Today every country focuses onmodernizing their armed forces, and the worldhas seen rapid changes in science andtechnology, thus intensifying a showdown overmodern wars launched with science andtechnology. The world has turned tosophisticated weapons and equipment, andstate-of-the-art warfare.

On behalf of the Commander-in-Chief ofDefence Services, Deputy Commander-in-Chief of Defence Services Commander-in-Chief(Army) Vice-Senior General Maung Ayeaddressed the Graduation Parade of the 113th

Intake of Defence Services (Army) OfficersTraining School.

In his speech, Vice-Senior General MaungAye said, “I would deduce that we must builda modern Tatmadaw to be well capable ofdefending our country from any forms ofdangers. In the process, the nation needs highly-qualified human resources. Therefore, youmust broaden your horizons in warfare to beable to cope with today’s challenges. Moreover,you have to try in the studies in the courses atall levels you will have to take.”

The Tatmadaw is a patriotic forceconceived in the independence struggles. Atthat time, Tatmadaw members shoulderedduties without salaries and rations. Inspiredby a noble-minded sense, they risked life andlimb, and showed resilience, great perseveranceand self-discipline. In addition, they managedto face and overcome all forms of difficulties.Therefore, the Tatmadaw could stand as acapable force.

Observing the fine traditions throughoutsuccessive periods, Tatmadaw members havedefended the motherland at risk to life forensuring independence and sovereignty. Inaddition, the Tatmadaw repulses any forms ofpotential dangers that can hurt independenceand sovereignty. In the meantime, it getsinvolved in public welfare service with brawnsand brains.

Newly-graduated junior leaders will beable to guard the country and the people againstany forms of dangers if they try to becomedynamic leaders, to be endowed with threesorts of capability, namely military capability,organizing capability, and administrativecapability, and to transform the Tatmadawinto an efficient, modern force.

BAGHDAD, 6 April—The death toll from violence inmarch slightly climbed comparing to the previous month,as Iraqi cities witnessed a series of attacks during thecountry’s crucial parliamentary elections, Iraqi authoritiessaid on Monday.

Figures compiled by Iraqi Interior, Defense andHealth ministries showed that up to 367 people havebeen killed during the month across the country, including216 civilians and 151 security members.

The total death toll of March is higher than ofFebruary when the authorities announced the death of352 people.

The ministries’ data also showed that 699 peoplewere wounded, including 419 civilians and 280 securitymembers.

On March 7, some 62.4 percent of more than 18million eligible voters turned out in some 8,920 pollingcenters across the country to vote for the 325-seat IraqiCouncil of Representatives despite mortar and bombexplosions that claimed the lives of many Iraqis.

The latest death toll came as Iraqi political parties arestruggling to form the next government which is widelyexpected to shape the future of the war-torn country.

HANOI, 6 April—Vietnam earned 182.13 million US dollars from exportingelectric cables and wires in the first two months of this year, up 117.15 percent year-on-year, according to the information center of Vietnamese Ministry of Industryand Trade on Monday.

In the first two months, Vietnamese exported its electric cables and wires to 14markets in the world including Japan, the United States, the Philippines, Singaporeand China.

Japan topped the Vietnam’s export markets of electric cables and wires duringthis period with the share of 72.7 percent. Vietnam shipped electric cables andwires worth 132.4 million U.S. dollars to the Japanese market, increasing 146.35percent over the same period last year.

The United States came second with 19.21 million U.S. dollars spent onpurchasing electric cables and wires of Vietnam in January-February period, saidthe report.

Last year, Vietnam raked in 879 million U.S. dollars from selling electriccables and wires, down 12.2 percent year-on-year, according to the GeneralStatistics Office of Vietnam.—Xinhua

Day 2010, 7 April 2010

For the first time in history, more people live in

cities and towns than in rural areas. In a parallel

trend, the burden of world poverty is also shifting

from sparsely populated rural areas to densely

populated cities. By mid-century, urban dwellers

will count for seven out of every ten people. Most of

this explosive growth is occurring in developing

countries. Rapid, unplanned urbanization is

expanding slums and informal settlements and

municipal authorities are struggling to cope.

The disparity in people’s income, opportunities,

living conditions and access to services is most

vividly reflected by the mirror of public health. The

threats are numerous: inadequate sanitation and

refuse collection; industrial and traffic pollution;

infectious diseases that thrive on squalor and crowded

conditions; high rates of tobacco use; physical

inactivity; unhealthy diets; crime, violence and the

use of harmful substances.

To a large extent these problems lie beyond the

direct control of the health sector. Improving urban

health therefore requires sound policies across all

areas of government and awareness among all sectors

of society. The broad family of UN agencies and

programmes is involved in this effort: working to

reduce air and noise pollution, traffic congestion and

crime; helping to improve housing, sanitation and

food and water safety.

