Norfolk Island And The Federal Budget

On Tuesday evening 13 May the Federal budget was handed down and Norfolk Island is to receive in excess of $10 million in a variety of measures.

“This is a great result for Norfolk Island in a Federal budget that has been described as the toughest for a couple of decades,” said His Honour the Administrator Neil Pope.

The Australian Government recognises the serious economic problems Norfolk Island is facing and the need for support and certainty. At a time of significant restraint at the Commonwealth level, the Australian Government last night allocated in excess of $10 million to support activities on Norfolk Island.

This funding will provide support for the continued delivery of essential services on Norfolk Island in the short term; the Australian Government will continue to work with the Norfolk Island Government to enhance Norfolk Island’s economic sustainability.

The package of support for Norfolk Island in 2014-15 includes: • Up to $7.5 million for emergency funding support

Norfolk Island And The Federal Budget - continued• Underwriting of airline services. This will provide

certainty to the tourism industry and provide support to the Norfolk Island economy through ensuring the continuation of a reliable and regular air service between the mainland and Norfolk. Norfolk Island is reliant on air transport links which, based on current demand, are commercially unviable without some degree of government support. Without this support, the frequency of commercial air services to and from Norfolk Island is likely to reduce significantly, with a severe flow-on effect to the local economy and the ability of the Norfolk Island Government to provide essential services.

• Funding (up to $2m) has also been provided to the Department of Infrastructure and Regional

Development to progress a range of governance and economic reforms. Immediate priorities for this funding include work to implement the recommendations made by the Australian National Audit Office to improve financial management, addressing the budget deficit and to continue the role of the Commonwealth Financial Officer, who provides oversight and advice to the Norfolk Island Government on its budget and expenditure.

• This funding is in addition to the ongoing support provided by the Australian Government for the management and care of the Kingston and Arthurs Vale Historic Area, and the significant capital works funding that has been committed for critical infrastructure on the island.

Australian Budget Provides Financial Assistance For Norfolk

IslandThe Chief Minister, the Hon Lisle Snell, is pleased

to advise that following the release of the Australian Federal Budget for the 2014-2015 financial year, advice has been received from the Administrator that the Department of Infrastructure and Regional Development has been provided the following funds for Norfolk Island:• $7.5 million for financial assistance to fund the

projected budget deficit;• $2 million for ongoing governance reforms; and • funds to underwrite the air services to Norfolk

Island. The amount provided to underwrite the air services is not for publication as negotiations with the service provider are commercial-in confidence.The provision of these funds will enable the Norfolk

Island Government to continue to fund essential services in the 2014/2015 financial year and will now assist the Administration of Norfolk Island to prepare its Annual Budget with certainty.

“The Norfolk Island Government has written to the Hon Jamie Briggs, MP, Assistant Minister for Infrastructure and Regional Development, to express its sincere thanks to him, the Department of Infrastructure and Regional Development and the Administrator, the Hon Neil Pope for their efforts in assisting Norfolk Island to secure this vital funding that will help to meet the costs of next financial year’s forecast budget deficit of $7.4 million.

“There will be a Funding Agreement to outline the milestones to be met to receive the essential service funding and I have requested that the Norfolk Island Government and Administration of Norfolk Island (ANI) receive an advance copy of the Agreement so that due consideration can be given as to whether we have the resources to meet the milestone timeframes and to enable appropriate negotiation in this respect,” the Chief Minister said.

Fuel Stocks UpdateThe Minister for Finance, the Hon Tim Sheridan,

has advised that the fuel tanker is expected into Norfolk Island on the evening of Saturday, 17 May 2014.

“I am pleased to advise that 43,000 litres of Jet fuel and 30,000 litres of petrol arrived on the Norfolk Guardian on Thursday, 15 May 2014 to ensure ongoing fuel supply to the Island until the tanker arrives and fuel can be discharged.

“Fuel rationing will continue until confirmation is received that the fuel has been discharged from the tanker,” Mr Sheridan said.

Norfolk Ocean Challenge

The Norfolk Ocean challenge is powering on with the NI Wa’a club in conjunction with Rebecca Christian and the Travel centre working hard to organize this event.

This week we received photos from the Varua Va’a the Tahitian company based in Fiji building the canoes showing their progress. They have now completed 4 and have already started on the fifth.

At this rate they will be ready to ship the 11 canoes to arrive on Norfolk in September.

We are now working on the race schedule and planning.

The response to opening up registrations with AOCRA the Australian Outrigger Association has been overwhelming.

AOCRA say this is the best response they’ve had via social media channels than any other new event introduced to AOCRA paddlers. AOCRA’s facebook post received over 5670 views and 35 shares (including Tahiti, Fiji and NZ) within 24 hours of posting the NOC on their facebook page!

This is very encouraging feed back from AOCRA and shows we are on the path to making the inaugural NOC a huge success.

Administrator’s fortnightly Talk“The way it [the Budget] has been delivered with

respect to Norfolk Island I would have to say that Norfolk Island is one of the winners”.

After all the doubts and indecisions that have been circulating about the Federal Government’s “tough Budget” and what could be in store for Norfolk Island, His Honour the Administrator’s words at his fortnightly talk with Maxine on Wednesday, 14th May were most heartening.

“Last night” he said “the Treasurer Joe Hockey delivered the Budget for the forthcoming year of 2014 - 2015. It is being described, and indeed the Treasurer himself described it as one of the toughest Budgets for a couple of decades - probably the toughest since the 1996 Budget of John Howard. One of the reasons of the tough Budget is the deficit that had blown out to $49.9 billion and so this Budget is bringing that deficit of almost $50 billion back to $29.8 billion in the next year. Eventually by 2017-2018 to $2.8 billion.

So there are a lot of measures that have been put in place - cutting back expenditure, and in some cases increasing revenues - such that there is going to be a fair amount of ‘hurt’ within the Australian community. So in line with that, I am very pleased to say that Norfolk Island has actually come out very well, in fact exceptionally well.

In various measures the Federal Budget last night will be delivering in excess of $10 million to Norfolk Island. There is the on-going issue of the deficit on this Island and the Norfolk Island Government requested, along the lines of what the Australian National Audit Office believed was the amount to fix that deficit of some $7.4 million. In actual fact in the Budget it was highlighted as $7.5 million for emergency funding so that the Norfolk Island Government can meet its Budget deficit and [be] in a position to deliver essential services.

These funds will be tied to ‘mile stones’ and those ‘mile stones’ will be negotiated and discussed in probably the first week of June in my office with departmental people coming over. I will be chairing those discussions at looking at the ‘mile stones’ to be put in place for the delivery of the $7.5 million and continuing the reform process through that funding agreement.

There is also the issue of the underwriting of the airline services for another year of the Air New Zealand and obviously this provides certainty to the tourism industry and the Norfolk Island economy with the continuation of this reliable and regular air service between the mainland and Norfolk. That’s also been locked in, I am not able to tell you how much that is worth because it is commercial confidence with respect to the underwriting but that is also significant.

