The theme was "Sanitation Problems of Sambalpur & Its Solution". The meeting was chaired by Pandit Biranchi Narayan Pati, Vice President of OSS, wherein the Chairperson of Sambalpur Municipality Council (SMC) Ms Reena Trivedi, Medical officer Dr Bharat Dash & ward councillors of SMC were invited for their wide participation. Sri K.C.Malick, Chairman BISWA & Sri S.P.Meher, Manager Public Relations were also invited to the meeting to place their views and clarify their position in this matter as their organisation has entered into take up sanitation & garbage lifting works in Sambalpur. Dr Paresh Chandra Dani, General Secretary OSS initiated the proceedings of the meeting at the outset. He explained the purpose of such a public meeting and said it was meant to tide of the doubts in the public minds as lot of confusions prevailed in this matter. Speaking to the occasion Pt. Pati expected that such an exercise by OSS would facilitate to clarify certain questions in the minds of participating intelligentsias. Ms Trivedi said herself and ward councillors of SMC are very much concerned to improve the prevailing situation in Sanitation in the municipality area and it was given priority in all SMC meetings. We are ready to accept any practical suggestion from the citizens of Sambalpur. BISWA has undertaken urban sanitation works in Sambalpur Municipality area from July 1st, 2009 as per public private partnership (PPP) policy of the government. The cleaning works of lanes, roads and drains are shared with the Sambalpur Municipality Council (SMC). BISWA will conduct the cleaning works in fifteen wards, namely No. 4, 7, 8, 9, 10, 11, 13, 14, 16, 17, 18, 19, 20, 23 & 28; whereas SMC will take care of the rest fourteen wards. Besides cleaning works of these fifteen wards, BISWA will lift all the garbage from all the 29 wards. The lifted garbage is to be taken to the pre-defined dumping yards. Since sanitation works in the SMC came to almost to a halt like situation since last few months, so it may take a few days to clear the back log. Anyway BISWA is now taken up the responsibility as per the agreement with SMC and soon its sincere efforts would yield result. That is the gist of what Sri K.C.Malick; Chairman BISWA said. Proposals like, deployment of sweepers according to area & population of the wards, use of sufficient dustbins, Concrete structure for garbage depots, treatment facility for accumulated garbage, appropriate steps to prevent pollution of Mahanadi & formation of sanitation committee in each ward came from the participants. Jayadeb Bagarti, Pahelu Dip, Narendra Panigrahi, Akhila Patnaik, Bhakta Prasad Babu, Sanjukta Hota, Sudhir Pujhari, Dr Diptibala Patnaik, Prashant Mohanty, Basanta Sarangi, Dr Ramaballabh Mishra, Niranjan Nanda, Sashibhusan Majhi, Karunakar Supakar, Arabinda Mohapatra, Raghunath Mishra, Gobind Narayan Agrawal, Ashok Beriha, Sashibhusan Tripathy, Coke Officials visited BISWA Ms Sangeeta Pendurkar, Vice President, Strategic Initiatives; Mr Sourav Mukherjee, Director, Strategic Initiatives & Mr Madhu Venugopal, Assistant Manager, New Beverage Category as officials from Coca Cola India visited BISWA to look over their ongoing marketing project in collaboration with BISWA. They were greeted at Central Office of BISWA by Mr Prashant Sahu, AGM. A welcome meeting was organised for them at BTI, wherein all the managers of Central Office of BISWA participated. Mr Pitabasa Sethi, Secretary BISWA presided over the meeting in the absence of the Chairman. Mr Duryodhan Malick, DGM also lodged his presence in the meeting. Mr Shiv Prasad Meher, Manager Public Relations delivered his welcome address at the outset. Then there was session of self introduction as per the tradition of BISWA. The visiting guests were impressed by the quality as well as the quantitative strength of human resources of BISWA that was reflected in their deliberations. Mr Mukherji tried to justify the approach of Coca Cola India to market its product 'Vitingo' through women self help groups of BISWA and said that it is their strategy to sell their product at economic price. Had it been marketed through its established channel, the cost factor would have been so high that our rural population would have been deprived of it. It is our strategic decision to use local rural leaders as icons in stead of booking stars from silver screen to popularise 'Vitingo', he asserted. His statement made everybody giggle in the house. Ms Pendurkar deposed high expectations from BISWA in this project. She said as such malnutrition is a major concern not only for health sector but also for the social development sector in our country as well as other developing countries. It is also a problem for some of the developed countries to some extent. So we have come up with our new product, Vitingo that is specially designed to address the micro nutrient malnutrition. It is the result of our long time research works conducted in the cross section of population all over the world, she explained. Now the onus is on us, who have taken up the joint responsibility to made it available to targeted population at an affordable price and we have to come upto the expectation, she added. Mr Venugopal tried to express his total involvement in this project and said that he has a feeling that now he has become a member of BISWA family. The guests were presented with some token of gift from BISWA that was highly appreciated. They visited the rural areas of the project that day in the afternoon. Bishambhar Bohidar, Ashok Panda, Dillip Bisi, Priyaranjan Sahu, Dr Bharat Dash alongwith councillors like Rashmita Acharya, Bhakta Charan Mirdha, Diptimayi Barik, Srinivas Mohapatra & Sushant Purohit are among the few who also spoke to the occasion. Odisha Sanskrutik Samaj (OSS)organised a public meeting on July 11thlast at its own conference, whereinintelligentsias of Sambalpurparticipated in large number. Thetheme was "Sanitation Problems ofSambalpur & Its Solution". “The whole world is found almosthelpless in its uncontrolled populationgrowth in the present circumstances.The population of India has crossed thedanger mark of 115 crores. Such apopulation explosion has createdproblems not only for our health sectorbut also it is the root cause of our presentpoverty. Thus we have to arouseawareness at each and every level in thisconnection, so also every consciouscitizen should try to contributesomething in this campaign." That wasthe gist of what Mr K.C.MalickChairman BISWA said in hisdeliberation on the occasion of WorldPopulation Day that was observed on11th, July at BTI. The discussion focusedon the theme, "Investing in women is thesmart choice" that is decided by UnitedNation Population Fund Agency for thisyear. Mr Shiv Prasad Meher, ManagerPublic Relations, explained the veryneed of such an observation in hiswelcome address at the outset. He saidthe quality of our lives cannot improveuntil unless our population is put undercontrol, he said. Dr Diptibala Patnaik, aConsultant & Advisor to BISWA, shedlight on the theme of the year and saidit is a matter of concern for all of us thatour country is ahead of many a countryin this rat race of population growth. Shethrust upon to make aware our youngergeneration in this connection and theresponsibility lies with the elders. MsAparna Bhatt & Mr Shiba ShankarPanda, both Deputy Managers, alsospoke to the occasion and shared theirviews on the theme. The meeting wasconcluded with offering vote of thanksto the chair.

