Happy birthday WorkplaceIt’s been five years since the council’s free resident-focussed employment service was launched and since then it has changed the lives of more than 13,000 people. Workplace’s three offices in Stratford, Canning Town and East Ham have provided residents with tailored support and training that has given them the confidence and skills to find work.

The secret to Workplace’s success is based on building relationships with local and national employers. By understanding their businesses needs, the team fill employer’s vacancies with enthusiastic and talented residents. Mayor Sir Robin Wales said: “Workplace’s success has been phenomenal. Evidence shows that with support our residents can succeed and what starts off as job can become a fulfilling career. “We are focused on ensuring that our local people benefit from the regeneration happening in this borough and Workplace is vital to ensuring that this happens.”

Anton Weekes, Forest Gate

Anton began his career at John Lewis as a kitchen porter. Less than a year later he is receiving training to become a pastry chef. “I registered with Workplace after my mum told me they were recruiting for John Lewis. They booked me on a food safety and health and safety course, which put me in a good position to apply for the role. “I’ve recommended Workplace to brother and many other people in Newham. I think it’s an excellent service. They really encourage you to achieve your best and ensure what you’re doing benefits you.”

Naime Gashi, Plaistow

Since registering with Workplace, Naime has since recieved training to improve her skills and confidence and work experience to help get her job ready. “I heard about Workplace from a friend. I haven’t worked for sometime and I thought I might not find a job because of my English, but the Take Three Days course has really helped me. The trainer made me feel confident that my English is good enough. My Workplace advisor has been really helpful, sourcing interviews and helping me to find a job.”

Reena Muman, East Ham

Reena has experienced life from both sides of the Workplace desk. The sociology graduate was unemployed when a friend suggested she visit Workplace. “I applied for work through an initiative called the Future Jobs Fund, which gave young people the chance to get paid work experience. I needed some interview preparation, which my advisor supported me with. I joined Newham Council on a six month contract and two years later I’m employed as an executive support officer at Workplace. It’s the best job I’ve ever had. “The best thing about Workplace is

the number of jobs that are available. The staff are really helpful, whether you need help with interview prep or just a confidence boost; they make you feel like you can do anything.”

Farhad Khan, Stratford

Previously the head of catering at UCL hospital, Farhad learned about Workplace while reading the Newham Mag. “I was about to be made redundant so I contacted Workplace. “They did a full review of my strengths and weaknesses and my advisor suggested that I look at roles that would enhance my portfolio of experience and career development. “I wasn’t rushed or forced into a role. It was done as if I carrying out a project with my family; because I’m local it did feel a bit like I was working with my family. “I’ve been working for LOCOG for just over a month, employed as catering, cleaning and waste venue manager. I’ve already had a great time and it can only get better.”

Kim Taylor, Forest Gate

Bringing up a family is a full time job in itself but when Kim decided that she wanted to return to work she headed straight for Workplace. “I hadn’t worked for about 15 years. Workplace was my

first stop. Everything was very easy and straightforward. I was given an advisor and we discussed the things I’d like to do and where I wanted to be next year. “I went on some courses, which I passed with flying colours. I put my all into it because they put their all in it for me. Workplace has completely changed my life around. They also stood by me every step of the way when I needed help “I’m now employed by one of LOCOG’s contractors as housekeeping supervisor to the British and American Olympic teams. “If you want a job and really get back into work, go to Workplace and I can guarantee that you will be employed. They will sit down, talk to you and always be there for you.”

Condor swoops on law-breakersPolice and council enforcement offi cers joined forces to sieze a massive haul of counterfi t goods. Operation Condor saw raids last month on pubs, off-licences, cafes and shops net 1,000 counterfeit cigarettes and 50-litres of fake vodka in Forest Gate. Commander Mak Chishty, leading the operation, said: “These are just some small examples of why it is vital our offi cers continue to work with our partners to enforce licensing laws.”