Administrator’s fortnightly Talk - continuedaddressing the Budget deficit and to continue the role of the Commonwealth Finance officer who provides the oversight and advice to the Norfolk Island Administration on its Budget and expenditure.

So on top of that, there is the on going support provided also for the KAVHA area and significant capital works funding has been committed for some of the critical infrastructure. So it was all good news for Norfolk Island. A tough Budget as I said, with the Budget predicting economic growth in this next 12 months of 2.5 per cent going to 3.5 per cent in 2017-2018 which is good for the Australian economy and the inflation rate they are predicting will be 2.25 per cent in the next year going out slightly to 2.5 per cent in 2017-2018.

So a very tough Budget - very tough on a number of areas back on the mainland. There are obviously winners and losers, but the way it has been delivered with respect to Norfolk Island I would have to say that Norfolk Island is one of the winners. That has been good.

Christmas Island got some money because they are actually going to turn them into a 48 hour detention centre and then move people on and they have to do a big upgrade there so there is money for that purpose as well. They don’t keep the refugees there but use it as a holding area.

The overall issue of where we are going into the future with the Reform Programme is continuing. In the Ministerial statement made on 27th March by the Minister, I am assured that work is continuing when he said back on 27th March that the Prime Minister has asked him to develop a Discussion Paper on possible reform options including governance reforms and plans to extend mainland taxation and social security systems and he went on to say that he would be talking to his Ministerial colleagues etc. with respect to that. That has continued and it is a commitment which the Minister continues to make that will occur. As he has said he can’t have Australians living under different circumstances and he is committed to continuing that election commitment to integrate Norfolk Island with mainland taxation and social security systems. As he said while he was out here, he believes that all Australians should be treated equally no matter where they live. That work is continuing.

In the meantime we have had these Budget appropriations made for Norfolk Island to keep us afloat and running. There is still the outstanding issue of the moneys that they didn’t receive for the September quarter and December quarter here on Island because they didn’t meet their mile stones and that is obviously an on-going problem in looking at balancing the Budget. Further discussions will occur with that.

But there will be another Funding Agreement coming up based on this $7 million and it will probably be in the first week of June and I will be chairing those discussions a few weeks before I leave the Island which will be on the 30th June.

That’s it from the Budget, but I did want to talk about the team of people who are on the Island at

the moment from Deloitte’s who are looking at government business enterprises on the Island. There was an article in last week-end’s ‘Norfolk Islander’ from the Minister for Finance, Mr. Tim Sheridan, which I think pretty much outlined what is occurring. First of all this comes about through the ACIL Tasman Report which was delivered to this Island in about March 2012 and in a Budget allocation made in May 2012 of, I think $300,000, by the Federal Government to actually go through this process of analysing Norfolk Island’s Business Enterprises. They are back on Island again for 3 weeks. What they set up back in October when they were here was looking at a frame work and the aim of the frame work was to develop a tool that could be used consistently across all of the Government Business Enterprises (GBEs) - this is Telecom, Philatelic the Post Office and all of the various business enterprises on this Island.

They set up this framework and using that framework they will look at the optimal ownership and operational structure of each GBE. The framework does not focus solely on privatisation, rather it will be used to consider all opportunities for adjustment to ensure that the GBEs operate effectively and sustainably while at the same time delivering essential services and an appropriate return to the Norfolk Island community.”

Psychological First Aid (Pfa) Workshop.

Last Saturday, 10th May, 18 local people gave up their time to attend a day-long workshop for Emergency Service personnel, and for those who want to volunteer to become a Red Cross Emergency Service responder on Norfolk Island, and potentially in Australia and overseas if they desire.

Those who attended included : Cassie Jones, Vicki Jack, Lorraine de Rijke, Lynlee Sanders, Marg Christian, Tina Millett, Tim Thompson, Jodie Quintal, Kerry Robertson, Taina Hall, Liat Baddock, Jennifer Lee, Alma Davidson, Colleen Crane, Coral McGrath, Carol Lowrie, Susie Hale, Ann Wright and Jen Pope. If the noise level and enthusiasm was any indication, they all had a good time and the workshop went well.

Red Cross Norfolk Island is very grateful to all those who gave up their Saturday to attend, and we look forward to the next workshop on PFA a couple of months down the track. We are keen to have a response team who are willing to respond in times of disaster or emergency on the Island, and , just to reinforce the message, the time needed to be a part of this response group once we get it established is not very much – some continuing education and practice scenarios now and then. So, if you would like to register your interest in the next course or to ask any questions about PFA and other courses, please phone Dale Howe on 22187 or 56025.

Norfolk Island optometrist warns locals

‘Don’t be in the dark about macular degeneration’

Macular Degeneration Awareness Week – Sunday 25 to Saturday 31 May 2014

Norfolk’s optometrist John Kelly is urging local residents over 50 not to be in the dark about macular degeneration and to have an eye examination this Macular Degeneration Awareness Week.

Macular degeneration, Australia’s leading cause of severe vision loss and blindness, affects more than 1.15 million Australians over 50 years,1 and without appropriate prevention and treatment measures, this number is set to increase to 1.7 million by 2030, given the rapidly ageing population.

John said early detection can help save sight, so it is vitally important to identify the early signs of macular degeneration.

‘Don’t accept changes to your vision as just a part of getting older, be proactive about your eye health and make an appointment for an eye examination today,’ John said.

Macular degeneration is a chronic disease requiring early detection and diagnosis, and in the case of the wet form, it can progress very quickly and requires urgent treatment to save sight.

Macular Disease Foundation Australia Chief Executive Officer Julie Heraghty uses the three-step approach—examine, monitor, respond—for early detection of macular degeneration. Julie said, ‘If you’re over 50, to reduce your risk of macular degeneration and vision loss, have your eyes examined and macula checked, monitor for changes in vision, and respond immediately if changes occur.

‘In between visits to your eye health professional, those over 50 should monitor for changes in vision by using an Amsler grid—a simple tool which will test for symptoms of macular degeneration.

‘When using the Amsler grid, if you see straight lines appearing wavy or bent, or dark patches or empty spaces in the centre of your vision, make an urgent appointment with your optometrist or ophthalmologist as early detection can save sight,’ Julie said.

Along with having an eye examination and using an Amsler grid, Australians over 50 should incorporate the good eye health practices of diet and lifestyle into their everyday health routines. Eat dark green leafy vegetables, fresh fruit and fish. Consideration should be given to an appropriate supplement in consultation with your doctor. Quitting smoking is also critical, as smoking can lead to blindness.

Every Australian at risk—those over 50, with a direct family history and smokers—should take charge of their eye health this Macular Degeneration Awareness Week by having an eye examination and using the Amsler grid in between visits.

Optometrists Association Australia CEO Genevieve Quilty urged people to go to their local optometrist this

week and commended Macular Disease Foundation Australia for helping to raise awareness of eye health in general.

‘We welcome the use of the #dontbeinthedark hashtag as a way of raising awareness, and will incorporate it via our own social media channels,’ Genevieve said. ‘We encourage our members who are active in social media to do the same.’

