Dear Friends

It is that time of year when many of us are busy in our gardens. There is something about spending a few hours digging or weeding that is very satisfying. There is also an awareness of creation and the part we play as stewards of all that God has created and given to us. I have had the following piece of advice on gardening for some years and offer it to you as something to think about as you go about your Gardening

Parish Council Report 11th April 2016 at St David’s Hall.

The Meeting after a fine spring day. Cllr. S. Vincent in the chair. Summary scratchings by Cllr Cawdron. Notes only, not minutes. Q’s from the Floor. The condition of the road outside some of the shops at Thorpe End remains unsatisfactory. As this area is under private ownership, the Council cannot take action, other than to encourage action by the building owners, who also own the road sections. Parish was requested to continue to ‘prod the trod!’ Cllr. Mackie provided an update on actions taken with mention of Parish Partnership funding application. Matters arising. Great Plumstead notice board has been relocated from former P.O. premises. The Parish Clerk reported on the potential limitations for the use of CIL Community Infrastructure Levy monies. However, forward planning as to potential projects was required as sums had to be spent within 5 years. Inner link roads funding would be covered by S106 agreements. Chairman’s Items. Little Plumstead Hospital Site. The detail of the proposals is awaited. For problems arising from the NDR, the parish council does have a ‘hotline’. See NDR later. Road ‘Rangers” visiting parish areas on the 9th May. Notify any issues. Please note the major planning application for fields North of Thorpe End off the Salhouse Road. Application submitted for 803 dwellings. Further details also shown of the Octagon Housing proposals. School Fair May Day. Great Plumstead Village Hall. Monday 2nd May. Checks ongoing for the potential Parachute Display. Landing would be an adjoining field. Landowners consent being sought. Police Report: To find, go to www.norfolkpolice.uk. Financial items. The normal items of cost, wages and invoices were approved and cleared. Invoice for St David’s hire finally cleared. Precept should arrive month end. County Council. Cllr. Ian Mackie noted that Sec. of State minded to grant Academy Status To Thorpe St Andrew High School. Cllr has accepted the appointment to the Academy Board. Feeder primaries in consultation to join. NCC had held a full Council Meeting debating potential devolution. A Public consultation to be held? Scarcity of known implications remains a major issue. Cllr. Noted that the Plumstead NDR liaison group was acting as an exemplar for other areas. Scottow Business Park (RAF Coltishall) now an agreed enterprise zone with over 30 business operations and a solar farm. Recycling Centres; Open 0900 to 1700 ; New Pay as you Throw trial scheme for

DIY waste. Residents will pay for the amount and type of materials rather than by vehicle size. A Trade Waste scheme is also set to start. District Council. Cllr. Vincent reported for the period noting next BDC Meetings and an update on the planning applications. Devolution remained a ‘hot topic’. BDC has agreed updated finance issues. Brundall Neighbourhood Plan referendum passed by 92% and has been adopted. There is no further progress on the Brooke Laurel Farm link road proposals. Some debate took place about the compliance issues around planning matters and how rigorously conditions were upheld. Parish Council. The Parish Web site upgrade continues in progress. There remains a vacancy within the Thorpe End Ward for a Parish Councillor. Interested parties may contact the Council Clerk or existing Councillors. The Great Plumstead Village sign has been completed and will be placed in the summer after preparatory works are complete. The Church has been notified and invited. Cllr Mackie has accepted ‘unveiling’ duty. 11th June, KTD. Clerk. Please note and welcome Mrs Tess Scott who has accepted the Parish Clerk position and is commencing handover with Mrs Jane Jones, who is leaving after 6 years in position. NDR Liaison Group. Residents can sign up for news and progress reports via a new NCC website [email protected]. Residents are requested to use this site for updated information. The liaison group has met NCC and continues to raise parish concerns. It is evident that our smaller roads are inadequate for major diversions. Note advance notices of road activity to the EDP every second Wednesday of the month. Middle Road will close long term from the end of April 2016. The proposed flyovers of Plumstead Road and the railway are described as ‘functional’, i.e. ugly !! A.O.B. Dangerous littering (broken glass) found and cleared from Thorpe End playground. Residents to please check playgrounds and use litter bins accordingly, although thrown bottles are an act of the irresponsible few. Gt Plum. VH car park heavily potholed and needs urgent treatment. Proposals and costs required and consideration given for future top dressing. Little Plum. Bus Stop proposals and repair (£800) also required. Should PC take this on? Final try on ownership details required. Complaint about location of Mr Walpole’s new bench near No 15 Plumstead Road. Correct permissions had been obtained with tree roots a limiting factor as to location. Sketch drawing to be checked for compliance. Great & Little Plumstead W.I. Our meeting in April was a Beetle Drive and tea. This was very well organised by Brenda Dawson . Everyone thoroughly enjoyed it and also a large raffle. We have a busy meeting planned on 5th May. This will be held in the Scout hut at Gt. Plumstead. The speaker will be Mr. David Boulton talking about Norfolk churches. It is also the Mini Show. Members are asked to enter 4 items from the following 6 options: Craft- make a book marker Flower arrangement- Buttonhole Card- Make a 90th birthday card Cooking- 5 shortbread biscuits Knitting- Egg cosy Decorate- 7" flower pot On June 7th we will have our Strawberry tea. The competition theme will be a black and white outfit.

