savings accounts.The accounts would be available to anyone

who rece ives a federa l benef i t , sa la ry orretirement payment, including Social Security,via electronic transfer.

Under a proposed notice that officials expectto be published Monday, financial institutionscould charge no more than $3 a month for theaccounts and must permi t a t l eas t fourwithdrawals a month, either from tellers orautomated teller machines.

There would be no minimum balance andaccount -holders would rece ive month lystatements. They also would be able to useaccount cards to make point-of-sale purchases atgrocery stores, gasoline stations and other retailoutlets.

Treasury proposes to reimburse the financialinstitutions $12.60 for each account for the one-time cost of setting it up.

The federal notice proposing a format forthe new accounts is par t of a governmentprogram to eliminate as many paper checks asposs ib le . F ina l regula t ions publ i shed inSeptember and effective Jan. 2 encourage, butdon’t require, federal payment recipients to usea direct-deposit system. Without some type ofaccount at a financial institution, they cannot.

The government issues about 860 millionpayments a year, not including income-taxrefunds. In the fiscal year that ended Sept. 30,63 percent were made by electronic transfer.

Treasury of f ic ia l s a rgue tha t the newaccounts, by permitting four withdrawals andpoint-of-sale purchases, would be safer forrecipients than cashing their monthly check allat once. They also should be cheaper becausecheck-cashing out le ts typical ly charge a 1percent fee for cashing government checks.

In addition to the proposed rules for theaccounts, the Treasury Department is seekingcomment on whether the low-cost, electronic-transfer accounts should pay interest, acceptadditional deposits and provide for electronicpayment of bills, such as for utilities.

Paper: Fed. Prosecutors Break LawFederal agents and prosecutors around the

“It’s a result-oriented process today, fairnessbe damned,” said Robert Merkle, who served asa U.S. attorney in Florida from 1982 to 1988and is now a defense lawyer in Tampa.

In an unprecedented move, US Food andDrug Administration (FDA) officials threatenedlegal action against Texas-based Stevita Co.,importers of the sweet-tasting herbal dietarysupplement, stevia, for distributing books andliterature about their product.

On 19 May, FDA Compliance Officer JamesR. Lahar faxed a le t te r to S tev i ta Co. ,addressing the destruction of 2,500 books hedeemed “offending” at a cost to the companywell in excess of US $10,000.

The letter threatens that investigators willconduct a current inventory and “witness thedestruction of the cookbooks, literature andother publications for the purpose of verifyingcompliance” upon visiting Stevita Co. for afourth time this year.

One of three books in question is The SteviaStory: A Tale of Incredible Sweetness andIntrigue , by Linda Bonvie, Bill Bonvie andDonna Gates (BED Publications Co., Atlanta,GA, USA, 1997; telephone 1800-4STEVIA).

Ironically, chapter four of the book the FDAwants to destroy is titled: “What’s wrong withthe FDA?” An attempt to strong-arm criticsinto silence, similar to book burnings in NaziGermany?

The FDA ordered the action because thebooks contain general information that includehistory, usages and scientific studies regardingstevia. Currently, federal law requires thatstevia herbal products can only be marketed asdietary supplements without any mention ofhaving sweetening power.

Stevia is growing in popularity as a saferalternative to sugar [emphasis mine]. It canbe obtained from many local herbalists and iseasily grown in many countries.

“Yeah, right, it’s not that easy,” I protested.“Yes i t is ,” Jerry said. “Life is all aboutchoices. When you cut away all the junk,every situation is a choice. You choose howyou react to situations. You choose how peoplewill affect your mood. You choose to be in agood mood or bad mood. The bottom line:It’s your choice how you live life.”

I re f lec ted on what Je r ry sa id . Soonthereafter, I left the restaurant industry to startmy own business. We lost touch, but oftenthought about him when I made a choice aboutlife instead of reacting to it.

Several years later, I heard that Jerry didsomething you are never supposed to do in arestaurant business: he left the back door openone morning and was held up at gunpoint bythree armed robbers. While trying to open the

safe , h is hand, shaking f rom nervousness ,s l ipped off the combinat ion. The robberspanicked and shot him. Luckily, Jerry wasfound relatively quickly and rushed to the localtrauma center.

After 18 hours of surgery and weeks ofintensive care, Jerry was released from thehospital with fragments of the bullets still in hisbody.

I saw Jerry about s ix months af ter theaccident. When I asked him how he was, hereplied, “If I were any better, I’d be twins.Wanna see my scars?”

I declined to see his wounds, but did askhim what had gone through his mind as therobbery took place. “The first thing that wentthrough my mind was that I should have lockedthe back door,” Jerry replied.

