I am so very excited about this year and we are already doing many exciting things. The RMGPA Board has been busy launching a new website; attending NIGP’s Leadership Symposium and Chapter Manager Conferences; holding the annual Strategic Planning meeting to review where we have been and where we are going; hosting 4 different professional development opportunities; confirming 11 classes for 2015; coordinating Spring Conference; and celebrating National Purchasing Month. We have several events showcasing procurement professionals throughout RMGPA, sharing best practices and knowledge, as well as participating in key training sessions. Thank you to the Programs Committee, City of Greeley and special guest, Michael Asner, for providing a fantastic and informative Spring Conference. We celebrated Purchasing Month, learned more about RFPs, and recognized member successes and accomplishments, as well as a retirement. Colorado Governor John Hickenlooper issued the 2015 proclamation to recognize March as National Purchasing month. Greetings RMGPA Members!

March is National Purchasing Month and the changing of seasons to Spring.

It is a great honor to serve as your President for 2015. I am so very excited about this year and we are already doing many exciting things. The RMGPA Board has been busy launching a new website; attending NIGP’s Leadership Symposium and Chapter Manager Conferences; holding the annual Strategic Planning meeting to review where we have been and where we are going; hosting 4 different professional development opportunities; confirming 11 classes for 2015; coordinating Spring Conference; and celebrating National Purchasing Month.

We have several events showcasing procurement professionals throughout RMGPA, sharing best practices and knowledge, as well as participating in key training sessions. Thank you to the Programs Committee, City of Greeley and special guest, Michael Asner, for providing a fantastic and informative Spring Conference. We celebrated Purchasing Month, learned more about RFPs, and recognized member successes and accomplishments, as well as a retirement.

2014 Buyer of the Year Award Submitted by Curt DeCapite, Awards Committee Chair

The following RMGPA members passed the October, 2014 UPPCC Exam and earned their professional designations:

The coveted Certified Public Purchasing Officer (CPPO) and Certified Professional Public Buyer (CPPB) credentials, recognized throughout the public procurement profession, demonstrate an

individual’s comprehensive knowledge of public procurement.

Each year, RMGPA honors the best among us by presenting the Buyer of the Year and Manager of the Year awards.

The 2014 RMGPA Buyer of the Year is Traci Gorman, CPPO, CPPB, from Arapahoe County! Traci has been working in public procurement since 2004. She spent many years on the RMGPA Board in various roles. In 2010 and 2011, Traci was the Program Committee Chair, and from 2011 to 2013 she was the Awards Committee Chair. She also was the elected Chairwoman for the Multiple Assembly of Procurement Officials from the middle of 2013 through the middle of 2014.

As the Purchasing Agent for the Arapahoe County Sheriff’s Office, Traci has streamlined the ordering process and made ordering more convenient for both new and replacement uniforms for deputies. She is also in the process of developing an online training class for the County’s purchasing card program.

Traci was recently cited in the cover story of the October 2014 issue of Government Fleet Magazine. The article is titled How to Streamline the Procurement Process, and Traci’s perspective highlighted the savings realized by issuing County bids for vehicles, as opposed to piggybacking off State bids which include equipment not needed by the County. Another issue she discussed was the timeliness of the State’s bid process compared to being able to receive vehicles in the first quarter. The full article can be viewed here:

RMGPA Spring Conference Notes Submitted by Toi Matthews, State of Colorado

Spring has returned…and public procurement professionals embraced the new season at the 2015 RMGPA Spring Conference in Greeley, Colorado! A wonderful time was had by all and a special thanks to the Union Colony Civic Center staff and the City of Greeley for hosting our group. Special thanks to all members and volunteers that participated in the success of this year’s 2015 Spring Conference.

The day began with a continental breakfast and networking with colleagues, followed by opening remarks from Molly Mcloughlin, 2015 RMGPA President, and Victoria Runkle, Assistant City Manager of Greeley. As March is nationally recognized as Procurement Month, we celebrated our fellow procurement professionals and watched a video interview between Molly Mcloughlin and Governor Hickenlooper. The Governor discussed the value that public procurement adds to the government, and emphasized that transparency and accountability are key factors for the success of government and public procurement.

