To the seaman the weather experienced during the year 1889 must be considered as exceptionally favourable, for, like its predecessors 1887 and 1888, storms were of very rare occurrence in the British Islands, and as a necessary consequence, the number of vessels •wrecked on the coasts of the United Kingdom were proportionately small. The winds and weather were however unusually change- able, eo that the navigator had often to be on the alert, not knowing what might follow the indications of a falling glass; and in applying the old adage, " To be forewarned is to be forearmed,'* prepara- tion had often to be made for bad weather. The worst of the weather has, however, generally proved to be well to the westward of onr shores, and the "dis- turbances which caused the alarm have passed away with very little more than a freshening wind, with perhaps a few squalls and a heavy downpour of rain. (Sales have, however, been experienced, but they have been fewer than usual, especially in the more southern parts of the United Kingdom, and they have generally been of a less severe character than ordinarily. The weather in Scotland and Ireland was more stormy than in England, these parts of our islands being situated nearer to the central areas of the disturbances, and this fact has also given to these parts of the kingdom a milder temperature. The conditions which pre- vailed in January of last year exhibit very clearly the influence of these travel- ling disturbances on our climate. During the whole of the month, only one storm- centre passed over any part of the king- dom, but frequent disturbances passed to the westward and northward of our coasts. At Stomoway, gales were re- ported on niaeteea days; at Mullaghmore, in the north-west of Ireland, on twelve days; at Scilly on ten days; whilst not a single gale was experienced at Liverpool, Leith, or Yarmouth. The temperature, which is usually at its lowest in this month, was ten degrees warmer in the west of Ireland than over the eastern district of England in the same latitude, whilst stations in the north of Scotland were at least five degrees warmer than in London. About the most stormy period of 1889 occurred during the first half of February, several large and deep dis- turbances passing from north and north- west over the northern and eastern parts of the country, and causing severe north- westerly and northerly gales, with snow, sleet, hail, and much thunder and light- ning, in almost all parts of the kingdom.     THE WEATHER DURING THE YEA.R 1889.

    contended with in forecasting the weatherin this country. Somewhat numerousgales were also experienced in March, butthey were not severe. The storm of the7th to 9th, however, caused serious floodsover the south-western districts of Eng-land arid in the midland counties. Thespring and summer months were usuallyvery quiet, so far as wind-storms wereconcerned; gales were occasionally ex-perienced, but they were not of animportant character. The weather was,however, very unsettled during thegreater part of the summer; heavythunderstorms were experienced at thecommencement of June, but generallythroughout the month the weather wasfine and dry; but in July and Augustfrequent and heavy rains were experienced.The worst storm of the year occurred onthe 7th of October, during which theHolyhead Breakwater sustained veryserious damage, and the violence of thewind wrought considerable havoc at seaand on shore. Severe gales were alsoexperienced at the commencement ofNovember, the Pottnvsh Life-boat beingcapsized in the storm of the 1st, andthree of her crew drowned. It is seldomthat a year passes with fewer severestorms passing over England, but thiscan in no way be taken as a clue to theweather experienced out in the openAtlantic. Storms have often been fallenin with at no great distance from ourshores, but in many instances these havenot reached us. Probably the heavieststorm of the year was that which blew

    in the early part of September, and whichis now known as the St. Thomas-Hatterashurricane. This was of "West-Indianorigin, and finally occasioned enormousdamage along the Atlantic coast of theUnited States. Although 1889 resembledits predecessor, so far as the quietcharacter of its winds are concerned, inthe vicinity of our own islands, the yearsdiffered very materially in the generalcharacter of the weather. In 1888 theweather was, throughout, most unseason-able, and there was an entire absence ofanything like real summer. Last yearthe special feature of the weather was itsseasonable character month after mouth,and the rains of July and August wereby no means as disastrous as were at oaetime anticipated, bright and warm sun-shine setting in, so that the farmer couldharvest his crops. Probably the bestindication that the weather was season-able is the exceptionally low death-ratefor London throughout the year, thenumber of deaths being 3500 fewer thanin 1888, and the rate per 1000 of thepopulation 1-0 less. These facts showthat the year which has just passed is, atall events as far as London is concerned,the healthiest on record. It is to behoped that the present year may proveas favourable in every respect. It hasset in with very similar conditions to1889 so far as the weather is con-cerned, for both years were ushered inwith frost and fog.—From The Shippingand Mercantile Gazette, 7th January,1890.

    ADDITIONAL STATIONS AND NEW LIFE-BOATS.

