Partners Dave Hipps and Steve Slowey are bringing a new tiki-style bar and restau- rant to Land O’ Lakes, on Station Lane, off Land O’ Lakes Boulevard. They are kicking off with a series of weekend preview events on Sept. 11, 12 and 13. Plans are to open The Tiki Cove every other weekend, at least for the next few months. Once permitting is complete, con- struction can begin on the brick-and-mortar bar and restaurant. On the Mark Catering will provide the food, cocktails and beer, until the doors open on the bar and restaurant. “We’re looking to slowly evolve it,” said Dave Hipps, who is partnering with restau- rateur Steve Slowey on the venture. Social media channels, primarily through The Tiki Cove Facebook page, are spreading the word. “It’s really letting people know what’s going on,“ Hipps said. On Sept. 11, the public is invited to a VIP preview from 5 p.m. to 11 p.m. On Sept. 12, a “catch and release” fishing tournament will take place in the morning to benefit the Myocarditis Foundation, and honor the memory of Austin Vonckx. Afterward, The Tiki Cove will be open from 11 a.m. to 11 p.m. And on Sept. 13, Sunday Fun Day will be held from 11 a.m. to 9 p.m. One rule will be enforced. After 7 p.m., only people age 21 and older can be at The Tiki Cove. “That’s going to be a strict guideline,” Hipps said. Looking ahead, Rockstar Promotions will sponsor a volleyball tournament on Sept. 26 and Sept. 27. Until now, volleyball enthusiasts had to drive to Hogan’s Beach on the Courtney Campbell Causeway or Toasted Monkey in St. Petersburg. But now Hipps said, people can play closer to home. Aside from volleyball, Hipps said other games including ring toss and Jenga will be available. The catering company will have specialty drinks, such as Blue Heaven and Tiki Breeze, and a menu of fish tacos, mahi- mahi and burgers. And, there will be a dock and ample shoreline for boaters. The plant is the basis for “Charlotte’s web,” a low-strain of medical marijuana. In a roll-call vote, commissioners ap- proved the ban unanimously, without discussion. The Florida Legislature approved the non-euphoric form of medical marijuana in 2014, but the state has yet to get the pro- gram operating. Within the next three months, the Florida Health Department anticipates awarding five permits to businesses that will grow and distribute medical marijuana. Several municipalities throughout the state have adopted moratoriums of varying lengths, similar to the one adopted by Pasco County commissioners. During public comment, Chase Daniels, representing Pasco County Sheriff Chris Nocco, told commissioners that the sheriff supports the moratorium. The ordinance in part states that grow- ing and dispensing medical marijuana “represents new land uses not previously studied in drafting the county’s current reg- ulations.” By the end of September, Pasco planning officials will ask commissioners to prioritize a list of zoning issues that need to be ad- dressed, including those related to cannabis. According to the ordinance, commission- ers could consider prohibiting production and distribution of cannabis, or enacting ad- ditional standards to regulate cultivating and dispensing cannabis. During public comment, Palm Harbor resident John Chase cited several recent studies looking at the effects of legalizing medical marijuana, including ones from the Tulane School of Public Health, Lancet Psychiatry, and the National Highway Traffic Safety Administration. It explains why she grew up and then settled on a career in her native Indiana. And it is also why, after nearly two decades with Simon Property Group, she is taking the next big step in her life and her career. Nance took the reins as general manager of Tampa Premium Outlets in May. The regional outlet mall is the first major retail development in Pasco County since The Shops at Wiregrass opened in October 2008. For Nance, the job opportunity is her first move away from Indiana, and her first time to take the lead in opening a Simon mall. She graduated from Ball State College in Muncie, Indiana. For 18 years, Nance has carved out a fast- paced career in marketing and later in mall management with Simon Property Group, again in Muncie. She stayed in Muncie, despite working for a company that is the largest mall owner in the nation and also owns real estate prop- erties all over the world. “For the longest time I didn’t want to leave, because I wanted to raise my son in one community and in one school (dis- trict),” Nance said. But, with her son’s graduation from col- lege, the time felt right for a change. So, Nance jumped at the challenge to be in charge at Tampa Premium Outlets. Reagan and Pearl have been good friendsfor a couple of years now.

They spend a few afternoons each weektogether, and they see each other on week-ends, too.

