MESSAGE FROM THE CHIEF

WhilebeingveryblessedandfortunatetobetheChief of Police for thecityofAberdeen,Imustalwaysremainvigilant

in giving credit where credit is due.Thiscreditfallssquarelyonthewomenand men who serve and protect ourcommunity.Onadailybasis,theofficers,detectives,andsupportstaffmembersperformtheirdutyandserviceatahighlevelofskill,withdedication,compassion,competency,andresolutedetermination.Imagineajobwhereyoumustinvestigateadomesticviolenceincident,andlatermake an arrest of a perpetrator, de-escalateahostileconflict,talkaperson

outofharmingthemselves,orassistasexualassaultvictimwithathoroughandprofessionalinvestigation.Thesecallscanoccuronthesamedayofashiftforanofficer.Themissionoftheofficerisverycomplexandourofficersmustpossessmanyskillsandhavetheheartofaservantandprotector.TheAberdeenPoliceDepartmentisblessedandveryfortunatetohavethesupportofthecityadministration,thecitycouncil,andthecommunityofAberdeenwhoprovidethedepartmentwiththenecessaryresourcestosucceedinourmission.ThecitizensofAberdeenpaytaxesforpublicsafetyservices.Itisveryreasonableforourcommunitytoexpectacertainrealisticreturnfortheirtaxdollarexpenditureswhichisprotection,service,andoftenthesolvingofcrimes.In2019therewereseveralincidentsofintentionaldamageinvolvingindividualsshootingcarwindowsandpropertywithBBguns.AlloftheseincidentsweresolvedbyAberdeen’sofficersanddetectives.In2019therewereseveraloccasionsofcitizens’storageshedsbeingburglarizedandnumerouspropertyitemstaken.Onceagain,thesecrimesweresolvedbythedetectivesandofficers.Wewereveryfortunatetoresolvethesecrimesforourcitizensandallowthemtheopportunitytohavetheirpropertyreturnedorreceiverestitutionthroughthecourtsystem.Thescenariosmentionedabovearesmallfractionsoftheaccomplishmentsachievedbythedepartmentstaffin2019.Manythingsinlawenforcementgounmentionedasitinvolvesthesufferingandvictimizationofourcitizens.Wecan’topenlydiscussdetailsonmanycrimesandincidents.AstheChief,Iseeonadailybasistheincrediblejobourstaffperformsandhowmucheffort,skill,andcompassionisaffordedtoourcrimevictim.When giving credit I must mention and thank our cityadministration, the city council, and you, the citizens ofAberdeen.Ourdepartment isblessedwiththeresourcesandtoolsweneedtosuccessfullycompleteourmission.Onesuchresourceistheabilitytocontinuetoprovidetrainingandeducationforourstaff.Withtheresourceswehavebeenprovided,wearebuildingthetalentofourstaffandsupervisorson a yearly basis for sustained success. I believe when

employeesareproperlytrainedandreceivecontinuedtraining,efficiencyandeffectivenesswillbecommonplace.Iwanttothankourcitizensfortheiractiveinvolvementinthesafetyandsecurityofourcommunity.Weregularlyreceiveinformationandtipsfromcitizensaboutcrimes.Manytimes,wereceiveinformationfromourcitizens,whichisinstrumentalinsolvingacrime.Youmayalsobeawarethedepartmenthasplacedastrongemphasisonbusinessesandhomeownersimplementingsecuritycamerasystems.Camerassolvecrimes.Feelfreetocontactourdepartmentatanytimeifyouwouldlikeafreesecurityassessmentofyourbusinessorhome.Aberdeenbusinesses,faithbasedorganizations,andotherserviceorganizationsaresimplythebest.Onayearlybasiswe receive invaluable support from our businesses andorganizations.Whetheritissomeonedroppingoffacookie,donatingtotheNationalNightoutevent,orabusinessgivingawayaCamarotoanAberdeenresidenttopromotecitizensputtingupsecuritycameras,itisprofoundtoseehowmuchsupportwereceive.Thankyou.Asyoureviewthisreportyouwillbeabletoobservethecrimesandoccurrencetrendswedealwithoverthecourseofayear.Crimeandsufferingrelatedtoillegaldrugandsubstanceuse,stillisapredominantthemeinourwork.Mentalhealthrelatedissuesarestillaprimaryconcernwiththedepartment.In2019manylocalcommunityserviceorganizations,communityleaders,andleadersfromourcriminaljusticesystemmetthroughoutthecourseoftheyeartodesignamentalhealthprocessthatwouldallowofficerstheabilitytodirectlyconnectapersonexperiencingamentalhealthconcernwithalicensedmentalhealthprofessionalthroughanon-call,phonebasedservice.This24/7processoffersthepersonexperiencingthecrisistohaveimmediateaccesstoamentalhealthprofessionalanditwillalsofacilitatethepersontobeabletoschedulefollow-upappointmentswiththeprovider.WewouldliketorecognizeallwhoparticipatedindesigningthisnewprocesstoincludeNortheasternMentalHealth(NEMH),AmySandersonwithNEMH,Sgt.TonyBisbeewiththeAberdeenPoliceDepartment,andPastorJonDroege.InthisannualreportyouwillseethatwelostRogerOrmandin2019.RogerwasaretiredAberdeenpoliceOfficerwhowasknownandlovedbymanyinthecommunity.WhenIstartedwiththeAberdeenPoliceDepartmentin1992,RogerwasalreadyasaltyveteraninlawenforcementandaproudveteranoftheUnitedStatesMilitary.WenewguyswereluckytobeabletoworkwithRoger.Rogertaughtmemanythings,whichincludedhowtobehumblewhenbeingapoliceofficer,usingcommonsensewhendealingwithcommunityissues,andmostimportantly,developandmaintainhobbiesandpassionswithyourfamily.Hewillbegreatlymissedbyall.Ialwaysstruggletosumupayears’worthofworkinafewparagraphs.Eachyearofpoliceworkisalongandchallengingjourney.In2019,Ifeelwemetthechallengesandservedthecommunitywell.Pleasefeelfreetocontactmeifyouhaveanyquestionsorneedassistance.