    CEMLY.N, ANGLESEY, AND HARTLEPOOL.—THE B.OY.AL NATIONAL LIFE-BOAT INSTITU-TION has provided these Life-boat Stationswith new ten-oared boats of the newesttype, 34 feet long and 8 feet wide, eachbeing provided with three water-ballasttanks. The former Cemlyu Life-boat was—years ago—the gift to the Institution

    of the Loyal Order of Ancient Shepherds,and was named the Good Shepherd. Thenew boat also bears this name, the Orderhaving very generously inaugurated afund for the purpose of defraying itscost. The Hartlepool (No. 1) new Life-boat was provided from the legacy be-queathed to the Institution by the late

    Mr. GEOBGE LOVIBOND, of Ilminster, and,in accordance with the testator's wishes,she is named the Ilminster.

    ROKEB, SUNDBBLAND.—One of the newwater-ballast Life-boats, 31 feet long,7£ feet wide and rowing 10 oars doublebanked, has also been forwarded to thisstation. The cost of building and equip-ping her has been met from a bequestto the Institution by the late Mr. WILLIAMHEDLEY, of Burnhopeside Hall, Durham,after whom the boat is named.

    TOBQUAY.—The Institution has recentlysent to this well-known watering-placeon the south coast of Devon a Life-boatof the latest type in lieu of the one sta-

    event of the drop keel having to beslipped. The cost of the new Life-boathas been defrayed by a lady resident inManchester, who desired that her namemight not be published. In accordancewith her wishes the boat is named theJames and Eliza, Woodall, and it waspublicly named and launched at itsstation on the 15th November last.There could not have been many shortof 2000 persons assembled around theinner harbour at Torquay in the summer-like weather on that day. The newLife-boat, resting on its carriage, wasdrawn up on the slipway, the crew offifteen, in cork jackets, under CoxswainsBBOWN and GALE, being in their places.At the bow of the boat was fastened a

    tioned there many years since. The. newboat is 37 feet long and 8 feet wide, andwill self-right if capsized with all thecrew and gear in, masts up and sails set.Amongst other things it is fitted withtwo sliding keels to increase its stabilityand weatherly qualities whilst in deepwater without sacrificing the flat floorand light draught, so necessary when inshallow water. Each sliding keel can belowered to its full extent at the after end,or it can be triced up or put in anydesired position. There are also threewater-ballast tanks, which contain nearlya ton of water, and are fitted withplugs and pumps, by means of whichwater can be readily admitted or pumpedout—these are intended for use in the

    splendid bouquet of white chrysanthe-mums and maiden-hair fern, and at eitherend were hoisted two flags, one beingthat of the ROYAL NATIONAL LIFE-BOATINSTITUTION. A guard of honour wasformed of coastguard men, under the com-mand of Chief-Officer J. G. NEVIN. Amongthose who were assembled on the slip-way, in addition to the donor and herfriends, were several members of the localcommittee of the Life-boat Institution,including Mr. JOHN KITSON (Chairman),General CHAMBEBLAYNE, CommanderMILNB, E.N., Mr. W. BALL, Mr. CBITCHLEYSALMONSON, Rev. W. BBOCKLESBY DAVIS,and Mr. R. G. COVE, Hon. Secretary;Commander Beddoes, R.N., District In-spector of Life-boats, representing the

    The launching ceremony was precededby a short religious service, conducted by

    , the Rev. BASIL E. Arai, vicar of S t. John's,assisted by Rev. H. "W. MAJENDIB, vicar ofTorre. The singing was led by surplicedmembers of the choir of St. John's, and theservice was efficiently and impressivelyrendered, the clear, ringing voices of theclergy and choir were very effective, thehardy-looking, bare-headed crew in thehandsome new Life-boat, and the largecrowd which thickly lined three sides ofthe spacious harbour, making a pictur-esque and imposing scene. Rev. B. R.AIBY intoned the opening sentences, afterwhich the chojr chanted Psalm cvii, w.23 to 32—" They that go down to thesea in ships, and occupy their business ingreat waters." Equally appropriate wasthe lesson, read by the Rev. H. M.MAJENJHE, St. Matthew viii., 23 to 28,the subject being our Saviour's stillingof the stormy sea. Then followed thegrand hymn "For those ia peril onthe sea." In rich and powerful voice,Eev. R. B. AIBY offered the dedicatoryprayer.

    At the conclusion of the service, thenew Life-boat was formally handed over,for the donor, by the lady's brother, Mr.WOODALL, to Commander BEDDOES, whoexpressed the thanks of the Institutionfor such a noble and valuable gift. TheLife-boat, he said, represented all themodern improvements, and she could beequalled by no boat in any other country.But, although the Institution had doneeverything that science could suggest tobring its Life-boats to the greatestpossible perfection, the boat itself wouldbe of little value were it not for strongarms and brave and manly hearts. Hebelieved these would be found in theLife-boat crew at Torquay, and that theywould not be wanting "whenever theywere called upon. It was gratifyingto all connected with the Institution, as