“Then, as I lay on the floor, I rememberedthat I had two choices: I could choose to live,or I could choose to die. I chose to live.”

“Weren’ t you scared? Did you loseconsciousness?” I asked. Jerry continued, “Theparamedics were great. They kept telling me Iwas going to be fine. But when they wheeledme into the emergency room and I saw theexpressions on the faces of the doctors andnurses, I got really scared. In their eyes, Iread, ‘He’s a dead man.’ I knew I needed totake action.”

“What did you do?” I asked.“Well, there was a big, burly nurse shouting

questions at me,” said Jerry. “She asked if Iwas allergic to anything. ‘Yes’, I replied. Thedoctors and nurses stopped working as theywaited for my reply. I took a deep breath andyelled, ‘Bullets!’ Over their laughter, I toldthem, ‘I am choosing to live. Operate on meas if I am alive, not dead.”

Jerry lived thanks to the skill of his doctors,but also because of his amazing attitude. Ilearned from him that every day we have thechoice to live fully. Attitude, after all , iseverything. [End quoting]

This is a supplement to my earlier articletitled: “National Fronts: an Update”. In thatarticle I quoted from an article written by areporter from the United Nations, who linked theopposition political parties gaining acceptance inseveral countr ies to Neo-Nazism and Neo-Fascism. This reporter called for the Non-Governmental Organizations and InternationalOrganizations, which are associated with theWorld Government Federation and are beingintegrated into the present functions of the U.N.,to be made aware of the rise of what he calledNeo-Nazism and Neo-Fascism and to do whatthey could to stop it. I began to look for signsthat these organizations were acting on the“problem”, and what forms that action mighttake, for it appears that in one way or anotherthe World Government Federation tolerates nodissent for long.

It was soon thereafter, 10/21/98, that the CBSTV evening news presented a repor t on adeveloping Neo-Nazi group in the U.S. Thisgroup could not at this time be considered a“National Front”, or even a bonafide oppositionpolitical party by any stretch of the imagination.They called themselves Neo-Nazis, as well as KuKlux Klansmen and Aryans. Yet, the report

certainly helps to create an atmosphere of fear,distrust, disgust and dislike for a group callingthemselves or label led Neo-Nazis or Neo-Fascists.

The U.S. Neo-Nazi group shown on TV wasnot large and, except for their leader, weremasked with Ku Klux Klansmen’s costumes.Who this group really is, why it is they do notwant to reveal their identities, or who they mayrepresent a re good ques t ions . From theinflammatory words of their leader, who hates“niggers”, it became obvious that their primarypurpose is to agitate and perhaps create strifebetween Whites and Blacks. Although, this manprotested that he didn’t mean just Blacks by theterm “nigger”, but all those who didn’t work andsupport themselves! It is interesting that he wasstating the position of all those in the New WorldOrder who want to “rid the world of useless eaters”.

I don’t believe the old, more traditional Naziswould have recognized them. Still it is this typeof publicized group that one thinks about whenthe labels “Neo-Nazis” or “Neo-Fascists” areused. In this way, in my opinion, it is hoped bypropagandists to discredit any group so labelled,rightly or wrongly.

Beyond that, it is very possible that thisbunch of agitators are paid to do what they doin order to pit Blacks against Whites and start

riots in this country. The ugly words of theirleader could have no other intent than to createstr ife . Apparently, at the t ime of the TVshowing, the “authorities” were declaring thisgroup had a “right to free speech”(!!) Onereally wonders about any “right” also to incite ariot—it seems to me there are laws against this.No riots began in this case, due to the very goodsense of the people in the smal l c rowd.However, another time and another crowd mightprove different.

A main political and cultural aspect of theNazis was their claim to be “Aryans”. I feelcertain this claim by the leaders of the Nazisarose from archeological finds regarding theAryans in the late nineteenth and early twentiethcenturies, primarily because the German peoplewere known as Saxons until the rise of the NaziParty between World Wars I and II. I am notsure how much the average German citizen knewabout these archeological f inds , or of the“Aryans”, because these finds were largelywithheld from the public. However, if you havebeen following my recent articles, or have readthe works of L.A. Waddell, you know that theAryans were Sumerians of “pre-history”, and awonderful group of c iv i l iz ing people whobranched out to what was then called Briton (nowmostly known as Britain) and Gaul (France &Germany), Egypt, and India from their home inAsia Minor and Mesopotamia about 4,000 B.C.They worshipped God, represented by Hisgreatest creation known to these people, the Sun.