Sometimes they go on trips — to NorthCarolina and Georgia.

Last month they went to the KentuckyState Fair in Louisville.

And they came home with some rib-bons.

Reagan is Reagan Moore, a fourth-graderwho lives in Lutz. She’s an A-Circuit equestri-an competitor in her spare time.

Pearl is La Perla Merchant, Reagan’s 14-year-old American Saddlebred. Pearl lives atAvalon Stables in Lutz.

Reagan and Pearl went to Kentucky tocompete at the World’s ChampionshipHorse Show at the Kentucky State Fair.

They brought home a fourth-place finishin Saddle Seat Equitation in the eight-and-under group.

In that kind of competition, the rider isjudged more than the horse — but Reaganis quick to credit her partner for their suc-cess.

“She’s a good listener, so she’s prettyeasy,” Reagan said of Pearl.

Pearl might be an easy partner, but sad-dle seat equitation itself is quite difficult.With a couple of reins in each hand, ridersare judged by how they guide their horse,and the form and poise they use during theevaluation.

And they’re not out there alone. A groupof riders perform at once (a total of 10 inReagan’s group), all attempting to maneuverinto the best position in front of the judges,while also trying to relegate the competi-tion into a lesser spot for viewing. Ridersmust defend their position and maintain aprominent place for evaluation, but alsomust stay focused on maintaining control oftheir horse while showing proper form.

“It’s just all about your legs, hands andhow you sit,” Reagan said. Even the positionof their chin makes a difference.

That type of form means a lot of prac-tice, and Reagan and Pearl spend hours eachweek improving.

When they’re not working on their form,Reagan likes to come by and talk to Pearland brush her hair, and spend time with her“barn friends” at Avalon.

“It’s just amazing out here. It’s so fun,”she said.

While it might be fun at the stables, per-forming in front of several thousand peoplein a different state can be a daunting task,especially to a child.

Pam Roush, owner of Avalon Stables, wasthere to cheer three of her students at theevent, and was proud of how Reagan han-dled herself.

“This particular little athlete is so poisedand so confident with her horse,” she said.“She has no fear, and no thoughts that arenegative.”

Reagan has been with Avalon for severalyears. She started riding when she was 3.

And, Roush has enjoyed seeing her growinto such a competitive athlete even at heryoung age.

Roush wasn’t the only one rooting forReagan at the event. Her parents, Allison andKris, went to Kentucky, as did her grand-mother. Her brother, Dylan, stayed home forthe beginning of the school year, but wasrooting for her at home.

Even though he didn’t grow up aroundhorses, Kris Moore is impressed with hisdaughter’s success. Seeing her perform atsuch a large event in front of thousands ofpeople was a special moment.

“It was breathtaking. It’s hard to explain.Just to see her out there and doing it, it wasjust amazing,” he said.

Getting to that point hasn’t been easy.Between Reagan’s riding and Dylan’s travelbaseball, there’s a lot of scheduling and co-ordinating that keeps the Moore’s calendarfull. But it’s worth it, Kris said, because thechildren are doing something they love andare focused on positive activities.

The trip to Kentucky was a big positivefor Reagan and her family. In addition tocompeting, she had time to see a few sights.She visited a park dedicated to theAmerican Saddlebred, as well as ChurchillDowns, home of the Kentucky Derby.

Of course, bringing home a ribbon forfourth place was pretty nice, too.

“It was such a great feeling,” Reagan said.“I’m just so proud of (Pearl). It’s just socool.”

And for Roush, who has seen Reagangrow into a top competitor, watching herlongtime student succeed was a great expe-rience, too.

“That’s the ultimate feeling that you canhave as an instructor. It’s the reason why wedo it,” she said.

The housing market in Tampa Bay is hot,hot, hot — and Pasco County is helping toturn up the heat.

In July, there were 963 closed sales of sin-gle-family homes in Pasco County, awhopping 38.4 percent increase over July2014.

The median price of those homes was$157,000, up 4.8 percent over last year, ac-cording to the Greater Tampa Association ofREALTORS Inc. (GTAR).

The association is the largest profession-al Tampa Bay-based group of licensed realestate brokers and sales associates. Themonthly housing report compiles data fromthe Tampa-St. Petersburg-Clearwater area.