    it must be gratifying to the donor, to seethe immense amount of interest shown iaTorquay in the launch of the new Life-boat. He now handed over the boat tothe care and keeping of the Local Com-mittee, and hoped that one result of thelarge assemblage on that occasion wouldbe that many of those present wouldbecome more intimately acquainted withthe work of a valuable and great institu-tion. Mr. JOHN KITSON, Chairman ofthe Torquay Local Board and of thelocal Life-boat Committee, speaking onbehalf of the town, of the committee, andof the seafaring community generally,also returned thanks to the donor forthe most munificent gift she had madeto the town. He stated that it was aboutthirteen years ago that a Life-boat wasfirst presented to Torquay. That boathad been of service on several occasions.With the advance of time, great improve-ments had taken place, and the necessityhad arisen for the old boat to be replacedby a new one, and therefore they acceptedwith great satisfaction the boat which thekind donor and the ROYAL NATIONALLIFE-BOAT LssrrrimoN had been goodenough to present to them. He trustedthat there would be very few occasionswhen the boat would be required, butthe donor might be assured that, shouldthose occasions arise, the crew wouldnobly do their duty. The boat was thennamed by the donor the James and ElizaWoodall, after her father and mother; andthe bottle of wine attached to the bowhaving been broken, the carriage was setgoing down the slipway, and the boatglided smoothly and gracefully into thewater amid hearty cheers for the donor.The Post-office fife and drum band played" Sailing o'er the Bounding Sea," as thenew Life-boat was rowed out through theinner harbour and around into the outerharbour, where her self-righting powerswere successfully tested. The crew weresubsequently entertained at dinner by thedonor at the Royal Hotel.

    OIL AS A WATE SMOOTHER.The Shipping and Mercantile Gazette re-cently called attention in a leading articleto the advisability of the use of oil duringrough weather at sea under certain favour-able conditions. They remarked that it

    was gratifying to observe that the Inter-national Maritime Conference, which hasrecently terminated its sittings at Wash-ington, has, after giving the subject themost careful attention, pronounced a

    verdict in exact accord with our own ex-pressed views on the matter. Two ablearticles -which have recently appeared onthis subject, in the pages of Nature andResearch respectively, also go to swell theconcensus of opinion prevalent amongscientists and practical navigators, thatthe efficacy of oil as a water-smoother isdependent to a great extent upon the con-comitant circumstances of weather anddepth of water. Given deep water, a |wave is simply an undulatory motion icaused by the friction between wind andwater. Under these conditions the oil,which should be heavy and possessingstrong oleaginous properties, acts as alubricant between these two wave pro-ducing media, and BO materially checkswave action. In shoal water, however, ashore-approaching wave ceases to be amere undulation, and becomes an actualmoving mass of water, a wave of transla-tion ; and this no quantity of oil canprevent from breaking upon the shore.This is no new discovery, but, as thewriter in Research points out, was the con-clusion arrived at by Benjamin Franklinafter a series of exhaustive experimentsupon the subject. Subsequent investiga-tion has confirmed the truth of Franklin's \finding in every particular. Variousnautical associations have given this sub-ject their most careful consideration, witha view to furnishing practical directionsto shipmasters as to the best methods ofusing oil in rough weather. The DunkirkChamber of Commerce a few months ago,with the intention of minimising the lossof life occurrent among the French fishingfleet off Iceland, inaugurated a system ofawards to those captains who used oilduring stress of weather, and reportedaccurately upon the effect produced. Ourcolumns have often contained notices ofoil being used by shipmasters during badvreather, and we would be pleased to giveprominence to any such reports that ship-masters may send us. But we wouldpoint out that if the account of the using !of oil at sea is to be of the slightest assist- jance to other navigators, the circumstancesunder which the oil was used must bestated most explicitly. That oil is bene-'ficial under some conditions, all willadmit. What those conditions are, and !the exact relationship existent betweenthem, it is for the practical navigator to !

    determine. The direction of the wind,the flow of the sea, the position and head-ing of the ship should be stated with theminutest accuracy, for without these datait is impossible to gauga the true value ofthe test. The towing of the disabledvessel Italia by her fellow liner the Gellerta distance of 750 miles through persistentbad weather affords another striking illus-tration of the benefits accruing from ajudicious use of oil. As is aptly pointedout in Nature, many cases of abandonedtowages in bad weather might be averteddid the masters of tugs but try the effectof a little oil prior to casting the vesseladrift. In effecting transhipments at sea,as in removing fish from the smacks tothe carriers, in facilitating the launchingof boats from distressed vessels, and inmaterially conducing to their subsequentsafe navigation, oil has frequently beenfound simply invaluable. A knowledgeof its wave-allayiag properties cannot,therefore, be too widely disseminatedamong the nautical fraternity. Further,it is so cheap, and such a small quantitysuffices to produce the most adequateresults, that oil should form a necessarypart of all ships' stores, and an imperativeadjunct to the life-saving equipment ofall ships' boats. On account of its cheap-ness, the comparative ease with which itis applied, and the encouraging successwhich has in many cases attended itsuse, we earnestly recommend this water-smoother to the attention of all ship-masters. A note should be made of thefact that vegetable or animal oils are themost desirable for the purpose—-mineraloil, especially if refined, producing but avery moderate amount of success. As weremarked last May, experts agree in theopinion that the most effective way ofapplying the oil is to facilitate its spread-ing to windward, and that the dischargeof about two quarts per hour is amplysufficient to produce the desired result.The fluid can be easily distributed bymeans of punctured canvas bags, orthrough the w.c. openings—any way, infact, so long as the oil is kept constantlydripping slowly into the sea. We trust,also, that those who put its efficacy to thetest will not fail to report in detail, forthe benefit of their nautical confreres, theexact conditions under which the test wasapplied.