OPERATIONS DIVISION

Theyearof2019kepttheAberdeenPolice Department busy. I havesubmittedthefollowingreportfortheOperationsDivisionoftheAberdeenPoliceDepartment.

TheAPDOperationsDivisionincludesalloftheofficersassignedtothePatrolDivision.Staffingof the Operations Division consists of onecaptain,sixsergeants,25officers,andsevenreserveofficers.

Thefunctionsofthedivisionsare:

▪ Toprovidepoliceservices24hoursaday;

▪ Investigationofcrimes;

▪ Responsetoalltypesofcallsforservice;

▪ Trafficcontrolandenforcement;

▪ Trafficcrashinvestigations;

▪ Saturationpatrolsfordifferentlawenforcementefforts;

▪ Crowdcontrolformajororspecialevents;

▪ Unusual,special,and/oremergencyoperations;

▪ Warrantandsummonsservice;

▪ Airportsecurity;

▪ Escorts;and

▪ Securityassessments.

TheOperationsDivisionCommander’sresponsibilitiesincludeallcallsforservice,patrolfunctions,theFieldTrainingOfficerProgram,SpecialResponseTeam,bicyclepatrol,crime-freehousing,neighborhoodwatch,securityassessments,andothermiscellaneousassignments.

Theofficersareassignedtooneofthreeshifts:

▪ Ashift–0700to1700hrs.

▪ Bshift–1400to2400hrs.and1700to0300hrs.

▪ Cshift–2100to0700hrs.

Duringeachshift,awatchcommanderwillbedesignatedastheofficerwithsupervisoryresponsibilityovertheshift.EachwatchcommanderreportstoandisaccountabletotheOperationsDivisionCommander.Eachshifthastwosergeantsassignedasshiftsupervisors.Thesergeantsoneachshiftworktogetheronedayoftheweek.Thesergeantsandofficersworkfour10-hourshiftswiththreecontinuousdaysoffduringtheweek.Officersbidforshiftseveryfourmonths.Sergeantsrotatetoadifferentshifteverysixmonths.

STAFF UPDATESTheAberdeenPoliceDepartmenthiredsevennewofficersin2019.Theofficersare:JordanDanielson,GregBrooks,DyllenFleckenstein,MychalRydeen,JakobHeyd,BraxtonFarmen,andKaseyKurtz.Theseofficerscompletedtheirtrainingandstartedworkingontheirownin2019.

EQUIPMENT UPDATESIn2019theAberdeenPoliceDepartmentaddedtwonewpatrolvehicles.Bothvehicleswerefour-wheeldriveChevroletTahoes.Thesevehiclesreplacedtwoolderpatrolunits.Thedepartmentalsoaddedaremote-controlleddroneandrobottobeutilizedduringincidentsforsearchingpurposes.

The Services Division of theAberdeenPoliceDepartmentiscomprisedofseveralspecializedunits that perform integral

functionsinsupportofpatrolefforts.TheServicesDivisionincludestheDetectiveDivision, the Records ManagementDivision, the Property and EvidenceDivision, the Parking EnforcementDivision,andtheAnimalControlDivision.TheServicesDivisionalsooverseestheNSUOfficerprogramand theSchoolResource Officer program, as wellas the Reserve Officer program, theD.A.R.Eprogram,theExplorerprogram,andtheCommunityPolicingprogram.Alldepartmenttrainingiscoordinatedthroughourdivision,andwearealsoresponsibleforgrantprocurementandfunding.

TheDetectiveDivisioninvestigated503crimesin2019andmaintainedanextraordinaryclearancerateatover97%.

Detectivesareaskedtorespondatalltimesdayornight,toworkthemostdifficult,violent,andcomplexcrimesthatoccurwithinourcommunity.Theirprofessionalism,dedication,andwillingnesstosacrificeforthebettermentofourdepartmentandthecommunityasawholedoesnotgounnoticed.

Weremaincenteredaroundthetenetsofcommunity-orientedpolicingandstrivetoincreasepartnershipsthroughoutthecommunity.ThroughtheServicesDivision,ourdepartment

iscontinuingtoincreaseouronlinepresencethroughsocialmedia.WeareutilizingFacebookforpressreleasesandtorequestassistancefromthecommunityinidentifyingsuspects.WehavebeenabletosolvemanycrimesthroughtipsofferedbythecommunityinresponsetoourFacebookpostings.

Our Facebook page now has over 21,500 followers andexperienceda2019increaseof13%.Inmanycaseswearereceivingdozensofaccurateidentificationswithinminutesofpostingvideosurveillanceofsuspects.Manysuspectshavehustledtothedepartmenttoturnthemselvesintoexpeditetheremovaloftheirimagefromthedepartment’spage.