Even as Pasco’s housing prices climb, sin-gle-family homes in the county remainsomething of a bargain compared to the re-gion as a whole, and to pricier counties tothe south, including Hillsborough County.

The Tampa Bay region had more than4,500 closed sales of single-family homes inJuly 2015, up 30 percent over July 2014. Themedian price of a single-family home was$176,000, up 4.7 percent over last year.

In Hillsborough, the median price of sin-gle-family homes increased more than 10percent to $205,000 in July 2015, up from$186,000 in July 2014, the housing reportshowed.

During the past months, the trend hasbeen toward a resurgent seller’s marketwith houses selling at or near asking prices.

Tampa Bay buyers, on average, matchedor bettered the seller’s price more than 94percent of the time, an increase of morethan 1 percent over July 2014. In Pasco, thathappened about 93 percent of the time, a 2percent increase over July 2014.

With sales on a fast pace, month-to-month inventory is decreasing.

“It is certainly a seller’s market,” saidThomas O’ Bryant Jr., chief executive officerof GTAR. “When we get to 5.8 months of in-ventory, it’s kind of the tipping point.”

As of July, in the four-county Tampa Bayregion, there was a 3.8 months supply ofhouses. That’s down more than 21 percentfrom July 2014. In Pasco, the supply was 3.9months, down nearly 29 percent from July2014.

With demand up and inventory down,O’ Bryant said, “It drives up median salesprices.”

Houses also are being sold more quicklyin every price range.

The median days on the market for sin-gle-family homes less than $50,000 was 36days, a 50 percent decrease from July 2014.Houses in the $250,000 to under $300,000range hung around the longest at 54 mediandays, a 20 percent decrease since last year.

The largest increases in closed sales wasseen in the pricier homes with a 300 per-cent jump in the sales of single-familyhomes ranging from $600,000 to just under$1 million.

Closed sales of homes selling from be-tween $300,000 to just under $400,000went up by nearly 83 percent from July2014 to July 2015.

Closed sales of single-family homes ofless than $50,000 dropped nearly 1 percent.That was the only category experiencing adecline in closed sales.

Dogs of all shapes, sizes and breeds wereon hand to enjoy the grand opening ofLennar Homes Tampa’s dog park in K-BarRanch, on Aug. 29.

The event celebrated National Dog Dayand was aimed at helping to promote dogculture in Lennar Homes Tampa’s communi-ties in Tampa, according to a news release.

Lost Angels Pet Rescue offered free dogadoptions, and Affordable Pet Hospital, a full-service veterinary clinic, offered a full line ofmobile pet wellness plans, vaccinations and

access to annual dog exams at the event, in-cluding: free exams, rabies, DAPPv,heartworm tests, bordetella, and nail trims.

Lennar Homes picked up the tab for thefirst 20 pet exams at the event.

“Dogs are man’s best friend,” LennarDivision President Mark Metheny, said in arelease. “Lennar has taken great strides in of-fering dog lovers access to their integratedcommunity dog parks at four of its Tampacommunities: Cypress Creek in Ruskin,Concord Station in Land O’ Lakes, SouthFork at Riverview and its newest location inK-Bar Ranch in New Tampa.

“We really fell in love with the concept,”Hipps said. “It had a great atmosphere. Youcould enjoy the water and have a drink.”

But, the economy had other plans.“Obviously, the economy didn’t permit

this, and the timing wasn’t right,” Hipps said.Now, five years later, The Tiki Cove is

here.Hipps couldn’t be happier, because the

long wait meant his friend, Steve Slowey, wasavailable to become his business partner.

Slowey owns several Beef O’ Brady’srestaurants, and The Brass Tap.

For Hipps, this is his first venture into therestaurant business, but he isn’t worried.

“I’ve owned businesses my whole lifesince college,” he said. “I’ve never done any-thing I didn’t own. I believe businesses arebusinesses. Businesses that are run rightwork, and Steve is such a great entrepre-neur, and a food and drink expert.”

And, volleyball is a natural for Hipps, whoplayed the sport at Ohio State University. His

daughter, Brittany Rodrigues, played volley-ball on scholarship while at HillsboroughCommunity College, before graduating fromFlorida State University.

He’s not sure why, but volleyball is asport that always seems in style. “Maybebeing down here on the beach,” Hipps said.“It’s just kind of making a resurgence.”