I hope the Neo-Nazi group in the U.S. willstudy L.A. Waddell’s work and align their owndoings with the civilizing work of the ancientAryans. These Aryans did not reject persons ofother races simply because of their race. Theirpurpose was to further the benefits of civilizationto all people—to provide a better way. L.A.Waddell wrote these books in the 1920s and1930s after prolonged study and research onlanguages, archeological finds, legends, etc. Thiswas about the time of the rise of the Nazi Party.His works were suppressed, and only reprintedwithin the last decade. (See Bibliography.)

What is a fascist? I started this research withthe dictionary and encyclopedia. Apparently“fascist” is derived from the word “fasces”,which is a bundle of rods bound together withan axe blade protruding from it. (See pictureon next page) This fasces was used by Romanmagistrates. In other words, it represented howthe magistrate’s power was created through thebinding together of many parts into one. Byextrapolation it could be said that any groupjoined together for a single purpose or under onegovernment could be called “fascist”, includingthe leaders of the U.N. and a l l the i rorganizations!

How did this idea of the fasces arise? I amnot sure. It appears to represent one of thosetruths that could have come down to us from pre-history. I found a Talmudic reference to the useof the idea by the Hebrews at the time of Jacob.However, since we know that the Jerusalem andthe Babylonian Talmuds were written very closeto the time of the rise of the Roman Empire, itwould be difficult to say whether the Jews orCaesar first took up the symbol, especially sincethere is no archeological support for the idea thatJacob and the Twelve Tribes of Israel existed astold in Old Testament accounts of the Bible.Although, as “Habi ru” , o r mixed- racemercenar ies under cont rac t wi th weal thy

landowners, it is possible the forerunners of the“Hebrews” could have used or been placed undersuch a symbol in the wars promotedby the wealthy (time doesn’t changemuch). In this case the symbolwould represent a binding togetherfor military conquest, or mean “one forall and all for one”, a necessary partof military training ideas even today.

The reference regarding Jacoband his twelve sons was found in thebook: The Archko Volume . Thechapter therein titled “Sketch of theTalmud”, pg. 58, has this to say:[quote]

Jacob had twelve sons; and whenhe saw that there was strife anddissatisfaction among them, he wentand got him twelve sticks, and whenhe had bound them together withstrong bands, he gave them to hiseldest son, and asked him to breakthem. He tried but he could not.Then he gave them to the next, andso on unt i l each down to theyoungest had tried to break them.And when they all failed, the fathertook the bundle of sticks and untiedthem. He gave one to the eldest and told him tobreak it. He did so, and then he gave on to thenext, and so on, until all of the sticks werebroken, and each one had done his part. AndJacob said, “Now my sons you must learn twolessons from this: The first lesson is, what neitherone of you could do, you all combined can do; andthe second lesson is, when you are all boundtogether you cannot be broken!” [End quote]

It therefore appears that the Talmud teachesthe Jews the benefi ts of s t icking together ,symbolized by what today would be called afasces. It is also true that presenting a unitedfront to any problem or enemy is also taught inthe Hebrew Old Testament of the Bible.

But, it doesn’t end there. Even in the UnitedStates of America, the symbol of the fascesadorns the wall on either side of the Speaker’schair in our Congress! When the first thirteencolonies joined together to fight off the Queenof England’s government, they became by thatact, fascists—joining together in a common causeunder the authority of one government. Theyremained fascists when the colonies becamesovereign states, voluntarily joined together, andla ter becoming the U.S. of A. A s imi larcircumstance joins all of the nations of GreatBritain together, also the European EconomicUnion, the Republic of Russia, etc. DuringWorld Wars I and II the countries joined togetherto fight were called “allies”, but in its true sensethey met the meaning of being “fascists”! Don’tbe misled by name callers.

According to the dictionary, “fascist” means:“a governmental system with strong centralizedpower, permitting no opposition or criticism,controlling all affairs of the nation (industrial,commercial, etc.), emphasizing an aggressivenationalism, and often anti communist. Fascismwas established in Italy by Mussalini in 1922where its influence spread to Germany andelsewhere. It was dissolved in Italy in 1943.”