    SEKVIGES OF THE LIFE-BOATS OF THE ROYAL NATIONALLIFE-BOAT INSTITUTION.

    WEXFOBD.—At about 6 o'clock on themorning of the 18th October, 1889, theLife-boat Ethel Eveleen was launched, in-telligence having been received that avessel was aground on the Dogger Bank.A strong gale was blowing from the S.,and there was a heavy sea running at thetime. The boat proceeded under sail tothe stranded vessel, which was the schoonerStar of Hope, of and for Wexford fromLiverpool, with a cargo of coal, and whichwas found to have stranded on the southside of Wexford Bar. Some difficulty wasexperienced in getting alongside, buteventually this was accomplished. TheLife-boatmen then rendered assistance ingetting the vessel afloat, and, with thehelp of a steam tug, she was taken safelyinto Wexford Harbour, with her crew offive men.

    GBOOMSPOBT, Co. DOWN.—During astrong E. wind and a heavy swell on themorning of the 19th October, the barqueBiwcklay Castle, of Aberdeen, was observedto be in a very dangerous position inCrawfordsburn Bay. The Life-boat GeorgePooley put off to her assistance at 9.15,and found that she had anchored daringthe night, and dragged her anchors untilshe struck on an outlying reef. The boatremained by her until 4 o'clock, when aLiverpool tug arrived and towed herafloat, the Life-boatmen assisting to gether anchors up.

    DONNA NOOK.—The Swedish barqueInfatigaUe, laden with deals and boardsfor Hall, was seen flying distress signals,having lost her fore and main mastsduring squally weather and in a roughsea on the 22nd October. The signalgun having been fired, the crew of theLife-boat Richard promptly responded tothe call, and at 7.15 A.M. the boat waslaunched, and rescued the crew of elevenmen from the vessel, which afterwardsbecame a total wreck.

    Aio>BOBOtJGH.—The steamer Alcedo, ofand for Bilbao, laden with cement andcoke from Newcastle, and having a crewof twenty-one men, stranded on the Ship-

    wash Sand while a strong S.W. wind wasblowing on the 30th October, and brokeher propeller. In response to signals theLife-boat George Hounsfield was launchedat 3 P.M., remained by the vessel for sometime, and then took the master to Harwichto obtain a steamer. A tng having beenprocured, the Life-boat returned in towof her to the vessel, two anchors were putout; the crew of a smack were engaged toassist in throwing overboard part of thecargo'in order to lighten the ship, andat 3.30 on the following afternoon shefloated, and was towed to Harwich.

    SHOBKHAM,—On the 1st November aFrench schooner, the Charles Elisa, ofPaimpol, bound from Bordeaux for Shore-ham with empty casks, was driven by theforce of wind and sea into the bay, andwas compelled to drop her anchor toprevent being stranded, as a gale of windwas blowing from the S.S.W., in thedirection of the shore. The steam-tugStella attempted to approach the vessel,but was unable to get near her, and there-fore returned to the harbour. The crewof the Life-boat Bamonet was then sum-moned, and at 5 A.M. the boat waslaunched, being taken in tow by theStella, went alongside the schooner, whichwas about half a mile W. of the harbour'smouth, put the end of a line on board,and then pulled to the steam-tug, thusenabling a hawser to be conveyed, andthe vessel to be towed into the harbour.The schooner, which carried a crew of sixmen, would, in the absence of this help,have probably become a total wreck.

    TBOON.—A terrific gale of wind fromW. to N.W. suddenly sprung] up on themorning of the 1st November, and whilethe storm was at its height the schoonerB.W Cliff, of Skene, bound from Porsgrund,Norway, for Troon, with a cargo of dealsand battens, in attempting to take theharbour in tow of a steam-tug failed, andthe tow-rope breaking and the vessel'sanchors not holding she drifted on to theNorth Beach. The Life-boat AlexanderMunnock put off to her assistance at about12 noon, in a tremendous sea, and afterstrenuous efforts on the part of her crew

    succeeded in rescuing the vessel's crew,consisting of six men.