The Mothers Day Eve Talent Contest

The Mothers Day Eve Talent Contest held on Saturday 10th of May was one of the best ever seen on the island (I think we say that each year, but the talent really is incredible in this young age group). There were familiar faces and fantastic to see some new faces surprising us with their talent.

With violins, piano keyboard, guitars and flutes in Primary instrumental, the show started with a bang followed by a dance song combo for K-2 dancing.

Primary drama, poetry & comedy had a funny self written poem and entertaining short play then K-2 Singing and Instrumental by the same lovely young entrant.

Primary dancing gave us two acts with well coordinated costumes.

A single Secondary poetry entrant was followed by 3 talented primary vocal acts.

Secondary Instrumental was the most diverse with string quartets, flute/piano duets and rock bands but showcasing extreme talent throughout the whole category.

Another 3 single talented singers entertained us in the Secondary singing group.

Thank YouComing to Norfolk wasn’t

on our radar until about Dec 2013. What started as a small conversation between The Ocean Ambassadors and Oceania Economic Development Corporation on what Norfolk is capable of, blossomed into us changing our route plan and putting priority on making Norfolk Island a part of this years tour.

We came to show you the community and your school children what the issues are with Marine Debris, how we can work together for a brighter future. But focusing on solutions that are economically viable for small island communities.

To finish that side, we have learnt from your ministers of the local plan to minimize and process your waste. And hopefully as a community you can work together and move past the days of the current situation at headstone.

As for the technology we showcased throughout four different locations during our stay. If any of you are interested in seeing it come to Norfolk Island and work together as a co-op, feel free to have follow up conversations with Andre Nobbs, and OEDC.

Now with that out of the way, let me get to something that we have all talked about as a group every night as we wrapped up. 99% of everyone we met on Norfolk welcomed us with open arms, went out of there way to make our stay possible/pleasurable, offered us fresh fish, produce, a drink you name it.

As a young Capt. that chose to live in French Polynesia because of the rich culture, raw nature and yes maybe something to do with perfect waves I see

many resemblances with your community. You can tell there are Polynesian bloodlines on the island and I have to say it made me feel a little homesick, only because you remind me of a place close to my heart.

From our whole team with no word of a lie, massive THANK YOU and Maruru Roa for everything you did for us. We look forward to continuing our friendships, promoting Norfolk Island, the people and their commitment to more innovative waste management as we continue our Clean Oceans journey through the islands.

Hopefully see you all again sometime in the near future.

Norfolk punches above its weight

Norfolk Island has a long history of self-governance, distinguished judges that preside over the Supreme Court of Norfolk Island, and the tall responsibility of enacting legislation that is responsive to the community’s expectations and needs. The manner in which this plays out in legal practice and daily life on Norfolk has long interested local lawyer, Piria Coleman.

Piria originally trained at the New South Wales Bar in 2012 and 2013 but transferred to the Victorian Bar in 2014. The move provides a better career progression for a legal practitioner whose primary experience is drawn from Norfolk Island. Given that much of the law that applies on Norfolk is drawn from former Victorian Acts and Regulations, there is much insight to be gained from a working knowledge of these laws both in Norfolk and Victoria.

who teach on the course and serve as mentors, as well as by the judiciary, both State and Federal. The former Chief Justice of the Norfolk Island Supreme Court, his Honour Justice Weinberg, was a key note speaker and acknowledged as playing a pivotal role in the development of legal precedent in Norfolk Island.

At the recent ceremony to sign the roll of counsel held in the Supreme Court of Victoria, the Chairman of the Victorian Bar, Will Alstergren QC, addressed the gathering of eminent Queens’ Counsel, Bar Council members, family and friends. He said, “High quality training and skills development is an integral part of maintaining the quality of advocacy essential to the proper administration of justice. These men and women have successfully completed a very rigorous course which requires demonstrated technical legal competence as a precursor to the development of high level advocacy skills.”

After each of the readers had signed the roll, Mr Alstergren QC, concluded his speech by saying that the life of a barrister could be demanding and stressful, but also brought with it great professional satisfaction: “We wish each and every one of you a long and satisfying career at the Bar.”

NI Flora& Fauna SocietyInvasive Species Month

Two awe-inspiring projects ended our Weed Week last Sunday when NI Landcare, and Molly and Duncan Sanderson hosted visitors to a see their Cockpit and Rooty Hill Road landscape rehabilitation projects. Both properties are very steep and the importance of robust native vegetation cover is even more important, conserving precious topsoil and preventing erosion. These projects have been supported either by Australian Government grants or by the NI/Australian governments’ Toon Environment Trust, and countless hours of voluntary labour.

Rodent Week events included what might be a pivotal moment in opening a new niche market, in which self-funded conservation volunteers are organised to provide well-planned projects with much-needed labour or expertise. Derek Ball talked to industry stakeholders on this subject, and also about other potential environment-based tour opportunities for the experience seekers, that might be more obvious to visitors than they are to those of us who see and experience Norfolk’s remarkable sights and experiences all the time. I’m sure we will see further development on this in time.

Two sessions to be held during the week were amalgamated into one, given the plethora of events that blew in to the island with the charismatic crew of the catamaran Ocean Ambassador with whom we were happy to share a platform on some of our like-minded issues.

Thursday evening Cassie Jones provided a very interesting presentation about the National Park Rodent Control program, with useful input from David Bigg who has been at the coalface of that program for many years. Following Cassie setting the scene, there was a workshop session facilitated by Derek Ball that was hopefully the start of some new ways of looking at rodent control on the island, which should prove more effective and more economical. We all know how expensive it can be trying to keep our homes and farms free of rodents, so any improvement in the way we do that is welcome! We appreciate the important input to this discussion from rat controllers, primary producers and home owners who are all interested in better outcomes for Norfolk.

This week has been an exciting week at NICS. Congratulations to our year 3,5,7 and 9 students who completed their NAPLAN tests this week. All students in these year levels are expected to participate in tests in reading, writing, language conventions (spelling, grammar and punctuation) and numeracy. Everything went very smoothly thanks to the organisation of Mr. Lance Miller, Ms. Helen Pedel and Ms. Heather Munroe. The completed tests are confidential and have been secured and sent back to NSW to be marked. The school and parents will be forwarded results in the coming months.

On Wednesday evening the P&C AGM was held and I would like to welcome Ms. Bronwyn South into the position of President and Mr. Andre Nobbs into the Vice President’s position. The meeting was well attended and from my position as Principal I would like to welcome our new members and our returning members to the group. A full account of the new P&C office bearers will be published in the NICS newsletter on Monday and in this newspaper next Saturday.

We were fortunate enough to host Chris Farrell at the school during the week. Chris has been sponsored to Norfolk by Nicola Kennedy and Troy and Chris is staying at Mokutu. What a remarkable young man. Chris spoke to our primary students about the challenges that he has faced growing up with Asperger’s Syndrome. He was very well received by the student who inundated him with questions. He spoke of his earlier life confined to the family home to protect him from the world, the challenges of being a teenager with very few social skills and his quest to conquer 7 continents unchaperoned. Just one continent to go! We purchase a copy of Chris’s book ‘My Journey – the World within My World” and it is now in the NICS library. Inspirational!