From the above it is clear that, excepting forthe “aggresive nat ional ism” and the “ant i -communist” belief, the Fascists of Mussolini’sItaly were much like the New World Order oftoday . However , in today’s wor ld , when

someone or some group is labelled “Neo-Nazi”or “Neo-Fascist”, in general the propagandist is

attempting to build on the old WorldWar II propaganda used against thepolitical regimes under the Germandic ta tor , Adolph Hi t le r , and theItalian dictator, Benito Mussolini.Whatever the propaganda and WorldWar II “history”, it is to their creditthat both leaders strongly opposed thecommunist dictator, Joseph Stalin.Later our own red-leaning government,under Franlikn Roosevelt, promoted thismass murderer! The so-called“communism” of the Bolshevikgovernment in Russia was never a truecommunism (communal ownership andliving). It was an exceedingly stronggroup of Jews, bound together for thecommon purpose of taking over andcontrolling Russia—which they did,killing 60 million (mostly Christian)Russians. They were fascists, amongmany other things! Today, with allof the financial problems in Russiawe hear the people’s complaint thatthe i r government i s made up of“communists and crooks”! There is

no communal anything. The “communists andcrooks” have garnered the weal th un tothemselves and the people go hungry ,governmental workers unpaid for over s ixmonths, etc.!

FASCES

According to the story of Jacob and his sons,we also learned the valuable lesson that the stickswere easily broken when the bundle (fasces) wasuntied. This too has been a method used toovercome their enemies by those who would ruleour world. It is called “divide and conquer”.To this end all propagandists are used, especiallyby those with designs on our national sovereigntyand our world.

Soros was likewise among those circles whosix years ago s tar ted a mal ic ious “Four thReich” campaign against the reunited Germany:Soros i s ver y an t i -German. In h i s 1991autobiography Underwriting Democracy Soroswarned of the danger of a reunited Germanywhich could disturb the (power) balance inEurope. It is easy to see how the situation

that existed between the wars could come upagain—a reuni ted Ger many becomes thestrongest economic power and develops EasternEurope as its habitat—a terrible witches’brew.

His US contacts put Soros very close to thef inancial and secret service circles aroundGeorge Bush. His most important deposit bankand main lender dur ing h is a t tack on theEuropean monetary system in September 1993was CITICORP, America’s largest bank. Soroscalled upon international investors to unhingethe Deutsche Mark. When in late 1989 areunif ication became probable, a high-rankingCiticorp manager who before had been advisorin the Dukakis campaign said: “German unitywill be catastrophic for our interests. We haveto take ac t ion to ensure a dec l ine of theDeutsche Mark by about 30% so that Germanywill not be able to build up Eastern Germanyto become the economic factor within a newEurope.”

According to his associates Soros has anincredible ego. He described how during the

war in occupied Hungary he could not havesurvived as a Jew, so he had taken on a secondidentity. What he did not say, however, wasthat he let a man shield him from persecutionwho did wealthy Jews out of their possessions,and that Soros lent him a hand. This is howhe ‘survived’ the war, leaving Budapest onlytwo years after it had ended. Although hehimself and the Jewish-owned media are quickin attacking all his opponents as anti-Semitic(especially in Eastern Europe), his Jewishness isbased on parts of the Talmud rather than on hislinks with Jewish religion or the Jewish people.

POLAND

At the end of 1989 Soros organised a secretmeeting between the Communist regime ofRakowski with the leaders of the then illegalopposition union organisation Solidarnosc. Theplan he presen ted to bo th s ides was asfollows:

* The Communists should le t theoppos i t ion Sol idarnosc take over thegovernment to win the conf idence of thepeople.

* Then the state should deliberately driveits own state industries and agriculturalbusinesses to ruin by applying astronomicalinterest rates, by withholding the necessarystate loans and by lumbering the companieswith debts they could never repay.

* Then Soros would get h is r ichinternational business friends to come toPoland and buy up the now privatized statecompanies.

An example of this enterprise is the hugesteel company Huta Warsawa, which today, sosteel exper ts say, would cost about 3 to 4billion US$ to build if it was built by Westerncompanies . Three years ago the Pol i shgovernment agreed to take over the ‘debts’ ofHuta Warsawa and to sell the company, nowfree of debts, for 30 million US$ to the Milancompany Luccbini.

To instigate his plan Soros used a youngfriend, the Polish-Jewish economic advisorJeffrey Sachs. Sachs was unable to begin hisadvisory work in Poland because he was onlyable to show advisory work he had done inBolivia. So Soros set up another one of hismany foundat ions , the ‘S tefan Bator yFoundation’ which in turn was the off icialclient for the advisory work of Sachs in Poland(1989/90).

In Soros’ own words he has worked or stillworks with the main advisor of Lech Walesa,Bronislaw Geremek, with General Jaruzelski,and Professor Trzeciakowski (a secret advisor tothe Polish minister for f inance). Soros admitsthat he had known that his economic ‘shocktherapy’ in Poland would lead to severeunemployment, the closing of factories andsocial tensions. That is why he insisted thatSolidarnosc take over the government.

