BACKGROUND
Starting 01.03.2015, the Agence National de Verification de Conformite aux Normes (AVCN) Implemented the Niger Inspection and Verification of Conformity (IVoC) Program as per the Decree n°2014-487/PRN/MMDI of 22nd July 2014 for the Provision of Inspection and Verification of Conformity to Standards.
Under this program, AVCN requires that imported products which standards were declared compulsory are to be verified for conformity to the relevant approved Niger and/or other Niger technical regulations.
THE OBJECTIVES
The IVoC program aims to:
• To ensure the quality of products as well as the health, safety and environmental protection of Niger Consumers;
• Protect the public against substandard products that can endanger public health, safety and the environment; and
• Protect local manufacturers against unfair competition from imported products which do not comply to local Standards
GENERAL FEATURES
• Goods imported into Niger shall require a Certificate of Conformity (CoC);
• CoC is a mandatory Clearance document for each shipment;
• Exporter is liable for any or economic consequences arising from goods shipped without CoC;
• Responsibility for compliance lies with the supplier/ exporter.
PVOC PROCEDURE
To obtain a CoC the exporter/importer must:
• Submit filled in Request for Certification Form (RFC) and Pro-forma invoice;
• The above shall be together with documents proving conformity such as test reports, data sheets, quality management system certificates and if any, existing approvals;
• SGS confirms the route (see below) and applicable standards;
• SGS shall coordinate product sampling and testing with an accredited or approved laboratory (if applicable);
• Please note inspection shall be done only after all the above requirements are met and payment made in full by the client.
Accredited or approved laboratory include:
• SGS laboratories accredited to ISO/IEC 17025;• Third party laboratories accredited to ISO/IEC 17025• Manufacturers’ laboratory complying with the ff:
• Quality Management System (QMS) in place;• List of test equipment together with the latest
calibration certificates.
ROUTES OF VERIFICATION
ROUTE A: Applicable to any goods and any trader; unregistered suppliers or manufacturers;
ROUTE B: Recommended for frequent exporters of homogeneous products; and
ROUTE C: Limited to Manufacturers, certified products

The above fees do not include:
Testing: to be quoted on a case by case basis