Congratulations to our Head Teacher Science Mr. Jeffery Ware for his organisation and partnership development and ensuring that all of the students and staff at the school finished the week with a lot more knowledge about the environment and how to protect it, especially here on Norfolk. NICS relies heavily on our Partnerships for Learning and I would like to thank Mr. Andre Nobbs for making this happen and the NI Government for supporting this important initiative. The visit to the Island and the demonstrations and workshops that were conducted at the school by The Ocean Ambassadors could be life changing for some of our students. I have several discussions with some of our students who have expressed interest in becoming Environmental Scientists in the future. There has certainly been a lot of talk about how we could do things differently on Norfolk Island in the future.

School News - continued and photographers. NICS takes a good hard look at pollution in our school and the larger community. From solar panels to nude lunch boxes, we are proud of what we can contribute to being part of a whole island solution. As an organisation our carbon footprint is large and places a large demand on island resources. Knowing that NICS contains the educated future of Norfolk Island it is extremely important that we start with a change that influences generations to come whilst we still have an opportunity. Initiatives such as Youth Leading the World are at the spearhead of what our students can offer to combat environmental concerns that continue to threaten our very existence.

The Ocean ambassadors arrived at school and quickly had our students scouting for plastic rubbish,. I’m glad to say that the majority of rubbish came from students’ hands directly from their own lunch boxes rather than from the grounds. Laura Wells (Environmental Scientist) began to walk the playground, like a plastic sniffing hound finding old debris scattered everywhere, and in a short time had a very loyal band of student followers that were excited to show just how litter conscious they could be. With recess done we returned with our hoard of rubbish and presented it to Adrian Midwood, (Captain of the Ocean Ambassador). Adrian then set about explaining his journey and goal of the ocean ambassadors. They aim to deliver opportunities and education for small islands to rectify a range of problems associated with sustainable management. Waste Management, and primarily Management of Plastics was their key focus for our students. Throughout his talk he had students help him pack plastic from lunches they had just eaten and found drifting in the playground into the ‘Magic Box’, as our amazed Kindy kids called it. Before too long it was jam-packed, sealed and then operated by Audrey Wood, a Kindergarten student, using the easy function touch screen panel. The Plastic to Fuel conversion machine takes approximately 30 minutes to heat up to 4000C and then 3 hours to process all of the plastic into oil with very few emissions passing through the charcoal filter.

From here the school broke into two groups. Students listened to the problems of marine debris, from the immediate convenient use of a product to the everlasting impact it will have on our environment. Students were faced with problems confronting various countries, including some that are not afforded the opportunities or education to combat the issue of ocean pollution. Laura Wells highlighted the 450 year impact that our plastic choices make and how ultimately this choice arrives in the ocean. From here plastic gathers in vortexes around the world swirling into large masses, the largest “Garbage Patch” bring equal in size to that of Eastern Australia. This plastic is mistaken for food sources and entangles many of our marine animals. More recently it has been noted that insects are utilising this newly found habitat as a

breeding ground from which they are able to compete with other marine organisms for plankton and fish eggs, which is having a severe impact on the ocean’s food web. Ultimately, marine organisms feeding on or ingesting plastics will eventually end up on our dinner plate. Evidence already exists by way of all topsy that people are absorbing plastic through continual exposure over time.

Laura then began to identify ways we can all improve our environment with simple choices and actions, such as: choosing not to use plastics, sorting plastics separate from other materials developing a management system; organising clean up on a regular basis or joining clean-ups already running ie NI Board riders. PET Plastics are able to be converted into clothing, some of which were on display and are also available for perusal at leisureactivists.com Money from the purchase of these garments funds the Ocean Ambassadors on their quest to provide opportunities and education to other island communities.

Derek Ball (WILD MOB) - Derek Ball spoke to the students about island

biodiversity and the important role an island such as Norfolk plays in maintaining the crucial balance and support of ecosystems for endemic and migratory species between temperate and tropical climates. Given that Australian islands account for 40% of Australia’s coastline, they receive only a fraction of the funding that mainland coastlines receive. These critical assets ($13 Billion per year)form a key foundation of the tourism industry but simply aren’t being valued and maintained appropriately, despite the wonderful efforts of many island communities. Islands are critical habitat for 31% of Australia’s critically endangered and endangered fauna, and for 37% of the vulnerable fauna, including many endemics. There are wonderful, but as yet unrealised opportunities, to use as ‘Arks’ to protect biological diversity.

Despite its history of extinctions, the biodiversity of Norfolk Island remains significant. Norfolk Island is ranked as number 11 in the world’s islands, with areas less than 1000km2, in terms of its conservation benefit to threatened birds arising from the eradication of alien vertebrates from those islands.

School News - continuedThreats to island biodiversity from non-indigenous

species remain among the most powerful drivers of extinctions. Eradication of non-indigenous species from islands is possible and is becoming increasingly cost effective. And of course, once eradicated, they can be excluded forever.

NICS would like to thank Andre Nobbs, Margaret Christian and other organisers for affording us the opportunity to provide these rich educational experiences to the students of Norfolk.

Another very successful Mother’s Day concert has come and gone. The items presented showed a variety of talents across the arts. The evening began with primary instrumental showcasing strings, keyboard and woodwind performances. Marley then had the crown on the edge of their seats with his break dancing and vocal piece. The primary drama, poetry and comedy category saw two very strong items take the stage which were clearly liked by the audience. The K-2 Singing category and K-2 Instrumental saw Jemima sing and play her heart out. Primary Dancing had two entries the first filling the stage with NICS students performing Dance Sport followed by Call me maybe. Vanessa then delivered a polished performance under the Secondary Drama, Poetry and Comedy category. The Primary Vocal numbers began with ROAR performance

ExcursionsNICS is always a busy and exciting place. Last week

we had Year 11/12 Society and Culture class visiting the ‘The Olive’ as a Primary Research Methodology, Year 7 English walked across the road to ‘Sweeties’ to connect to a novel setting called ‘Boy’ author Roald Dahl they are reading and on Thursday Mr Ellem’s class visited the dental clinic for a check. And to start the week on Monday Kindergarten to Year 2 students will be bussed to Captain Cook’s Lookout as part of their unit this term ‘Ships and Stories’ and Stage 2 students along with Mrs Tavener and Ms Tudball will be traveling to Kingston to continue with the second stage of ‘First Fleet Stories’ to visit the Museum.

Head LiceThere has been reports of Head Lice in the Infants,

Primary and Secondary Departments. Please parents check your student’s hair and treat if necessary, remember to get rid off all the eggs. If this problem is not resolved a check of all students will be conducted at the school by nursing staff from the hospital, parents

will be phoned to collect their student for treatment and may only return to school after they have been cleared at the hospital. Your cooperation with this issue over the weekend will be very much appreciated. If you require more information please phone the Dispensary Department at the hospital on 22091.