The Rambling Group Many thanks to Chrissie for leading such a lovely walk in March and also to Jenny for her walk in Worstead in April. A great thank you to all members who are willing to lead walks and find good tea/coffee stops. Nelson’s Journey Purple Picnic - 18th June 2016

Hello from Nelson’s Journey, we are a Norfolk based Charity supporting children and young people following the death of a significant person in their life and last year we supported 631 children and young people, thanks to everyone who took part in the Purple Picnic fundraising week last year we raised over £6,000 which assisted us in supporting these children and young people. This year the Purple Picnic week runs from 13th – 19th June 2016 you can find out more on our website www.nelsonsjourney.org.uk/Purple-picnic.aspx As a finale, Nelson’s Journey will be holding a Purple Picnic, FREE for the public to attend on Saturday 18th June from 12pm – 4pm at Smiles House in Little Plumstead.

The day will offer lots of activities for all the family including a raffle with lots of chances to win treats and Family Day’s Out, Live music, Free circus workshops & Face Painting plus Tea & Cake Corner from Sponge Cakes Ltd, there will be home-made burgers from ‘The Feed’ available to buy or you can bring your own Picnic if you wish. Thorpe End WI At our March meeting we had a very interesting talk by Christine Humphries on "The Fisherman Who Painted in Wool", about the Sheringham fisherman, John Craske. He began painting vivid sea scenes when he became too ill to go to sea and later moved into painting with wool, as he could do needlework lying down. His last work was an unfinished but detailed tapestry depicting the evacuation of Dunkirk, which is now in the Castle Museum. Christine treated to a stunning display of photos of his work. At our next meeting, at 7.15 on 19th May, we will be discussing and voting on the resolutions to be put forward at the national AGM, followed by a social evening. There are two proposals: one about appropriate care in hospitals for people with dementia and the other on avoiding food waste and addressing food poverty. WI campaigns have proved extremely effective in the past so please come and vote, so we can lend our weight to any campaign. Members please note that details of these resolutions can be found in the April edition of WI Life, so please do not recycle prematurely. The nature of our social evening will be decided at our April meeting, too late for details to appear here in print. Visitors are welcome to attend any of our meetings free of charge. We generally meet in St David's Church Hall on the 3rd Thursday of the month, starting promptly at 7.15 pm. Great & Little Plumstead & District Horticultural Society In April Mr Lambert told us he had been growing Fuchsias for 24 years and showed us how to propagate, take cuttings, feed and care for plants and ended by showing slides of pests and diseases and how to deal with them. The flower of the month, a Camellia, was won by Ailsa Orr. This was also the Spring Table Show with a very good turn out of entries and Ruth Boden had the highest points and was also awarded the Hudson Cup for best in Show. The next meeting on Monday 2nd May 2016 will be at Great Plumstead village hall at 7.30 pm and this will be the Annual Quiz. Our team would like as many members as possible to come along and give their support and refreshments will be available afterwards. The meeting on Monday 6th June 2016 is at St David’s church hall Thorpe End at 7.30 pm and the speaker will be Mr Guy Barker and the subject will be “Perennials for early summer scent”. Next month members are looking forward to a visit to Raveningham Hall Gardens which will be the beginning of several of the Club’s planned visits.
