With that in mind during the 2012 Regular Session the Legislature passed and the Governor signed SB 436 that created the Select Committee on Outcomes Based Funding Models in Higher Education. It was my honor to have the Speaker of the House appoint to this vital committee. Directed by statute, the select committee will have a two-fold pur- pose of making a “…a specific and detailed analysis of outcomes- based funding models used in higher education and providing recom- mendations to the Legislature on incorpo- rating one or more of these models as an effec- tive piece of the state’s financing policy.” Some of the charges the committee will address throughout the year are the following; 1). Identify the top three to five public policy objec- tives that will be the focus of the financing policy, 2). Review exist- ing outcomes-based funding models, study the funding models implemented in others states, including and evaluation of the degree to which these policies have succeeded in influ- encing institutional and system behavior, 3). Recommend methods to balance the unique needs of the individual institu- tions with the demands of the state for services and success for students. It is my sincere hope that we as a state will begin to implement some of the potential recommendations. If we are going to continue to build and promote West Virginia our higher education institutions are going to play a key role. They educate our workforce, which in turn attract business. The higher education system provides us with intel- lectual capital that can potentially expand our research and develop- ment system. This in turn can produce new products, jobs, and bet- ter our quality of life. I sincerely believe that this is a solid step in the right direction. At the time of the execution of the Deed of Trust, this property was reported to have an address of: Rt 1 Box 8, Childress Road, Alum Creek, WV 25003.

The referenced real estate will be conveyed with no covenants of warranty, and subject to all covenants, restrictions, easements,rights of way and reservations which may be a matter of record in the aforesaid Clerk’s Office or visible upon the ground, all prior liensand encumbrances, including, without limitation, liens for real estate taxes, incinerator, sanitary and sewer charges. The purchasers atthe sale shall be responsible for paying the recording costs and also the tax on the privilege of transferring real property (the cost of thetax stamp to be affixed to the deed).
