It has come to our attention that some crew members are under the false impression that you have to call in fatigued to fill out a fatigue report. This is not true. If it's worth complaining about on the crew bus, it's worth an INSITE report and/or PDR.

Trip Services

Due to the COVID-19 pandemic, many of our international and domestic contract hotels along with their restaurants are closing daily. There have been over 100 FCIFs detailing changes to layover hotels recently and it's anticipated additional FCIFs will be issued going forward. At most locations, food availability ranges from takeout at local restaurants still offering pick-up to online Apps for food delivery (Doordash, Uber Eats, Grubhub, etc.).

At two international locations (CDG and STN), food availability is so scarce that our locally contracted flight kitchens are delivering crew meals to the hotels. Many times, the status of the hotel and food availability are changing so rapidly that crewmembers are the first to know. It is imperative to submit timely INSITE tickets to the Company as well as PDRs to the committee so this critical information can be disseminated, and the appropriate action is taken to address your hotel and/or catering/food availability issue. Your PDRs and INSITE tickets have made a positive impact in several locations. The new MOU should help with the burden of the “restricted to rooms” locations. Let us know about other locations as they arise.

International Inflight Catering UPDATE – COVID-19 Catering Vendors with Abnormal Operations (Updated April 10, 2020 @ 1445Z)

Menu Selection Suspended – Catering vendor is still providing service with non-standard meals that have been approved by Crew Travel Services: BOG, CGN, DUB, FRA, HNL, KIX, PTY and YEG.

Limited Menu Selection - Catering vendor is still providing service with a reduction in the number of FedEx meals available for order: HKG.

Catering Service Not Available – Catering vendor has shut down operations with no other options in these cities. Catering being arranged for downline or with through boarding: BOM, CRK/MNL, DEL, HEL, JNB and MAN.

1. For any actual layover in a non-U.S. location at which a pilot is required to isolate within his hotel room, the pilot’s Hotel Room Cancellation (HRC) bank, Section 8.C.2.h. (122) shall be credited with $100 per 24 hours (or portion thereof) of layover. The list of applicable

locations shall be updated, as governmental authorities’ requirements change, by mutual agreement of Company and ALPA SIG.

For any actual layover in a U.S. location at which a pilot is required to isolate within his hotel room, the pilot’s HRC bank shall be credited in the same manner as above if the Company has not otherwise provided catering through alternative means.

CRS Flight Services Desk (FSD) – Due to myriad COVID-19 pairing changes, the Crew Resource Scheduling Flight Services Desk is routinely making hotel and ground transportation assignments only a few hours prior to landing. In the event your pairing still shows “PENDING ASSIGN” for your hotel the day of travel, please contact them (901-224-5100 Option 1) to determine your layover hotel.

Hotel Receipts

There are increased numbers of non-contract hotels in reaction to the COVID-19 pandemic. Additionally, as the Company moves crews from our contract hotels due to either the hotel closing due to lack of occupancy or even restaurant closure, crews will be assigned to an increasing number of non-contract hotels where the corporate credit card must be used and the hotel receipt must be retained for monthly expense report reimbursement. Please remember to get your receipts and make timely submissions on expense reports. As the coronavirus continues to spread worldwide, the Trip Services Committee, the Scheduling Committee, and our MEC leadership continue to monitor the hotels being assigned by FedEx management. Typically, ALPA is not consulted regarding non-contract hotels, so your feedback is essential. Many of the changes are in reaction to either hotel or restaurant closures. Non- contract hotels may require the use of the corporate credit card for payment. In this case, the hotel receipt must be retained for monthly expense report reimbursement.

Please remember to get your receipts and make timely submissions on expense reports. Due to the evolving nature of this issue, please consult PFC "COVID-19 Country Rules and CIQ Procedures" as well as review your pairing VIPS Trip Recap to ensure you are assigned to the correct hotel.

INSITE Tickets

The most efficient way for management to be made aware of and correct issues pertaining to hotels, catering and ground transportation is via the INSITE Reporting System. If you have a hotel, catering or ground transportation concern/issue, positive or negative, we encourage you to submit the ticket. Please submit a separate ticket for each issue (for example, please submit one ticket for a hotel issue and if there was also a ground transportation issue, please submit a second ticket.). These tickets, combined with your correspondence to the Trip Services Committee, are reviewed at our quarterly meetings with the Company and are instrumental in making changes. The committee receives a copy of the INSITE report once Crew Travel Services investigates and replies to the submitting crewmember, but if you feel your issue hasn’t been resolved, please contact us via the Pilot Data Report (PDR).