InSeptemberof2015,wefirstofferedtheMyPDsmartphoneapp.Thisappisfreetotheenduserandoffersupto40variousfeatures(crimemapping,sexoffenderregistry,directlinkstoFacebook,Twitter,YouTube,andmore).OurMyPDapphashadthousandsofdownloadsandcontinuestobepopularwithinthecommunity.Wearespecificallyfocusingonexposingareayouthtothisenhancementtoourarsenalofresources.Wecontinuetoaverage3–5tipsperweekthroughthisapp.LikeFacebook,ithasledtothesolvingofnumerouscrimes.

Asidefromthestrideswe’vemadeinsocialmedia,wealsocontinuetoengageinface-to-faceinteractionswithcitizensthroughprogramslikeCoffeewithaCop.Ourdepartmenthasalsofocusedoncommunityoutreachprogramstoassistourgrowingrefugeepopulation.

ItisapleasuretoworkwiththededicatedandprofessionalmenandwomenoftheServicesDivision.Theircommitmenttoexcellenceenablesourdepartmenttocontinuallyperformathighlevels.

The Aberdeen Police Department’s Police ExplorerProgrambeganinAugust,2015.Inthebeginningof2019therewerefiveofficersassignedtotheprogram:OfficerNicoleEmbury,OfficerJordanLemke,Officer

JordanMajeske,OfficerBristonBruce,andOfficerMikeHluchy.Newofficerstojoinasadvisorsin2019wereOfficerMikeLawandOfficerTannerSeaman.

TheExplorerProgramcurrentlyhas17Explorers,10ofwhomwerenewtotheExplorerPostduring2019.ThecurrentExplorersare:SierraKamin,TaborSchabot,AutumnRudolph,CarterStulken,AlexDay,LauraJensen,andMorganBowman.Thenewexplorersfor2019wereSpencerChristiansen,MarcosGarcia,JeminiCantalpe,TadenBorge,SydneyKamin,DawsonEhes,DakotaSheets,AbbyWentz,MarkJensen,andEllettaSharisky.

ItisthepolicyoftheAberdeenPoliceDepartmenttomaintainacontingencyofPoliceExplorerscomprisedofyoungprivatecitizensbetweentheagesof14-20yearsold.Theyaretrainedinpoliceworkandareintendedtoaidandassistthepolicedepartmentanditsregularofficersinnormalpoliceduty.

TheexplorersparticipatedinmanycommunityeventsthisyearsuchastheHauntedForest,theBikeRodeo,andtheRunfromthePolice5KheldatWyliePark.ExplorersSierraKamin,TaborSchabot,MorganBowman,CarterStulken,andAlexDayattendedtheExplorerChallengeCompetitionheldinSturgis,

SDinwhichtheycompetedinvariouslawenforcementtaskswithotherexplorersfromdifferentagencies.ExplorersKaminandStulkenwonfirstplaceinBurglaryInvestigation,firstplaceinTrafficCrashes,andwerepartoftheTopScoringTeam.ExplorerSchabotwontheLeadershipAwardforthecompetition.

Theexplorerscompleted635 traininghours in2019 thatincluded230ride-alonghours.Forthe2019calendaryear,therewere20trainingsfortheexplorerstoattendthatcoveredawiderangeoftopicssuchasdomesticviolence,buildingsearches,basicsoflaw,andfirearms.Theexplorersarecurrentlytrainingtoattendamulti-stateExplorerCompetitioninNorthDakotathatwillexposethemtoawiderangeofscenariosandactivities.

TheLawEnforcementExplorerProgramisapartnershipwiththeAberdeenPoliceDepartmentandtheBoyScoutsofAmerica.ThePoliceDepartmenthopestoprovideapositiveexperiencetothoseyoungpeoplewhoareinterestedinalawenforcementcareerandprovidetrainingindevelopingbettercitizenshipandcommunityawareness.Inaddition,thesocialandvocationalexperiencesofferedbythisprogramwillprovideparticipantswithanopportunitytodeterminetheirdesiretopursuelawenforcementasaprofession.

Theexplorerswereveryactivethisyearandarelookingforwardtoadvancingtheprogramandrecruitingnewexplorersfor2020.

CHAPLAINS CORPS

2019 was another steadily busy year for ChaplainmembersoftheChaplainsCorps.Regularmonthlyactivity includedstationvisitsandride-alongsandvisitswith individualfirstresponders,aswellasa

fewvisitswithfirstresponderfamilies.Activitiesincludednumerousemergencycall-outsfordeathnotificationsandotheremergencies.Chaplainsalsohadafewopportunitiestoprovidesupporttomembersofthecommunitywhowereexperiencingcrises.FollowingareafewhighlightsofeachmonthinwhichChaplainswereinvolvedinvariousactivities:

January–Swearing-InCeremonyatAPD,participationinSuicidePreventionTraining,introductionofnewChaplain,taughtBasicChaplainTrainingClasstonewJamestown(ND)Chaplainteam,MobileCrisisTeamorganizationalmeeting.

February–Chaplainteammeeting,emergencycall-outs,participated in Mental Health First Aid Class, organizedcommunity-wide“FirstResponderAppreciation/FundRaiser”night,taughtBasicChaplainTrainingClasstonewmembersofSiouxFallsChaplainteam.

March–Emergencycall-outs,APDPeerSupportTeammeeting.

April–IntroductiontoBrownCountyEmergencyManagementDepartment, participated in Critical Incident StressManagementtraining,participatedinmeetingwithlocalfuneraldirectors.

