This correspondence has been prepared to support a request for modification (SSD 8640 MOD 2), specifically in relation to pre and post construction dilapidation reporting in the vicinity of adjoining residential properties. The following Conditions of consent relate to vibration criteria: Vibration Criteria C18. Vibration caused by construction at any residence or structure outside the site must be limited to: (a) for structural damage, the latest version of DIN 4150-3 (1992-02) Structural vibration - Effects of vibration on structures (German Institute for Standardisation, 1999); and (b) for human exposure, the acceptable vibration values set out in the Environmental Noise Management Assessing Vibration: a technical guideline (DEC, 2006) (as may be updated or replaced from time to time). C19. Vibratory compactors must not be used closer than 30 metres from residential buildings unless vibration monitoring confirms compliance with the vibration criteria specified in condition C18. C20. The limits in conditions C18 and C19 apply unless otherwise outlined in a Construction Noise and Vibration Management Plan, approved as part of the CEMP required by condition B18 of this consent GHD prepared an acoustic report (Report #2127011 dated April 2018) for the Picton High School project which was approved as part of the original SSD and addressed both noise and vibration impacts of the development and construction works. In relation to the findings of the GHD assessment and the Conditions of consent, Taylor notes the following: Based on Table 3-6 of GHD report, Construction Damage may only occur if Peak Particle velocity is 15mm/s (higher magnitude may also be acceptable at higher frequencies) Based on Table 4-4 Vibration generated by several equipment listed ranges between 2.5 to 7 at 8m~10m distance According to table 4-5 of the GHD assessment, these values reduce significantly once distance exceeds 30m Project Surroundings: o Western Boundary along Argyle Street no residential buildings within 30m from major works o Southern Boundary Shared with Temporary school and no residential buildings within 30m from works

12 March 2021 The Principal’s Authorised Person Mace Australia Pty Ltd Suite 1703, Level 17, 44 Market Street Sydney, NSW 2000 Attention: Mr Carl Alderson Project: Picton High School Redevelopment – 480 Argyle Street, Picton, NSW 2571 Re: Statement relating to SSDA conditions C18, C19 and C20 Taylor has been engaged to complete the redevelopment of Picton High School Project which has been approved under SSD 8640 dated 20th December 2018. This correspondence has been prepared to support a request for modification (SSD 8640 MOD 2), specifically in relation to pre and post construction dilapidation reporting in the vicinity of adjoining residential properties. The following Conditions of consent relate to vibration criteria: Vibration Criteria C18. Vibration caused by construction at any residence or structure outside the site must be limited to:

(a) for structural damage, the latest version of DIN 4150-3 (1992-02) Structural vibration - Effects of vibration on structures (German Institute for Standardisation, 1999); and

(b) for human exposure, the acceptable vibration values set out in the Environmental Noise Management Assessing Vibration: a technical guideline (DEC, 2006) (as may be updated or replaced from time to time).

In relation to the findings of the GHD assessment and the Conditions of consent, Taylor notes the following:

• Based on Table 3-6 of GHD report, Construction Damage may only occur if Peak Particle velocity is 15mm/s (higher magnitude may also be acceptable at higher frequencies)

• Based on Table 4-4 Vibration generated by several equipment listed ranges between 2.5 to 7 at 8m~10m distance

• According to table 4-5 of the GHD assessment, these values reduce significantly once distance exceeds 30m

• Project Surroundings: o Western Boundary along Argyle Street – no residential buildings within 30m from major

works o Southern Boundary – Shared with Temporary school and no residential buildings within

30m from works

o Eastern Boundary – Shared with Temporary school and no residential buildings within 30m from works

o Northern Boundary – Residential buildings and structures along boundary which vary in distance between 4m and approximately 20m

Having regard to the above, Taylor hereby confirms the following:

• Taylor has have not used (and does not intend to use) any vibrating compactors within the 30m distance stated in condition C19.

• Prior to commencement of works (limited to civil works, construction of at-grade car park and access) along the northern boundary, Taylor intend to obtain pre-construction dilapidation reports to capture existing condition of all residential buildings and structures

o 468 Argyle Street o 27 Coachwood Crescent o 29 Coachwood Crescent o 31 Coachwood Crescent o 33 Coachwood Crescent o 35 Coachwood Crescent o 37 Coachwood Crescent o 39 Coachwood Crescent

• During the abovementioned works, Taylor propose to install vibration monitors to closest residential buildings and structures which includes 468 Argyle Street and 27 Coachwood Crescent The Monitors will establish benchmark records for vibration impact on these buildings and is intended to confirm the values presented in GHD report.

After completion of the works, Taylor will conduct a Post Construction dilapidation in accordance with condition D5 of the Development Consent Kind regards Hazem Gergis Project Manager
