PART 1MUNICIPAL INFRASTRUCTURE SUPPORT PROGRAM (MISP)
MAJOR GOAL :
Assistance to Serbian municipalities in preparing infrastructure projectsfor financing (NIP, EU/IPA, EBRD, KFW, ...) and construction.
Serbian communities will benefit by having better quality of services in:
- Environmental Infrastructure
- Social Infrastructure
- Economic Infrastructure
OBJECTIVES
Strengthening the capacity of municipalities in preparation and implementation of infrastructure projects.
Enabling municipalities and public utility companies to access financial funds for infrastructure projects.
THREE COMPONENTS(2/3)
1. Policy dialogue and PUC transformation Working groups (SCTM, Serbian Ministries) prepare policy recommendations (‘Green Paper’). Review of inter-municipal co-operation models.
2. Programming and Project Preparation MISP supports the Serbian Government on the preparation of infrastructure projects for funding (NIP, IPA, ..) through the SCTM’s SLAP pipeline of projects. MISP will execute Feasibility studies and recommend on Design and Tender Documents.

3. Project implementationTendering and supervision in the regional solid waste management projects in Uzice (Duboko) and Pirot, and monitoring of projects in Subotica (waste water treatment), Indjija (water supply) and the M25 Regional Road rehabilitation.
Plus: MISP provides training for the municipalities and PUCs in multi annual planning and FIDIC contracting.
EU/EAR funded program (history 2003-2007: 46 M€ invested incl. 18 M€ EAR grants)

WHICH FIELDS OF MUNICIPAL INFRASTRUCTURE ?
ENVIRONMENT Water supply, wastewater, solid waste management and district heating
SOCIAL Sheltered housing, facilities for the disabled and education facilities
ECONOMY Tourist sites, urban renewal and industrial parks.

Including the closure of existing dumpsites.
(1) Present landfills
(Semi) illegal dumpsites Some sites have lawsuits pending No alternative Uncontrolled Problems with: leachate, fires, smell Strong need for “Duboko” regional landfill No closure plans / after care present
(2) Transfer stations
Foreseen in every municipality (ex Uzice)

A Weighbridge
A ramp towards an unloading platform
A drum screen with an integrated plastic bags opener. The waste is separated in a fine and coarse fraction
Two sorting lines consisting of a conveyor belt with handpicking
A magnetic separator

PET bottles separated on colour
Paper/carton and (when technical possible) plastic fraction shall be compacted
The recycle line requires a plot of at least 2 ha
For internal transport purposes 2 shovels are required.