May – Run From the Police at Wiley Park, Swearing-InCeremonyatAPD,participatedinCrisisInterventionTrainingatAPD,specialChaplainteammeetingtogothroughdeathnotificationscenarios.

OfficerAngelaSengerwasassignedastheNSUofficerinthefallof2017.OfficerSengeristaskedwithprovidinglawenforcementservicestothecampusbyinvestigatingcrimesoncampusandcrimes against students, as well asprovidingavisualdeterrenttocrimethroughofficerpresence.Havinganofficerstationedincreasesaccessibilityforthestudentsandstaffwhilegreatlyloweringresponsetimestocalls.

Duringtheschoolyear,OfficerSengerprovidedawidevarietyofservicestoNSU.SomeoftheseactivitiesincludebeingactivelyinvolvedwiththeResidenceLifestaff,puttingonandassistinginpresentations,makingstudentsawareofsafetyissuesonandoffcampus,footpatrolsthroughcampus,trafficenforcementonandaroundcampus,patrolsthroughclosedbuildings,andensuringdoorsarelocked.

TheAPDandNSUworktogetherandshareinformationwiththegoalofidentifyingpotentialproblemsandaddressingtheseissuesthroughofficerpresence,communityawareness,andeducation.

Sgt.KeithTherouxandOfficerSengerconductedA.L.I.C.E.trainingtoNSUfaculty.Thistrainingprovidesstaffandstudentswithanoption-basedresponsetoanarmedintrudergainingentryintoaschool,abusiness,oranyorganization/situation.

SCHOOL RESOURCE OFFICER PROGRAM

The2019schoolyearmarkedthe20thyearthattheAberdeenSchoolDistrictandtheAberdeenPoliceDepartmenthavecollaboratedtohaveofficersassignedtothepublicschoolsinAberdeen.Thispartnership

beganwithasingleofficerassignedprimarilytothehighschool.Astheneedsofthecityandschoolsincreasedthepartnershiphasexpanded.In2013weaddedasecondschoolresourceofficerandin2019weaddedathird.OfficerJohnKirnanisassignedtoCentralHighSchool,OfficerMikeLawisassignedtoHolgateMiddleSchool,andOfficerJeffNealisassignedtoSimmonsMiddleSchool.TheofficersalsosharecoverageandresponsibilitiestotheelementaryschoolsintheAberdeenSchoolDistrict.

Theseofficersare inauniqueposition tobuildpositiverelationshipswithstudentsatallgradelevelsaswellasschoolstaff.Theycommonlyserveasguestspeakerstoclassrooms,worksecurityatschoolevents,andassistwithtrainingforstaff.Thedailyinteractiontheseofficershavewithstudentshelpstobuildtrustbetweenthestudents,faculty,andthepolicedepartment.Whenschoolisnotinsession,theofficersareabletosupplementthepatrolfunctionsoftheAberdeenPoliceDepartment.

SPECIAL RESPONSE TEAM (SRT)

In the early 1980’s, the AberdeenPolice Department created aspecializeddetachmentofofficersto respond tohighrisk incidents

which included armed barricadedincidents,hostagesituations,andhighrisk warrant service. Currently theAberdeenPoliceDepartmentandtheBrownCountySheriff’sOfficeutilizethisjointeffortofresourcesandmanpower.

There are two main components ofthe Special Response Team: CrisisNegotiationsandtheTacticalTeam.Inmostcriticalincidents,bothelementsare called upon to respond. TheSpecialResponseTeamhasaccessto

specializedtoolsandtrainingtoassisttheminrespondingtotheseincidents.Theprimarymissionandgoalistorespondandsafelydiffusetheseincidentsandminimizethepotentialforinjuryorlossoflifetoanyperson.In2019theSpecialResponseTeamrespondedtoonlytwocalloutslateintheyear.Thiswasdownfromtheeightcalloutstheteamrespondedtoin2018.

TheSpecialResponseTeamconductstrainingeachmonthandhasbroughtinexpertstoassistinthattraining.InJunewehostedaBasicNegotiationsCourse.AgenciesfromallaroundthestatesentmembersoftheirtacticalteamsandnegotiationsteamstoAberdeenforthistraining.TheinstructorswereprovidedbytheNationalTacticalOfficers’Association.

InJunetheSpecialResponseTeamaddedSWATMedicstotheteam.ThemedicsareparamedicsrecruitedfromAberdeenFire&Rescuetoassisttheteamwithanymedicalcomponentasneeded.Theymaybedeployedwiththeteamoncallouts,giverecommendationstoleaders,conductrouteplanningtohospitals,assistmembersofthepublic,andareresponsibleformonitoringtheteam’swellness.TheadditionofSWATMedicstotheSpecialResponseTeamultimatelymakestheteamandthecommunitysafer.

InOctoberweconductedalarge-scalecombinedscenariowiththeTacticalTeamandtheCrisisNegotiationsTeam.MembersofBrownCountyDispatch,BrownCountySheriff’sOffice,andBrownCountyEmergencyManagementparticipatedaswell.Thecombinedexerciseallowedustoputtothetestallourresourcesandknowledgeinonemajorincident.

Eachyearthestatefundstrainingspecificallyforthecontinuedtrainingofspecialresponseteamswithinthestate.ThisprovidestheAberdeenSRTopportunitiestosendmemberstoavarietyoftrainingataminimalexpense.ContinuededucationandtrainingareanecessarycomponenttomaintainingaSpecialResponseTeam.

