We believe that if we can achieve this then other villages across Madagascar will be inspired to emulate what has been done in Andriampamaky.

Andriampamaky Project

Les Pêcheurs Madagascar is commencing a second project.

The decision to become involved in the project evolved from a series of visits to

Andriampamaky by representatives of Les Pêcheurs Internationale and Les Pêcheurs

Madagascar and meetings with the leaders and other representatives of the Andriampamaky

community.

Acceptance of Les Pêcheurs Involvement

The Directors of Les Pêcheurs have been assured by the leaders of the Andriampamaky

community that there is wide-spread acceptance, indeed great encouragement and support,

from all of the relevant authorities and bodies in the area, for the involvement of Les Pêcheurs

in this project.

The Setting Up of the Project

Because everything to do with this Project is to be done with the best interests of the

Andriampamaky community in mind, it is proposed that the leadership of it should rest with

Les Pêcheurs (as a neutral party) and there should be a Community Advisory Group, consisting

of competent, committed community leaders who can inform and advise the Les Pêcheurs

executives on relevant matters as and when appropriate.

An Executive Committee will be set up and chaired by the Andriampamaky Project

Chairman and all Project Group Leaders will be members of this Committee.

The Chairman of Les Pêcheurs Internationale, Mr Kevin Fuller and the Project

Chairman, Mr Sylvain Ramilison, will be ex-officio members with voice and vote, of all

bodies related to the Andriampamaky Project.

Members of the Project Groups will be appointed by the Andriampamaky Project

Chairman in consultation with the relevant Project Group Leader and other Project

Group Leaders as appropriate.

The Project Chairman shall have the power to appoint or replace any person involved

in the Andriampamaky Project as he deems necessary. Replacements shall be made

when the Project Chairman (in consultation with the Board of Les Pêcheurs

Madagascar) deems they are necessary “in the best interest of the Project”.

His decision will be final.

Brief for the Community Medical Clinic Project Group

The Objective

To establish a high quality medical facility which is available to all members of the

Andriampamaky Community and which provides a range of high quality medical

services at affordable prices.

Phased Development

In the first instance the Project Group is to develop a Phased Community

Medical Clinic Master Plan with all of the relevant architectural and engineering

drawings and detailed costings and submit this to the Project Chairman for

approval.

Following lodgement of the Development and Implementation Plan prepare a

Statement of Works and Bill of Materials for each phase of the development

and lodge them with the Project Chairman for approval.

Following completion of the Statement of Works and Bill of Materials, prepare

a detailed Project Management Plan and submit it to the Project Chairman for

approval.

Initiate and manage the construction of the facility through to completion in

accordance with the approved Plans and Budgets.

Approve all suppliers’ invoices for payment.

Approve all wages to be paid to workers.

Implementation of the Plan

This Project Group is to be accountable for the implementation and ongoing

supervision of all aspects of their Phased Community Medical Clinic Master

Plan.

Progress reports on all of the initiatives are to be submitted to the Project

Chairman every 6 months (on the 1st of June and 1st December) each year.

Brief for the Community Health Education Project Group

In keeping with Les Pêcheurs’ desire to adopt a holistic approach to the Andriampamaky

Project and the objective to make Andriampamaky a “Model Village” in Madagascar, it is

vitally important that we not only provide facilities and services to cure people from illness but

also educate the community on preventative measures which can and should be taken at a

personal and community level to prevent illness and develop a culture of “wellness”

throughout the Community.

The Objective

The objective for this Project Group is to plan, design, develop and implement the

initiatives to be undertaken in Andriampamaky in order to lift the general standard of

health and well-being within the community to the highest possible level.

Planning for the Project

Develop a Master Health Education Plan which focuses on every demographic segment

of the Andriampamaky community.

The Plan must include:

The details of each demographic segment and the current health issues each

segment faces.

The health education initiatives which will be taken in order to alleviate the

health problems in each segment of the community.

Specific details of how and when each of the health education initiatives is to

be developed and implemented.

Details of how all members of the community are going to be encouraged to

attend and participate in the programs.

Details of benchmark statistics on the current state of health of the people in

each demographic segment. This data is to be used to monitor the level of

improvement in the general state of health in each segment as the Project

develops.

Produce a budget of the costs associated with each of the initiatives but

remembering that funds are scarce and they will be needed to develop the

Medical Clinic and the Water Supply for the Village.

Brief for the Water Supply Project Group

The Objective

To establish a high quality supply of water, suitable for human consumption, to the

community of Andriampamaky.

Phased Development

Development of this Project can only proceed as funds become available.

It is envisaged that the Project will consist of three phases:

Phase 1 The capture and purification of the water.

Phase 2 The management from the source of the water to the

Village.

Phase 3 Reticulation of the water to the private dwellings and

to public premises and facilities.

(It is envisaged that Phase 3 will include the imposition

of charges for consumption of water used by private

and public premises.)

In the first instance the Project Group is to develop a Phased Development and

Implementation Plan with all of the engineering drawings and detailed costings

and submit these to the Project Chairman for approval.