During the morning session, several RMGPA members were celebrated and acknowledged for 2015 Rewards, Volunteer Service in 2014, and recent CPPB Certifications. A Special Recognition was held in honor of Sharon Williams, who celebrates retirement after more than 20 years in RMGPA and the procurement profes-sion. Sharon was presented with a Lifetime RMGPA Membership and award for her outstanding service to RMGPA. She went on to discuss how the organization is like a family to her and she encouraged the younger/newer members to seize available opportunit ies and ut i l ize the “seasoned” members to learn methods and strategies for procuring goods/services “the right way.” This portion of the conference was concluded by recognizing the newest members to RMGPA.

After exuberant recognitions and celebrations, the star of the day, Michael Asner (Michael Asner Consulting), began his presentation, “Bullet-Proofing Your RFPs.” Michael opened with a story

about his long-term relationship with RMGPA and its members. He shared an abundance of information on Statements of Work while integrating witty narratives that correlated with his career in procurement as well as lots of useful resources and strategies. During the morning session, Michael also solicited questions from the audience, with topics ranging from Evaluation Criteria, Vendor Participation, Evaluation Teams, and Color-Coded Evaluation. He concluded the morning session with an introduction of the basics/fundamentals of developing an RFP.

The 2015 Spring RMGPA Business Meeting preceded lunch. We enjoyed a recap of the 2014 RMGPA Winter Conference as well as updates from all committees. Key announcements included a summary of the importance of procurement professionals obtaining CPPB/CPPO certifications and the related deadlines for the 2015 exams, the

NIGP Chapter Ambassador’s Program, and the Chapter of the Year Task Force. Traci Gorman was named 2014 Buyer of the Year and presented with an award.

After lunch, Michael Asner continued with his presentation on developing an RFP. Michael provided examples from his book, The Request For Proposal Handbook, and Best Practices for im-plementing the RFP Process, which in-cluded topics such as :

E v a l ua t i on M e t ho d o l og y , M a n d a t o r y Requirements, Cost, Scoring, Negotiations, and Critical Success Factors just to name a few. Overall, the 2015 RMGPA Spring Conference was well attended and seemed to be enjoyed by all. Kudos to Michael for an outstanding and informative presentation.

We are pleased to announce that we will be taking the 2015 RMGPA Summer Conference to the Western Slope, in beautiful Glenwood Springs! Join us June 11-12, and make connections with other procurement professionals. The conference will open with a key-note by Nancy Noonan, presenting The Art of Masterful Networking. The remainder of day one will include breakout

sessions you may select based on your individual needs, and time set aside for Open Forum with our RMGPA family to get help and insight on your burning questions or issues facing your organization. On day two, Walt Stasinski is our closing keynote speaker. He will send us off with an energizing presentation to improve our outlook at work – The Power of Fun at Work. There are many ways to get to Glenwood Springs: planes, trains, and automobiles. If you have the time, you may want to consider taking the Amtrak from Denver. New Member Discounts & Scholarships In 2014, RMGPA began offering New Member Discounts for Professional Development events. These discounts, in the amount of $200 each, were offered to individuals who have been RMGPA members for less than twelve months. Opportunities for Business at the Sixth Annual Procurement Expo

Minority Business Office and State Purchasing Office partner to help Buyers, Sellers

DENVER (March 9, 2015) The Minority Business Office and the State Purchasing Office hosted the sixth annual Advance Colorado Procurement Expo, The Buyers’ and Sellers’ Marketplace. Growth of the event from 55 to 92 exhibitors (67% increase) forced a change in venue, and this year’s Expo was held at the Grand Hyatt Denver, 1750 Welton St., Denver, CO 80202. The event was held from 9 a.m. – 3p.m., with free workshops for businesses who wanted to learn the strategies of creating buyer-seller partnerships, especially at state and local government levels. Attendees explored the Expo floor and visited with both “buyers” and “sellers” at their booths at no charge. Procurement professionals had the opportunity to share information about procurement procedures, upcoming projects and answer procurement-related questions.

New Chair for Chapter Enhancement Committee

The Board of Directors would like to welcome Roman Hernandez as the new RMGPA Chapter Enhancement Committee Chair. Roman is a Purchasing Agent/Contract Writer at the Colorado Department of Transportation. He is excited to be involved with RMGPA and looking forward to leading the Chapter Enhancement Committee. And we are glad to have him “onboard”!