“They all say there is nothing to fearfrom medical marijuana,” Chase said.

The studies’ findings, he said, found no in-crease in violent crime or property crime,and no increase in marijuana use by adoles-cents.

“Marijuana dispensary, I know that’s aloaded word,” Chase said. “I also know ourdecisions are made better when based onevidence, not based on opinion or belief.”

Medical marijuana is a matter thatcould reappear as a referendum on the

2016 ballot.United for Care, a group backed by attor-

ney John Morgan, announced on Sept. 1 thatSupervisors of Elections had validated74,000 signatures on its petition. That meansthe next step is a review by the FloridaSupreme Court.

The constitutional amendment’s lan-guage is similar to one in 2014 that receivedmore than 57 percent of the vote, but fellshort of the 60 percent needed to changethe state’s constitution.

Supporters still must provide more than609,000 additional, validated signatures toget medical marijuana back on the ballot.

Nance said. “My personality is that I love toform relationships and partnerships. That’sexactly what I want to continue here.”

The 441,000-square-foot outlet mall isset to open the weekend of Oct. 29 throughNov. 1.

The “Key West” style outlet center willfeature 110 shops with widely knownbrands, such as Ralph Lauren, Saks Off Fifth,Michael Kors, Donna Karan and VeraBradley.

The mall is in the spotlight as a driver ofthe local economy, a job generator and a re-gional draw for shopaholics.

Since arriving in May, Nance has put to-gether a management team and immersedherself in the daily details and long-rangeplanning for opening the mall.

Now, with the mall’s opening less thantwo months away, the anticipation is grow-ing.

“We can’t imagine the amount of pridewe’re going to have cutting the ribbon (forthe mall),” Nance said.

At a recent job fair, Nance and her teamoversaw logistics for an event that attractedmore than 3,000 applicants in the hunt formore than 800 jobs the mall offers.

It was the first time Nance had thechance for face-to-face meetings with someof the mall’s tenants.

That personal connection was right upher alley.

“It gives them the opportunity to meetwith me and start direct relationships,” shesaid. “I’m very much a people person.”

At Ball State, Nance earned a Bachelor ofScience degree in marketing and manage-ment, with a specialization in sales andpromotion. Her first job was as marketing di-rector for a financial institution.

But, she said, “I needed additional chal-lenges and professional growth.”

She started with Simon Property Group asmarketing director at Muncie Mall. Sheworked there for nine years and then shiftedinto mall management. She was put in chargeof overall operations at Muncie Mall, MunciePlaza and Northwood Plaza in Indiana.

Management is her niche now.“It’s so diverse,” Nance said. “I’ll work

with a team, but on any given day I’ll domarketing, public relations or communityrelations.”

In the past, she has been part of a teamthat has pitched in to pull off opening day ata mall. This is her first time being in charge.

“When somebody really thinks aboutthat, from below ground to the top of theroof, is our responsibility,” she said. “It’s anentire team that can pull off the opening ofthe entire center.”

The goal is to create a mall that feels as ifit’s a gathering place.

“We want them (people) to come, andmeet friends and family, just congregate,”Nance said. “Have a nice day out, and hangout in the mall.”

As she settles into her job, Nance also isplanting roots in her new Florida communi-ty.

She recently closed on a new house, andexpects to stay here for a long time.

“Now, this is my home,” she said. “I’m nota mover.”

Deann Newton has taken the Sunlakevolleyball team from perennial also-ran tostate title contender.

And, she did it in just two seasons.So, what’s the team’s reward for its third

season? Really challenging practices. “We don’t have a lot of down time in

practice. We keep them going,” Newton said. The team goes hard the entire time at

practice, with the junior varsity squad onone court and the varsity squad on theother. Athletes are yelling out communica-tion to each other as volleyballs are beingserved at top speeds. Occasionally, a teamtakes a lap or two around the gymnasium,or one side of a court breaks into push-upsor crunches.

Players also focus on mental toughness,getting past mistakes, overcoming adversityand making adjustments on the fly.

Easy practices would be counterproduc-tive to Newton’s goals, which is to keepbuilding on the team’s success.

During her first season, the Seahawkslogged its first winning season in school his-tory, and in their second it made the statesemifinals.