Orangutan Adoption

The school has received our adoption certificate for Rocky and Rickina. This project was initiated by Year 9 English class as a fundraiser. The adoption includes vet care, food, medicine and forest school training so they can be released back into their habitat. Year 9 English students would like to thank NICS students, staff, parents, community members and the Flora and Fauna Society for your generosity assisting with this fundraiser for our two little cuties.

keep their bright yellow ‘all weather coats’ and then everyone was allowed to hop into the back of the police wagon.

It is not a very big space, but everyone managed to fit - nobody was allowed to close the door though!

Constable Tim then invited anyone who wanted, to hop into the front of the police wagon and press the siren and turn on the police flashing lights.

The boys especially like doing this. The girls were busy trying on the protective vests instead - even Chrissy!

Everyone then sat around the outdoor picnic table and ate morning tea with the other policemen who were on duty.

Constable Tim finished the visit by telling everyone how important it is to: “always wear your seatbelt when traveling in the car and to always hold on hands and look both ways when crossing the road.”

Thank you Norfolk Island Police for working hard and keeping us all safe.

Little House Daycare visits the Norfolk Island Police

StationRobyn May and Chrissy Clarke organised for

the children: George, Caleb, Tighe, Teo, Xavier, Cooper, Jacob, Timi, Allyssa, Tiare, Aurora, and Bonita at “Little House Daycare” to visit the Norfolk Island Police Station on Thursday morning.

Babies were loaded into prams and everyone held on hands and walked on the grass on the side of the road, down to the police station from daycare.

Tim the policeman met them at the front door. He took the children inside and showed them through the office, where they met the sergeant and the other police constables.

The children saw how the police can see into every room in the police station via the video screen and the security cameras.

Then the children were shown through the cells where they all sat on the bed and had a photo taken. They thought the cell was a bit small - especially when you put 12 children into it.

Next was the visitors room where you can talk to people through the glass and the interview room where you can go and have a chat to a policeman anytime - even if you haven’t been naughty!

It is apparent that any funding from the Commonwealth will now be a very drawn out situation.

This Federal Govt. is now on trial and must carry out its promises to the Australian public.

However you can rest assured THAT road will be extremely unpopular but it must be done somehow to put Australia back amongst the developed Countries of the world again economically speaking..

As for its affects on Norfolk Island we can assume that the so called ’Road Map’ has come to its end without the two Governments setting a conclusion date!!?.

IS YEARS AWAY from a solution to our financial problems not withstanding their own past failures and current Budget announcements to fix those past govt. finance /cost and related expenditure failures .

SOME alternatives to Fed. Govt. CASH Handouts is for OUR DEMOCRATICALLY elected government to BE EXCACTLY THAT and move immediately on my and other submissions to JSC BUT ALSO INCLUDE Overseas Banking transactions-ALL RIGHTS TO 2OO MILE ECONOMIC ZONE. SHIPS REGISTARY OPERATIONS ETC. These are just a few issues that come to mind which will eleviate the problem of direct intrusion into the Aust. tax payers pockets.

I earnestly believe that the forgoing referenced matters are possible if given the support of all concerned for the islands future welfare. Importantly as the residence of this current paradise its all of our own decisions that must come to account including those who live here from other lands, this is also your land, please don’t think otherwise!

I also strongly believe although cannot at this point prove or access figures, that this island can servive very well financially by introducing our own internal taxation sytem based on a maximum of 15% on profit earnings// as alternative to the inclusion into Australia’s failing political system every three years.

There is no question that the forgoing cannot be introduced and still remain a EXTERNAL TERRITORY OF/ OR IN A RELATATIONSHIP WITH THE COMMONWEALTH.

Exotic Pest Alert: Potato-Tomato psyllid

Update 2

This is an update on the potato-tomato psyllid situation to keep the community of Norfolk Island informed.

BACKGROUND• Tomato /Potato psyllids have been confirmed at two

Norfolk Island localities in low numbers. • Delimiting survey and data collection processes

have been established by an Australian Government Department of Agriculture officer working with the Norfolk Island Quarantine Service. Delimiting commenced in known affected areas, and has now extended to potential high risk areas. The Norfolk Island Quarantine Office is continuing to progress the survey work and reports no new infestations have been detected since the previous update.

NEXT STEPS • Island-wide surveys will continue to determine

distribution of the psyllids.• The results of the surveys will inform decisions

with regards to whether eradication is feasible or whether other measures need to be put in place.

• Commercial farmers and home gardeners are requested to view the psyllids material held at the Quarantine office and regularly inspect their crops, particularly Tomato, Capsicum, Potato and sweet potato (Kumara). Any concerns should be referred to Quarantine Officer, Mr Neil (Snowy) Tavener), in the first instance.

• Department of Agriculture officers and relevant seconded specialists will be continuing their Pest and Diseases Survey roles and will be on alert for the psyllids as they conduct their regular survey work.

ADDITIONAL INFORMATION • A poster which provides a ready reference on the

psyllids is available for viewing at the Quarantine Office or on line at:

• The community is requested to contact the Quarantine Officer if suspected infestations are found to ensure there is a coordinated control rather than individuals taking a range of control measures that could limit success of the island wide control effort.

• All queries regarding the psyllids and the risks they pose to local agricultural production should be directed to the Health and Quarantine Office on phone 22609 during business hours.

Banyan Park Playcentre brings water safety to pre-schoolers

Banyan Park Playcentre have recently introduced water safety and survival to the annual program.

Considering our Island home and surrounding beaches, pools, ponds and creeks, swimming and water safety is essential for every family. Banyan Park is pleased to be able to now offer these skills and peace of mind to families at no additional cost as part of their preschool experience.

The concept was developed by Playcentre staff and the proposal was enthusiastically accepted by the Committee and since then it has been full steam ahead. The children in the older group have almost completed stage 1 of the program and it has been a huge success so far. The in-water lessons have wrapped up for now and the children will be involved in land-based water safety and survival games to complete stage 1.

The program is led by Kylie Umlauft, an Austswim Accredited teacher of swimming and water safety and is aimed at enabling children to increase their confidence, enjoy and respect the water and learn basic survival skills. In the short time the program has been running, every child involved has already gained something from the experience.

Children who were reluctant to put their face in the water are now not only putting their face in and blowing bubbles, but are fully submerging and popping up through the hoop. The children have all enjoyed being Humpty Dumpty falling off his wall and have learnt to turn around and reach for safety, and climb out of the pool without assistance. Some Children have started ‘falling in’ to deeper water and learning how to get themselves to safety.

Everyone is starting to master a back float and they are building up their kicking legs.

Providing water safety in a comfortable team environment makes the process easier and the children are thriving participating with their peers. As can be seen in the photos, the children have thoroughly enjoyed the program and there has already been noticeable improvements on all levels. All activities were conducted on a 1-on-1 (child to adult) basis in line with NSW Early Childhood standards for water based activities/excursions.

Stage 2 will be held later in the year. Both groups will be involved and prepare for summer. The older children will also prepare for their transition to school and the school swim carnival, and the younger group will prepare for advancing the program the following year.

The program will assist those children able to attend swimming lessons over summer, and importantly will provide some of the basic survival skills for those children unable to attend.

