Greetings Neighbors,

The summer is going by too fast! I hope you are enjoying it.

As stated in our last newsletter, my primary focus this term will be the senior citizens in our community and getting residents more active in community meetings and events. The Kings Park Association (KPA) Board and I developed an action plan based on your suggestions for my primary focus. I shared the action plan at the March 18, 2013 community meeting. However, after the meeting and further discussions with the KPA Board, we decided to do a community survey to enhance the action plan per this survey results. The survey is at the end of this newsletter. Please complete it!

For our 2013 membership drive, we achieved a 68.63% membership rate, which excludes the 13 vacant homes in our community. Your $10 (per household) annual dues will continue to be used for community expenses such as BGE bills for entrance wall lights; maintenance of the entrance walls; neighborhood beautification projects including flowers and mulch for the entrance wall flower beds; refreshments for our community meetings; website fees; and printing newsletters. In this newsletter, you will see the status of the current budget and expenses thus far. Thanks for your continued support!

As I previously informed you, our community entrance walls located on Live Oak and Liberty Roads will be removed and rebuilt further back from its current location. This is the result of the next phase of the Owings Mills Blvd. extension which will expand from Winands Road to Liberty Road at Live Oak Road. Liberty Road will be widen at this intersection to accommodate the traffic from this extension. Per my recent discussion with Baltimore County Department of Public Works - Project Manager, the next phase of this boulevard extension should start September 2013 at Winands Road. The removal and rebuilding our entrance walls should occur within the next 1 - 1 ½ years.

Summer is here! With the good weather, we hope that you and your family are enjoying the many summer outdoor activities. School is out, however, before we realize it our fall and school schedules will resume.

The Kings Park Association (KPA) offers a great opportunity for students in grades 6th -12th to earn service-learning (community service) hours. KPA Board encourages the parents or guardians (or student if parents/guardians prefer) to contact President Keith Dyson at either 410-922-0448 or by email at [email protected] to learn of opportunities for earning service-learning hours.

Let’s help our youth learn about volunteering to serve the neighborhood, the greater community and become better responsible citizens. Among the many activities in which the students can lend assistance include our community spring and fall clean-up days, Document Shred Day, distribution of the newsletter, and maintenance of our entrance walls flowerbeds. By volunteering in the neighborhood, KPA offers adults, who have received criminal background clearance, to supervise the students earning these hours. This experience is a worry free way without leaving the community.

Kings Park Association General Meeting March 18, 2013

7:00 PM Hernwood Elementary School

I. Meeting Called to Order President Keith Dyson called the meeting to order at 7:15 PM. II. Introduction of 2013- 2014 KPA Board President Dyson introduced the newly elected Board for 2013-2014. III. Reading of Minutes

Recording Secretary Valerie Richardson read the September 25, 2012 general meeting minutes. The minutes were accepted as read.

IV. Financial & Budget Reports President Dyson read the financial report and the current balance is $4,681.65. The financial report was accepted as read. President Dyson presented the 2013 proposed budget. The proposed budget was approved.

V. Old Business

A. 2012 Membership Vice President Annie Butler reported that we achieved 74.32% (385/518) membership rate, which excludes the 21 vacant homes in our community. Thanks for the Block Captains' diligent efforts and commitment!

VI. New Business

A. 2013 Membership Drive Vice President Butler reported that dues have been received for 91 homes. The membership drive is April 1

st - May 31

st. A Block Captains meeting will be held on March 28, 2013. Block Captains are still

needed for Paxton Road and Hoyt Circle. If interested, see Vice President Butler after this meeting.

B. Citizens on Patrol (COP) COP Director Clarence Wilson spoke about up keep of the community, especially maintenance of your lawn and exterior of your house. Also, the passenger side of the vehicle must be next to curb, per motor vehicle law. Baltimore County police has and will continue issuing tickets for violations of this law. In 2012, COP handled 48 code violations cases and 46 of them were closed. The primary violations were roaming dogs and cats; excessive grass length and tree limbs; expired/untagged vehicles in driveway or on residential property; and trash on property and not in cans with tight lids. Training is available for those interested in joining COP. See COP Director Wilson after this meeting.

C. Financial Audit (July1, 2012 - December 31, 2012)

KPA Board member Tom Ellington reported that an audit was conducted of our records. No discrepancies were found.

D. KPA Community Engagement Action Plan

President Dyson and Vice President Butler shared the action plan based on feedback from residents who attended the November 2012 election meeting. The plan is to increase involvement from the community in meetings and other community activities. President Dyson and KPA Board member Pearl Kirby attended the Mardella Run Estates meeting and social event at the Knights of Columbus Hall to learn more about their community activities and to share

activities occurring in our community. As a result of this meeting, the President of Mardella Run Estates Community Association and President Dyson continue to share ideas about improving community engagement.

E. Community Clean-Up Day

This event will be held on April 20, 2013 at Live Oak and Marriottsville Roads from 8:00am-12:00pm.