    DUNGARVAN.—At 6.50 P.M. on the 1st

    •were taken into the Life-boat from theship's boats, and, under the guidance ofthe Life-boat men, the vessel was beachedon Whitehonse Bank, where she remained

    lery Company was launched at 4.38 P.M.,and proceeded under oars to the SunkLight-vessel, where information was ob-tained that a vessel was ashore on theLong Sand. The boat accordingly pro-ceeded in that direction, and at about10 o'clock found the galliot Edvard, ofand from Skonevig, bound for the southof France with cod's roes, stranded S, J W.of the Long Sand. After two hours' workshe was got off the sand, and was broughtto anchor until 2 A.M., when she was gotunder weigh and taken to Harwich. Hercrew consisted of two men.

    NEWBUBGH, ABEBDEENSHIKE.—At day-light on the 22nd November the brigOlga, of Rb'nne, timber laden for Snnder-land, was seen ashore on a sandbank alittle S. of the Eiver Ythan. The windhad blown a gale from the S.E, duringthe night, and a heavy sea was running,which increased as the tide advanced.With all speed the Life-boat Mien New-man and John Bentley put off to herassistance, the strong tide and windcausing hard work for the crew. As theLife-boat got near, the vessel began tobreak up, and two men. were carried awayon a portion of the wreckage rapidlynorthwards, and the boat at once turnedin pursuit and rescued them. Anotherlong and hard pnll was then required tobring the boat back, and again she had toturn for three men who had left in theship's boat; these she also rescued just intime, for immediately afterwards the boatdisappeared. Three men still clung to whatremained of the vessel, which by that timehad quite broken up, and the cargo oftimbers and battens made it a very dan-gerous undertaking for the Life-boat toapproach her. The Life-boat men werequite exhausted by their arduous andcontinuous labour, and were compelled toreturn to the shore, where a fresh crewwas obtained to man the boat, whichagain put off to the rescue. Anotherpiece of wreckage came away with oneman on it, who was picked up. One of theremaining two men was struck by a spar,and unhappily lost his life, but the other,the master of the vessel, was taken offand safely landed in the Life-boat.

    KINGSDOWJO;.—A large steamer wasreported to be ashore between St. Mar-garet's Bay and Hope Point on the morn-

    ing of the 25th November. A stronggalewas blowing from the W.S.W., there wasa heavy sea, and the weather was thickwith rain. The Life-boat Charles Hargruveput off at 8.30, and on reaching thesteamer found that she was the Cordoba,of and for Havre, in ballast from Dunkirk.The Life-boat remained by her until shewas towed off by a London tug, and thenreturned to her station, arriving there at11 o'clock.

    LOWBSTOFT.—Flares having been seenN.E. of the Newcome Sands, during astrong N.W. wind and a rough sea, on thenight-of the 25th November, the Life-boatTwo Sisters Mary and Hannah went outat 10 o'clock, and found the sloop Richardand Francis, of Goole, laden with tiies,from Hull for Lowestoft, in the midst ofthe breakers. She had lost some of hersails, and those which were Jeft weresplit, but it being the top of the tide,and an extra high one, she managed todrift over the sand, the Life-boat remain-ing by her, and was towed into the harbourby the steam-tug Dispatch.

    THURBO.—The Life-boat Charley Lloydwas launched at 10 o'clock on the nightof the 26th November, during a heavygale from the N., snow, and a high sea, tothe assistance of the schooners WilliamJones, of Carnarvon, and Sylph, of Beau-maris, both laden with slates, from Walesand bound for Aberdeen, which had burntflare lights as signals of distress, as theywere riding heavily at their anchors inScrabster Koads, and were in danger ofcoming into collision with each other.The Life-boat took off four men from theWilliam Jones, and five men from theSylph, and brought them safely ashore.

    LYDD, DUNGENESS.—The crew of theLifeboat R.A.O.B. were summoned onthe 29th November, during a moderate N.breeze and hazy weather, signals of dis-tress having been reported. The menpromptly assembled, and at 1 A.M., signalsbeing then repeatedly made in the offing,the boat was launched, and found theschooner Minnie Elkin, of Carnarvon,bound from London for Ayr, with cement,and having a crew of six men on boaid,stranded two miles N. of DungenessLighthouse. The Life-boatmen laid outan anchor, and rendered other services,

    and the vessel was hauled off the sandand made for Dover Harbour.