Banyan Park Playcentre would like to thank the helpers during Stage 1: Nerissa Judd, Kally Peay, Ariane Dixon, Mary Testor, Jonno Snell and James Edward. Thanks to Puk and Lynlee for preparing the pool and advising guests of our presence, and a very special thanks to the Christian-Bailey family for their support of the program and use of the Fletcher-Christian Apartments pool.

Although in the early stages, the program has received a lot of support and it is an exciting time for Banyan Park Playcentre and the children in our community.

BMX TrackThe Blue Light Foundation has received development

approval to build a BMX track and a weather shelter on the un-used northern portion of Rawson Oval. The construction has been made possible by the provision of a funding grant from the Commonwealth Government’s Norfolk Island Community Initiative, and by the generous assistance offered by some of Norfolk’s tradies. We are now beginning to coordinate the construction process and hope to begin actual construction by the end of June. The BMX track design is based upon a ‘fun park’ concept, meaning it will suitable for riders of all ability from novice onwards; the idea is for it to be sufficiently challenging for the better riders without presenting a risk to the novice.

We hope that once completed, the track will provide our kids (and maybe the odd adult) with yet another activity to help keep them entertained and interested. We will keep you posted on the construction progress.

Search and Rescue Operations on Norfolk Island

We’d like to take this opportunity to articulate the Police view on emergency response operations, such as search and rescue operations in remote, isolated communities such as Norfolk Island.

The first thing that needs to be recognised is that, rather obviously, Norfolk Island doesn’t have access to the same extent of modern technology, equipment and trained personnel that larger jurisdictions do. This limits our capability is some respects. However, what it lacks in resources, it well and truly makes up for in community spirit. The epitome of this was the bestowing of bravery awards upon two residents by the Governor General in November 2013. The willingness of the public to volunteer their time and their own resources to assist in these operations is not only incredibly appreciated by the responsible authorities, but it is often critical to the success of the operation. This willingness does however come with a rather significant risk factor and this is what we would like to speak to.

This risk factor is not ability. The seamanship and knowledge of the local environment held by the Norfolk locals is unquestionable. The best training courses in the world can’t provide the level of skill and knowledge that some possess. The risk factors are those of legal liability and public confidence.

Under a Ministerial Agreement, the Australian Federal Police (AFP) has responsibility for search and rescue coordination on Norfolk Island. In our view, it would be irresponsible and naive to develop emergency management (including search and rescue) plans that aren’t considerate of the inevitability of the willingness of the Norfolk Island public to offer assistance and/or become involved in a response to an emergency situation. The public is a critical component in many emergency management response plans and scenarios and this principal of community participation

underlies the island’s Disaster and Emergency Plan. In formulating a plan for response, the advice of those with the best knowledge, i.e. the locals, is sought, considered and factored in. As previously stated, it would be irresponsible not to do so. Since the tenure of the current AFP members on the island that is the principle that we have subscribed to and that will not change.

It should also be noted that from a legal perspective in some scenarios there is no basis for the authorities to prevent anyone from conducting their ‘own’ search for example. However what absolutely must happen to ensure we provide the best opportunity to achieve the desired result as quickly as possible and in the safest possible manner, is that the emergency response must be coordinated. Failure to have effective coordination not only increases the potential for inefficiencies, but increases the risk of having a ‘failure’ and may even expose those participating to safety issues. In the worst case, uncoordinated efforts may become a distracter from the main response if those assisting also run into trouble. Search and rescue operations especially can be inherently risky enough without adding a further complication of poor management.

From a legal perspective, anyone involved in a response can be subject to examination at a subsequent Coronial inquest should a worst case outcome occur. Part of the purpose of the emergency management training that Police undergo is to provide a response structure that ideally, negates criticism in the face of this type of post-response scrutiny. This response structure is a protection for both those coordinating and those participating.

What we would ask you to bear in mind when there is a request for public assistance, or you make an offer of assistance, is this requirement to ensure coordination. Please, be prepared to work with the coordinating authority. If your offer is not met with the response you’d hoped for, or your suggestion is not immediately acted upon, it is not because your assistance is not required, it is because we need to ensure that your assistance is coordinated in accordance with the response plan. It may be that the assistance you are offering can be better utilised in another manner or at a more appropriate time. Please do not take offence. We cannot stress enough that your offer to assist is both appreciated and necessary to ensuring the welfare of those in need, but it is crucial that we all work together in a coordinated manner.

POLICE REPORT

Traffic - School Zone

Police would like to remind all drivers that 30 kmph speed limits apply around the

Norfolk Island Central School from 8:00am to 3:30pm each school day. Police

continue to commend the vast majority of drivers who do keep to the speed limit and do

their bit to keep our children safe.

Members of the community with any information regarding any incident involving

speeding vehicles through the school zone are urged to contact police 22222 or

Where can I obtain “L” Plates and “P” Plates?

“L” plates are now available at the police station for the holders of a Learner’s Licence.

These should be affixed to the inside of the front and rear window of the vehicle being

driven and should be clearly visible. For a motorcycle the “L” plate should be worn at

the rear and must also be clearly visible.

“P” Plates are available from both the police station and Registry and are required to be

displayed by all drivers who are the holders of a Provisional Licence. These should be

affixed to the inside of the front and rear window of the vehicle being driven and should

be clearly visible. For a motorcycle the “P” plate should be worn at the rear and must

Failure to display either “L” or “P” Plates (as required under the ������� ��� ����) is an

offence under the act and fines and demerit points apply.

Firearm Licences – Your Responsibilities

Police would like to remind firearm owners that it is your responsibility to ensure that

you hold a current licence. Please check the expiry date on your licences and permits

and allow seven (7) working days to renew your licence or permit, in order for all checks

to be completed.

Could You Be At Risk For Diabetes?

There are several signs and symptoms that indicate a person may have either pre-diabetes or undiagnosed diabetes. Here are the most common symptoms to be on the lookout for:

Frequent urination – Are you running to the bathroom more than usual, especially at night? Elevated glucose levels can cause more frequent urination than normal.

Increased thirst – Are you drinking more than usual? Would you say you drink literally all day, or that you have an unquenchable thirst? This can be caused by high glucose levels. If you are urinating more because of these higher levels, you can become dehydrated and want more to drink.

Increased hunger – Has your appetite increased lately? Are you ravenous? This symptom is also associated with unbalanced blood glucose.

Weakness and fatigue – Do you feel tired and run down? Do you feel that all you want to do is sleep?

Weight loss – Are you loosing weight without trying?

Blurred vision – Has your vision changed? When you read a newspaper, a sign, or a book, do the letters seem fuzzy?

Tingling or numbness – Do you get pins and needles in your hands or feet?

Sores that do not heal – Do you get frequent cuts or bruises that take along time to heal?

Infection – Do you get gum or bladder infection, and for women Vaginal infection?

Visit of Chairman - National Trusts - There is no doubt that Norfolk Island has the finest collection of Colonial Georgian buildings to be found anywhere in Australia or its territories. Nowhere else in the Commonwealth is there such an example of living history, standing as it does in virtually the same setting it graced on the day of its conception.