Athletes make Stratford Circus homeStratford Circus will be closed to the public until 19 August while Team Japan use the building as a training base during the Olympic Games. For the past year the team at Stratford Circus has been working in partnership with Newham Council, Japan Sport Council (formerly known as NAASH), Japan Institute of Sports Sciences and the Embassy of Japan to prepare the arts centre for the Japanese athletes. Rain didn’t dampen spirits at the fi rst Dorset Road Community Garden party in Upton Park. The event was held to mark the fi rst summer of the new garden which is now in full bloom despite being created from scratch just a few months ago. Attractions included a food festival and children’s play day. Mayor Sir Robin Wales and Green Street community lead councillor Rohima Rahman were among the guests to join in the festivities. The day was just one of the Let’s Get the Party Started programme of activities taking place across the borough this summer. The event was so successful that the committee is now planning another in the autumn to coincide with what they hope will be a bumper harvest. Newham artist casts a masterpiece

A giant sculpture created by an international artist and former Newham resident has been unveiled. The 12-metre high Athena sculpture designed by Nasser Azam stands on the approach to London City Airport on Connaught Bridge, Silvertown. Designed to be visible to travellers arriving into London, Athena celebrates heroic endeavour and its Greek name is a nod to the origin of the Olympic Games. Nasser said: “I grew up in Newham and for some time have wanted to give something back to the community. I am very pleased the project is contributing to new investment in Newham and the regeneration of Silvertown.”

The end of the busiest-ever school year has been marked with a special reception for the borough’s head teachers. The event, held at Newham Council’s Dockside offi ces, was particularly special as the fi nal term had to be shortened to prepare for the Games. Councillor Quintin Peppiatt, executive member for children and young people, said: “The borough’s children continue to beat expectations and our schools are repeatedly gaining praise from the Ofsted inspectors. That success is down to the dedication and leadership shown by our headteachers. “For some it was their fi nal term with us before they move on to pastures new and we were proud to present them with a pen engraved with their years of service as a small token of our appreciation.”

School’s out for summer

There’s still time to get tickets to visit the Olympic Park during the Games. Residents with proof of a Newham address will be able to buy Olympic Park day passes for £10 each at the Mayor’s Newham Show. Payment must be made in cash. You can buy tickets from the ice cream van located beside the Our Place in the Future of Newham tent during both days of the show, 21 and 22 July, at Central Park, E6. The passes are the latest chance for residents to be involved in the 2012 Games and part of Mayor Sir Robin Wales’s pledge to secure more opportunities for residents to access the Games than any other borough.

A key part of the £3.7bn Canning Town and Custom House regeneration programme is now under way. Work has now started on the next phases of the Fife Road development after pupils from nearby Keir Hardie Primary School helped break the ground to mark this landmark step. Their school will also gain new teaching facilities as part of the development. Councillor Conor McAuley, executive member for regeneration and strategic planning, said: “Our vision for the area is to add to the strengths of the established community as well as ensuring it is vibrant and economically and socially resilient. This will help transform the area into sustainable, mixed community where people choose to live, work and stay.” For more information on the project visit www.eastcitypoint.com

Let’s secure the true legacy

The results of the 2011 Censusshow what I have been telling theGovernment and their numbercrunchers for many years – that thereare many more people in our boroughthan they have been saying there is.The population of Newham is now projected to be 308,000 – up by just over 64,000. That is a 23.5 per cent increase since the last Census in 2001 and isthe highest numerical increasein London. We now have the seventh highest population in the capital. Over the years, I have had numerous meetings with ministers

and written countless letters to the Offi ce for National Statistics and the Department for Communities and Local Government arguing that our population is dramatically undercounted. At last they have listened and the Census has confi rmed what I have claimed all along. Each person is worth at least £600 of grant funding to Newham. If the current population fi gure had been used when calculating our most recent fi nancial settlement from the Government, we would have been entitled to almost £40m extra for public services. This disproportionate undercount

has had a signifi cant impact on the funding we have received over many years and the Government should support Newham with additional one-off funding. I have also demanded that they use the new fi gure when working out our fi nancial settlement for 2013/14. I trust that they will do the right thing.

