State Treasurer’s CBIG Project
PUBLIC USER COLLABORATION
IN GOVERNMENT IT PROJECTS
15
Business Incentive Information Is Dispersed In Many Silos
throughout hundred of government websites
CBIG PROJECT OVERVIEW - PROBLEM
16
Deliver Incentives Content Tailored To User Profile and Similar
Business Activity
CBIG PROJECT OVERVIEW - SOLUTION
17
The CBIG project engaged three distinct sets of end users
• Internal Treasurer’s Office Content Providers
• External Government Agency Content Providers
• Public Users - Business Owners and Entrepreneurs
Government IT projects frequently fail to engage public users directly in the project from kickoff through production roll out. CBIG included public business users from it’s inception.
CBIG PUBLIC USER ENGAGEMENT
18
• Application functionality better meets needs of the public users
• Critical design flaws related to public user functionality avoided
• Project achieves “buy-in” of public user participants to the goals
of the project
• Public user participants make great marketing spokespeople –
testimonials, proof of involvement, and business networks to
leverage
BENEFITS OF PUBLIC USER INCLUSION IN
THE CBIG PROJECT
19
• Marketing presentations at public user organization’s sponsored
events
• Testimonials – Impact Stories
• The advantages of using CBIG
• CBIG ease of use
• Tell how they were involved in CBIG development
CBIG NEXT STEPS

INVOLVEMENT

SacHomeless Team –
SacSOS mobile site and website
Concept: SacSOS is an aggregate of resources available to those experiencing
homelessness or in need of Sacramento County human assistance services – from
mental health, medical care, shelter options, youth resources, and food resources –
including hot meals, food pantries, EBT and WIC merchants. The mobile site uses
geo-location to sort nearest services and the desktop website allows for printing
accurate, up to date, “street sheets” that list services. This solution is built on the
existing open source Ohana API developed by Code for America in San Mateo
County.

Polling Place Accessibility App Share Human Assistance Resource
Exchange
Concept: This web-based app allows voters
with specific needs to identify accessibility
barriers at their assigned polling place and
identify alternative voting options.
Team members: Rasheed Bustamam,
Captain; Hans Chun; Nate Cornell; Brooks
Newberry
Concept: This website connects organizations with
surplus equipment eligible for donation and
organizations or individuals in need of resources.
Using this platform, an organization can make an
account and then post an inventory of surplus
equipment that would otherwise be destroyed.
Individuals or organizations that are in need of
donated resources can also make accounts and
then apply/request the available surplus.