Now, players know they’re on a goodteam. The problem is, so does everybodyelse.

“After having success and going to state,everybody we play is going to be up for us,”Newton said. “Everyone’s going to be readyfor us, everyone’s going to have their bestmatch on us.”

To counter that new reputation, thecoach wants to keep her players humble,challenged and hard at work.

All of the varsity girls play on club volley-ball teams, and Newton is giving them evenmore work for the high school campaign.

She has scheduled a difficult preseasontournament, and has more booked wherethe team will face higher classes than their6A status, which is an upgrade from last sea-son. Since the team will face talented teamsif it reaches the playoffs again, Newton

wants her players to be ready to competeagainst the best well before the team’s dis-trict tournament.

Playing at a high level means also payingattention to statistics. Their serving, for ex-ample, should be at an 85-90 percentsuccess rate according to Newton. Eventhough they opened their regular seasonwith a 3-0 win against Fivay on Aug. 25, theirserve success rate was at just 78 percent,which means it can get better over thecourse of the season, even as the team racksup victories.

And opponents can expect Sunlake topile up quite a few victories, since the teamdidn’t lose many players from last season.Just two athletes, Sarah Sprague and ShairaSanabria, were lost to graduation.

But those were very good players.Both are playing volleyball at the college

level, Newton said. Also, losing two players means more

than just filling two holes in the lineup. Thecoach has tinkered with the positions to

field the strongest team possible, whichmeans experienced players might need tolearn a new role.

If those changes and rigorous workoutswill equal greater success, the players are onboard. Junior Nelly Diaz said the team is al-ready putting in the effort.

“Each practice, we come in working 10times harder than we did the last,” she said.

Part of that stems from a desire to over-come a sense that they didn’t play their bestat the end of last season.

Although Sunlake reached the state semi-finals, and the team was proud of theiraccomplishments, Diaz said the 3-0 defeat toMerritt Island was not a true reflection ofthe team’s talent.

Now, players are ready to get back to thepostseason and prove they’re capable ofachieving more.

Diaz knows the tough practice sessionsare designed to make them stronger whenthey’re facing competitors and every pointcounts.

“As our athletic director (Reesa Pledge)and our coach say, ‘If you can’t take the heatin the gym, you can’t take the heat in thegame.’ So we make sure that we are in condi-tion and working hard 100 percent,” she said.

Newton also is giving 100 percent ascoach, and that’s not going to change any-time soon. She became a coach after playingcollege volleyball at Western OregonUniversity.

After that, she took 10 years off to start afamily.

Now that she’s back, she’s ready to builda winning program, get behind it and staythere. That could be bad news for oppo-nents, because it means Sunlake shouldhave a formidable team for several years tocome.

In fact, she’s already recruiting severalyears in advance.

“I’m not going anywhere. My daughter(Taryn) is in third grade, and I plan to behere for the time she graduates and haveher play for me,” she said.

Julie Graden delved into theworld of chalk artistry about 15years ago, and hasn’t lookedback.

Her sister told her about a chalk artexhibit at The Festival of the Masters atDowntown Disney and urged Graden togo take a look.

When she arrived, Graden asked oneof the chalk artists if she could help on apiece.

That’s all it took to hook her into aworld where artists go from place toplace to create images — ranging fromportraits of famous artists, to renditionsof album covers, to colorful tropical fish— using sticks of chalk.

“It was like an instant — fall in love— with it,” said Graden, who has gone onto become president of Florida ChalkArtists.

Over the years, she’s completed morethan 60 works ofart that range insize and complex-ity.

The Land O’Lakes womantakes part in sev-eral chalk artfestivals everyyear, gatheringwith other artiststo create artistic pieces that are meant tobe appreciated in the moment.

Graden enjoys the social nature of thework.

While she’s chalking a piece, peopleoften come up and ask her questions.

She loves it.“It’s not just doing art. It’s a perform-

ing arts kind of thing,” she said.In a studio, artists don’t experience

that kind of interaction, or get to showpeople work as it is progressing, saidGraden, who has a background in bothfine arts and graphic arts.

The size of the piece depends on thelength of the show, Graden said. For aone-day show, the work might be 5 feetby 5 feet. For a two-day show, it is typical-ly 8 feet by 8 feet or 10 feet by 10 feet,she said.