If you have opened a newspaper or turned on your TV or radio in the past week you cannot have failed to come across the subject of security at the Olympic Park in Stratford. I know the Games organisers are taking security very seriously and the company at the centre of the storm will have to pay a price, and rightly so, but it is being fi xed now. The Games will be safe and secure and we must not let this furore distract us from the real prize – the legacy of the Games and getting people into jobs on the back of them. Incidently, the company concerned have been working with us to get more than 3,500 residents offers of security jobs on the Olympic site. This is the real story behind the headlines and one I am very proud to report.

People power inspires us all

With just days to go until the Games start, Lord Coe has a lot going on. Yet in spite of that, he came to the borough to fi nd out more about our preparations and post-Games legacy plans. I was delighted to host his visit and very proud to show him the very best of our borough’s talents. As well as council staff, he met residents (pictured) who are working hard to support our Let’s Get the Party Started campaign. The Olympic gold medalist was also

impressed by the sport activities we support through Every Child a Sportsperson and our club volunteers who work tirelessly for our future champions. Some of the children involved in Every Child a Musician gave a special musical performance including the Newham Olympic song Believe in Yourself and the Olympic Symphony written by Gallions Symphony Orchestra.

His verdict was that nowhere else has a legacy programme as developed as ours and Lord Coe’s the expert. There’s no better compliment than that!

If you’re of my generation, going to the cinema as a child was a big event. Seeing your favourite stars and blockbusters on the silver screen is still a big treat and 100 families are going to have a great time this summer thanks to Stratford Picturehouse, who handed out free tickets to students as rewards for brilliant work at school. It was a real pleasure for myself and Young Mayor Abraham Male to meet some of them at the cinema in Stratford. Our young people have achieved great results and have been excellent role models to others so it’s right that we give them recognition.

The Games coming to Newham is a once-in-a-lifetime moment and I made a promise that as many residents as possible would get the chance to be a part of it. Top of the list had to be the incredible people who give so much to our community and yet never ask for anything in return. So as you can imagine, our second Inspiring People awards presentation at Newham Town Hall, East Ham, was a night to remember. It brought together people from all walks of life to celebrate their commitment and dedication to the community. They certainly made a lot of noise as they opened their envelopes and discovered which Olympic events they were going to be seeing. It was heart-warming and totally unforgettable – they’re all worthy winners. Turn to page 20 to read more.

Take Five with… Lord Sebastian CoeFollowing his recent visit to the borough, the Olympic gold medallist and chairman of the London 2012 Games explains why Newham has a sporting chance of creating future elite athletes.

Are you impressed by what you’ve seen in Newham?What’s so good about it is this is a co-ordinated effort. It doesn’t surprise me because I know the extraordinary work this council has done ever since we stuck our heads above the parapet. Everybody has been so supportive, from the council’s strategy and the commitment of staff to the generous spirit of residents. It is vital that the Games work for Newham. It’s vital that they work for London and the UK. But we’re also hosting 205 nations. And many of those nations have chosen to make their homes in this borough so what a wonderful home-coming.

What are you looking forward to at the London 2012 Games?I’m looking forward to the opening ceremony. I’m looking forward to fantastic sport. I’m also looking forward to the way I know local people

are going to embrace the Games. I’m looking forward to those moments that none of us can imagine. The names that are suddenly going to appear. I’m hoping that in Team GB there are athletes from this borough that are going to suddenly become household names.

How do we bring on and inspire the next generation of athletes?A large part of the motivation for young people to take up sport is what I’ve always called the well-stocked shop window. It’s a lot of things. You need to get big British moments, big local moments that inspire young athletes to join their local club; gymnastics, swimming, track and fi eld, whatever it happens to be. You’re investing in legacy. You’re making sure the links between the clubs and the schools and the national federations are working well. You’re the only local authority that has 100 per cent of schools registered in the 2012 Get Set network. Newham and Essex Beagles are fantastic. You, of course, know you have a better chance of getting young people into national sport if you’ve got really smart, creative participation programmes. You’ve got those. You’ve got a really good chance of succeeding.

What about after the Games?We all think about legacy and the spike in interest. Keeping the momentum going after the Games is going to be challenging. But we’ve got the World Athletics Championships to come. In 2017 and the facilities will be even better than they are now.