Through his foundation he could approachthe most impor tant opinion makers in themedia . His co l labora t ion wi th the U.S .embassy in Warsaw enabled him to censor themedia which proceeded one-sidedly to supporthis ‘shock therapy’ and opposed any criticismto it.

RUSSIA

Soros led a delegation to Russia, where hehad been collaborating with Raissa Gorbachevs ince the ’80s , to se t up a fur ther Sorosfoundation, The Cultural Initiative Foundation.This i s a fur ther vehic le for h im and hisWestern cronies to enter the highest politicalechelons tax-free and proceed to buy the mostimportant political and economic personalitiesof the country.

After a failed attempt with Gorbachev 1988to 1991, he changed over to the circles aroundYeltsin. And again Soros introduced his ‘shocktherapy’ aided and abetted by his friend JeffreySachs. From January 2, 1992 onwards, this

brought an unprecedented chaos and aforeseeable hyper-inflation to Russia which wasfo l lowed by the bes t sc ien t i f ic researchinstitutes fleeing to the West. Under the Sorosplan Igor Gajdar and the Yeltsin governmentshor tened subs id ies to indus t r y andagriculture drastically. The goal announcedwas a def ic i t - f ree budget wi th in th reemonths . There were no more loans forindustry, the companies accrued astronomicaldebts and the Rouble inflation went out ofcontrol.

Soros and his friends immediately prof itedfrom the situation. Marc Rich, the world’slargest aluminium dealer, started to buy up alot of Russian aluminium at incredibly lowprices with which, in 1993, he proceeded toflood the market in the industrialized countriesand thus caused the price for aluminium toplummet by 30%. This is just one example ofthe Soros exploitation.

HUNGARY

When Istvan Csurka, parliamentarian ofthe na t iona l - soc ia l i s t oppos i t ion , t r ied topro tes t the des t r uc t ion of the Hungar ianeconomy by the strategies of Soros and hisfriends, he was branded an ‘anti-Semite’ and

Thus, among other things related to thephysics of the interaction process, the statement“I come within the Light” identifies the intentof an en t i ty as be ing one which opposesnegativity and darkness (ignorance). Theseones simply wish to bring forth en-Light-eninginsights to assist you ones who desire suchinsights and clarity. This Whole is what many of you label asGod. There are no words possible which canadequately encompass describing the InfiniteSource. One must go within and sense forse l f , through the inner connect ion thatconnects us a l l together , and FEEL theOneness that binds all l ife ( including allmatter and energy) , everywhere , in aperfect ly balanced, opt imized, andorchestrated data-collecting entity, whom Isimply refer to as All That Is.

When one begins to understand who theyare, they also begin to recognize that there is areason for ALL that happens. There must be allex t remes of “p layers” (charac te rs ) on theplaying field so that there can be a challengeand a clearer contrast from which evolve suchideas and concepts as “justice” or “rightness”.But, more importantly, there must be oppositeext remes so tha t there can be a comple teexploration and understanding of all of thepossible gradations in-between.

Each player experiencing upon your worldhas a role to play-out and a unique path towalk. Any players may choose, at any time, tostep forward and express their creative potentialin any manner they see fit. There is no death of a being as a result ofthe physical body perishing. And yet whatreactions do such an event evoke within each ofyou?

Do you see tha t f rom the mos t awfulexper ience can come for th a grea te rappreciation for what IS. There are no wronganswers in “life”. You are all exploring theuniqueness of your being. To the extent youcan accept that you are part of “God”, you willalso be able to accept that you are creator of allof your experiences, whether they be “good” or“bad”.

Mr. President:

The word “history” predates “philosophy”and man is the pillar of history. History itselfis the reflection of the light of Being uponvar ious f ace ts and d imens ions of humanexistence. Thus, it is a unique and universalentity, albeit diverse in nature. Whenever thisunique entity takes on a new guise, a new erais ushered. Our assessment of history indeedemanates from our perception of humanity—itspivot and pillar.

Human beings, who in Saudi’s (a renownedPersian poet of the 13th century) eloquentdescription borrowed from a saying of the holyProphet of Islam, are various organs of thesame body; are outside the reach of biology orpsychology. Unders tanding human be ingsrequires a philosophical and reflective view ofman and its history.

Since “God created man with His OwnHand,” and in “His Own Image”, and since Hebrea thed in to h im of “His Own Spi r i t” ,humanity is but a single entity, and so is humanhistory. The “Hand of God” granted humankindhistory, will, and freedom of choice; the “imageof God” provided him culture, spirituality andliberty; and the spirit of God bestowed upon himlife and vitality. And thus, human beings havecome to possess history, culture and liberty.

