Local DRRM mainstreaming
• Designation of existing personnel to man the LDRRMO;
• Creation of a functional Emergency Operations Center as part of the LDRRMO;
• Review and/or revision of the Comprehensive Land Use Plan (CLUP) to account for disaster risk parameters; and
• Incorporation of DRRM programs, projects and activities(PPAs) in the LGUs’ annual budget and Annual Investment Program, as indicated in the Executive Legislative Agenda (ELA), Local Development Investment Program (LDIP), and Comprehensive Development Plan (CDP).

Approval of the annual LDRRMO Plan and budget, the proposed programming of the LDRRMF, other dedicated disaster risk reduction and management resources, and other regular funding source/s and budgetary support of the LDRRMO/BDRRMC. (Sec 12 (7))

• LDRRMF: at least 5% of estimated revenue from regular sources
• Unexpended balance of the LDRRMF in preceding years within the 5-year validity period of a Special Trust Fund solely created for the purpose of supporting DRRM activities
• Funds transferred from the National DRRM Fund (NDRRMF) as approved by the President of the Philippines
• Funds received from other LGUs and other sources

The declaration and lifting of the state of calamity may also be issued by the local sanggunian, upon the recommendation of the LDRRMC, based on the results of the damage assessment and needs analysis. (Sec. 16)

Unexpended LDRRMF shall accrue to a special trust fund solely for the purpose of supporting disaster risk reduction and management activities of the LDRRMCs within the next five (5) years. Any such amount still not fully utilized after five (5) years shall revert back to the general fund and will be available for other social services to be identified by the local sanggunian. (Sec. 21)