In2019,themembersoftheTacticalTeamandtheCrisisNegotiationsTeamwereeachrecognizedasaunitwiththedepartment’smeritoriousaward.Thisawardwasgiveninrecognitionofoutstandingperformanceduringtheirresponsestonumeroushigh-riskincidentsin2018.Thetwoteamswereabletoresolveeachincidentsafelyforallinvolved.

2019 Aberdeen Police Reserves

RESERVE OFFICER PROGRAM

In2003aReservePoliceOfficerProgramwasstartedatthedepartment.TheSDLawEnforcementTrainingCommissiongrantedourpolicedepartmentapprovaltorecruitandtraincitizenvolunteerstobecomereservepoliceofficers.Reserve

policeofficershavethesameauthorityaregularofficerhaswhichincludespowerofarrest.

Tobecomeareserveofficer,the individualmustapplytothe police department and undergo the full backgroundinvestigationprocess.Ifthepersonisaccepted,theymustattendanin-housetrainingprogramwhichfulfillsthestate’srequirementsfortrainingandcertification.

Afteratrainingprocess,thereserveofficerthenmustvolunteeranaverageofeighthourspermonthto fulfill thestate’srequirementofmandatoryhoursworkedtobeanactivereserveofficer.Reserveofficersareaforcemultiplier,meaningthattheyaffordthedepartmenttheabilitytoincreaseitsoperationalcapabilitiesbyaddingadditionalcertifiedstaffwhenneeded.Reserve officers are not allowed to work independentlyandcannotbesupplantedintothedailyoperationsofthedepartment.Allreserveofficersworkwitharegularcertifiedpoliceofficer.Reserveofficerstypicallyworksecurityevents,trafficcontrol,communitypolicingprojects,patrolshifts,andotherspecialassignments.

TheReserveOfficerProgramhasbeenatremendousassettothedepartment.Thereserveofficersbridgeanimportantgapforourdepartmentbyallowingcitizenstohaveadirectandimportantroleinthedepartment’sprograms,strategies,andservicestothecommunity.Severalcurrentfull-timeofficersworkinginthedepartmentwerereserveofficersbeforetheytransitionedtofull-timeofficers.

2:01:07:01. Definitions. Terms used in chapters 2:01:07 to2:01:09,inclusive,mean:

2:01:08:01. Reserve officer certification. No person mayserveasareservelawenforcementofficerwithoutmeetingthe minimum standards set forth in chapter 2:01:02 andobtaining certification from the law enforcement standardsandtrainingcommissionasareservelawenforcementofficer.

2:01:08:02. Time of certification.Areservelawenforcementofficer appointed by an appointing authority has one yearfromthedateofappointmenttoobtaincertificationfromthecommissionasareservelawenforcementofficer.

2:01:08:03. Required training program. No person may becertifiedasareservelawenforcementofficerorperformanydutiesasareservelawenforcementofficeruntilsuchpersonhassatisfactorilycompletedatrainingprogramapprovedbythecommission.

2:01:08:04. Contents of mandatory training program. Thetrainingprogramreferredto in§2:01:08:03shallconsistofat least 100 hours of training by qualified instructors, withcurriculumapprovedbythelawenforcementstandardsandtrainingcommissioninthefollowingareas:

(1)Programadministration;

(2)Policepracticesandprocedures;

(3)Legalaspects;

(4)Humanbehavior;and

(5)Domesticviolence.

2:01:09:02. Standards for certification. The commissionshall certify a law enforcement agency to establish andmaintain a reserve unit when the agency implements andmaintainsthetrainingprogramrequiredby§§2:01:08:03and2:01:08:04 and complies with the requirements of chapters2:01:07,2:01:08,and2:01:09.

2:01:09:01. Establishing reserve law enforcement officer units. Alawenforcementagencymayestablishandmaintainareservelawenforcementofficerunitonlywhencertifiedbythecommissiontooperateareserveunit.

2:01:09:03. Required duty hours. Areservelawenforcementofficer shall perform a minimum of 96 hours of duty eachcalendar year, or proportionate share thereof when anappointmentisforlessthananentirecalendaryear.Areservelawenforcementofficerfailingtoperformtheminimumhoursrequired in a year is inactive and may not perform furtherduty as a reserve law enforcement officer until recertifiedbythecommission.Noreservelawenforcementofficermayperformmorethan40hoursofdutyduringanymonthexceptasmadenecessarybyanemergency.Theexecutivesecretaryof the commission may, upon written request of a lawenforcement agency, authorize a reserve officer to performmorethan40hoursofdutyduringamonth.Reportabledutyhoursarebothhoursworkedintheperformanceofareservelawenforcementofficerandhoursreceived in trainingasareservelawenforcementofficer.

2:01:07:05. Power of arrest. A certified reserve lawenforcementofficerhasthesamepowerofarrestgrantedtoalawenforcementofficerpursuanttoSDCLchapter23A-3.

2:01:07:04. Supervision. A reserve officer shall work underthedirectsupervisionofacertifiedlawenforcementofficer,unless the reserve officer is certified pursuant to chapter2:01:02,orhasatleast320hoursoftrainingandexperienceasareserveofficerand isauthorizedby thechiefofficertoworkindependently.