Now only do all human beings originatefrom the one and the same origin and share acontinuous and integrated history, but also onemay further postulate a single end of telos; thetelos of history is none other than spiritualculture and i ts requisi te of genuine humanliberty.

Whether or not one subscribes to the view

tha t man i s doomed to whi r l in i t e ra t ivehistorical cycles, or to grapple with historicalmoments or epochs; and whether or not oneholds history to be self-driven, or driven byhuman urges, or by modes of production, or bysuperhuman heroes, all can agree that it is onlythe ever-inspiring fountain of faith that breaksevery old and new shackle from humanity andarrests the iterative eternal cycle, and eventuallyemancipates humankind from the bounds ofhistorical determination; just as it is only thevivifying breeze of liberty that can offer faithand spirituality to humanity. It is thus that hecan serenade that “the universe I shall not abideif not abiding me”, or that “...whosoever shallsay unto this mountain, Be thou removed, andbe thou cast into the sea; and shall not doubtin his heart, but shall believe that those thingswhich he saith shall come to pass.”

Through such an understanding of freedom,the tenets of human dignity can be upheld inthe face of political domination, and virtue andhope against baneful blasts of despair andnihilism. Here, one can discern the trajectoryof history towards liberty.

The history of humankind is the history ofliberty. Only that interpretation which describeshistory as the arena for manifestation of libertycan provide an opening of the past for thebenef i t o f mankind . Regard less of a l lphilosophical systems that have attempted toat t r ibute meanings, d i rect ions and laws ofevolution to history, we can realize that becausehuman history is intertwined with the history ofliberty, when human beings are liberated fromimposed constraints of exploitation and socialenslavement as well as from unref ined animalinstincts as violence and savagery, they willthen side with truth and justice in line withtheir human nature. Thence, human historyshall become the glorious history of Truth andrea l iza t ion of jus t ice . And th is could beanother expression of the famous rel igiousdoctrine of Messianism.

Whether we embark on an empirical andinductive study of history or an intuitive one,most thinkers would agree that the essence ofhumanity has flourished and that more veils ofignorance have been removed from the minds ofhuman beings.

I have deliberately used the word “flourish”instead of the more common terms, such as“historical progress”, in order to emphasize thatregardless of any school of phi losophy ofhistory we may follow, we can still share anunderstanding of this general and universalconception of history.

The establishment and continued functioningof the United Nations is a testament to theprogressive path of the world and of humansociety. The fact that today it does not requiremuch argument to establish that instead of warand bloodshed, one could, and indeed ought to,resort to discourse and dialogue, has not beenachieved easily. As if the blood-stained historyof humani ty for ms an an tecedent to th i sseemingly simple proposition.

Yet, so long as imprudent potentates canobliterate flowers and trees, laughter and hopefrom the face of the earth with a quick strokeof their folly and cruelty, it is premature tocelebrate the ultimate triumph of the Logos overthe sword.

The twentieth century did not only witnessthe manifes ta t ions of v io lence and human

sufferings at the hands of old colonialists andthe unprecedented injustice of their moderninheritors, but it was also the century of therise and fall of totalitarian regimes. Let ushope that in the coming century resort to forceand violence shall not be glorif ied, and theessence of political power be compassion andjus t ice , ex te rna l ly mani fes ted in d ia loguebetween civilizations.

Mr. President, Ladies and Gentlemen:

The question is how the United Nations mayundertake the necessary measures to respond tothis evolving global climate. And what impactit will have on the changing course of the lifeof mankind longing for salvation.

I would like to propose in the name ofIs lamic Republ ic of I ran , tha t the Uni tedNations, as a f irst step, designate the year 2001as the “Year of Dialogue Among Civilizations”,with the earnest hope that through such adialogue, the realization of universal justice andliberty may be initiated.

Among the worthiest achievements of thiscentury is the acceptance of the necessity andsignif icance of dialogue and rejection of force,promot ion of unders tanding in cu l tura l ,economic and political f ields, and strengtheningof the foundations of liberty, justice and humanrights . Establ ishment and enhancement ofcivility, whether at national or internationalleve l , i s cont ingent upon d ia logue amongsocieties and civilizations representing variousviews , inc l ina t ions and approaches . I fhumanity, at the threshold of the new centuryand mi l lennium, devotes a l l e ffor t s toinstitutionalize dialogue, replacing hostility andconfrontation with discourse and understanding,it would leave an invaluable legacy for thebenef it of the future generations.

Similarly, it is necessary that as members ofthe United Nations, we revisit the history of theformation of this organization with a view toreforming and improving the institution througha rational exchange of views.

