Volume 80, Issue 19 – 4 November 2014 As there is no meeting this Tuesday I have taken the liberty to highlight some of the 2014 budget proposals relating to Social Services which were not passed on the night of 30th November. The proposed legislation that was not passed were:
Changes to Australian Government payments by pausing the indexation on certain income and assets test free areas and thresholds for 3 years
Indexing pensions & pension equivalent payments (other than parenting payment single) to the CPI (Consumer price index) instead of weekly average earnings or the Pensioner & beneficiary living cost index.
Reducing Social Security and Veterans entitlements income test deeming thresholds
Resetting the Assets Test Deeming Rates Thresholds to $30,000 for singles and $50,000 for couples from January 2017.
Exclude from social security and veterans entitlements income test payments made under the young carer bursary programme.
Include the tax free superannuation income in the assessment of income for qualifications for seniors health card
Increase the age pension qualifying age, and the non-veteran pension age, from 67 to 70 years by six months every 2 years, commencing on July 2025
Extend to 19 weeks the portability period for seniors health cardholders
Limit the overseas portability period for disability support pension from 1 January 2015
Abolish the pensioner education supplement from 1 January 2015
Limiting the large family supplement; removing the per-child add-on; revising end of year supplements to their original values and ceasing indexation.
Reducing the primary earner income limit; limiting family tax benefit Part B and introducing a single parent supplement.
Remove the 3 months backdating of disability pensions from 1 January 2015 The above are only the legislation repealed that the writer believes will be relevant to the readers and members of the RCE
DISTRICT GRANT APPROVED The RCE has been successful in a District Grant for $7,000. The funds will go towards the purchase of a generator for the Bahay Tuluyan Centre in Manila, Phillippines.