    CAISTEB, NOBFOLK.—The brigantineCharles, of and from Great Yarmouth, forNewcastle, with scrap iron, and having acrew of six men, was seen to strike theBarber Sand at about 8 P.M. on the 30thNovember, during a moderate E.N.E. windand a rough aea. She knocked over the Sand,but the Caister No. 2 Life-boat Godsendwas taken down to the water in readinessfor launching should that become neces-sary. The vessel headed to the S.,evidently with the intention of trying toget out, but in doing so she took theinside of the Sand, let go her anchor, andat once made flares as a signal for help.The Life-boat was quickly launched, andreached the vessel at 8.45. With thehelp of the Life-boat men she was gotafloat, and anchored with just sufficientroom to swing clear of the breakers onthe shore. When the tide turned a S. breezesprung up, the anchor was weighed, sail set,and the Life-boat accompanied her clear ofthe Barber and Cockle Sands, and she wasthen enabled to resume her voyage.

    TYRELI.A, DUNDBUM: BAT.—Signals ofdistress having been shown by a vesselwhich was close to the Long Eocks,during a moderate gale from the S.,thick weather, and a rough sea, onthe morning of the 1st December, theLife-boat Louisa Burnaby was launchedat about 9.30, and found the signalshad been displayed by the Fly, ofPreston, bound from Dublin for Dun-drum in ballast, which was embayedabout a mile from the Tyrella CoastguardStation. The Life-boat put a pilot onboard the vessel, and she was taken safelyto her destination.

    GLOVKLLY.—During a moderate galefrom the N., squally weather, and a heavysea, on the 7th December, the ketch Ark,of Bridgwater, bound from Lydney forBnde with a cargo of coal, showed asignal of distress while at anchor in theroadstead. The crew of the Life-boatGraham, Hughes were at once calledtogether, and at 8.45 A.M. the boat waslaunched, and rescued the vessel's crew ofthree men from a perilous position, asthe heavy seas were breaking over the•vessel at the time the men were taken off.

    STAITHES, YOBKSHIBE.—On the morn-ing of the 7th December the weather,which had been wild during the night,calmed down, and at 9 o'clock the fishing-cobles proceeded to sea. About 10 o'clock,however, the wind suddenly rose andveered to N.E., and in a short time therewas a thorough storm on, accompaniedby a heavy sea. The coxswain of theLife-boat, seeing that the landing of theboats would be attended by great danger,launched the Life-boat Wine/ride MaryEopps, and convoyed twenty of the coblessafely ashore, the only casualty being theloss of some of the fishing lines. Threeof the boats were filled by the heavy seasin coming in, and were in great danger.

    At about 4 o'clock on the morning ofthe 31st December, a steamer was observedon shore north of Staithes. The rocketbrigade were summoned, but it was foundthat the vessel was too far distant for therockets to reach her, and the Life-boatWine/ride Mary Hopps, therefore, went toher help. She proved to be the Ringwood,of London, laden with coal from Amble.With the rising tide the vessel floated ;but as she was leaking badly, the Life-boat remained by her and accompaniedher to Hartlepool.

    HATLB, CORNWALL.—Whilst runningfor the harbour, on the evening of the7th December, the ketch Minerva, ofBridgwater, bound from Hayle forBristol with sand, and the steamer Bride,of Hayle, with coal and coke, struck onthe western spit of the bar. A stronggale was blowing from the N.N.E., andthere was a heavy sea running. TheLife-boat New Oriental Bank proceededto the rescue at about 4.50, and took offthe crew of three men from the Minerva,,and then went to the steamer, but foundthat she required no assistance. TheMinerva had left Hayle in the morning,but had been driven back by the stormyweather. She became a total wreck.

    WOBKINGTON.—At 10 P.M. on the 9thDecember, the Life-boat Dodo waslaunched, signals of distress having beenshown by the s.s. Lady Eglington, of andfrom Cardiff for Workington, with a cargoof coke, which had stranded on the northshore, near the mouth of the river Der-went, in a strong S, W. breeze and a heavysea. The vessel had justi floated when

    the Life-boat arrived. One of the Life-boat men was put on board to pilot her,and, with the assistance of the boat, shewas conducted safely into dock.

    NOBTH DEAL—The coxswain of theLife-boat Mary Somerville was called, atabout 1.30 A.M. on the 12th December,by the Coastguard, who informed himthat guns and rockets were being fired bythe Gull light-vessel. He at once sum-moned the crew, and, the Life-boat beingpromptly launched, proceeded to thelightship, and was informed that & vesselwas in need of assistance, bearing aboutE.N.E. The boat steered in that direc-tion, and, after cruising about the sandfor a short time, found the barque Man-dalay, of Glasgow, bound from. Middles-brough, for the Eiver Plate with railwaychairs and sleepers, and having a crew ofsixteen men on board, stranded on theoff part of the North Sand Head. TheLife-boat men laid out a kedge anchor,and assisted in throwing cargo overboard,BO as to lighten the barque, which wasgot afloat at about 3 o'clock on thefollowing morning.