Unfolding of OTELPAn awareness programme to

empower the tribal for theirlivelihood was organised by BISWAwith support from Odisha TribalEmpowerment & Livelihood Project(OTELP) at Gunupur in Rayagadadistrict during May, 2009. Theobjectives of the programme are asunder. It is to build the capacity ofmarginal groups as individual andgrass roots institutions enhance theaccess of poor tribal people to land,water and forests with increasing theproductivity of these resources inenvironmentally sustainable andsocially equitable ways. It is also toencourage and facilitate off-farmenterprise development focused onthe needs of poor tribal households,monitor the basic food entitlementsof tribal households and ensure theiraccess to public food supplies. Thento strengthen institutional capacity ofgovernment agencies, Panchayati RajInstitutions, NGOs and civil societyto work effectively for participatorypoverty reduction with tribalcommunities. It is also to encouragethe development and pro-tribalenabling environment throughensuring that legislation governingcontrol of and access to, developmentresources by poor tribal householdsimplemented effectively andrecommending other policyimprovements. It is to build on theindigenous knowledge and values oftribal and blend these withtechnological innovations to ensure aspeedier pace of development. Theprogramme will be implemented inthirty community developmentblocks of seven districts namelyKoraput, Kandhamal, Kalahandi,Gajapati, Rayagada, Nawrangpur,Malkangiri in three phases. In the firstphase ten blocks of four districts hasbeen taken for the implementation i.e.Korapur, Kandhamal, Kalahandi andGajapati. The villages in which theschedule tribes and scheduled casteform exist not less than 60% of thepopulation and where mosthouseholds are below the povertyline will be selected under thisprogramme.

