President’s Report

Well we will not be having another Friday night meeting as we are still in the grip of COVID 19. So following

the rules of social distancing and no groups larger then two people we will not be running any club events un-

til these rules change.

What is in place for the long term at the moment is that the autocross round 3 will not be running on the

19/4/2020. The Rush will not be running on the 25-26/4/2020. The autocross round 4 will not be running on

the 3/5/2020. Club night will not be running on the 29/5/2020. The autocross and khanacross round 1 will not

be running on the 31/5/2020.

June:- Hillclimb One Tree Hill canceled. Spring Winton unsure. Club night 26/6/20 unsure. AGM unsure?

All events are up in the air at the moment so we will just have to follow restrictions and wait this out.

The committee is working hard to keep things moving along as best as we can; with jobs that have been on the

back burner are finally getting done. Thanks to all of the committee for the work that they do.

As the end of the financial year is coming up fast; which for club members means that membership will be

due. With these odd times of the unknown and some jobs being so unsure we hope that you can still pay for

you memberships but we do understand if this does become difficult.

In other news the phone books are still able to be delivered. Noel rang the COVID-19 inquires hotline to

check. There are still some areas that have not being delivered to yet so please ring Noel if you find yourself

having some free time.

Still looking for land so if you see anything ring the committee.

I hope everyone had a very good Easter. I know it has been bloody different to any Easter I have ever had

before. I also hope that everyone is staying safe and continuing to practice social distancing.

What a year!

So far, 2020 has become the year of e-sports, with not much else on, it seems

strange but we’re all sitting down to watch virtual car racing on the T.V!

Still, it’s keeping people interested which is the most important part of it all,

those motorsport fans without much of a backyard, shed, or deserted road net-

work are going to find trouble getting out there and getting some seat time in.

While we don’t have the BLCC track on Forza yet, I’m sure a night of throwing

Supercars around at least keeps you fit and ready to go once the lockdown is lift-

ed and we can get back into the swing of things.

So good luck and best of health to everyone!

See you at the club, sometime!

Rallying to Remain Affordable

Motorsport Australia (MA) have quietly introduced new rules and exemptions to encourage new and

returning competitors into special stage gravel rallying at reasonable cost.

BLCC is therefore planning to run this year’s Steve Richards Memorial R4S Introductory Rally under the new

“Rally Regularity Regulations” – hopefully 3 October, as a “piggy-backed” event to our Daryl Tunbridge

Trial.

MA’s Rally Regularity Regulations were published on 2 March 2020 after smart negotiation with several

stalwarts of grassroots rallying. They were trialled successfully for the George Woods Introductory Rally on

23 February – the only MA rally able to run in Victoria so far this year. I have summarised as follows:

Club Plate Scheme

NEW CPS APPLICATIONS

Once becoming a member of the BLCC and after a period of 3 months a member can apply to place a vehicle

or motorbike into the CPS

There are forms for the Club and Vic Roads to be completed as well as a series of 7 photos of the

relevant vehicle. A current RWC is also required.

A check list of documents required is available at the Club

Bring all documents to the Friday meeting and submit to our Permit Officer, Rick Pope.

After obtaining Club approval all documents are taken to Vic Roads by the applicant for processing.

You can apply for a 45 or 90 day permit.

A fee of $5 is payable to BLCC on application.

RENEWALS

As of May 23 2017 all CPS renewals will be carried out at the Friday night general meetings.

The procedure is as follows.

On arrival to the meeting, members will be able to place the Vic Roads renewal form on a marked table just

inside the door (accompanied by the $5 fee), to be signed by one of our signatories

(Rick Pope; Barney Haddon; Chris Hall).

At the completion of the meeting members will be able to pick up the signed form on departure.

Members will be notified if an inspection of the vehicle is required prior to signing.

If unsure that an inspection is required, call the Permit Officer prior to the meeting.

Stirling Moss 1929 - 2020 Sir Stirling Moss and his sister Patricia, are often regarded (and with good reason) as the greatest drivers in

the history of motorsport.

The results and statistics only speak part of the story in regards to Stirling though, a driver of such regard

meant he was often left to his own devices in regards to car set-up and modifications which often backfired as

ideas that would now be seen as revolutionary failed, as even in his own position of being the best F1 driver

since Fangio, Stirling still tried to gain that extra tenth of a second out of any car he drove.

Retiring after a practice accident in 1962, Stirling made a few returns over the following years in touring cars,

notably coating the racing line of Mt Panorama in oil in 1976 as a direct result of that famous Bathurst crash

involving John Dellaca and a locally sponsored Triumph Dolomite.

Stirling was still driving in public demonstrations up to 5 years ago until age and injuries from a fall stopped

him, and even then remained a staunch reminder of the glory days of open wheeler racing.

He died, aged 90 after a long illness.

Andrew Cowan 1936 - 2019

Dr. Robert Hubbard 1943-2019

Will Hagon wrote of his experiences with the great Andrew Cowan, who won the Southern Cross rally five

times in a row;

“Talking to him at a televised Catalina Park Rallycross meeting, I commented about how daringly close he got to other competitors in his Mini, especially on the dirt and water splash sections.

“It’s safest that way, being close. If the driver you’re following loses control you’ll just have a light touch as you go by but if you’re a way back, he spins and you can’t avoid him, it will be a heavy crash.”

Another time he set me a problem: ‘You’re driving quickly down a road and can’t see which way it goes over the hill ahead. Where do you place your car?’

“In the middle of the road?” says I, uncertainly.

“No, then you’re not ready for whichever way it goes. Get it cocked up on one side of the road, ready for a

corner. If it goes the way you’re headed, fine. If it goes the opposite way, do a Scandinavian flick and you’re

ready for it in the other direction.”

Cowan died in October 2019 after a short illness, they really don’t make them like that anymore!

Now Dr. Hubbard died all the way back in February 2019, but given his standing in the world of motorsport, his pass-

ing should be marked with the best. Commissioned by his Brother in Law, IMSA racing Jim Downing,

Hubbard was to design a head and neck restraint system called the HANS Device.

The period of the 1990’s to Early 2000’s in motorsport was marred by an ever growing list of well-known

drivers being killed by skull fractures and craniovertebral injuries, and this was only because these sort of injuries were

starting to be recognised and diagnosed in this period.

After Europe, American motorsport followed suit and adopted the HANS device after the death of

Dale Earnhardt Sr., who had refused to wear a HANS device. Since the wide-spread introduction, the death rate

in motorsports has declined sharply, saving hundreds of lives from death and many more from serious injury.