    NBWBIGGIN, NOETHTTMBBELAITD. — At12.80 A.M. on the 13th December, signalsof distress having been shown by the brigJanet, of Peterhead, which had strandedabout three hundred yards N. of BingHead, the Life-boat Robert and Susan waslaunched, proceeded to her assistance,rescued her crew, consisting of eight men,and safely landed them at 2.30. Thewind was blowing from the S. by E., theweather was foggy, and the sea rough.

    ST. ANNE'S, LANCASHIBE. — On theevening of the 17th December, signalswere shown by the schooner Velin-heli, ofCarnarvon, which had stranded on theSalthouse Bank while she was being towedto Preston, two days previously, duringthick and foggy weather. Tie Life-boatBrothers was launched at 6.30, proceededto the vessel, and remained by her untilthe tide ebbed, when all immediatedanger was over. On the followingevening, at 5.30, the Life-boat, at therequest of the owner of the vessel, againput off and stayed by the schooner until8.30. After the Life-boat had left, partof the cargo was thrown overboard and

    she floated a little before high-water thenext morning, and was taken to Preston.

    BUBKT POBX.— Signals having beenseen on the morning of the 18th Decem-ber, during foggy weather, a strong S,W.wind, and a heavy sea, the Life-boatDavid Barclay of Tottenham was launchedat 3.30, and found that the lights inquestion were shown by the S.B. Clutha,of Middlesbrough, which was in need of apilot. The coxswain gave the master hiscourse to Caldy, and the Life-boat returnedto her station at noon.

    DUNMOBE EAST, Co. WATEBFOBD.—The Coastguards sighted a small vesselin distress, about four miles 8, of theHook Lighthouse, during a strong galefrom the N.W. and a heavy sea, on themorning of the 18th December. TheLife-boat Henry Dodd was launched at10 o'clock, and proceeded to the vessel,which proved to be the ketch Queen ofYoughal, of and from Youghal for NewBoss with bricks. All her sails had been,blown away, she was leaking badly, andone of her crew—which consisted of twomen—had been disabled by a block fallingfrom aloft, and the other man was muchexhausted. The Life-boat took the twomen ashore, leaving five of her own crewon board, and then returned to the vessel,taking off spars and sails, and at 8.30 P.M.brought her into Donmore Harbour.

    MOELFBE, ANGLESEY.—On the night ofthe 21st December, during a thick fog,the schooner Isa, of Inverness, boundfrom Charlestown for Euncorn with acargo of china clay, struck on the DolasBocks and became a total wreck. On thefollowing morning, when the fog hadslightly cleared, signals were seen, andthe Life-boat Star of Hope immediatelyput off, and succeeded in saving thevessel's crew of four men, who had takenrefuge on the rooky island.

    CBEBSWELL, NOBTHUMBEBLAND. — TheCoastguard at Cresswell Point reportedthat a steamer was ashore about a mileS. of the Life-boat station, during a strongS.E. wind and a strong sea, on the 24thDecember, whereupon the Life-boat Ellenand Eliza was launched at 2 A.M., andfound the s.s. Gerdic, of Newcastle-on-Tyne, bound from Christiania for New-

    castle in ballast, stranded on HeadgateEoek, with her fore-hold fall of water.The Life-boat laid out an anchor, andtook a telegram and letter ashore, return-ing at onee to the vessel, and remainingin attendance on her. At low-water thesteamer's crew went ashore, the shipbeing then dry, but the master and threeother officers remained on board, theLife-boat remaining in attendance untilan hour after high-water. The vesselultimately became a wreck.

    GIBVAN, AYRSHIRE.—During a gale ofwind from the N.W. and a rough sea, onthe 24th December, the fishing-smacksBorder Queen and Jane, of Annan, arrivedoff the harbour, and as it was evidentthat they would incur considerable riskin crossing the bar, the Life-boat SirHome Popkam put off to their assistanceat about 1.45 P.M., and remained by themuntil they gained the harbour in safety.

    BOTJLMER, NORTHUMBERLAND. — TheLife-boat Sobin Hood of Nottingham waslaunched at 12.30 A.M. on the 31st Decem-ber, and rescued the crew, consisting oftwo men, from the smack Effort, of Ber-wick, which had stranded on the NorthSteel Bocks during a fresh S.E. wind, astrong sea, and hazy weather.

    GKEENCASTLE, LONDONDERRY.—Signalsof distress having been shown by a vesselon the TODS Bank, while the wind wasblowing half a gale from the S.S.W., witha heavy sea, the Life-boat temporarilyplaced here while the Mary Beckwith wasbeing improved, was launched at 4 A.M.on the 31st December, and found theschooner Cwm Avon, of Swansea, stranded.With great difficulty her crew, numberingfour men, were got into the Life-boat,and were safely landed at about 9 o'clock.