Seminar on Micro Nutrient Malnutrition

A seminar on the theme, "MicroNutrient Malnutrition & HiddenHunger" was jointly organised byBharat Integrated Social WelfareAgency (BISWA) and Coca ColaIndia at BISWA Central OfficeCampus on July 3rd, 2009.Inaugurating the seminar Mr.K.C.Malick, Chairman BISWA, saidmalnutrition is a common prevalencein a developing country like India,so every effort should be taken tocounter it. In such a context thisseminar may unfold many acomponents, where upon BISWA canwork with Coca Cola India. Atpresent BISWA is marketing Vitingo,a product of Coca Cola, in ruralcommunity through its self helpgroups. This is the beginning phaseof our joint efforts in this direction.He welcomed Dr. Steven Abrams,Professor of Paediatrics, BaylorCollege of Medicines, USA and histeam to the seminar and said that thepresentation on the theme would bereally informative for theparticipants. He said that Dr. Stevenhas come here with his vastexperience in micro nutrientmalnutrition and he is also associatedwith National Institute of Nutrition,Hyderabad in Indian context. Aformal welcome was given to thevisiting guests by Mr. Shiv PrasadMeher, Manager Public RelationsBISWA at the outset. Ms Ninu Nair,Manager CSR introduced the guests.Mr. Sunil Ansule, General Manager,Scientific Regulatory Affairs (SRA),Coca Cola India, said a few wordson introducing the theme. He was

accompanied with Dr. Frank Daniel &Mr. Madhu Venugopal both areAssistant Managers SRA Coca ColaIndia & Ms Ruth Steven, daughter of Dr.Steven.

Dr. Steven came up with his powerpoint presentation on the theme, "MicroNutrient Malnutrition & HiddenHunger". It was based on his long termresearch works in many developingcountries, where malnutrition is acommon problem not only in the healthsector but also in the social developmentsector. He informed that there are abouttwo billion people living with irondeficiency and 500 million out of themare anaemic. The most worrying part ofit is that almost 80% of them are fromdeveloping countries. He further addedthat presence of iron and zinc decreaseschances of Diarrhoea & Pneumonia inhuman body system, whereas both theelements help in the growth of enzymesand chemical processes. Zinc only addsto increase in appetite. Regular intakeof these elements may address the MicroNutrient Malnutrition. These areavailable in Vitingo, a soft drinkavailable at affordable price, beingmarketed by BISWA in rural communityas a Corporate Social Responsibilityproduct of Coca Cola. It also containsVitamin A, Vitamin C & Folic Acid asmicro nutrients. Since, common saltfortified with Iodine is being successfullymarketed in India, so Vitingo may gainsimilar popularity here, expected Dr.Steven. The presentation was followedwith a lively interactive session that wasappreciated by the visiting guests. Theseminar was concluded with vote ofthanks from Ms Nair.

BISWA in Puri Rathayatra

Bharat Integrated Social WelfareAgency (BISWA) participated in PuriRathayatra in a big way this year. Allthe staff members of its Puri districtoffice alongwith some senior staffmembers from the head office tookactive participation in it as volunteers.Earlier Puri district administrationorganised a preparatory meetings for itin the chairmanship of the DistrictMagistrate & Collector, wherein BISWAparticipated through its officialrepresentative and showed eagerness toshoulder any responsibility given to theorganisation. It was not only BISWA butmany organisations came forward toundertake responsibility to make thePuri Rathayatra a big success in anorganised manner. A drinking waterserving counter was made available ata prominent place like Medical Square& an Ambulance was pressed intoservice there on behalf of BISWA as perits commitment. About fifteen thousandwater pouches were distributed topublic through this service counter. Fourbanners were hung at prominent places,so that pilgrims & tourists came to Purishould have some information onBISWA. All the thirty four volunteers ofBISWA were provided with T-shirts andcaps with logo of BISWA printed onthem. The entire operation wasconducted under the supervision of Mr.B.C Sethi, Chief Manager East Zone; Mr.Rakesh Dash, Chief Manager RiskManagement; Mr. Arijit Mohapatra,Manager Law and Mr. Sandip Prusty,Assistant Manager Law. TheProgramme was coordinated by Mr.Rabindra Dash, District Manager Puriand Mr Prasanna Pattnaik, ADC Puri.

Urban SanitationUrban sanitation is always

a major concern for any localgovernment. The problemdeepens when the actualexecution of works entangled inbureaucracy and stuck up. Theultimate way out is only tooutsource it. Then there is theactual necessity of public privatepartnership (PPP). It has beenalready realised that some worksreally yield result in privatehands rather then ingovernment hands, even thoughnone can compete thegovernment in a democratic setup. In such a way PPP hasstarted showing result in urbansanitation this time. It is not forthe first time that it has beentried; rather it has been triedsince long, at least not less thanfive years ago at Sambalpur. Inurban sanitation, cleaning ofdrains and brooming the lanesare two major components; thoseare to be taken into considerationfor sure. Then unless theaccumulated garbage is shiftedto its ultimate destination, thecircle cannot be said complete.And here the destination is to bedecided by the authority, as noneother may take such a vitaldecision to ensure success ofurban sanitation.