Lease of kitchen at the Resource Centre, Chargeable Lane E13BackgroundThe Resource Centre on Chargeable Lane E13 offers a high quality, specialised service for adults in a fully accessible and modern environment. As well as supporting older residents, support groups are available to support sensory loss, profound and multiple learning diffi culties, dementia, stroke survivors and Parkinson sufferers.

> The Resource Centre currently serves between 70 – 80 meals each day, including English, Caribbean and Asian cuisine. Main meals and desserts are available.> On weekends an average of 16 meals are required for the specialised dementia unit within the Resource Centre> There is additional scope to provide a breakfast and tea time service as well as refreshments and meals to users currently attending a specialised gym within the building

> Events, meetings and training sessions regular based at the centre may also require hospitality

The OfferWith the current meals service shortly coming to an end we are inviting expressions of interest to lease the kitchen at the Resource Centre. Ideally we are looking for a self sustaining business that will provide a café service to centre customers whilst having full use of the kitchen facilities to develop additional business opportunities. We would also like to see training and employment opportunities for older and disabled people made available in the kitchen. Rent for the Resource Centre kitchen is estimated at £7,680 per year. In addition, utilities and business rates will be payable by the business holding the lease. The lease holder will be responsible for the ongoing maintenance and replacement of the equipment and for maintaining

appropriate Food Hygiene Standards including an annual environmental health inspection. External access and alarm systems will be adapted in order to provide 24 hour access to the kitchen.

Expressions of InterestIf you are interested in the lease at the Resource Centre kitchen you are asked to present a business plan indicating how you will support the achievement of the above aims, and detailing how you will build upon these principals going forward. Also, you are asked to submit a sample weekly menu including different options and prices. The closing date for expressions of interest is by 5pm on 3 August 2012. Section 56, Housing Act 2004

The London Borough of Newham (“Council”) in exercise of its powers under section 56 of the Housing Act 2004 (“the Act”) has on 21st June 2012 designated an area in its district, as delineated in red on Map 1 (b), as subject to Additional Licensing. The designation applies to all Houses in Multiple Occupation (“HMOs) that are privately rented and occupied under a tenancy or a licence unless it is an HMO that is subject to mandatory licensing under section 55(2) of the Act or is subject to any statutory exemption. This also excludes HMO’s located in the existing selective licensing designation cited as the London Borough of Newham Designation for an Area for Selective Licensing No1 2009.

The Designation shall come into force on 1st January 2013 and shall cease to have effect on 31st December 2017. The Designation falls within a description of designations for which the Secretary of State has issued a General Approval dated 30th March 2010.

Since registering with Workplace, Naime has received training to improve her skills and confi dence and work experience to help get her job ready. “I heard about Workplace from a friend. I haven’t worked for sometime and I thought I might not fi nd a job because of my English, but the Take Three Days course has really helped me. The trainer made me feel confi dent that my English is good enough. My Workplace advisor has been really helpful, sourcing interviews and helping me to fi nd a job.”

Reena has experienced life from both sides of the Workplace desk. The sociology graduate was unemployed when a friend suggested she visit Workplace. “I applied for work through an initiative called the Future Jobs Fund, which gave young people the chance to get paid work experience. I needed some interview preparation, which my advisor supported me with. I joined Newham Council on a six month contract and two years later I’m employed as an executive support offi cer at Workplace. It’s the best job I’ve ever had. “The greatest thing about Workplace is

the number of jobs that are available. The staff are really helpful, whether you need help with interview preparation or just a confi dence boost; they make you feel like you can do anything.”

Previously the head of catering at UCL Hospital, Farhad learned about Workplace while reading the Newham Mag. “I was about to be made redundant so I contacted Workplace. “They did a full review of my strengths and weaknesses and my advisor suggested that I look at roles that would enhance my portfolio of experience and career development. “I wasn’t rushed or forced into a role. It was done as if I was carrying out a project with my family; because I’m local it did feel a bit like I was working with my family. “I’ve been working for LOCOG for just over a month, employed as catering, cleaning and waste venue manager. I’ve already had a great time and it can only get better.”