    PALLING, NOBFOLK.—In response tosignals of distress, during thick weather,a moderate breeze from the S.W., and arough sea, the Life-boat British Workmanwas launched, at 8.30 A.M. on the 31stDecember, and proceeded to the Has-borongh Sand, where she found the brigLondeslorvugh, of Faversham, coal ladenfrom Sunderland for Portsmouth, strandedin a very perilous position, full of water,and in danger of soon becoming a totalwreck. With much difficulty her crew,

    consisting of six men, were taken into theLife-boat, and this had not been accom-plished very long when the vessel heeledover on her beam ends, and afterwardsbecame a total wreck.

    CIVIL SEBVICE LIFE-BOAT FUND.AT the annual meeting of the Committeeof this fund, held on the 17th of January,and presided o-rei by Mr. "W. H. HATOES,Chief Clerk of the House of Lords, Mr.CHAELES DIBDIN, the Honorary Secretary,reported that the number of the sub-scribers had reached nearly ten thousand,and that during the past year the fundhad contributed 1000L to tha BxreitNATIONAL LIFE-BOAT INSTITUTION towardsthe endowment of the new Life-boat,Civil Service No. 6, built for Douglas, inthe Isle of Man, besides the sum of 42£.to recoup the Institution the amountexpended by it during 1889, in rewardingthe crews of the Civil Service boats forservices. The Committee are now appeal-ing for a further sum of 8QOL, to completethe purchase and endowment of theDouglas Life-boat, and also for funds tobuild a seventh boat. The Civil ServiceI?und is entirely supported by CivilServants, and the usual subscription ishalf-a-crown.

Pecuniarygrants of 22. 10«. aad upwards were also madeto the survivors of the crew, and the medicalexpenses incurred by those who were injuredwere ordered to be defrayed.

    The thanks of the Institution inscribed onvellum and framed were awarded to Mr. W. A.TBAILL, C.E., Mr. ARCHIBALD AraJ>, chief boat-man in charge of H.M. Coastguard at PortBallintrae, and Mr. B. Malta, of Glasgow, nearCape Cornwall, on the 15th October.

Malta, which was capsized byan enormous wave while returning ashore withproperty salved from the wreck during a strongwind from the N.W., equally weather, and aheavy sea, on the 16th October.

    Also 102. to a man who was injured whileassisting to haul up the Orme's Head Life-boatafter it had rescued the crews of two distressedvessels on the 7th October.

    Also 41. 5«. to eight men, for putting off in aboat and rescuing two men from the smackMary Ann, of Southampton, which was totallywrecked at Innish Barra, Co. Galway, during agale of wind from the N.W. and a very heavysea, on the 7th October.

    Also 2Z. 10s. to five men for putting off inthree boats from the shore and saving threemen from a boat belonging to the fishing-smackGambler, of Stranraer, which boat had beencapsized about two hundred yards from theWest Pier at that port during a whole galefrom the N.W. and a very heavy sea, on the 7thOctober.

    Also the thanks of the Institution to Mr.SAMUEL CCBTIS, Inspector of Police at South-ampton, and 11. 2s. 6d. to three constables, forputting off in a boat and saving a man from acapsized boat belonging to the yacht Hecate,of Southampton, during a moderate S. W. breezeon the 20tl> October.

    APPEAL.THE COMMITTEE OF MANAGEMENT have to state that during the past year (1889) the

    ROYAL NATIONAL LITE-BOAT INSTITUTION expended £46,817 on various Life-boat Establishmentson the Coasts of England, Scotland and Ireland. During the game period it granted rewardsfor saving 637 persona from various Shipwrecks on our Coasts. Every winter that comes and goeshas ita black record of wrecks, and its terrible list of lost lives, the average loss of lives fromShipwreck annually, on the shores of the United Kingdom, being 650.

    The Committee desire to acknowledge with gratitude the liberal support which theyhave received from the British Public during past years,—a support which has enabled themto establish their present great Life-saving Fleet of 293 boats on the shores of the UnitedKingdom. Deeply sensible, however, of the great responsibility that rests on them to maintainthe Life-boats in a thoroughly efficient state, and their crews practised in the management oftheir boats, which can only be effected by a large and permanent Annual Income, they earnestlyappeal to all classes of their countrymen to continue to aid them in upholding and perpetuatingso great and truly national a Work.

    The number of Lives saved either by the Life-boats of the Society, or by special exertions,for which it has granted rewards since its formation, is 84,670: for which services 97 Gold Medals,1017 Silver Medals and Silver Clasps, 171 Binocular Glasses, 15 Telescopes, and £108,030 havebeen given as Rewards.

    Annual Subscriptions and Donations are earnestly solicited, and will be thankfully receivedby the Secretary, CHARLES DIHDIS, Esq., at the Institution, 14 JOHN STREET, ADELFHI, London;by the Bankers of the Institution, Messrs.