The United Nations took shape in a dark eraof human history, when many of its cur rentmembers were still experiencing the bitter andabominable conditions of colonial rule. As aconsequence, the new organization reflected thedomination of the powerful few. Things havechanged now, and the opportunity has presentedi t se l f to res t r uc ture th i s o rganiza t ion ,particularly its Security Council. Here, I wouldlike to refer to the wise words of the Leaderof the Islamic Republic of Iran, in his inauguraladdress to the Eighth Session of the IslamicSummit Conference in Tehran, that the Islamiccountries representing one billion and severalhundred mi l l ion people should acqui re apermanent seat in the United Nations SecurityCouncil with the same privileges as long asthey a re en joyed by cur ren t Per manentMembers.

The t ime has come to re jec t , th roughunderstanding, the discriminatory veto privilege,and in so doing take another step towards therecognit ion of fair and equal r ights of al lmember states.

Mr. President, Distinguished Delegates:

Let us all join hands in solidarity againstgenocide, aggression and the humiliation of

mankind in various corners of the world. Letus prevent the cont inua t ion of shamefultragedies which have tarnished the face of thiscentury in Palestine, Afghanistan, Kosovo and inmany other parts of Africa, Asia and LatinAmerica.

Peace and securi ty in the Middle East ,imperative as they are, will be established onlythrough the recognit ion of the r ight of al lPalestinians to exercise sovereignty over theirancestral homeland. The presently occupied Al-Quds Al-Shar i f ought to be the house ofdialogue and understanding. Resonating fromthe depth of h i s tor y, i t s vo ice speaksintr insical ly against racism and ZIONISM.Great monotheistic religions can live peacefullytogether in Al-Quds Al-SHARIF. BUT IT ISTHE VERY ISRAELI RULE THAT HASMADE SUCH A CO-EXISTENCEIMPOSSIBLE. PALESTINE IS THE HOMEOF ALL PALESTINIANS—MUSLIMS,CHRISTIANS AND JEWS—AND NOT THELABORATORY FOR THE VIOLENT WHIMSOF ZIONISTS.

In Afghanistan, there is no military solutionto tha t count r y’s pred icament . Universa lou t rage a t massacre and genocide be ingperpetrated there, particularly the tragic killingof Iranian diplomats and journalist as well as atthe cont inued capt iv i ty of the I ranian a idworkers in the hands of the Taliban, call forsober analysis and expeditious action to bringthe perpetrators of these crimes to justice.

Afghanistan, the land of people of dignityand culture, has now been turned into a havenfor violence, ter rorism and production andtraff icking in narcotics. The Afghan people, asother peoples in the world, have the inalienableright to determine their own destiny, and havethe right to enjoy a broad-based governmentrepresenting all ethnic groups, communities andtendencies in the country. This is the only wayto restore tranquili ty in Afghanistan. Thisrequires resolute international cooperation inorder to inh ib i t the lucra t ive and deadlycooperation in order to inhibit the lucrative anddeadly business of production and smuggling ofnarcotics, illicit traff icking in weapons, andcultivation of terrorism. The United Nations, incooperation with the Organization of the IslamicConference and concerned states, should bringall the parties to the conflict to the negotiatingtable, paving the way for the tyrannized anddestitute Afghan people to freely determinetheir own destiny, and backed by solemn globalsuppor t , b r ing the rogue e lements in tocompliance with the will of the internationalcommunity. It should simultaneously engage inplanning for the mobi l iza t ion of requis i teinternational assistance for reconstruction ofAfghanis tan once the necessar y po l i t i ca lconditions are in place.

In Kosovo, the legi t imate r ights of theembattled people in this province should berecognized and the Yugoslav Government shouldbe made to respect these rights.

Mr. President, Ladies and Gentlemen:

Hones t and s incere e ffor t s to combatterrorism in all its forms and manifestations,including state ter rorism, constitute anotherimportant priority for the Government of theIslamic Republic of Iran. TERRORISM IS APRODUCT OF DESPERATION AND

NIHILISM. In a world swirling in the orbit ofviolence and oppression, serious combat againstterrorism will not advance beyond the realm ofwords and slogans. Eradication of terrorismmust be concurrent with a global search forjustice. This assertion should in no way beinterpreted as a justif ication for any form ofte r ror i sm. We unequivoca l ly oppose , asrequired by our religious, moral and culturalvalues and norms, all forms and manifestationsof terrorism and we shall combat it vigorouslyand ear nes t ly. In our v iew, in order toeradicate this menace, we should engage in aserious and transparent international cooperationto combat ter rorism, and at the same t imeredouble our efforts to attain the objective ofglobal justice.