“When you have the three-day shows,you go big,” Graden added, noting herlargest work to date was about 14 feet by20 feet.

One of Graden’s favorite works is aportrait she did of Vincent Van Gogh,which depicts him imagining his fa-

mous “Starry Night.”She also did a portrait of the portrait

painter of the French royal family. Thatwork was 12 feet by 10 feet, and fetchedher a $500 grand prize.

Like most people, Graden enjoysrecognition and likes to win prizes, butshe said she gets greater enjoyment fromhanging out with other artists.

“It’s all about the people,” she said.She enjoys feeding off other the ideas ofother artists, and interacting with thepublic.

She also enjoys working with others.Her sister, Rebecca Graden Toves, and herniece, Micheale Joy Franks, have workedwith her on some pieces. And, she enlist-ed the aid of some children when shedid a piece in Hyde Park.

Her sister, Cindy Graden Franks, hashelped, too, to get things when she needsthem.

People like to watch and ask ques-tions, Graden said.

‘The No. 1 question people ask: ‘Whatdo you do if itrains?’ ”

Rain — Gradensaid — is a four-let-ter word to chalkartists.

When it rains,the artists do thebest that they canto cover the workand to keep water

from seeping under.If their works get wet, chalk artists

have to regroup and do the best thatthey can with the remaining time.

She’ll do whatever it takes to get apiece done.

She even chalked a piece once whenshe had pneumonia.

“Your goal is to get it done. The worstthing that can happen to you is not fin-ishing it.”

The good thing is that chalk artists arethe kind of community that they’ll pitchin to help out a fellow artist.

She estimates there are between 150to 200 chalk artists around the state.

“We’re a tight-knit little group,” shesaid.

Some festivals draw artists togetherfrom all over the world. Those festivalstake on the feeling of a family reunion,she said.

As much as she loves it, the work canbe grueling, she said.

“You get so absorbed, you forgetabout time. I tell people it’s like doingyoga all day long,” she said.

PET RESOURCE CENTER BEGINS TRANSFORMATION

The Hillsborough County Pet ResourceCenter, 440 N. Falkenburg Road in Tampa,has construction projects under way.

The first project will transform the shel-ter’s front entrance areas into one unifiedcustomer service lobby for pet adoptions,lost pet searches, license tag sales andmore.

During construction, the public en-trance will be temporarily relocated to theside of the building. The completion of theproject is expected in late December.

The second project will replace por-tions of the facility’s roof, beginning inmid-September. The roof replacement willbe in compliance with hurricane standardsto improve safety and ensure integrity forthe department as first-responders for ani-mals.

Both construction projects are expectedto have little or no impact on the center’soperations. The hours will remain thesame, with the shelter open daily from 10a.m. to 7 p.m.

ORGANIC BABY FOODBeech-Nut and Target are teaming up to

give parents a new shopping item – organ-ic food for babies, according to a newsrelease from FleishmanHillard for Beech-Nut. Two area stores are among 300 selectTarget locations that now offer 12 blendsof organic fruits and vegetables for babiesfrom Beech-Nut Organics.

The locations are 1040 Dale MabryHighway in Lutz and 16400 State Road 54in Odessa.

According to the news release, Beech-Nut is inspired by parents makinghomemade baby food with unique foodcombinations and high quality ingredients.

Construction is under way on a com-munity center in Asturia, the mixed-use,master-planned community on State Road54, west of Suncoast Parkway, accordingto a news release from Hines Inc. TheTexas-based real estate firm is developingAsturia on more than 500 acres of the for-mer Behnke Ranch, located between twoother master-planned communities —Starkey Ranch to the west and BexleyRanch to the east.

The 5,800-square-foot facility will in-clude a clubhouse, state-of-the-art fitnesscenter, covered outdoor living rooms, a re-sort-style swimming pool, and anexpansive lawn for recreation. Centrallylocated within Asturia, the communitycenter will feature a modern architecturaldesign with a shed-style roof, open floorplans and floor-to-ceiling facades andwood accents.

The fitness center will offer a range ofaerobic and strength-training equipment.The zero-entry pool will provide areasfor swimming laps and passive swim-ming, and a resort-style pool deck forlounging.

The community center is expected toopen in early 2016.