This is the opinion of Mr. Justice Moore, president of the Australian Council of National Trusts who leaves for Australia tomorrow after spending several days on Norfolk. And his contention that the preservation and restoration of those buildings is imperative is shared by the Australian Council’s secretary, Mr. R.N. Walker, who has accompanied Mr. Moore on his visit.

This is the first occasion on which either had been to Norfolk to see the subject of so many reports and such extensive research. “Now that I have seen Kingston the case for its restoration has not been overstated”, Mr. Moore said, adding that the great pity was that adequate and ready finance were not available to get on with it and complete the job.

The Trust feels that the Colonial relics on Norfolk Island are of the utmost value, transcending by far state or regional importance. In the case of Kingston, the remaining buildings, ruins and relics of the Colonial settlement, form a group of the highest and historical architectural interest.

In its recent publication, “The Historical Buildings of Norfolk Island” the Trust suggests this involvement should be approximately $350,000.

He adds that the proposals for Norfolk Island are substantial by comparison with similar projects in Australia. “Nowhere else have we recommended such large expenditure, but nowhere else have we seen anything to compare with Kingston which undoubtedly forms a strong link with our own mainland history.”

And, as Judge Moore said in prefacing the Trusts review of the Island’s unique position, “If no conscious effort is made to preserve and restore what is there, then not only will people cease to be interested in Norfolk Island, but Australia as a whole will have lost a vital link with the past and an island of rare beauty.”

Two different Islands - same basic problems - While on first appearances Lord Howe Island and Norfolk Island are distinctly different - different in their means of administration, numbers of population, etc. - one could be forgiven for thinking that there is no similarity between the two. When you start to delve into it, the similarities, whilst possibly not great in number, are nevertheless very real. These were some of the comments made by Mr. Jim Whistler, the Island member of the visiting group of the Lord Howe Island Board who are here on a fact finding mission.

Mr. Whistler went on to say that while both islands are endeavouring to retain as much as possible of their unique characteristics they are both in the position of being practically solely dependent on tourism for an income. “It seems”, he said, “that if we are going to have tourism and development that must come with tourism, it makes it increasingly difficult for the island

population of both places to retain those things which they would like to preserve.”

First Marriage Ceremony in Five Years - The latest issue of “Pitcairn Miscellany” reports that the first wedding to be held in the island for five years was celebrated on 26th January 1972. The happy couple, Miss Olive Brown, eldest daughter of Len and Thelma, and Steve Christian, second son of Ivan and Dobrie, spent their honeymoon on the Island. In the same edition the Editor of “Miscellany” writes under the heading “Devotion to Duty” - “On the evening of the wedding the groom was to be seen acting in his usual capacity as projectionist at the normal Wednesday evening film showing. When duty calls.....”.

Arrival of HMAS Otway - Despite thoughts that the inclement weather experienced during the week might cause the postponement of HMAS Otway, the submarine arrived in brilliant sunshine off Kingston on Friday, May 19th. As the conditions were a little rough Otway proceeded around to Cascade and will be open to the public on Saturday afternoon between 1.30 and 4.15 p.m., weather permitting.

The submarine has a complement of 6 officers and 55 sailors and is under the command of Lieutenant Commander Terence Roach.

Twenty-six years ago from this month (April 1946) as an officer on the aircraft carrier HMS ‘Venerable” we anchored off Norfolk Island hoping to set foot on your lonely out port. Bad weather prevented us from landing and we steamed off to Sydney after a few hours - to my lasting disappointment.

A lasting interest in Norfolk Island remained with me over the years and I have studied Frank Clune’s book “The Norfolk Island Story” and read all the extracts I can find about the Island in other books.

Monday Mixed Night NetballLast Monday saw the 1st round of our mixed night

netball competition! Temperatures were a bit cool when getting out of the car, but this did not last long once hitting the courts! There was a fair bit of heat coming from court 2 with captain of Mariah’s Magic yelling to her GS ‘COME ON LISA MAY’ 1/4 time replacing GS with her husband proved to be a better combo! Brewery Centre worked that hard that the following day Panadine Forte, Heat Pads etc. were needed to get to the Brewery for work. Thanks yorley for a great laugh. Such a fun & enjoyable night was had by all.

girls and boys doubles finals. Next Friday 23rd May we will start the Junior Singles Championships. All the boys and girls 18 and under (born between 1996 and 2004) are invited to write their names up by Tuesday 20th May. Fabien will organise progressive draws so that the best and oldest juniors who are A grade enter in the last draw, in June. Before, there should be 1 or 2 progressive draws.

Monday Night Comp continued through Round 2 with Genies and Stars locked up at 27 games all to share the points; and Jivers and Marvels defeating their opponents. Round 3 this week will see Astros v Genies, Stars v Jivers and Totems v Marvels.

Tuesday Night Comp completed Round 10 and Jigglers and Jewels scored the winning points in their matches. The totals are now Jewels 16, Jigglers 12, Sentinels and Stars each have 8, and Trumpeters 6. The top 4 teams will face off in Semi-finals this week.

Wednesday Night Comp players had another energetic night of tennis. Congratulations to Ummy –again- Fab, & Chris going through undefeated this week. Round 3 winners were Coach’s team; Mens and Greenways. Jeht had a close one 6/5 versus Craig. In Round 4 Greenways are up against Juniors; Mens take on Youngs and Coach’s team meet NICS.

The numbers of Thursday Night Social players are increasing and a friendly game is assured for locals and visitors who prefer to play on a casual basis rather than sign up for a regular comp. Come along from 6 pm and we can find you a racquet to borrow if necessary.

Today the first Mavis Cup challenges get under way and it is always an enjoyable afternoon of Super Saturday Tennis! Different combinations and challenges for a wide range of players who socialise afterwards with a sausage sizzle and share a salad.

Hopefully the first matches for the Ladies and Mens Doubles events of the Tourist Minister’s will commence on Sunday afternoon, although entries at this stage are less than would be needed to make a good event. Names for a draw for partners in the Mixed Doubles should be added to the list at the Club for the following Sunday.

Then on June 15th the Pitcairn families are invited to get teams together for a Bounty Gala Afternoon of tennis to contest the Girlie Nobbs Perpetual Trophy. Claim those long lost relatives and friends to swell the ranks and a fun afternoon is assured.

Court Hire Visitors and non-members are welcome to come and play during the day at a cost of $16 per hour – Night $18. However Members have FREE use of the courts during the day and $12 per hour in the

evenings if there is no comp. Please use the Honesty Box if courts are unattended.

Ball Machine Hire Should you wish to hire the Ball Machine to help develop your skills, cost to Members is $6 per half-hour, $10 per hour; and Non-Members $15 for half an hour and $25 per hour.

Golf ReportLast Saturday a small field of 26 golfers including

5 visitors teed up in an Individual Stableford event. It was good to welcome back Les Steven from his sojourn in Australia, Daryl Anderson, a very regular visitor to the club and Alex Findlay back for a holiday.