COMMUNITY POLICING PROGRAMS

COFFEE WITH A COPTheAberdeenPoliceOfficerscontinuedtheCoffeewithaCopprogram.Thissimpleprogramisdesignedtohavethepeoplesitdownwithpoliceofficersandvisitoveracupofcoffee.Thereisnoagendaotherthantomeet,answerquestions,andhearconcernsthatthepublicmayhave.ThisyearweheldsixCoffeewithaCopevents.ThankstoorganizationssuchasAramarkatNSUcampus,AirportCafé,RedRooster,Ken’sSuperfairFoods,andKessler’sfordonationsoffoodandbeverages.Theyshowgreatsupportforourcommunityinhelpingtobringpeopletogethertoaddressproblems.

2019 A.L.I.C.E. TRAININGS

SECURITY ASSESSMENTS AND ACTIVE SHOOTER TRAININGTheAberdeenPoliceDepartmentcontinuesoffering freesecurityassessmentstoourcommunitymembers.Acertifiedsecurityspecialistisinvitedbyavarietyofpeople,organizations,orbusinessestoconductanassessmentonpolicies,proceduresandbuildingdesign.Thespecialistmeetswithpeopletogatherinformationontheorganizationandbuildinglayout.Thisspecialistreportsbackwithwrittensuggestionstoconsiderthatcanhelpimprovesafetyandsecurity.Everyyearweimproveoursecurityassessments,andthisyearwestartedaddingFEMAlinks.Withthisnewaddition,anyorganizationthatwouldapplyforfederalgrantscouldreferencetheseassessmentstogainmoneytopayforsecurityimprovements.

TheAberdeenPoliceDepartmentconductedsevensecurityassessmentsin2019.WhatmakestheseassessmentssopowerfuliswhenyoucombinethemwiththefreeactivethreattrainingthatisprovidedbytheAberdeenPoliceDepartment.Theseprogramsprovideanswersonhowtobestprepareforanactiveshooterevent.

TheDepartmenthasalsobeenteachingtheA.L.I.C.E.program.WeteachmethodsonhowtoAlertandInformifanincidentoccurs.CounterandEvacuationstrategiesarepracticedsopeoplecanquicklygettosafetywhilelearningskillstheycanremember.Asweapproach2020,wehavealistofcommunitymembersaskingustoconductbothassessmentsandActiveShooterTraining.Ourdepartmentiscommittedtomeetingthedemandwhenweareavailable.Ifyouareinterestedintheseservices,pleasecall626-7000.

TheAberdeenPoliceDepartmentcontinuedtoteachthenewhighschoolcurriculumdesignedtobetaughtin9thand10thgrades.Theprogramsarecalled“Opioids”for9thgradersand

“MYPlaybook”forthe10thgraders.In2016wesawalargeincreaseindrug-relatedcrimes,andthereisagreatneedtoprovideinformationtoourhighschoolstudentssotheycanmakesounddecisionsinlife.

TheAberdeenPoliceDepartmentcontinuedteachingD.A.R.E.inthegradeschools,middleschoolsandhighschool.TheD.A.R.E.programisastrongcommunitypolicingprogramthatbuildsconnectionsbetweenlawenforcementofficers,kids,schoolstaffandparents.Theprogramhasmanybenefits,includingteachingchildreninthe5thgradeabouthowtomakesafeandresponsibledecisionsconcerningalcohol,tobacco,andbullying.Thisprogramalsoteachesthe7thgradelevelR.E.A.L.strategiesonhowtoavoidandleavedangeroussituationsinvolvingalcohol,drugsandviolence.Thegreatestbenefitofthisprogramisthebondingofalawenforcementofficerwiththeyouthinourlocalschools.Theserelationshipsbuildtrust,respect,andconnectionswithyoungpeoplesothattheyfeelsafeinworkingonproblemswithpoliceofficers.Theotherbenefitofthisprogramistheadditionofatrainedlawenforcementofficerworkingintheschoolforhoursprovidingsecurityandprotectingtheschool.Aberdeenisfortunatetohavethreecertifiedschoolresourceofficers.However,theseofficersarespreadbetweennineschools.

WecurrentlyhavethreepoliceofficersteachingtheD.A.R.E.program.Sgt.Theroux (sinceresigned),OfficerEmbury,OfficerDanielsonandOfficerBrucetaughtD.A.R.Etothefollowingschools:

Asweteachthisprogram,weoftenfindourteensexplainingthattheyhavereceivedmuchmisinformationondrugs.Anewproblemarosethisyearwithvaping.LastschoolyeartheSROsissuedaround30citationsforvapes.Thefirsttermsoftheschoolyearin2019hadover91citationsforvapes.Thisclearlydemonstratestheneedtohaveasmanypreventionprogramsaspossibletohelpreducedrugabuse.

Ourpolicedepartmentalsoprovidesmanyadditionalsafetyprogramsthataretaughttoareaschools.OfficerCarlsonandOfficerMajesketaughttheS.H.A.P.E.andinternetsafetyprograms.Patrolofficersfingerprintedhundredsofelementarystudentstogivetoparentstokeepfortheirownrecords.

ABERDEEN CRIME-FREE HOUSING PROGRAMThe Aberdeen Police Department began our Crime-FreeHousingProgramin2015.Thisisagreatcommunitypolicingprogrambuildingapartnershipbetweenlandlordsandlawenforcement.Theprogramisbuiltaroundtheagreementthatlandlordsmeetspecificrequirementsestablishedbythedepartmentonspecificsecuritymeasuresfortheirunits.Thedepartmentalsorequiresacrime-freelease.Iftheserequirementsaremet,wesetupacommunicationlinkwhereweinformthelandlordswhenourofficersarecalledtotheirpropertiesinresponsetocrimes.Thisallowsthelandlordstobeawareofviolationssotheycantakeappropriateactionstoprotecttheirproperties.