Brief for the Economic Development Project Group

In order for the Andriampamaky community to prosper and grow it is vitally important that

the economy of the region is strong and there are opportunities for the people of the Village

to be gainfully employed.

The Objective

The objective for this Project Group is to identify and develop ways and means to bring

prosperity and employment to the Andriampamaky area.

Planning for the Project

Develop a 5 Year Plan for the Economic Development of Andriampamaky. This plan

should include:

Initiates to take advantage of the natural assets of the area such as optimal

farming of the land by introducing new crop varieties and farming of animals,

using latest techniques and technology.

Initiatives to attract new industries to the area.

Encouragement and assistance for entrepreneurial ventures starting up in the

Andriampamaky area.

Teaching people in the community how to set up and operate small business.

The Plan is to remain as a “dynamic document” i.e. progressively updated. The Initial

Plan is to be submitted to the Project Chairman for approval.

Implementation of the Plan

This Project Group is to be accountable for the implementation and ongoing

supervision of all of the initiatives set out in their Economic Development Plan.

Progress reports on all of the initiatives are to be submitted to the Project

Chairman every 6 months (on the 1st of June and 1st December) each year.

Brief for the Education Facilities and Services Project Group

Education is critical to the overall living standard and well-being of the people in any

community.

What we seek to do is introduce a concept of “Lifelong Learning”. This concept is based n

people having the opportunity to be educated from the time they reach school age and

continuing their learning until the end of their working life.

It is recognised that the Government provides the core education facilities and services but we

need determine if these are adequate for the needs of this community and if not, decide how

they can be improved.

The Objective

The objective for this Project Group is to provide the best possible education

experience and opportunities for all of the people of Andriampamaky based on the

concept of “Lifelong Learning”.

Planning for the Project

The Project Group is to carry out the following:

Conduct a detailed demographic survey of the Andriampamaky population.

Conduct a detailed review of the current education facilities and services and

identify, in specific detail, the strengths or weaknesses of them in regard to

meeting the needs and expectation of the members of the community as

individuals and as demographic groups.

Identify training and education needs for people in the community who have

completed their formal education and are now working ,or seeking work, or

carrying out duties within a family, who would benefit from vocational training,

mentoring etc.

Once all of the above steps have been completed prepare a detailed 5-Year

“Lifelong Learning Facilities and Services Plan” and submit it to the Project

Chairman for approval.

Implementation of the Plan

This Project Group is to be accountable for the implementation and ongoing

supervision of all aspects of their Lifelong Learning Facilities and Services Plan.

Progress reports on all of the initiatives are to be submitted to the Project

Chairman every 6 months (on the 1st of June and 1st December) each year.

Brief for the Community Welfare Project Group

The quality of community life is usually determined by how much the members of that

community respect and care for each other.

If Andriampamaky is to be “A Model Village for Madagascar” we have to give attention to the

welfare of the community.

By “Welfare of the Community” we mean:

Caring for those who are sick, or aged, or depressed, or lonely, or unemployed or

who feel unwanted.

Providing activities which allow members of the community to meet together for

a specific purpose, or for entertainment, or for sport, or to celebrate, etc.

(The existing community organisations such as churches, special interest groups,

sporting bodies etc should be incorporated into this Plan.)

The Objective

The objective for this Project Group is to develop a 5 Year Community Welfare Master

Plan which, when implemented, will progressively improve the quality of life for the

people of Andriampamaky.

Planning for the Project

Conduct a survey of all of the existing Community Welfare type organisations

who operate within the Andriampamaky community.

Review the Survey Report prepared by the Education Facilities and Services

Project Group.

Prepare a “Needs Analysis” of the Andriampamaky community identifying what

welfare services are needed by which groups of people and why.

Based on the information derived from all of the 3 reviews and documents

above, prepare a detailed 5 Year Community Welfare Master Plan setting out

how the existing community welfare organisations are to be incorporated in

the Master Plan and what new initiatives are to be taken in order to ensure

that the quality of life for the Andriampamaky community will progressively

improve as the Community Welfare Master Plan is implemented.

When completed the Plan is be submitted to the Project Chairman for

approval.

This Project Group is to be accountable for the implementation and ongoing

supervision of all aspects of the 5 Year Community Welfare Master Plan.

Progress reports on all of the initiatives are to be submitted to the Project

Chairman every 6 months (on the 1st of June and 1st December) each year.

Conclusion

This is a project borne out of a desire to “make a difference” in the lives of all of the people of

Andriampamaky.

Our hope, our dream, our intention, is to make Andriampamaky a “Model Village” in

Madagascar and that the people of the Village will be inspired and encouraged by this and

everyone in the Village will commit themselves to the achievement of it.

We realise that we are wanting to do many things and yet we have very limited financial

resources. Notwithstanding this, if all of us are prepared to make personal sacrifices there is

no limit to what we can accomplish as a united, committed and creative force, never taking a

backward step and never finding any obstacle insurmountable.

History is full of stories of people who accomplished great things when others thought they

were impossible.
