Purpose of the Open House

Initiate the Environmental Assessment (EA) process for the proposed project.

Involve community members and interested parties in the EA process.

Provide an opportunity to meet with Northland Power staff and their consultants and to ask questions.


Northland Power Inc.

A Toronto‐based, industry‐leading independent power producer focused on clean and green generating solutions.For more than 20 years, Northland Power Inc. has been privileged to work in partnership with communities and power authorities to build and operate electricity generating facilities.Northland designs, builds, owns and operates a number of renewable (wind, solar, biomass) and gas‐fired facilities.


Environmental Assessment

Dillon Consulting Limited will conduct the Environmental Assessment for the proposed facility. The main purpose of the assessment is to understand and mitigatethe impacts of the proposed facility on the surrounding community and stakeholders.Assessment takes into account several parameters including: Air Quality, Noise, Water Quality, Human Health, Wildlife, Soils, Socio‐Economic Conditions, and Culture and Heritage.


Regulatory Framework

Environmental Assessment is being conducted as per the Ontario Environmental Assessment Act and Electricity Regulation 116/01.Under the Environmental Assessment Act and Regulation 116/01, the project is subject to an environmental screening (conducted in accordance with the Category ‘B’environmental review stage).This requires a review of the project’s potential impacts on the environment including land, air, water, and noise; developing suitable measures to mitigate potential impacts; and conducting public consultation.


Stakeholder Consultation

Key component of the EA process.Identify and address stakeholder concerns and issues.Stakeholders have the opportunity to provide meaningful input into the development and design process.Input will be used to finalize mitigation plans to be implemented during design, construction and operation stages.Any party with an interest in the project can participate in the approval process.


Need for the Project & OPA Bid Process

The Ontario Power Authority (OPA) has studied energy infrastructure in the province.OPA concluded that the province is facing increasing demand for electricity and suffers from aging infrastructure.Ontario government has mandated the shutdown of coal‐fired electricity generation. New sources of energy are needed to replace this need.Through the Combined Heat and Power IV Procurement Process (CHP IV), NPI will be submitting a proposal to the OPA by September 1, 2011.


Cogeneration is Different

The OPA requires that the proposed Cogeneration facilities have a legitimate steam host partner.Cogeneration allows older, less efficient boilers to be retired and taken out of service, resulting in more efficient production of steam.GM’s facility in Oshawa is one of the few viable options:

Proximity to a high voltage access point in a portion of the grid that needs power; and,Large operation that can consume the surplus heat that is generated that would otherwise be wasted.


The Oshawa CogenThe Oshawa Cogen is a proposed 95 MW (approximate) natural gas‐fired cogeneration facility, simultaneously producing electricity and steam.Steam produced from the proposed facility will allow existing boilers at the Oshawa Assembly Plant to be retired and taken out of service, resulting in more efficient production of steam.Facility will be located on an existing General Motors of Canada Limited (GMCL) lot at the southwest corner of Wentworth Street and Stevenson Road. The site is currently used as a paved vehicle storage/marshalling yard.Proposed facility will have the ability to provide steam to the Oshawa Assembly Plant, other potential industrial users and electricity to the Ontario provincial grid.


Cogeneration

Cogeneration, also known as “combined heat and power” (CHP) is the simultaneous production of electricity and heat utilizing one primary fuel. Cogeneration is a proven technology that has been around for over 100 years.Cogeneration produces a given amount of electric power and process heat, using 10% to 30% less fuel than it takes to produce the electricity and process heat separately.A typical cogeneration system consists of a combustion source and a heat recovery system which recovers the exhaust heat before it goes up a stack and uses that heat to produce hot water or steam for use by a thermal host.

Proposed facility will use proven emission reduction technologies to minimize impacts to air quality while generating energy in an efficient manner using clean burning natural gas.Proposed facility will generate power for the electricity grid and its surplus heat will be utilized by local industry (GM and possibly other new employers).GM will be able to retire and take out of service existing boilers.Continuous Emission Monitoring (CEM) will be installed to ensure that emissions from the gas turbine will remain within the approved limits set by the Ontario Ministry of the Environment (MOE).Northland Power will conduct a detailed air dispersion modeling exercise as a part the Environmental Assessment and permitting processes to:

Ensure that the proper emission source parameters are incorporated in the facility design; and,Ensure that the MOE’s Point of Impingement (POI) criteria are met.

Air Quality


Noise

Proposed facility will be located on industrially zoned lands and is approximately 800 meters away from the nearest residence.Background noise in the area is characterized by noise from transportation routes (Highway 401, Bloor Street, Stevenson Road) and commercial/industrial activities in the area.A detailed acoustic assessment, including acoustic modeling of the proposed facility, will be undertaken to ensure that proper noise attenuation is incorporated into the facility design to meet MOE noise guidelines.


Natural Environment

Facility will be constructed on an existing paved property used for vehicle storage/marshalling located at the southwest corner of Wentworth Street and Stevenson Road.Site and surrounding land uses are industrial in nature. The Project will not be built on or adjacent to any natural areas.Impacts to the natural environment are expected to be minimal.


Land Use and Planning

Facility will be subject to Site Plan Approval by the City of Oshawa.Northland has been in communication with the Planning Department staff.Proposed facility conforms to the policies of the Official Plans along with existing zoning and the zoning performance standards.Dillon will submit a Site Plan application to the City of Oshawa along with other applicable planning applications.


Community Benefits

Proposed facility will support local economic sustainability anddevelopment by providing an efficient, reliable, and economic heat supply and increasing the reliability of the local electricity grid.Northland supports community activities as they have done in other Ontario communities over the past 20 years.Proposed facility will support the local economy during the three year construction stage and during the facility’s operation.Northland will attempt to secure as many local services and equipment as possible during construction.Proposed facility will become part of the municipal tax base.


• The Oshawa Cogen can be used as an economic development tool for Oshawa and Durham Region to help attract “heat dependent”industries to the nearby vacant industrial lands.

• Rather than building and operating their own boiler facilities, heat dependent industries looking to locate in Ontario would be able to reduce their construction and operating costs by tying into the Oshawa Cogen for steam.

Permits & Approvals

Following the OPA’s contract award decision and the completion of the Environmental Assessment process, additional permits and approvals must be acquired:

An Environmental Compliance Approval (Air and Noise) applicationwill be submitted to the MOE. Air emissions and noise levels will be within the mandated limits.

Release of stormwater will be controlled in quantity and quality to predevelopment levels.

Northland will also secure all building permits applicable to the facility from local authorities and the Central Lake Ontario Conservation Authority.