F. Community Document Shred Day This event will be held on June 1, 2013 at Live Oak and Marriottsville Roads from 10:00am-12:00pm.

G. Vultures Issue KPA Board member Kirby reported that turkey or black vultures have been observed throughout our community, especially at the vacant house at Hoyt Circle and Kings Point Road. These vultures' peak nesting season is October thru March. Please keep your properties clear of excessive leaves, tree limbs, and debris. Baltimore County Code Enforcement has helped us in obtaining cleanup for vacant houses. Since these vultures are protected under United States law, it is a federal offense to kill/harm them. You can contact the United States Fish & Wildlife Service (USFWS) at (412) 253-8642 if you have any concerns or questions.

H. Women’s Wellness Program KPA Board member Renada Hamer will schedule a meeting about this program and invite a Northwest Hospital representative. The community's input is requested about the primary focus should be for this meeting.

I. Miscellaneous

President Dyson will schedule a community meeting about BGE smart meters and invite BGE representatives. If you opt out of installing the meters, a fee may be charged.

On March 28, 2013, the new Baltimore County Public Library in the County Campus in the Metro Centre will open.

CONGRATS! Salute to Neighbor

We would like to recognize Antoine Johnson, for exemplifying extraordinary characteristics of a Great Humanitarian.

While it remains ideal to provide a helping hand to the community, Mr. Johnson uncannily takes action to assist his neighbors, from mowing their lawns to snow plowing their driveways. He, undoubtedly, provides these services from the kindness of his heart and asks for nothing in return. On his daily walks, you can always see him constantly performing some good deed of action, like picking up trash to maintain the up keep of our Community.

Mr. Johnson is always willing to be of assistance to any neighbor that needs a helping hand. One of our Kings Park Resident blanked out behind the wheel of her car and loss control. Antoine was the first person to the scene to assist her and call the ambulance. When our elderly father fell in our home and no family member could be contacted, Antoine and his wife Jeanette were right there to assist during our father’s crisis. They called the ambulance and he stayed with our father at the hospital until one of us got there.

Mr. Johnson is a very generous, friendly and a trustworthy neighbor. We are very blessed to have him and his family in our Community.

Antoine Johnson, we thank you for being an outstanding Humanitarian within our Community.

Thanks to LifeBridge Health for the grants to help with these events!

Approximately 5,250 pounds of documents were shredded

in a 2 hour period! Thanks to President Keith Dyson and Vice President Annie Butler for working this event to ensure another suc-cessful Document Shred Day.

Citizen’s On Patrol (C.O.P.) (Clarence Wilson)

Our C.O.P. is growing and we are currently 21 volunteer members strong. However, we have a large

community (539 homes) and need more members to patrol. If you are interested, please contact C.O.P.

Director Clarence Wilson at 410-655-4259. A two-hour training class at the Baltimore County Police

Department is required.

Burglaries Alert!!

There has been an increase in residential burglaries in the Hernwood Heights and Woodlands of Deer

Park communities, located around the corner from our community. There have been 6 burglaries between

May 14, 2013 and June 17, 2013. The majority of these burglaries have occurred during the day. Entry was

gained through unlocked doors, unlocked windows, and forcing and prying of doors and windows.

Also, there has been an increase in shed burglaries in the Woodlawn and Randallstown areas that are not

believed to be related to the residential burglaries. Kings Park had 3 tool shed burglaries in April on Live

Oak Road, which 2 riding mowers were stolen. It is believed that there have been rented UHAUL's

associated with the shed burglary trend. If you see a suspicious UHAUL in our community, please contact

911. Please safeguard your sheds with strong locks, lighting and alarms!

Baltimore County Police has increased patrols in our community and the surrounding area. If you see a

suspicious person or vehicle in your community, please call 911 immediately. Also, our C.O.P. has

increased their patrols.

Summer is here and the grass is growing, some very high. Please keep your lawn, shrubs, and tree limbs

cut. C.O.P. has observed and received complaints about tree limbs hanging low over sidewalks impeding

those walking on the sidewalk. There are 13 vacant homes in our community, which our C.O.P. and the

Baltimore County Police will monitor very closely.

As of June 2013, we have had 21 code violation cases and 11 of them are closed. A few cases required

intervention by Baltimore County Code Enforcement Division. The following violations were cited this year:

excessive grass length

tree limbs hanging low over sidewalks

trash and debris on property

trash cans without tight lids or no lids

pets running loose

basketball hoops on the street

fence missing gate around pool area

stagnant water in pool

Parking Reminder: The passenger side of the vehicle must be next to curb, per the motor vehicle law.

Baltimore County Police has issued parking tickets in our community and will continue to ensure compliance

and safety.

Signs/Balloons: Please do not post signs inside our entrance walls flowerbeds. Also, do not post signs or

hang balloons on our entrance walls, especially on the light fixtures.