Winning the men’s section was Ian Kiernan with a great score of 43 points beating our Chief Minister Lisle Snell on a countback. Les Steven came in 3rd with 42 points so the rest from golf did him no harm. Out of the 2 ladies that played, Pat Mcoy was the victor with 35 points on a countback from Madeleine McCowan also with 35 points.

The pro pin was won by Stirky Steven with Pat McCoy closest on the 9/18th and Kim Davies on the 2/11th. The ladies nearest the pin was taken out by the perennial Not Struck.

On Sunday a good field turned up to play in the annual Mothers Day Comp, a two person 9 hole Ambrose. The winning teams were Chris Magri and Winton Steven with a nett 28.125 from Shane Evans and Khan Forsyth nett 31 and Raewynne and Mal Tarrant nett 31.625. It was great to see Will Partridge bring his mum Linda down for a hit.

Todays golf is the second round of the TAB Teams Trophy, a 4 BBB Stableford Choice of Partner event. Tee off times are 8-30 am and 1 pm and cards must be in 15 minutes beforehand.

Rule of Golf: Every time a golfer makes a birdie, he must subsequently make three triple bogeys to restore the fundamental equilibrium of the Universe.

Gary Raper ChampionshipA fantastic week of squash! 50 players (16 men,

14 women, 15 boys and 5 girls) contested the Mens, Womens, Junior Boys and Junior Girls Gary Raper Championship.

Junior Championship

The boys and girls tournament started on Saturday, with the first two rounds completed by 1pm.

Games went according to the seedings with the top 8 players (Aidan, Curtis, Beau, Mark, Lenny, Adam, Jared and Manu) winning through to the Quarter finals of the main draw. After the quarters the Plate, Special Plate and Consolation plate competitions started. Players started playing others equal to their own ability levels. Plate final, Tiaan Christian played Eamon Kennerley, winning 3-0, Special Plate final, Adam Buffett played Manu Naiteitei, winning 3-1, and Consolation Plate final Liam Yelavich played Jared Magri, winning 3-2. Mark Kalstrap, Curtis Buffett, Beau Magri and Aidan Rowston won through to the semi finals.

On Wednesday, a great crowd gathered to view the boys semi-finals of Mark v Aidan and Curtis v Beau. In the first semi final, Aidan proved too strong, with his consistent shots and Mark being impatient and trying to end the points early, losing 3 – 1. The second semi final was an intense 5 games with Beau overcoming Curtis (second seed) 3 – 2, with the score in the last being 12 – 10. The match was a great show of tight

squash, deceptive shots and long rallies. Both the semi finals were a very good testiment to the training the boys have been doing on the court. The Final saw Beau up against a determined Aidan. Both boys pushed each other to their limits with Aidan overcoming Beau winning 3 -1.

The top two seeds, Storm and Courtney played off in the final on Saturday afternoon with Storm eventually winning.

Ren Webster, Heidi Adams, and Geoge Douran). The main draw saw great games played with the four top seed winning through to the semi finals. The Plate, Special Plate and Consolation Plate draws started, with great match ups. The plate final saw a family battle with Nyree playing Renee. Nyree getting one up winning 3-1. The Special Plate final was George against Kym, with Gorge winning 3-1. The consolation Plate final was Lauren against Jill, winning 3-1. In the main draw, Semi Final 1 was Ginny v Deb J. Deb went out to run Ginny around, keep the ball tight to the walls and show the skill that got her to the final. The plan was well constructed, although Ginny’s game of consistency and precision proved too hard for Deb to handle, winning 3-1. The second Semi final saw a great game between Heidi and Ren. Each player moved the other around the court with tight wall shots and precision drops. Ren overcame Heidi winning 3-1. The final was played in great spirit, with the crowd clapping and cheering every point. Ginny proved too strong for Ren winning 3-1.

It was great to see Jason added to the draw at the last minute, giving Umi a bit of a scare in the first round, Bob Kemp making a come back although his back didn’t enjoy it, Riki Cooper picking up a smaller racket and giving squash a go, Jeff finally being able to complete a game without breaking down and Jake playing well and making a final. Great games were played throughout the week, none better than the semifinal of Umi v Puk. The other Semi final saw Figgy running Gye around and breaking his game down winning 3-0. In the Plate, Special Plate and Consolation Plate competitions, Jake played Brian winning the Plate final 3-2, Bart played Lance winning the Special Plate final 3-1 and Eric played Leonard winning the Consolation Plate final 3-1. The mens final was played against Puk and Figgy. Figgy thought that celebrating his semi final win late Friday night was not going to hamper his efforts in the final, well he was wrong! Puk played tight controlled squash winning the final 3-0.

A. SLAUGHTERING INSPECTION In the order of 465 head of stock (340 cattle, 110 pigs and 15 sheep) are slaughtered annually.

in particular: • recording tags, brands and marks; • photographing and recording a description of each beast; and • noting and reporting obvious external signs of disease.

6. Promptly advise the Health and Quarantine Officer of any stock health or slaughterhouse cleanliness issues. 7. Maintain slaughtering records in a “Slaughtering Record Book” and provide monthly reports of slaughtering

activities to the Registrar of Brand and Marks. 8. As an inspector under section 12 of the Slaughtering Act 1913 to condemn, seize and destroy or dispose of

condemned carcasses where required; 9. As an inspector under the Stock Diseases Act 1936 exercise powers functions and duties of inspector under

1. At the request of the Registrar of Brands and Marks, inspect mustered stock for the purposes of section 9 of the Pasturage and Enclosure Act 1949 to determine whether a beast is useless or diseased.

Quote fee per muster to: 1. On behalf of the Registrar of Brands and Marks inspect mustered stock:

• recording tags, brands and marks; • photographing and recording a description of each beast; • noting and reporting obvious external signs of disease.

2. Advise the Registrar of Brands and Marks of all unmarked or unbranded beasts. E. CAPTURING AND TRAILERING STOCK Quote fee for each service to:

1. At the request of the Registrar of Brands & Marks, Manager Land Use and Environment, Conservator of Public Reserves, or other relevant Administration officer:

• humanely and efficiently capture individual beasts as directed; and • if required, transport each captured beast to the Pound, or as otherwise directed.

2. To otherwise control and manage on behalf of the Administration of Norfolk Island for purposes of the Stock Diseases Act 1936 any straying stock in accordance with section 11A of the Pasturage and Enclosure Act 1949and under any other law applicable to Norfolk Island.

Prospective suppliers are invited to submit itemised quotations for one or more of A, B, C, D and E. Expressions of Interest/Quotations should be sealed in an envelope marked “Tender No. 05/14 Stock Management Services” and placed in the tenders box located in the Records section on the top floor of the New Military Barracks, Kingston, or email [email protected] by 4.30 pm on Monday 26 May 2014. The Administration reserves the right to further seek tenders in relation to the above or to withdraw the request for Expressions of Interest at any time. Expressions of Interest/Quotations should be competitive and represent reasonable value for money for the Administration in terms of prices for the services to be rendered. The Administration of Norfolk Island is not obliged to accept the lowest or any offer.