Although the threats to health in cities are many,

there is also reason for optimism. The root causes of

urban health problems are known. So, too, are the

methods for dealing with them. On World Health Day

2010, more than 700 cities from around the world will

share their success stories. Together, these policies,

interventions and best practices show how we make

cities healthy places to live.

Many problems can be solved through better

planning and more effective use of standards and the

legislation needed to enforce them. Actions need not be

complex or costly. Interventions with a demonstrated

impact range from using urban gardens and farms to

promote nutrition education and physical activity to

communities working together to reduce crime and

violence. On this World Health Day, let us act to make

our cities more nurturing for all. Urban health matters

The annual festival of Myat Maw Tin YeyLei Pagoda of national renown lasts fifteen days—the first waxing to the fullmoon of Tabaung (March).It is one of the three Yey Lei Pagodas in LowerMyanmar. Like the other two Yeylei pagodas KyaikKhami in Mon State and Kyaik Hmaw Wun inKyauk Tan town in Yangon Division, Myat MawTin Yey Lei Pagoda stands on a rocky cape inMyanmar sea. But unlike the other two, this pagodais situated rather far out in the sea, so that it iscommonly known as “Maw Tin Sun” meaning“Maw Tin Pagoda on the cape”. It is not so easilyaccessiable as Kyaik Khami and Kyaik HmawWun. In monsoon, the weather is inclement, the seais rough most of the time and too often thunderousstorm breaks out unwarned and no seacraft daresapproach cape Maw Tin for fear of not only storm,thunder and waves but also of unseen rocks aroundthat area. The only recommendable time to visit thePagoda is the open season, especially in late Februaryand March to mid April when the sea becomescalm, the weather extremely fair, the sceneriessuperb and a natural rocky corridor emerges everyday at low tide upon which visitors and pilgrimswalk to the Pagoda from the jetty.

The legend of Maw Tin Sun Pagoda isassociated with the history of the first arrival ofBuddhism to Myanmar, and the building of ShweDagon Pagoda in Yangon. Myat Maw Tin Yey LeiPagoda is one landmark in the long maritime journeyof Gotama Buddha’s eight sacred hair relics broughtby the two merchant brothers Taphusa and Balikha.It was on the fullmoon day, Wednesday of Kasone(May) in Maha Sakarit year (Buddhist Era) 103 thatGotama attained enlightment at the foot of MahaBodhi Tree. While the Buddha was in meditationunder the shade of the Lin Lun Tree (Ficus Religiosa)the two merchant brothers Taphusa and Balika,sons of a wealthy merchant Suvanna and wife MeiSuttapan, during their trading journey in India,hearing the happy tidings of Gotama Buddha’senlightment went to pay respect to him. Theyoffered the Buddha honeyed cakes and they receivedhis dhamma, the teachings. At their request, theBuddha offered them 8 strands of hair from his headas his representation to venerate, on the 5th waxingmoon of Waso (July) in the Buddhist Era 103.

The two brothers encased the eight sacredhair relics in a gold casket studded with rubies andset sail. When they reached the harbour of the

kingdom of Maha Nagaraissatha, the king of thatcountry took two hair relics, as customs duties,because he wanted to worship them in his kingdom.So the two brothers continued their home boundjourney with the remaining six hair relics.

When their ship came near the Cape Nagarit(Negarai or Maw Tin Cape) they anchored it forone night because of foul weather and shortage ofdrinking water. On the Cape Nagarit was a rockyhill named “Tharana” where there was a repositoryof the sacred relics of the previous three Buddhasnamely Kaukusanda, Konagamana and Kasapa.King Zeyasena of the Naga country named“Bawgawaddy” and his men, hearing the arrivalof the Buddha’s sacred hair relics, came out instate to pay respect to them. They saw miraculousrays of light being emitted from the six hair relicsinside the ruby studded casket on board the ship.The king was so elated and felt so religouslyinspired that he stole two sacred hair relics for hiskingdom. The two merchant brothers finallyreached their homeland Paukhayawaddy andpresented the remaining hair relics to ther kingUkkalapa.

Naga king Zeyasena chose an auspious siteon the summit of Tharana hill (now Maw Tin hill)upon which he built a zedi in which the two hairrelics were enshrined on the fullmoon day of Waso(July) in the Buddhist Era 103. The height of thezedi was that a bull stag would have to look up to(about six feet). The zedi was named “Myat MawTin Maha Kuta Yanthi Pagoda”. (The great Pagodawith bright light on the summit of the Cape).