Everyyear thepolicedepartmentprovidesaCrime-FreeHousingtrainingclassforlandlordsandpropertymanagers.InMayof2019weheldthis8-hourtrainingwitharecordattendanceof25people.

Oneofthecriticalcomponentsof the Aberdeen PoliceD e p a r t m e n t ’s t r a i n i n gcurriculum is the Firearms

Training Program. The goal of theprogram is tomaintainand improveproficiencyinfirearmsaccuracy,safety,decision making, and adherence todepartment policy and state law. Iffirearms skills are not continuallypracticed and honed, the skills willdiminish.Fortunatelyourofficersarenotexposedtofrequentdeadlyforceencounters; however, our trainingeffortsneedtopreparetheofficerforthatveryevent.

Thefirearmsstaffconductedseveralopenshootsfortheyear.Anopenshootgivesofficerstheopportunitytocometothefirearmsrangeandworkonseveralaspectsofshooting.Thisincludesfundamentalsofshooting,shootingonthemove,andpointshooting.Italsohelpstokeeptheofficersfamiliarwiththefunctionsoftheweaponsystems,soanyproblemsthatoccurarefixedwithoutmuchdelay.

TheofficershadtoqualifyontheStateHandgunQualificationShootfor2019.ThisqualificationisrequiredfortheofficerstokeeptheircertificationasSouthDakotalawenforcementofficers.Alloftheofficerspassedthequalification.

Thefirearmsstaffconductedarifleopenshootfortheyear.Thisopenshootgivesofficerstheopportunitytocometotherangeandworkonseveralaspectsofshootingwiththepatrolrifle.Thisincludesfundamentalsofshooting,shootingonthemove,andpointshooting.

TheofficershadtoqualifyontheRifleQualificationShootfor2019.Thisisrequiredbyourdepartment.Theofficerswereaskedtoshowtheirproficiencywithloadingandshootingthepatrolriflefromdistancesupto100yards.Allofficerspassedthequalification.

Theofficersalsohadalowlightshoot.Thisisashootconductedinneardarkconditions.Officersusetheirflashlightwhileshooting.Thefirearmsstaffconductedinspectionsoftheofficers’serviceweapons.Theofficersalsoattendedaclassontheuseofforceandlegaljustificationfortheapplicationofdeadlyforce.

Thefirearmsstaffwasluckyenoughtohaveacompany(MobileTactics)comeinandofferasemi-trailerindoorshootingrangeforofficerstouse.Unfortunately,theweatherthatwehaveinSouthDakotacanevencancelanindoorshoot.Acoupleoftheinstructorswereabletomakealittleuseofthetrailerandfoundittobeaveryusefultool.Hopefullytheweatherwillcooperateifwehavetheopportunitytouseitagaininthefuture.

Thefirearmsstaffconsistsoffiveinstructors:Sgt.DaleFarmen,Sgt.AnthonyBisbee,OfficerBradZiegler,OfficerEricPaul,andOfficerTyReinke.OfficerReinkecompletedhistrainingthisyeartobeaddedtothestaff.Theseinstructorsmustcomplete24hoursofcontinuedfirearmstraininginathree-yearperiodtocontinuebeingrecognizedasstatecertifiedinstructors.

Thefirearmsstaffislookingforwardto2020.Thestaffwillcontinuetoassistofficersinhoningtheirskillswithfirearms.Thefirearmsstaffhopesthatthetrainingthattheyprovidewillputofficersonthestreetthatcanhandleanysituationthatmayarise.

Thisyear theAberdeenPoliceDepartment had officersattend8,942hoursoftraining.These training hours consist

of specialized schools, in-housebasictraining,academytraining,anddepartmental in- service training.Each officer is encouraged to seekspecializedtraining in theirspecificareasofexpertiseorassignment.TheStateofSouthDakotamandatesthateachofficerreceive40hoursoftrainingeverytwoyearstoremaincertifiedasalawenforcementofficer.TheAberdeenPolice Department averaged about162.5hoursoftrainingperofficerinjustthisone-yearperiod.

TheAberdeenPoliceDepartmentenjoysamajorbenefitwhenitcomestohavinghighlytrainedemployees.Itallowsourofficerstoworkbetterandsmarterforourcommunitywhilestrivingforsafetyforallwholivehere.Whenwesendofficerstotraining,theybringthatknowledgetheyreceivebacktoourdepartmentandshareitwiththeotherofficerstheyworkwith.Thisgivesusthegreatestbenefittoourtraininginvestment.

Anothercomponenttotrainingisthein-servicetrainingthedepartmentprovidestotheofficers.Thistrainingistailoredtoourspecificlocalneedsandtheneedsofthedepartment.In2019wetrainedontopicssuchas:SafeTalkSuicidePrevention,Firearms,Radar/Lidar,FTOTraining,DefensiveTactics,SexualAssaultInvestigations,CPRandAED,Drone,BikePatrol,Taser,Hobbles,Off-DutyandConcealedWeaponCarry,andActiveShooter.

Also, in2019,wehostedseveraldifferentclassesat theAberdeenPoliceDepartment.InAprilwehostedaclasscalledAssistingIndividualsinCrisisandanothercalledGroupCrisisIntervention.Wewereabletosendsixstaffmemberstoeachofthesetrainings.Theseclassesalsoattractedofficersfromotherpartsof thestate, lawenforcementchaplains,andmentalhealthprofessionals.Thesecoursesaredesignedtospecificallyteachcrisisinterventionandemergencymentalhealthskillssuchasdemobilizations,defusings,andcriticalincidentdebriefings.