Colorado DOT Procurement Observes March as Purchasing Month Excerpted from Article Written by Dennis VanPatter, March 10, 2015

CDOT's Center for Procurement & Contract Services is observing the month and utilizing the opportunity to heighten awareness of the services the group provides to all of CDOT. "We're hoping during this month to heighten awareness of what a great Procurement team we have here at CDOT," noted CDOT Procurement Director Bob Corman. "We want everyone to know we're here to help them obtain the goods and services they need, and we strive to provide excellent customer service while we're doing that." Colorado Governor John Hickenlooper issued a statement that said, in part, "Governmental purchasing organizations are to be commended for their diligent pursuit of efficiency in the in the operation of government through their commitment to seeking goods and services of the highest value in terms of quality and price to maximize the benefit provided by the citizens of this state." In 2014, CDOT's procurement division handled over $600 million in transportation spending, including $200 million in Intergovernmental Agreements and Contract Grants. A total of 9,176 Purchase Orders were issued department-wide last year. "We have an outstanding team in Procurement at CDOT," Corman noted. "Sometimes these observances tend to focus too much on managers and not enough on workers and the team concept required to get the job done correctly and efficiently. That's why we gathered our entire group for a team photo. We try to work with one voice, keeping in mind one vision and our overall mission. If we can provide the highest standard in customer service, we will have done our jobs."

Beth Hewes, CPPB, is the Programs Committee Co-chairperson for RMGPA and is a Purchasing Agent for the Governor’s Office of Information Technology. She has been with the Governor’s office for the past 18 months, where she supports the Department of Revenue with their IT-related purchases. She likes the diversity of the position and the people she works with and very much enjoys learning this new commodity area. Beth feels constantly challenged to learn new things and she is finding the IT customers she works with are keeping her on her toes with all that she is learning.

Initially Beth began using RMGPA to assist with the job search when she moved out here from Texas. After finding a job in Colorado and becoming more involved in RMGPA, she quickly fell in love with all of the networking and continuing education opportuni-ties our Chapter has to offer. These opportunities and our warm and welcoming members have made Beth proud to belong to RMGPA.

While in Texas, Beth held her certification as a Texas Certified Public Purchaser from 2001 to 2012. The State of Texas has their own purchasing certification program. Once Beth started with the Governor’s Office of Information Technology, her goal was to obtain her CPPB. As of last summer, Beth now holds her CPPB.

T h r o u g h o u t h e r purchasing career, Beth has purchased a wide range of products. Everything from simple office supplies to sludge b o x e s , p i p e l i n e improvement projects to the re-cabling of a building for up-to-date network cabling. She has always told her customers that if they can get a business and budget approval, she will buy anything. When one of her IT teams found that out, they jokingly asked for a submarine. To this day, they have been unable to justify the purchase.

Outside of work, Beth enjoys traveling. Each year, she and her husband travel to see different parts of the U.S. and the world. She has been to all 50 states and over 10 countries, mostly in Western Europe and the Caribbean. Beth also loves reading, hiking and exploring different breweries with her husband.

With these articles, I would like to display the different types of volunteerism that keeps RMGPA running smoothly. During these interviews I will give examples of what kinds of volunteers we have and need in our everyday functions. The first function I want to focus on is Surveys. How many of you have gone to a conference and filled out the survey? How many have wondered who creates the surveys? We have a person who has been doing this for two years now. Her name is Pam Smith. Pam comes from Academy School District 20 since August of 1997 in the Purchasing – Contracting Department as a Data Entry Clerk. She then moved to Assistant Buyer and has joined several committees as well as found a love for planning meetings. Pam has enjoyed the conferences and classes held by RMGPA. She has taken classes and had the chance to host a couple of the NIGP classes as well. Pam joined RMGPA Programs committee in 2012 preparing the Surveys. The person who does the surveys must prepare them before the conference, and will have to do this four times a year. The surveys help the Programs committee plan for speakers, catering and locations of the meetings for RMGPA. This helps the Programs committee keep their thumbs on the pulse of what types of speakers, where a conference will be appreciated and what types of food should be ordered for future conferences. I had the pleasure of speaking to her about this responsibility. She was a little wary of doing this right away, but after finding out what it entailed, she jumped right in. Since then she has tackled catering, making up the certificates for the speakers and introducing the speakers to the conference members. She has also had the opportunity to ask for a Mayor to welcome our RMGPA members to a spring conference. Pam has been a very successful volunteer for RMGPA.