At the threshold of the third millennium, theworld a lso needs to be l iberated from thenightmare of nuclear war and weapons of massdestruction. Recent nuclear tests in our region,which have led to further complications, makesuch a necessity all the more imperative. Weshould all realize that the idea of attainingsecur i ty th rough the acquis i t ion of sucharmaments is nothing but an illusion. Themanifestation of a resolute global determinationto eliminate all existing arsenals of weapons ofmass destruction, within an agreed time frame,would render clarity of objective, lend credenceand add dynamism to the international effortsagainst the production and proliferation of thesedeadly weapons. The establishment of zonesf ree f rom weapons of mass des t r uc t ion ,particularly in the Middle East, constitutes anappropriate f irst step in alleviating tension andmistrust emanating from these weapons. We, inthe Islamic Republic of Iran, as the victims ofthe use of weapons of mass destruction, arecognizant, more than anybody else, of theirhorrifying impact. We shall thus stay in theforefront of international efforts to establish andstrengthen universal ar rangements for theirdestruction.

Security, development and prosperity in theThi rd Wor ld requi re the promot ion ofcoopera t ion and the u t i l i za t ion of provenarrangements and mechanisms for conf idence-building. IN this regard, it is encouraging thatthe Eighth I s lamic Summit Conference inTehran, cognizant of this necessity, establishedan appropriate mechanism to foster conf idencethrough dialogue among Islamic countries.

As a f irst step in this direction, I invite ourneighbors in the Persian Gulf region—who havewitnessed two destructive wars in the span ofone decade—to es tabl i sh a secur i ty andcooperation system in the area.

In short, conf idence and peace cannot bea t ta ined wi thout a sober rev is ion of thementality of the Cold War. The advancementand promotion of culture of peace is contingentupon the recognition of the constructive role ofnations coupled with avoidance of domination,unilateralism, confrontation and exclusion.

The Islamic Republic of Iran, in keepingwith its fundamental beliefs and deep-rootedcivilizational heritage, seeks a world blessedwith peace and tranquility based on humandignity. It has accorded removal of tension thehighest priority in its foreign policy. In linewith the principles of the Islamic Revolution,Iran is determined to follow its balanced policyof expansion of relations with its neighbors andother countries on the basis of respect for

independence and equality of rights.Comprehensive peace, over and above peace

among human beings, a lso cal ls for peacebetween mankind and Nature, which in turn,requi res tha t mankind br ing to a ha l t thesystematic devouring of Nature and insteademphasize the coordination of man and Nature.The preservation of the environment, as thecommon natural heritage of mankind, constitutesa most important priority of the coming century.

Before conc luding , I would l ike toemphasize the paramount role of the family,women and youth in the making of a bettertomor row and the consol ida t ion of thefoundations of the civil society throughout theglobe.

THE FAMILY IS THE UNIQUE SETTINGFOR HUMAN PROGRESS ANDDEVELOPMENT OF PERSONAL ANDSOCIAL IDENTITY OF INDIVIDUALS.Reg re t tably today, espec ia l ly in theindustrial ized countries, the foundations ofhome and f ami ly have been undermined,threatening the emotional, material and spiritualhea l th of human l i fe . A g loba l e ffor t i srequired to confront this danger, lest the flamesof th i s cen ter of war mth , a ffec t ion andeducation be gradually dimmed by the cold andvicious winds of lur ing f acades , lus t , andmaterial gain.

Efforts at the global level geared to thepromotion and strengthening of respect forwomen and the i r r igh ts requi re a c r i t i ca lreassessment of the traditional and inappropriateviews about women. The traditional outlook,based on the erroneous notion of superiority ofmen over women, does injustice to men, womenand humanity as a whole; equally nefarious isthe view that disregards the differences betweenmen and women. We should recognize thatboth men and women are valuable componentsof humanity that equally possess the potentialfor intellectual, social, cultural and politicaldeve lopment and tha t comprehens ive andsustainable development is only possible throughthe active participation of both men and womenin social life.

At the threshold of the new millennium, theUnited Nations should have faith in the newgeneration, to whom the next century belongs.I t should thus be prepared to accept andembrace the requirements of believing in theyouth. Let us bring ourselves to accept that weare not custodians of the youth and that theyoung do have the right to enjoy the socialprocess of growth and development; a right theyshould exercise consciously and willfully.

With such a new perspective, and drawingupon the dynamic ab i l i ty and in te l lec tua lcapability of the new generation, we, together,can chart a much better and brighter future forthe next century.