Bringing up a family is a full time job in itself but when Kim decided that she wanted to return to work she headed straight for Workplace. “I hadn’t worked for about 15 years. Workplace was my

Restoration makes the gradeNewham Town Hall, in East Ham, is undergoing a transformation to create a new campus, customer service centre and library in the historic heart of the borough.

Restoration of the Grade II* listed Town Hall has started as part of the £20.8m East Ham civic campus scheme, which will provide residents and businesses with superb new facilities and preserve the borough’s historic buildings. Phase one will create a new customer service centre, library and refurbish the Old Technical College, while phase two will restore the campus buildings.

The customer service centre and library will deliver a wide range of council services under one roof in a modern, high quality building. A new community hub and offi ces will open for business from autumn 2013.A new energy centre will be installed as part of the development, providing an effi cient heat source that will help reduce energy use across the campus to meet environmental standards. The construction team includes the architects who worked on the modernisation of the globally-renowned Ashmolean Museum of Art and Archaeology in Oxford. Mayor Sir Robin Wales said: “The transformation of Newham Town Hall will be a vital part of the borough’s future. Projects like this act as a catalyst to transform communities and create opportunities for the people who are a part of them. “This is not about preserving something as a relic. Other organisations would simply have sold off the family silver, but

we are committed to making Newham a place where people choose to live, work and stay.”

Our Inspiring People are a group of ordinary individuals who have been nominated by residents, friends and colleagues for some extraordinary achievements. From overcoming barriers in their personal lives to saving a child from a vicious pit-bull attack, each resident was rewarded for their inspiring story. Your nominations gave us the chance to acknowledge the everyday actions of residents who go the extra mile to improve their lives or the lives of their community. The deserving group were invited to a special ceremony to mark their achievements at Newham Town Hall, East Ham, with their friends and family. Wordsmiths win national debateStudents from St Angela’s Ursuline School, E7, proved they had the gift of the gab after they won the Debate Mate nationals. Debate Mate is a school-based programme which gives participants experience of public speaking. The St Angela’s team successfully opposed a motion: banning countries with poor human rights records from participating in international sporting events. The competition took place in central London where students battled it out with words, beating seven other schools to take home the Debate Mate Cup, which was presented by former Strictly Come Dancing judge Arlene Phillips. This was the school’s second consecutive win. Team member Charmaine Nadarajah, 15, has secured a place in the England Development Squad, and will help prepare a select group of students from across the country for world debating.

A birthday jabBeing a parent is hard work so remembering all the little things on top of late night feeds and changing nappies can be a challenge. GPs across London are sending birthday cards to new born babies and toddlers turning one and four years old to ensure that parents are keeping their children’s immunisations up to date. Children should get their jabs as early as possible to protect them from serious diseases including meningitis C, measles, and diphtheria. Give your child the best start in life by immunising them. More than 250 young people have been training at the new SportsDock at the University of East London (UEL) ahead of Team USA, who will be using the site as their training camp during the Games. The opportunity is part of the council’s Every Child a Sports Person (ECaSP) programme. So far, students from Rokeby, Royal Docks Community and Kingsford Community schools have been introduced to a range of new sports in the £21m SportsDock at UEL’s Docklands Campus. The ECaSP programme will be rolled out to every year seven student in Newham, giving them the chance to try a range of different sports.

London Borough of NewhamDESIGNATION OF AN AREA FOR SELECTIVE LICENSING

Section 80, Housing Act 2004

The London Borough of Newham (“Council”) in exercise of its powers under section 80 of the Housing Act 2004 has on 21st June 2012 designated an area in its district, as delineated in red on Map 1 (a) for Selective Licensing. The designation applies to any privately rented property that is not a licensable house in multiple occupation or subject to any statutory exemption, and is occupied under a tenancy or a licence. This also excludes properties located in the existing selective licensing designation cited as the London Borough of Newham Designation for an Area for Selective Licensing No1 2009.

The Designation shall come into force on 1st January 2013 and shall cease to be of effect on 31st December 2017. The designation falls within a description of designations for which the Secretary of State has issued a General Approval dated 30th March 2010.