NIGP Leadership Symposium, January 29-31, 2015 Submitted by Skeet McCracken, CPPO, CPPB, Vice President

The 2015 NIGP Leadership Symposium was held in Chantilly, Virginia, and was a gathering of all of the Vice Presidents to discuss what it means to become a leader of a chapter. The first thing we had to do was take two tests to show what types of strength based leadership we each bring to the table. These tests break down our basic behavior styles and the strength based leadership report shows our personalized strength insights. We learned how to notice the strengths in others and how it effects the team.

Don Buffum, 2014-2015 NIGP President, said about the experience with this Symposium, “This event is a great opportunity to help our chapter in multiple ways. First, it is important that we provide the leadership needed by the chapter as it strives to grow and advance our profession. Second, by gaining knowledge about how to become a better leader we will become a resource to others in our chapter as we take on the role of mentoring future leaders. The Leadership Symposium will equip us with new knowledge and the motivation and passion to provide that leadership and become a mentor to others. Professional Public Procurement can and should have a positive impact on society and the local chapter is the place for the practitioner to go to get the education, networking and support to ensure they have the right tools. NIGP can provide the resources but it is up to the chapters to take the message and spread it far and wide.”

The Super Bowl was playing this same weekend and ended up being the theme for the Symposium. The first event was the NIGP’s Super Bowl Tailgater which consisted of a collection of secrets, solutions and successes for a winning chapter playbook. This featured the “Idea Wall of Fame,” which was to capture the brilliant Chapter plays/ highlights from the year. We visited four tables which represented the four quarters in a football game. Each table represented challenges we faced within our Chapters, such as membership, programs and volunteerism within the chapter. It was a great ice breaker for everyone and we were able to make contacts with other Chapter leaders during this event.

Other football-themed activities followed, such as building our Super Bowl Team by using the strength-based leadership process. We were equipped with the knowledge of four domains of leadership strengths: executing, influencing, relationship building, and strategic thinking. With these strengths we learned how to investigate how they contribute to the leadership experience within the chapter and work environment. We discussed the relevance of this experience for work and volunteer roles. We also explored the importance for the leaders to invest in strengths, understand others’ needs, and build intentional strength-based teams. There was a highlight during the event that I wanted to leave everyone with: If you would like to see what a real leader is like and how leadership can be broken down, then Google the dancing shirtless guy at https://www.youtube.com/watch?v=fW8amMCVAJQ . This is a good representation of what it takes to be a leader. It takes guts, risk taking, and the lack of inhibitions when relating to others. We could all learn from the first person to join in with the dancing shirtless guy. Take a risk and let your inhibitions out so you can succeed in what you are personally interested in. I want to thank the membership for this opportunity to learn strategies on how to lead. I also want to invite the members of RMGPA to join the board committees. We need everyone to get involved and dedicate a little time to help RMGPA grow.

Bill Summary—Joint Technology Committee. The bill makes the following modifications in connection with the office of information technology (office). Defines "enterprise agreement" for purposes of the office as an agreement to purchase information technology equipment and other information technology-related goods or services; Redefines "enterprise facility" for purposes of the office to include specified state buildings and vendor facilities where state data, equipment, information technology, and information technology-related goods will be stored or where information technology-related services will be performed. Clarifies that procuring enterprise facilities and using enterprise agreements for procurement purposes are included in the responsibilities of the office; and, Eliminates provisions that exempt the office from using emergency procurement procedures specified in the "Procurement Code" and that require the office to promulgate rules for emergency procurement procedures

Bill Summary—Currently, public entities in construction-related contracts are prohibited from being indemnified for the public entity's own negligence. The bill clarifies this provision by specifying that: It also applies to a design contract and to an obligation to pay for the defense of the public entity; The contractor's obligation is limited to the amount of negligence attributable to the contractor and its agents, representatives, subcontractors, and suppliers; and The obligation only arises when the amount of its liability for the losses of the third party are adjudicated.

Bill Summary—Pursuant to the "Colorado Employment Security Act," service performed by an individual for another is deemed to be employment irrespective of whether the common-law relationship of master and servant exists, unless it is shown to the satisfaction of the division of labor in the department of labor and employment (division) that the individual is free from control and direction in the performance of the service. The bill removes the requirement that freedom from control and direction must be shown "to the satisfaction of the division."