In the Myanmar Era 454 (1082 A.D) KingAlaungsithu of Bagan dynasty, during his royalinspection tour of his jurisdiction in the IndianOcean arrived at the foot of the Maw Tin Cape. His

ship was stranded in a whirpool near the Cape. Hesaw a sublime Zedi on the Cape. He went up theCape to worship the Zedi. To commemorate hisarrival at that place the king built a pagoda at thesite where his ship was stranded. It was named“Phaung Daw Oo Pagoda” with a perimeter of 40cubits and a height of 25 cubits. On the 14th waxingmoon of Tabaung (March) in Myanmar Era 457(1095 A.D) the King enshrined in the Zedi Buddha’sdhatu relics and an image of the Buddha carved outof Maha thin ganet wood. Next, the king enlargedand renovated Myat Maw Tin Zedi with stonebricks to a parimeter of 40 cubits in Myanmar Era457 (1095 AD).

On the 6th waxing moon of Tabaung thesame year 457, King Alaungsithu built yet anotherpagoda at the jetty where his ship was anchored. Itmeasures 40 cubits in perimeter and 25 cubits inheight. In the Zedi were enshrined Buddha’s dhaturelics and a Buddha image of Maha Thin ganetwood. This pagoda is called “Phaung Taw SeikPagoda”.

We should take note of these two pagodas inconnection with Myat Maw Tin Yey Lei Pagodabuilt by King Alaungsithu of Bagan dynasty. Theyare the landmarks of Myanmar jurisdiction ofMyanmar seas.

Later, Monk Sayadaw Ashin Uttama-ranthirebuilt Myat Maw Tin Yey Lei Pagoda measuring136 cubits in perimeter and 70 cubits in height witha hti (umbrella like canopy) and atop of it, measuring42 cubits in permeter and 18 cubits in height.

Myat Maw Tin Yey Lei Pagoda on the CapeNagarit (Negarai) in the Myanmar sea is about 40miles away from Nga Pu Taw Township in PatheinDistrict, Ayeyawaddy Division, Myanmar. Becauseof a newly constructed tarred highway betweenYangon and Pathein you can drive directly toPathein by car in no more than four hours. FromPathein you can reach the Pagoda by car. Duringfestive season many pilgrimage tour servicesprovide both individual and group package tours tothe Pagoda and places of interest around there andin Pathein. HAVANA, 6 April— A batch of160,000 tablets made from anamu, anew immune stimulant herbal drug, willbe tried on patients with cancer andAIDS in Cuba.

Japan’s auto imports down7.8% for fiscal 2009

TOKYO, 6 April— Imports of foreign vehicles toJapan in fiscal 2009 decreased by 7.8 percent, accordingto statistics released by the Japan Automobile ImportersAssociation on Tuesday.

The number of passenger cars imported by foreignmanufacturers fell by 5.9 percent to 164,835 units, causingthe decrease. The number of trucks imported, however,increased by 9.3 percent to 1, 715 units, and 54 buseswere brought into the country, up 8 from the previousyear. Vehicles made abroad and brought into Japan fellby 23.8 percent to 17,073 units.

The number of imported vehicles brought intoJapan was at its lowest level since fiscal 1988,representing the tough conditions faced by the Japaneseeconomy over the past 12 months.

Volkswagen remained the best-selling foreign carover the course of the year, selling 40,664 units in2009, an increase of just three units on the previousyear. BMW, Mercedes, Audi and BMW Mini made upthe rest of the top five in sales.

In March, however, sales of imported carsincreased for the fifth consecutive month, as theeconomy gets back on its feet. Some 25,492 units weresold in March, an increase of 9.8 percent on the samemonth in the previous year.

As Japan begins to recover from dour economiccircumstances brought about by the credit crisis thatstarted in late 2008, retail figures have shown positivesigns in recent months and the government recentlyupgraded its assessment of the economy.

Onesimo Sanchez on Monday, a day after the teamsuffered a 2-0 defeat to Villarreal in the Spanish leaguewhich fueled the side’s relegation worries.

“After yesterday’s disappointment, and those whichhave been piling up lately, we have decided to changethe coach,” Valladolid president Carlos Suarez toldnews radio Cadena Ser.

“The first step before you talk to other coaches isto not have a coach. We are looking for someone withthe potential to continue on at the club, but for that hemust change the face of the team,” he added.

Sanchez, 41, took over from Jose Luis Mendilibarat Valladolid on 1 February.

JAKARTA, 6 April—Indonesian President SusiloBambang Yudhoyono said on Monday thatIndonesia would raise the issue of cooperation infighting cross-border crime in the upcoming 16thASEAN Summit slated to be held in Hanoi,Vietnam, local media reported here.

Since its assumption of the State responsibili-ties, the Government has managed to build new roadsand bridges and upgrade most of them placing em-phasis on equitable development of the regions of theUnion.

Nankway Creek Bridge is one of the transportinfrastructures to improve roads and bridges in KachinState. The bridge, located on Myitkyina-Namti (Tanai)Road in Myitkyina of Kachin State, was opened on 15January 2010. The facility is 262 feet long and canwithstand 60-ton loads.