In May the department hosted Crisis Intervention TeamTraining.Thistrainingisgearedtoimprovelawenforcementandthecommunity’sresponsetomentalhealthincidents.ThetrainingrequiredcoordinationwiththeLawEnforcementTrainingAcademy,localmentalhealthprovidersandeducators,hospitals,andotherlawenforcementagencieswithinthestate.

InOctoberwehostedaBasicNegotiationsCourse.ThistrainingwasspecificallygearedtoourSpecialResponseTeamandCrisisNegotiationsTeam.AgenciesfromallaroundthestatesentmembersoftheirtacticalteamstoAberdeenforthistraining.TheinstructorswereprovidedbytheNationalTacticalOfficer’sAssociation.

Aswemoveforwardinto2020,trainingwillcontinuetobeapriorityfortheAberdeenPoliceDepartment.Wewillcontinuetoprovideourofficerswithhighqualitytraininginallareasoflawenforcement.

Acompletehands-oninventorywascompletedandolderitemsweremovedtolong-termstorage.NumerouspiecesofevidenceweresubmittedtothestatelabforDNAandotherexams.Therewere2,907itemstakenintothepropertyroomfortheyear.Therewere470itemsreturnedorreleasedtotheowneroncecaseswerefinished.Atotalof1,696itemswerepurgedfromthepropertyroomin2019.

In 2019 there were approximately 92registered sex offenders living and/orworking in Aberdeen. These numberschangefrequentlyassomepeoplestay

inAberdeenforonlyashorttime,forworkforexample,butarestillrequiredtoregisterlocally within three days of coming intoAberdeen.Ofthe92registeredsexoffenders,eight were registered in Aberdeen foremployment.Thisisanincreasefrom81andsixin2018.

Icontinuetoprovideeducationalinformationoncitylaws,suchasleashlawsandpetwaste,wheneverIcomeincontactwiththepublicevenifnotonadirectedcall.

IN MEMORY OF OFFICER ROGER ORMAND

HOPE TOLLEFSON: "I remember dad coming home for supper every night at 6:30pm. Supper had to be ready and we all ate as a family. I would watch out the window waiting for the police car to pull up and then we knew it was supper time. Or camping! I loved out two week camping trips at Roy Lake State Park as soon as school let out. Or the fact that he called us all booger! And the love he had for his Grandkids! Always had to have his goodbye kisses from them, minimum of 3! The list is endless!"

BROCK TOLLEFSON: "I liked sitting with grandpa and watching Golf!"

ROGER T. ORMAND:"My memory of my father is when I was young and getting demolition derby cars ready for the Brown County Fair! Dad would let me bang them up with a sledge hammer and let us go to town with painting it! Going on late night towing calls with dad was great! He had that old Jeep tow truck but it was a beast! I took it one night when he was on a camping trip and can't believe I thought I could get away with driving it around Main st and didn't think he would find out! Duh!! He was a police officer! Of course he found out!! One rough memory is being stuck in the van on a trip and being forced to listen to Willie Nelson for hours and hours. Ugh! that was rough! But it was worth it! The camping trips were the absolute best!! There was so many great memories, how do you list them all!"

HEIDI EIMERS: "Growing up I was always a HUGE daddy's girl. I remember going to work with dad when he worked at Dick's 66 in the mornings and hanging out with all his friends. Another great memory was all the camping trips we took to Roy Lake. We would get home from our last day of school, drop our book bags and load up the van and go! During these trips we would go to grandma's house in Veblen, visit Fort Sisseton and play lots of cards! Dad would always kick my butt and always had a funny cackle he would make right before he would win!! Boy do I miss that and his smile!!"

TARA VOSTAD: "I remember being out in the garage with dad working on cars and gutting deer and daddy was a huge grill master!!"

SIERRAH ORMAND:"A memory I have of Grandpa was waking up early when I stayed the night and having burnt toast with him, he would put butter on mine but it was pretty dark tho, I would nibble on it and he would finish it. And doing crossword puzzles until the rest of the house woke up!"

ASHTON ORMAND: "My best memory of grandpa was when he picked me up from daycare! It was amazing to ride in the passenger front seat for the first time!"

MARJORIE ORMAND:"One of my favorite memories is how great of a father and husband Roger was. He was always working for his family. He would do anything for his family and friends! He was a very hard worker and he had the best smile!! Roger enjoyed life! He was the most caring person I ever knew! I know my life and family will never be the same without Roger in it!"

EMERSYN EIMERS: "Everytime grandpa gave us kisses his moustache would tickle me!"

EASTON EIMERS: "I liked sitting watching Golf with grandpa even though I didnt like Golf!"

EMSLEY EIMERS: "Grandpa always gave me kisses and tickled me!!"

HAYDEN TOLLEFSON: "Taking grandpa for walks and getting kisses with tickles from his moustache and watching the Price Is Right with him!!"

In 2019 we said goodbye to a dear friend and mentor in Officer Roger Ormand.

Roger patrolled the streets of Aberdeen from 1973 until 1997.There remains a handful of us here that had the pleasure to serve alongside him. Roger’s retirement came as a hard blow to us afternoon-shifters who had grown to love him. We still miss the gravelly voice, the hilarious sense of humor, and even that ever-present dangling toothpick.
